2 January i EXECUTIVE SUMMARY The project consists of a trail condition log intended to provide an initial inventory of a potential recreational trail located on the west side of the Fraser Canyon near Boston Bar, B.C. Developing this trail for recreational values would involve the upgrade of the existing trail, which appears to have been constructed in the 1800s. The field component of the inventory used GPS to accurately record and map the trail to RIC standards. During the GPS survey, field cards were also compiled detailing the maintenance and upgrade requirements of the trail. The trail was surveyed between November 12 and 18, 2003, by crew members from the Boston Bar First Nation. Inventory data are presented in the form of a listing of maintenance requirements referenced to GPS maps. Golder Associates

5 January INTRODUCTION This report consists of a trail condition log, as defined by the Ministry of Forests Recreation Manual (2003:98). The log is intended as an initial inventory to assist in the development of an upgrading and maintenance program for a trail. The trail inventoried extends from the community of North Bend to Hell s Gate on the west side of the Fraser River, near the community of Boston Bar, B.C. The trail inventory was conducted by the Boston Bar First Nation, in conjunction with Golder Associates Ltd. (Golder). The trail appears to have been constructed in the 1800s, and in many locations, historic artifacts are present. It may have acted to connect several small gold rush and First Nations village communities on the west side of the Fraser Canyon. The north end of the trail is in good condition, but as one travels south on the trail, much of it has been obliterated by the railway line. Golder Associates
6 January OBJECTIVES AND METHODOLOGY 2.1 Objectives The objectives of the project were to: develop an initial inventory of the North Bend / Hell s Gate trail; and provide details regarding maintenance and upgrade levels appropriate to developing the trail for recreational users to the standards outlined in the Ministry of Forests Recreation Manual (2003:98). 2.2 Methodology and Standards The trail was surveyed between November 12 and 18, 2003, by a crew from the Boston Bar First Nation. GPS training was provided to Boston Bar crewmembers on November 12 and 13, 2003, by Brian Pegg of Golder. Pegg accompanied the Boston Bar crewmembers in the field on November 12 and 13, but was not present for the other days of the survey. The survey involved collection of GPS (Global Positioning System) field data to RIC standards (Ministry of Forests 2001), and filling out field cards with crew observations and maintenance requirements. The field card data were tied to the GPS data using a data dictionary, which allows mapped features to be named and stored as data are collected. GPS field data collection was accomplished using a Trimble GeoExplorer 3 GPS unit fitted with an external antenna. This unit was programmed with a data dictionary which restricted collection of field data unless minimum standards were met. Generally, these standards were exceeded. Specifically, the standards were (Ministry of Forests 2001:4-5): minimum of four satellites for recording observations elevation mask of 15 degrees above horizon minimum occupation time for standard static point features is 30 seconds with at least 15 individual position fixes minimum occupation time for high significance point features (e.g., map tie) is 150 seconds with at least 50 individual position fixes Golder Associates
7 January for line features surveyed in dynamic mode, individual position fixes were collected no more than 25 meters apart, with the majority of fixes less than 5 meters apart Following collection of field data, the data were post-processed for differential correction using a standard reference station located less than 500 km from the field receiver location. GPS data were transformed to ArcView shapefiles, and overlain on 1:20,000- scale TRIM data provided by Teal-Jones Ltd. Golder Associates
8 January TRAIL LOG 3.1 North Bend to Hell s Gate The trail between North Bend and Hell s Gate was surveyed between November 12 and 18, The trail appears to have been first constructed in the mid-1800s (Brian Fisher pers. comm.), and historic debris, artifacts, and engineered sections of trail (a level trail bed buttressed by a small rock wall) were observed in numerous locations. Several previously recorded archaeological sites are present along the trail route, including DkRi- 16, DkRi-62, DkRi-65, DkRi-66, and DkRi-67. These sites contain a mixture of prehistoric and historic remains, pithouses, cabins, and cemeteries, are highly significant heritage resources, and are present predominantly within IR 7 and IR 5. None of these sites have been fully investigated or recorded, and many of the heritage resources located between North Bend and Hell s Gate have never been inventoried. Numerous heritage features are present that are not identified on the trail log maps (Figures 1 and 2). The original 1800s trail is largely intact between North Bend and IR 7 (Figure 1). South of IR 7 (Figure 2), and south to Scuzzy Creek (IR 5), the trail has been moderately impacted by the railway and the Scuzzy Creek hydroelectric development. South of Scuzzy Creek, little of the original trail remains, as it has been heavily impacted by the railway. Upgrading and maintaining the trail would be most easily accomplished between North Bend and IR 7. South of that location, the trail is closer to the railway and would require much more work, including the installation of a new bridge over Scuzzy Creek and construction of several kilometers of new trail to re-connect intact sections severed by the railway. Development of the trail south of the Scuzzy Creek access road (Figure 2) would involve the greatest expenditure of resources, as no existing trail appears to be present due to the railway line. Overall, the trail would most easily be developed as a Type III trail (Ministry of Forests 2003), intended for single-file hiking use, day trips or short overnight. Upgrading to a trail suitable for horse-back riding is also an option. The surveyed trail sections are shown in Figures 1 and 2, and maintenance requirements are shown below in Table 1. Overall, the primary maintenance and upgrading activities will involve brush clearing and log removal. More substantial trail construction would be necessary at location Slide 1 (Figure 1) and at the Scuzzy Creek crossing (Figure 2, Photograph 25). No sanitation facilities are currently present along the trail. Construction of sanitation facilities at location Cabin 1 (Figure 1) may be ideal as that are would likely receive a high volume of visitor traffic. Golder Associates
9 January The location of the trail in close proximity to the Canadian Pacific Railway on the west side of the canyon may prove most problematic for the trail construction. For the northern portion of the trail (North Bend section 1 through to 26), the trail is nearby the tracks but for the most part not immediately adjacent. South of Trail section 26, the trail would need to cross or follow the tracks at several locations, which may cause a safety hazard to users or trains in transit. Regardless of the trail construction options chosen, any trail development plan needs to take the heritage resources of this section of the Fraser Canyon into account. The sites in this area have never been fully inventoried, but are highly significant regardless. Several of the sites have already been impacted by pot hunting; that is, inappropriate excavation and disturbance of archaeological sites to retrieve artifacts for personal use or gain. Improved access to the heritage sites will exacerbate these problems in the absence of a management plan or inventory. Table 1.
