3 We are very happy to be together in Rally Turkey with all our participants who has given their hearts to motor sports inside and outside the country, including sportsmen, organizers, press members and valuable representatives of the automotive world. Our country has already hosted the World Rally Championship (WRC) six times in Antalya and Istanbul between the years We also believe that Rally Turkey which will be performed under the framework of Rally of Turkey, the oldest international motor sports activity of our country, will give all our guests the opportunity to know better unique beauties of Turkey, wealth of our culture and hospitality of our people and to strengthen the friendship ties with us. I would like to say welcome to all the participants of Rally Turkey and wish success to all the teams who will struggle in the competitions. 4 1- INTRODUCTION Turkey is rightfully proud of being one of the leading sport countries thanks to many great sport events organized in the international arena. These events have always been followed with admiration and passion globally. Turkey, who repeatedly succeeded in sports organisations, is living the enthusiasm of hosting the World Rally Championship, home event of world s best rally drivers and co-drivers for 45 years. This giant event taking place between 13th-16th of September will be broadcasted in 155 countries all over the world and reach about 850 million viewers. It is our priority wish to ensure that all participants to Rally Turkey leave our country with great memories. I would like to seize this opportunity to express my gratitude to everyone who worked towards the realization of this event and wish the best of success to all drivers, co-drivers and competitors. 5 First of all, I would like to mention my happiness to host in our province the World Rally Championship (WRC) which has a great importance for sports tourism and by virtue of this to host in our province the people fond of Automobile Sports from different countries. That the World Rally Championship will be organized in our province will bring a new momentum to the Turkish automobile sports and will help opening up the way for other large events. To be hosting WRC after being selected from among important countries such as New Zealand, Croatia, Japan, Chile, Kenya and South Africa that wished to organize this event will provide that Turkey s prestigious stance revealed in each and every lane and her messages will reach out the entire world. In addition, around 50 thousand local and incoming tourists will come to the region just for the World Rally Championship and this means that it is not just a sports organization but also a crucial event that will contribute to the tourism of our province. When it is considered that automobile sports had an audience potential of more than 700 million around the world in general, World Rally Championship (WRC) that will be followed lively in the whole world via local and foreign press and visual media institutions will provide a great opportunity for the introduction of our province and our country. Our province is ready to host many other world organizations under the framework of Sports Tourism like all other branches of tourism when its areas and facilities appropriate for variety of sports is taken into consideration as well as its accessibility by two international airports. I would like to submit my gratitude first and foremost to our president Hon. Recep Tayyip Erdoğan supporting the process whereby 2018 WRC Turkey organization has been brought to our country and hence to our province, our Ministry of Youth and Sports, Hon. Serkan Yazıcı, the President of the Turkish Federation of Automobile Sports carrying out a decisive and successful effort for many years now and all the people who have put an effort to the process, and wish all the participants coming to our city under the framework of WRC, all people on duty, media members and people passionate for automobiles a successful championship without any accidents, and submit my most sincere respects and love. 6 With its special location in the world geography, natural beauties and historical wealth, Republic of Turkey, the bridge of civilizations interconnecting Asia and Europe, is the geography of peace where east and west unite and live fraternally. Thanks to its nature, culture, wealth of people having as their motto love and tolerance, our province Muğla, we shortly depict as city of freedoms is maybe one of the luckiest provinces of our country, each corner of which is worth living. Muğla is a province which has hosted many civilizations throughout history and which has conserved the cultural and historical wealth of these civilizations up until today as well as being an attractive city with its natural beauties, generously revealing all shades of green with its 68 per cent woodland and all shades of blue with its coastline of 1480 kilometers and its coves awaiting to be visited, and it is a city where democratic rights and personal freedom are fully exercised. That the oldest motor sports activity serving the sports and introduction of our country for about 45 years now will be organized in our province Muğla s districts, each one of which is more beautiful than the others, will provide for the introduction of our province Muğla and our country in general and will ensure reaching international teams to participate in the rally, the audience and all the rally lovers that will watch the competition. In addition, in Muğla, the city of freedoms, racers will enjoy getting behind the wheel and competing in a terrific nature. We wish the racers behind the wheel will not be too much distracted by the beauty of our province, adorned with different shades of green and blue and a unique landscape and that they make the competition lovers watch a rally with a high joy of watch. This year with big enthusiasm we got prepared for the races which we will host for the first time as the region and to which we attach great importance. It is a great pleasure for us to present new laps for the racers and the audience. We follow with great happiness the interest Marmaris created among WRC world. As all people and institutions of the locality, we plan to be on WRC agenda for long years. 