At our core, Special Olympics Mississippi is a sports organization that uses the power of competition as a catalyst for social change. As Nelson Mandela once said, Sport has the power to change the world. It has the power to inspire, it has the power to unite people in a way that little else does Sport can create hope, where once was only despair It laughs in the face of all types of discrimination. 5 TRANSPORTATION REQUIREMENTS (Contact Nerve Center: NOTE: (all numbers are subject to change due to participation) TRANSPORTATION WILL BE PROVIDED AS FOLLOWS (Multiple trips may be required): GOLF - One (1) Van/Bus - Keesler Golf Course to Designated Bus Stop SAILING - One (1) Bus Biloxi Yacht Club AQUATICS - Two (2) Buses - Biloxi Natatorium WHEELCHAIR EVENTS - One (1) Wheelchair-Ready Bus/Van To Youth Center THE LUNCH EXCHANGE WILL BE ACCOMPLISHED AS FOLLOWS: MEAL PREPARATION Burgers will be grilled at the CE Compound (POC: Al Watkins) and transported to Brian Hall. Meals will be assembled in Brian Hall and distributed to feeding locations. ALL RAIN PLAN FACILITIES WILL BE USED FOR FEEDING THE ATHLETES Feeding committee will coordinate with POCs at each shelter location for meals required; prepared lunches will be transported to the various locations. Environmental Committee will provide all locations with adequate numbers of large trash bags to accommodate meal trash. The inplace POCs are responsible to ensure proper disposal of all trash; Environmental Committee will coordinate pick-up and disposal of this trash. POC: SSgt. Joseph Keedy LIGHTNING In the event of a lightning announcement, seek shelter in accordance with the Rain Plan. Track & Field Events - Go directly to a Triangle Dormitory, Vandenberg Community Center, or the Welch Theatre until the all clear has been received. Golf - Go directly to the club house until the all clear has been received. Volleyball - Unaffected. Olympic Village - Go directly to a Triangle Dormitory, Vandenberg Community Center, or the Welch Theatre until the all clear has been received. 7 5. I find a lost Athlete? If you are at the game site, go to the Nerve Center Tent. If you are somewhere else, call the Nerve Center at (228) It rains? Refer to the Rain Plan Section of this handbook. Check the SOMS information board in the CQ area & Keesler App! If at the games site, the Venue Director will tell you what to do. Whenever in doubt about what to do, don t hesitate to call the Nerve Center! CREDENTIAL INFORMATION Each Athlete will be wearing a photo identification credential. The following information regarding that Athlete will be on the back of the credential: 1. Name of Athlete 2. Area Number 3. Event(s) Entered Event Codes for each sport are listed on the Sports Venue pages (pages 11-15). COACHES PASSES TO LEAVE BASE Buildings will be locked at 10:00 p.m. If you go out after this time, you must sign out and in at the CQ desk. If you must leave base for any reason and at any time, you must get a pass from the NERVE CENTER. You will need to let them know where you are going and how long you will be gone. The Area Director and SOMS Staff will be contacted to approve the pass. If you leave the dorm after 10:00 p.m. without checking out with the CQ, you will not be allowed to re-enter the building. If you leave the base without a pass, you will not be allowed to re-enter the base. You will be stopped at the gate. 24 5

My Athlete hurts himself / herself? Find the nearest coach, medical member or on duty staff person in the Triangle area. If at an event, you can also look for a Nerve Center rep or any individual carrying a hand operated radio or look for someone wearing a Blue Games Committee shirt. Report all incidents to the duty staff person and include: Name of the Athlete Severity of the injury Location Name of the Coach 2. My Athlete gets exhausted or dehydrated? Make sure your Athlete is comfortable and has water if they need it. Find the nearest coach, emergency care, or Nerve Center representative. 3. My Athlete has a seizure? Don t panic. This is fairly common among Special Olympics Athletes. Clear the area and make sure the Athlete doesn t hurt themselves. Don t stick anything into the Athlete s mouth! Let the seizure run its course. Contact the Nerve Center and the Athlete s coach. When the seizure is over, ask the Athlete if they are okay, let them rest, and most of the time, they will tell you what they need. 4. I lose my Athlete? If you are at the game site, go to the Nerve Center Tent. If you are somewhere else, call the Nerve Center at (228)

