2 . INTRODUCTION According to the conclusion 8/7 of APIRG / 8, each ASECNA center was sensitized to conduct monthly surveys to find a suitable solution to the problem of missing flight plans. The investigations carried out concerning the missing flight plans of all aircraft both on arrival and over flight. The present Working Paper gives a report on the availability of the FPL in ASECNA area from January to October 07..

Comments Majority of missing FPL not received at ASECNA centers listed in figure above concern the overflight; UTA of Lomé (DXXXZQZX) and APP (DBBBZRZX) of Cotonou are missed on the list of recipient of the FPL concerning the overflight of ACCRA FIR; UTA of Douala (FKKKZQZX) and UTA of Libreville (FOOOZQZX) are omitted on the of recipient of the FPL concerning the overflight of BRAZZAVILLE FIR ; Same remark for UTA of Abidjan (DIIIZQZX) in DAKAR FIR and UTA of Ouagadougou in NIAMEY FIR; 30

Main causes Omission of AFTN addresses of certain organism in charge of air traffic control; Ignorance of management of air space for certain FIR stirring the bad application of routing procedures; Technical failure; delayed restart of defective AFTN circuits due to the absence of focal point for coordination. 3

Corrective measures Exchanges of data on missing flight plans between different centers concerned in accordance with the conclusion7/4 of the 7th APIRG; Establish a mean of coordination to investigate punctually and systematic on the causes of the missing FPL; Check and Update regularly the routing table of each center to take into account new AFTN circuits; Elaborate a technical contact list per center to allow a quick restart of defective circuits: Maintaining awareness local information staff in charge of flight plan to respect the routing procedures of flight plans in accordance with the 8/8 conclusion of the 8th APIRG, using: For UTA of Lomé and Cotonou, we suggest that Accra Centre will create and publish a collective address (PDAI) include the AFTN address of these UTA and those of Accra that centre will use to address the FPL concerning the aircraft overflight this FIR; For UTA of Douala and Libreville, a collective address have already created FCZZZQZX for the Brazzaville FIR and we ask to all center to use for all aircraft overflight on Brazzaville FIR; For UTA of Abidjan use the address collective GOZZZQZX of Dakar FIR; For UTA of Ouagadougou use the address collective DRZZZQZX of Niamey FIR; 3
33 .CONCLUSION The meeting is invited to: note the above information related to the missing FPL; Reinforce co-operation between COM Centers in technical and operational domain to improve the availability of FPL; 33
