3 Homebuilders Association of Delaware Associates Council December 2017 Meeting Minutes Attended by: Debra Young Mike Clevens Caroline Dentino Howard Fortunato 1. Discussed history of the Associates Council, goals, and current transition from Debra Young as Chair to Mike Easton as new Chair. 2. Strategic Planning a. Networking & Education via Mixers/Happy Hours i. 3x a year/ one in each county ii. can be sponsored by 1-2 Associates 1. sponsor can use logo 2. sponsor can provide brief introduction/presentation iii. Possible dates: 1. NCC: End of March/First week of April (April 4 th discussed) 2. Sussex: June (3 rd week discussed) 3. Kent: September (19-20 th discussed as a Back to Work Happy Hour) iv. Possible membership drive 1. If bring a non-member get a free drink incentives to bring nonmembers discussed. b. Education events i. bring back similar forum like Building Blocks Breakfasts ii. 2x/year? iii. could do lunch vs. breakfast 3. AC Meetings discussed future of when and how long: a. 10 meetings? conference call? b. Do meetings need to be an hour? Can they be 30 minutes? 4. To meet with Mike Easton to discuss outcome of this meeting and prepare for transition.

4 Meeting Minutes HBA/DE Middletown Nuts & Bolts Committee January 10, Monthly Meeting 9:00 a.m. 10:00 a.m. - IRC: The Town has not yet discussed adopting a new iteration of the code and does not expect to in the immediate future - Permitting: Builders will need to check HVAC and Plumbing permit submissions o Town has discovered inaccurate information and will back check these o Submissions should match what is installed or be revised to match o Examples: drain sizes, SEER, equipment model #s, # of fixtures o If the contractor fills out, ensure they do not simply photocopy templates for each house or list model numbers that will change once energy rater paperwork is submitted o Town agreed it was okay to leave model numbers blank OR refer to the energy rater sheet rather than have incorrect ones on the permit application - Final Grade As-Built: Builders only need to submit this once yard is complete OR submit the winter letter if incomplete, but do not submit both Town will revise language to eliminate confusion so builders do not think they will fail without submitting the As-Built with a winter yard - Site E&S: CCR reports are expected from all sites with Town limits Builders should keep copies on site as well - Water Meter Pit freeze-ups: If you encounter these, notify cswift@middletownde.org and he can resolve - Licensing: Subs that are already registered with the town must renew their business license by 2/15/18 to avoid penalty New subs must register immediately with no grace period Next Meeting: 2/14/2018 at 9am NEW LOCATION moving forward for all meetings: The brick armory building at 539 N. Regal entries If you are planning on entering any Regals, please consider doing so before early bird deadline so you can provide feedback on process. Every HBA member gets one FREE Regal Entry. So far 17 have come in! 2. Need 9 Regal Judges. 2 currently confirmed. Request for everyone to reach out to potentials. Please reach out to anyone not connected to HBA members, but affiliated with the home building industry or advertising to potentially judge the Regal awards. Here's is what they'd need to know: - Judging takes place Feb 26 - Mar 2, 2018 and done online via video conferencing. - Each judge may have a few individual award categories where candidates call in for interviews. - 3 main categories are marketing & amenity value; merchandising & design; remodeling & best home. - We need 2-3 judges for each category If your contact expresses interest, just pass their info onto Damien Golden at Damien@ikande.com 3. Review Regal Book and Regal Ceremony Task Force (Nov-Jan) updates. Need of potential judges, review of Regal web portal for entries, save the date post card went out/good feedback, soliciting advertisers. 4. 9 Notes from the meeting: NCC Nuts & Bolts Meeting Notes from January 25, 2018 NCC will provide 2018 IRC code books and a room if builders would like to get organize a meeting to review any code changes. Just let them know a few dates that would work and they will see about making a room available. Earliest adoption of IRC 2018 is looking like 1/1/2019. They also offered builders to send in a popular model plan that they plan to build next year to have it reviewed under IRC 2018 to see what if any changes would be needed. NCC is moving forward with getting accredited by an outside agency. They would like to get feedback from builders / developers on expectations for timeliness, quality & professionalism. They would like to set a up a meeting date to discuss with builders and developers. Just let them know what date would be good for this meeting and they suggested this be a separate date from the code review meeting. NCC is considering adding language to the new record plan checklist in regards to elevation above groundwater that builders should maintain. They are asking for feedback as to what that measurement should be. The example they used is Prince Georges County requires 2.5 above ground water and testing every lot. On March 1 there will be a public meeting to discuss: (There is info and fact sheet online.) o UDC update o NCC Level of service issues o NCC Comprehensive plan o Proposal to have community amenities completed at 50% permits New L&G s, grading, retaining wall & sediment and stormwater checklist have been approved and released as of 1/15/2018. Any L&G s sealed after that date will need to use the new checklists. NCC is looking for feedback on how best to wrap smaller lots without damaging or burying the SF at excavation. They are open to wrapping multiple lots at once if possible. It was discussed that DelDOT is requiring certification for any subcontractor that pours concrete that will be approved by DelDOT. Bear concrete is able to certify if needed. With spring fast approaching NCC reminded all developers and builders to focus on getting open space benchmarks completed to avoid permit holds going into the summer.