9 VIII. Smoking is discouraged for everyone. However, if you do smoke, you must smoke in designated areas only. No smoking is allowed in the competition or awards areas. Coaches should not smoke in the presence of athletes who do not smoke. IX. NO ALCOHOLIC BEVERAGES OR DRUGS ARE ALLOWED THE ENTIRE WEEKEND! THIS IS NOT ONLY A POLICY OF SPECIAL OLYMPICS MISSISSIPPI, IT IS A REGULATION OF THE UNITED STATES AIR FORCE. X. Coaches should dress and act at all times in a manner which will be a credit to Special Olympics Mississippi. SPONSOR S CODE OF CONDUCT I. Carry your Athlete s medical card at all times and make sure they always wear their photo ID. II. III. Keep your Athlete with you at all times If your Athlete requires medication, make sure they get it at the right time. YOU MAY NOT GIVE MEDICATION!A COACH SHOULD BE WITH YOU, AND THE COACH WILL GIVE MEDICA ṪION TO THEIR ATHLETE. IV. Check the SOMS information board in the CQ twice a day. V. Make sure your Athlete arrives at their event 30 minutes early! VI. VII. Make sure your Athlete drinks plenty of water. Make sure your Athlete gets plenty of rest and enough to eat. Refer to the medical card to make sure they are not allergic to any kind of food. VIII. Make sure your Athlete is protected from sunburn and too much exposure IX. Be familiar with all the information in this handbook. X. Be courteous to your athletes coaches and Area Directors. DO NOT APPLY SUNSCREEN! XI. XII. Schedule meeting times with the Athlete s coach. No alcoholic beverages allowed. XIII. Dress and act at all times in a manner which will be a credit to the United States Air Force. XIV. Do not cary Athletes on your shoulders. Injury may occur to you INTRODUCTION Detailed instructions for Registration, Housing, Meals, Opening Ceremonies, Special Events, Medical Information and Scheduling are contained within the pages of this handbook. Please read all sections carefully. NERVE CENTER A Nerve Center will be set up and manned 24 hours a day throughout the duration of the Games. This center will be set up to handle any problems that may arise. Emergency Facilities and Emergency Care Personnel will be on hand at this site around the clock. The Nerve Center will be located in the Levitow for the duration of the Games and in tents during Games Competition locations on Saturday. The emergency phone number for anyone needing to contact athletes, coaches, chaperones or staff is as follows: (228) This contact number should be given to anyone who might need a contact number for you while your delegation is at the Games. incoming calls will be directed to the Nerve Center and should be restricted to emergencies only. REGISTRATION & HOUSING Upon arrival at Pass Road Gate, follow directional signs. Drivers will be required to present a valid driver s license, vehicle registration and proof of insurance at the gate. delegations will report to the Vandenberg. Area vehicles must enter the base at Pass Road Gate. Please make sure that you arrive at the time scheduled for you to register. No Area will be allowed to register until all of the delegation has arrived. It is the responsibility of each individual Area to have the courtesy to be on time! This is in consideration of the Areas registering after you. If your delegation is not traveling together, make sure that the last of your delegation arrives before your allotted registration time. DO NOT UNLOAD LUGGAGE AT the Vandenberg. The procedure for registration is as follows: 1. Upon arriving at the Vandenberg, Head of Delegations will be given a registration packet containing coaches handbooks, maps, emergency #'s and labels for each athlete's ID. Athletes and Coaches must wear photo ID AT ALL TIMES. Athletes and Coaches will not unload at the Vandenberg. Only the Head of Delegations needs to check in. 7

10 2. Head of Delegation will mark scratches on the Athlete and Coach listing report. One set of Medical Cards should be turned in to be transferred to Emergency Care with the copies of current athlete medical forms which were submitted with entry forms. Emergency Care is located in Erwin Manor. 3. Head of Delegation will then notify the squadron representative located at the registration desk that their Area is ready for Airman Sponsors and room assignments. A squadron representative will then board the lead vehicle for the Area and direct them to their assigned housing facility. 4. Upon arrival at the housing facility, the Airmen who have previously been assigned to an athlete will be introduced to the athlete and will assist the athlete with their luggage. At this time the Head of Delegation or coach will give the airman sponsor a medical card for their athlete. The coach will tell the Airman Sponsor what time they will be in the Briefing Room to administer medication. 5. At this point, Area registration is complete. Remember to make sure that each Athlete and Coach wears his/her credential for the duration of the weekend. This credential serves as personal identification for the Athlete, Athletic Event identification and Head of Delegation identification. 