11 4 - ENTRY PACKAGES Manufacturers, other WRC cars and support championships as per 2018 FIA WRC Sporting Regulations 5-SERVICE PARK A. Location The Service Park will be located in Asparan, Marmaris with following GPS coordinates: N E Individual space usages have been calculated according to 2018 FIA WRC Regulations Appendix VI. B. Service & Auxiliary Vehicles Only service vehicles (identified with a Service Plate issued by the Organizer) are allowed to enter and exit the Service Park. Service cars are only allowed to set-up at times according to Access times for setup operations. For access to the Auxiliary parking area the vehicles must carry an Auxiliary plate. Additional Auxiliary Plates may be ordered by contacting the Secretariat. The cost of an extra Auxiliary plate is 250. Only one service vehicle per crew is allowed in service park. Auxiliary vehicles are not allowed to enter the service park. C. Access Times for Set-up The service park will be available on Thursday the 6th of September from 12:00 to 21:00 for WRC Teams. Further information please check the programme. If requested, private security will be provided upon request and payment. Please also note that, service park facilities such as electricity, internet connection etc, which will be provided upon demand. Management personnel and the officials, who are in charge of service park, will be on duty from Thursday the 6 of September 12:00 hrs. 10

12 Speed limit imposed in Service Park, for all the vehicles including the rally cars, is 30 km/h. Exceeding of this limit will be penalized with cash fine. Entrance for trucks is possible through the main gate only until Tuesday 21:00hrs. Service trucks will not be allowed to exit the service park before the end of the rally. Service Park Working Hours Please note that the service park will be opened from Monday till Sunday. Please check the programme for further information. E. Retirements and Re-starts There will be a special overnight Parc Ferme at the Service Park for retired cars re-starting the rally. Any competitor re-starting the rally must present their cars in this Parc Ferme at the latest one hour before the start of the Any competitor must have their cars present in this Parc Ferme in the last hour before Parc Ferme in the evening. F. Environmental Policy Rally Turkey is committed to the protection of environment and minimising the social, cultural and environmental impacts of all stages of the rally and its associated activities. Through the implementation of environmental policy to obtain the accreditation Achievement of Excellence from the FIA Institute we are committed to achieving the following objectives: Complying with all relevant laws and regulations working together with the government, municipality and non-governmental organizations, Involving, sharing and raising the awareness, Organising and coordinating the sustainability efforts, Minimising the production of waste and encouraging waste sorting and recycling at Rally HQ, stages and mainly at Service Park, Extending the use of material and products so that to use the same brandings for the next year, Saving water, managing and treating waste water, at the car wash our target is % 80 saving water, Optimising or reducing personnel & freight transport by local personnel and close accommodation, Favouring walking, biking and the use of public transportation, ad also hybrid cars will be used for VIP transfers, Using existing buildings, facilities and materials, Using sustainable products in every possible circumstance, Preserving the natural habitat of the event location and surroundings, Minimising the use of non-renewable energies, Offsetting your carbon emissions (if possible). We are trying to keep at the minimum the impact of Rally Turkey by adopting a responsible environmental policy to obtain the accreditation Achievement of Excellence from the FIA Institute. Your commitment is necessary to reach our goals. 6 - TWO-WAY RADIO ICTA Information and Communication Technologies Authority (BTK Bilgi Teknolojileri ve İletişim Kurumu) is the national telecommunications regulatory and inspection authority of Turkey with responsibility across, radio, telecommunications and wireless communications services. Telsan, offering rental frequencies, is responsible for the management of the radio communication during the rally. Any radio equipment used by a competitor and/or the associated support teams in Turkey, must be covered by a licence issued by ICTA. A licence holder, such as Telsan, can rent their frequencies. Operation of the equipments must be strictly within the terms and conditions of the licence. Installation or use of equipment without licence, or outside the terms and conditions of it, renders the operator/ installer liable to prosecution. Upon conviction the equipment is liable to forfeiture together with fines and/or imprisonment. Application Procedure Detailed information can be found at Alternatively competitors willing to rent frequencies or equipments can contact Telsan. Application and rental procedures take up to a month. Holders of two-way radios should contact ICTA or Telsan in advance. 12

Only UAV s approved by WRC Promoter will be able to be used during the event All helicopters used during the event must be registered with the Organizers. The distance from the Service Park to the Shakedown start is 7.17 km (4,02 km from the finish of the stage to the Service Park). The liaison from the STOP control to the start of the Shakedown is 4,09km. The central Service Park will be used during the Shakedown. FIA fuel will be available at the Service Park exit during the Shakedown 10 - HOSPITALITY ARRANGEMENTS I.T.E.M. Travel and Event Management Inc. is the official travel and hospitality agent of the event. I.T.E.M. can assist with any request from airport pick up, accommodation, special needs for crews and leisure activities such as daily excursions or pre/post tours. As believers of long lasting partnerships and sustainable actions Tosfed is in touch with Getob, South Aegean Touristic Hoteliers Association, to raise awareness about Action for Road Safety through collaborations with local stakeholders such as Drivers Associations. Action for Road Safety banners located throughout the town center will draw the attention of not only the locals but also of tourists ensuring that a local action in Marmaris ends up having a global reach. 15

