2 1. Introduction Welcome It is a pleasure to welcome You all to. takes place on July at Otepää in South-Estonia for the 4 th time. As a 2-in-1 event it has been run on the smooth South-Estonian gravel roads for 3 years. Already in the first year in 2010 the start list consisted of 126 cars, 37% of them from foreign countries. In 3 years Rally Estonia has shown remarkable development, introducing attractive and innovative solutions for the benefit of competitors as well as spectators. By last year s event on July, Rally Estonia had proved its quality and was granted the right to run an official FIA European Historic Sporting Rally Championship event, at the same time being a round of Estonian, Latvian, Baltic and NEZ Championships for modern rally cars. A total of 155 cars (including 34 Historic cars) started at Rally Estonia in 2012, 66% of them from abroad, amongst them world top drivers Mads Ostberg, Thierry Neuville and Martin Prokop and additionally Jari-Matti Latvala participating in the Historic rally with a Ford Escort RS. More than spectators came to see the rally in 2012 and 121 journalists from 10 different countries produced coverage of the rally in 24 different countries. The top drivers value Rally Estonia highly as an excellent possibility to test for Neste Oil Rally Finland, since the gravel roads of South-Estonia are very similar to those of Finland. Besides that, an appealing aspect to competitors and spectators is Rally Estonia s compactness: Rally HQ, Service Park, Special Stages as well as accommodation and dining facilities are all located very close to each other. The priorities in organizing Rally Estonia have always been safety issues and also smooth and professional technical organization of the rally. The favourable evaluation by the FIA Officials given to the Historic rally in 2012 reflects that the efforts in these fields have produced the desired results. Rally Estonia also strives for being a whole family event with an attractive entertainment programme and concerts, a commercial area and special areas and activities for kids and women. In 2013, auto24 Rally Estonia is round 4 of Estonian Rally Championship 2013 and Michelin Cup Estonia 2013, round 5 of Latvian Rally Championship 2013 and Michelin Cup Latvia 2013 and round 5 of North European Zone Rally championship and Nation Cup Once again auto24 Rally Estonia hosts the round of FIA European Historic Sporting Rally Championship. auto24 Rally Estonia is open for drivers holding a valid national (NEZ countries) or international licence. The competition consists of 9 stages, 2 of them will be run twice (7 stages for Latvian Championship). The roads are twisty and because of the hilly nature they offer a great pleasure of driving. The Headquarters of auto24 Rally Estonia is in Otepää. Service Park with all other necessary services, including Car Wash, First Aid centre etc. are around the HQ. The Start and the Finish Podium of auto24 Rally Estonia is at Tehvandi Stadium at Otepää. Rally Guide is mainly produced for the teams, competitors and media. 8 5. Service Park / Hooldusala 5.1 Place / Koht The Service Park is located at Otepää Tehvandi Sport Center. The surface of the Service Park is tarmac and gravel. NB! No drilling allowed on Service Park tarmac. The competitors are asked to bring with them weights in order to fix the tents. Hooldusala asub Tehvandi Spordikeskuses Otepääl asfaldil ja kruusal. NB! Reconnaissance / Rajaga tutvumine 6.1 General information /Üldinfo The period of reconnaissance is fixed as follows: Wednesday 17 July 2013 at 15:00-21:00 (SS 1, SS 2) Thursday 18 July 2013 at 08:00-12:00 (SS 3, SS 4) at 11:00-14:00 (SS 5/7, SS 6/8) 6.2 Passages / Tutvumiskorrad All drivers are authorised to cover each special stage a maximum of 2 (two) times. Each crew will be issued with a reconnaissance card valid for the passages through each special stage. The card will be given to competitors after scrutineering of the recce car, which is carried out during the administrative check in front of Rally HQ. This card must be carried in the reconnaissance vehicle and must be shown and endorsed by an official at the start and finish of each special stage during reconnaissance. Failure to hand in this card will result in refusal to participate in the reconnaissance. Reconnaissance cards must be returned either to the Rally Office or to a competitors relations officer by Friday 19 July 2013 at 12:00. Maximum speed allowed on special stages, during reconnaissance, is 80km/h, unless traffic signs indicate a lower speed limit. Within residential areas, this speed is limited to 50 km/h, unless traffic signs indicate a lower speed limit. Note speed limit: 80 km/h Published on

Import of vehicles and spare parts Competitor from the European Union does not have to make any special custom clearance for temporary import of cars and equipment with the purpose to participate in auto24 Rally Estonia. Entrants from outside the European Union have to report to the customs at arrival in Estonia. Even if you think it is safe to cross on the red light, you never know where traffic may come from. Do wait the necessary few seconds and then you will be absolutely safe. Our police are there to help you. Don t hesitate to approach them if you are worried. Most speak English well or, if they don t, will quickly find a colleague who does. Happy Birthday - Palju õnne sünnipäevaks 11.2 The Municipality of Otepää Otepää is a small town set in the hills of south Estonia. It is the most well-known winter sports centre in the Baltics and the Winter Capital of Estonia. Otepää got its name, which in Estonian means "bear's head" after the shape of the castle hill - which reminds you of a bear's head. It's also where in 1224, Bishop Hermann started building the first known brick castle in Estonia, The Stone Fort. In summer you can hike along the paths of the Otepää Nature Park, see the landscape of rolling hills and lakes, romantic winding village roads and small rivers. Beautiful views open from observation towers on top of Tehvandi and Harimägi hills. You can also take part in different sports or simply have a good time at lake Pühajärve, which is a jewel among Estonian lakes. Pühajärv was also the first Estonian lake to earn the Blue Flag in Those who believe in supernatural power should pay a visit to the so-called "energy pillar" in Otepää. It is believed that when you touch it, it will give you a great shot of energy and good health. In wintertime Otepää is a winter sports paradise for skiers, snowmobile riders and for anyone who enjoys the snow: there are slalom slopes equipped with elevators and lots of cross-country tracks. Tehvandi Centre is recognised as an all year round training area among high level sportsmen and Kääriku has, for more than half a century, been a favourite of Estonian winter sports fans. Otepää and it s surroundings are where Estonian Olympic medalists (such as Jaak Mae, Andrus Veerpalu and Kristiina Šmigun) have lived and trained. 16 11.3 Medical information Hospitals Should you need an ambulance or any emergency help, call 112. The operators will speak English but for speed it will obviously be easier if an Estonian helps with the call. Police are very helpful and trained to give first aid. Citizens from other EU countries are treated as well as we treat ourselves for nothing. However when you go to an outpatients clinic, do take your passport with you to prove your EU identity. You will have to pay for prescribed medicines but charges are not high. Charges are made to non EU citizens but unless you are critically ill and have to stay in hospital, these will usually be so low that you will not need to claim them back on insurance.