6. You will receive a ribbon at registration from a donor who is supporting your athlete. Please place this on the athlete s pillow on Friday night. Be sure athletes eat properly; avoid overeating or missing meals. G. Be aware that the excitement of the Games may encourage inappropriate behavior. Close supervision while on the base is required. H. The coach should assist the athlete in keeping up with their possessions. III. The coach is expected to be totally familiar with the medical condition, precautions and medication requirements of the athlete. It is the coach s responsibility, not the Airman s, to administer medication. Knowledge of the medication regimen (what, how much & when) is necessary. No airman will administer medication to athletes. Airmen will be instructed not to accept the athlete s medication from the coach and will also be instructed to report to the Nerve Center, SOMS Staff and a Games Project Officer, the name of any coach who asks them to administer medication to an athlete. It is the responsibility of the coach to set a time to meet the athlete and airman at the squadron Briefing Room (Nurse Station) in order to administer the medication. THE COACH MUST MEET THE AIRMEN AND ATHLETES AT THE SCHEDULED TIME. IV. If the coach wishes to visit an athlete of the opposite gender in the dorm, they must be escorted by a member of the squadron staff. Do not attempt to visit an athlete of the opposite gender without an escort - you will not be permitted in. V. The coach must wear their identification credentials at all times. The coach should also ensure that the athletes wear their credentials at all times. VI. The coach must be totally familiar with all schedules, sports, special events and meals. It is the coach s responsibility, not the Airman s to ensure that the athlete is on time for all sports competition and special activities. VII. If a coach has concerns or questions about sports events, their questions should be directed to the head coach, from their Area, for that particular sport and not to the Games Sports Committee. Questions to the Games Sports Committee should come from the head coach or Area Director. 8 21

George Landrum DEPARTURE INFORMATION Out processing will be in Dormitories and Nerve Center located in Levitow Sunday from 8:00 a.m. -10:00 a.m. The Area Head of Delegation must first check out with MTLs in dorms when their Area Delegation is ready to depart. There will be no exceptions. When the Head of Delegation comes to the Nerve Center, they will report to the Housing Staff. A member of the Housing Staff will then call the squadron, where the Athletes/Coaches were housed, and ask for clearance. The Area Director may pick up the Athlete s T-shirts at this time if they didn t pick them up from the Nerve Center at the dance on Saturday evening. COACH S CODE OF CONDUCT I. The coach is responsible for the athlete 24 hours a day. NO COACH SHOULD LEAVE THE BASE AT ANY TIME, EXCEPT TO ACCOMPANY ATHLETES TO AN OFF- BASE VENUE. If an emergency situation should arise, the coach should contact the Area Director, who will secure the necessary pass from the Nerve Center. No one may request a pass except the Area Director. II. The coach should provide the following services to their athletes: A. Always be accessible to your athlete s sponsors at all times. If you are away from your room, leave word with someone in the squadron where you will be in case of an emergency. B. Be sure the athletes are properly warmed up prior to competition. C. Take precautions to avoid sunburn and heat exhaustion by using sunscreen, drinking plenty of fluids and taking advantage of shaded areas whenever possible. D. Be sure needed first aid is administered promptly. DINING FACILITIES Athletes, area directors, coaches and chaperons will be given access to the Dining Hall facilities by means of their identification tag. The athletes will be accompanied by their Airmen Sponsors. Meals will be served at Azalea and Magnolia Dining Halls. For the noon meal on Saturday, the main feeding tent will be located at Hercules and Eagles. Food will be distributed to Aquatics, Sailing, Volleyball, and Golf venues. Bowlers will eat before or after events. Athletes must not eat their noon meal on Saturday in the dining halls. Concession stands selling food and beverages will be located in Olympic Village and all will close by 4:00 p.m. Make sure the Athletes drink plenty of water! 9 E. Be sure athletes get adequate rest. 20