17 Collaboration with ÇEVKO Foundation & Neutralization of Carbon Footprint ÇEVKO foundation, which started its journey in 1991 with 14 members, was announced to be an Authorized Organization by the Turkish Republic Ministry of Environment and Urbanization within the framework of the Regulation on the Control of Packaging and Packaging Waste published in 2005 during the harmonization process of Turkey to the EU. As of the year 2005, companies selling packaged products in the Turkish market have been transferring their recovery obligations to ÇEVKO Foundation for the recovery of packaging waste. ÇEVKO Foundation carries out activities regarding communication, awareness-raising and training for the performance of the liabilities it has assumed. The authorized organization develops activities regarding the separate collection of packaging waste at source in cooperation with municipal administrations and licensed companies on behalf of the packaging producers and economic operators which put packaging on to the market it represents. Organizers of Rally Turkey, wanting to take part in the environmental actions by them, signed a protocole with ÇEVKO in order to organize the public areas relating to the Rally in an environmentally safe and sustainable manner. Tosfed (Turkish ASN), ÇEVKO and Marmaris Municipality united their forces to make sure that all the waste collected in spectator areas and service park is recycled for a green rally. ÇEVKO and Tosfed have joined forces also in actions to take for the neutralization of Rally Turkey s carbon footprint which is to be the first Rally in WRC calendar to take such action. Rally Turkey Opening Party Rally Turkey 2018 will start with a hearth felt welcome to all drivers/co-drivers, crews, press members and spectators on Wednesday the 12th of September evening. The opening party by the beach will give guests a hint of Turkish hospitality and an idea of what s to come in the following days Delicious tastes, surprise guests and live DJ performances will adorne the party. Ceremonial Start and SSS (SS1) Ceremonial Start directly followed by the Super Special Stage ( SS1 ) on Thursday the 13th of September evening will take the rally action to the center of Marmaris. Drivers/Co-Drivers being presented to the crowds at the main promenade streching from Netsel Marina to the Atatu rk Statue will than show all their skills and raise the public s adrenaline levels already at the very first Stage of Rally Turkey. Super Special Stage will start in front of a background of sea and World famous Marmaris Islands. Marmaris Municipality will add flavour to the already scenic SS1 start with a fireworks show before the first car starts the Rally. Spectators will have the possibility to comfortably enjoy the SS1 from the tribunes built in 19 Mayıs Square along with different corners of the SS1 where large led screens will give the full broadcast of the stage. Spectators at home will be able to watch sections of the stage live on ASport the official broadcaster of WRC in Turkey. Turkish ASN is also planning to broadcast the SS1 live on youtube. 16

18 CityFest for Rally Turkey Turkish ASN, Tosfed, is proud to announce the 1st edition of CityFest for Rally Turkey to take place between 13th-16th of September in Kumlubu k Beach. A private Festival organized by Kerki-Solfej Production with permissions of Marmaris Municipality, CityFest for Rally Turkey will bring a young crowd to Kumlubu k Beach for 4 days of motorsports action, concerts, beach fun and camping. Participants will be shuttled to a stage every afternoon and have the possibility to actively feel the motosports adrenaline in their veines. Famous singers and bands such as Sıla, Duman, Teoman and Kenan Doğulu will rocket the crowd s energy to the skye and share with them their Rally Turkey expecience. Every singer and band will use their social media accounts t share moments of the Rally. Rally Turkey VIP Pass holders will have free entrance to all four concerts. Festival Organizers expect a turnout of about 6000 people. WRC History Moments Exhibition World Rally Championship is full of historic moments Sculptor Yavuz Yılmaz, also the maker of the awards to be presented in the podium ceramony, will be taking the guests through these historic moments and revive them in the fans memories. Power FM and Power TV During the Rally Turkey weekend Power Group will be present with its PowerFm and PowerTv in the service park, opening party and closing party with special guest DJ s and bands. User experiences such as the Power Simulator will be available to all visitors to enjoy during the Rally. VIP Areas This year in Rally Turkey spectators will have the possibility to enjoy the best of motorsports free of charge in general spectator areas. VIP areas to be accessed with VIP pass, for those who wish to spectate the best action of the rally in air-conditioned tents where food and drinks are served while they comfortably watch the rally, will be set up in SS1 City Stage; SS2/6 Ula Stage; SS9/12 Datça Stage and SS14/17 Marmaris/Powerstage. 23 Driving in Turkey Traffic in Turkey Most traffic signs in Turkey are international. By observing traffic regulations and speed limits, you can avoid danger. It is obligatory for the drivers and all passengers in the car to use seat belts in the front seats. In densely populated areas there is a speed limit of 50km/h unless specifically shown with traffic signs. In Turkey it is forbidden to drive under the influence of alcohol or drugs. Drive on the right overtake from the left. Give way to any vehicle, including bicycles, coming from the right. Give way to pedestrians. Do not overtake a stationary vehicle which is within 5 metres of a pedestrian crossing or a vehicle which stops you from seeing the pedestrian crossing. Please overtake only when you can return to your own lane without endangering traffic. In Case of an Accident The accident should be reported to the police or gendarme. That report has to be certified by the nearest local authority. The owner should apply to the customs authority with his passport and report. If the vehicle can be repaired, it is necessary to inform the customs authority first and take the vehicle to a garage. If the vehicle is not fixable and if the owner wishes to leave the country without his vehicle, he has to deliver it to the nearest customs office, and the registration of his vehicle on his passport will be cancelled.