12 FIRST AID - EMERGENCY PROCEDURES - MEDICAL INFORMATION It is important that everyone involved in the Games be familiar with procedures for emergencies and treatment of any illness or injury. Special Olympics Mississippi will provide Emergency Care Personnel and an Emergency Care Center located in Erwin Manor 24 hours a day during the Games. Anyone needing assistance should call the Nerve Center at The Nerve Center is located in the Levitow and will also be operational 24 hours a day for the duration of the Games. Satellite Nerve Centers will be at all designated Venues on Saturday during the Games Competition. Administration of all prescribed medicine to Athletes will be the responsibility of each Area Director, Head of Delegation or Coach, who should make sure that their staff properly administers any routine medication. At no time will any Keesler Airman Sponsor or Emergency Care Personnel administer any medication to Athletes. This also includes sunscreen. Tylenol and other frequently used medicines will be available in the EMERGENCY CARE CENTER but can only be given by the area nurse, coach, or director. medications must be administered in the Briefing Room in the squadron where the athlete is housed. There will be a Nurse Station sign at the door to each briefing room. The Athlete medical information card is your mechanism to communicate with the Airman Sponsor regarding pertinent medical information about an Athlete. This is especially important for those Athletes who take some type of medication. It is the Area Director, Head of Delegation or Coach s responsibility to place this information on the card before giving it to the Airman when he/she takes charge of your Athlete. Emergency Care Personnel will be stationed at each Venue. Emergency Care Personnel will be wearing a white shirt with a large red cross printed in red on the back. These individuals will provide any necessary emergency care treatment and will determine whether the situation warrants transporting an Athlete to the Emergency Care Center for further evaluation and possible transportation to the local hospital. During the evening hours when Athletes are in the dormitories or involved in other activities, Emergency Care Personnel will be on hand. These personnel will also be identified and accessible through the Squadron CQ and at all games related activities. PROTESTS In the event that a Head Coach wishes to file a formal protest, they should contact the Venue Directors who will notify the Sports Rules / Protest Committee. Only the Sport Head Coach may file a protest. The head Coach must present a Head Coach identification card. Should a Head Coach express an intention to file a formal protest at an event being held off base, the Venue Director at the event should contact the Nerve Center and ask them to notify the Sports Rules / Protest Committee that a protest is being filed. The Sports Rules / Protest Committee will then be aware that the protest is being filed and will allow time for the individual to present the protest to them at an agreed upon location. Protests will be handled as follows: 1. Protests to the Games Rules Committee may only be made concerning Games presentation, structure and conduct. 2. Protests to the Sports Rules / Protest Committee may only be made concerning competition of Athlete within a Venue, where competition rulings are either made or not made in regard to the fairness and equity of the competition. 3. protests must be made prior to the presentation of awards. 4. If a coach wishes to file a protest, they must discuss the protest with the Head Coach from their Area. Each Area should have a Head Coach for each sport and this Head Coach should remain at the Venue until all Athletes from their delegation have completed competition. 5. If the Head Coach agrees that a protest should be filed, the Head Coach should notify the Venue Director that they are filing a formal protest. If an Athlete is unknown to you, find a coach who is familiar with the Athlete. DO NOT LEAVE ATHLETE. 3. Keep the injured party still and calm. Also, be reassuring. If a seizure occurs: 1. Do not restrain the victim. Let the seizure run its course. 2. Protect the victim from hurting themselves: consider equipment, terrain, etc. 3. Keep the victim still and warm. 4. Remain calm and prepare to calm others. Constantly be on the lookout for anyone suffering from the effects of the heat. Encourage Athletes to drink plenty of water and not sodas, etc. This should also apply to volunteers and coaches. Everyone should use sunscreen to protect yourself against sunburn. Please note that this is an accident policy, not an illness policy. Who is covered? Special Olympics athletes, officials and volunteers who are injured while participating in a Special Olympics activity or are injured while traveling directly to or from a Special Olympics activity.

14 What type of coverage? This policy is secondary coverage. It operates in addition to any other valid and collectable insurance the injured person may have. If the injured person is not covered by any other insurance plan, the Special Olympics policy will apply. This policy extends coverage to include fainting, heatstroke, frostbite, exhaustion, as well as any accident where epilepsy or a seizure may be a contributing factor. Ambulance service is also included. What are the reporting procedures? The incident report form (available from the Emergency Care Center) should be completed immediately by a Special Olympics official on the Local Level and sent directly to the insurance company. The insurance company will then be in contact for additional information. RESTRICTED AREAS Please keep in mind that Keesler Air Force Base is a Military Installation and United States Government property. Therefore, it comes under the jurisdiction of the Federal Government, and not local or state law. There are certain areas on the base that are restricted to your access. These areas are clearly marked and signs should be observed and obeyed. The base commissary and exchange facilities are not opened to civilians. During your stay at Keesler, you should restrict your activities to the Games Venues and to the Triangle area. Area directors, Head of Delegation, coaches, chaperones and athletes should not wander around the base. If, for any reason, you are stopped or detained, remember to be cordial and to give the appropriate information upon request. Transportation to all Games Venues outside the Triangle Area will be provided. Buses, vans and private vehicles should be left parked in the designated area until your departure on Sunday morning. FAMILY AND GUEST INFORMATION As you know, we are restricted in the amount of on-base housing provided to SOMS. Therefore, we are unable to provide housing for any additional people who may wish to accompany your delegation to the Games. Housing is restricted to pre-registered coaches, chaperones, bus drivers, nurses and athletes in your assigned quota for the Games. We hope this does not discourage anyone from attending the Games. There are several hotels and motels on the Gulf Coast in all price ranges to accommodate their needs. It is strongly suggested that, if you plan to stay in a hotel or motel, you make reservations ahead of time to make sure you have adequate housing. Parents should be encouraged to make reservations for rooms. Personal vehicles are not allowed outside the triangle. Please ride buses for bowling, volleyball and tennis

16 SPECIAL OLYMPICS SOUVENIRS As in years past, souvenirs will be available at the Games. On Friday afternoon & Saturday, a souvenir tent will be located under the Levitow balcony. proceeds generated through these sales will be used to help defray the cost of the Games. We encourage all sponsors and chaperons to give each of the athletes an opportunity to visit the SOMS Souvenir Tent. AWARD PRESENTATIONS Awards will be presented as heats are completed at each competition venue. Special Olympic medals will be given to first (gold), second (silver) and third (bronze) place finishers in all competition events. Special Olympics place ribbons will be given to fourth through eighth place. Athletes who do not finish will not receive an award, but will receive a participation ribbon. HEALTHY ATHLETES Healthy Athlete screenings for athletes will be conducted in the Levitow. Signs will be posted to direct you to the room on the first floor. Airmen Sponsors should make every effort to take their athletes to the screening. Coaches should remind the athletes and Airmen to visit the screening venue and arrange to meet their athlete there. Coaches should be present in the event there is information to pass on to parents or guardians. ENTERTAINMENT On Saturday, athletes may take advantage of the following: OLYMPIC VILLAGE STREET DANCE (following Closing Ceremony) MOVIE PRESENTATION (following Closing Ceremony) AIRMAN SPONSORS The Student Airman Sponsors are working as volunteers. Treat them as a member of your delegation. The Airman have been given information on how to assist the athletes while they are at Keesler but they must have your help and guidance.
