4 In, 40 citizens convened a process that engaged hundreds of community members to design a master facility plan to meet the needs of our district for the next 50 years. 4

In June 2003, the plan was presented to the Board of Education: Based on enrollment projections at the time, the plan provided for consolidating 14 school buildings to 10 Maintaining K-5, 6-8, 9-12 configuration Reducing middle schools from 3 to 2 Reducing elementary schools from 10 to

6 Phase I A 6.5 mil bond issue passed in 2004, which raised $93.6M to build Two elementary schools o o Hayes Harrison Two middle schools o Garfield o Harding Construction began

7 Phase 2 A 2.0 mil bond issue passed in 2007, which raised $30.1M to: Convert 2 middle schools into elementary schools Emerson Elementary School Horace Mann Elementary School Renovate the western portion of Lakewood High School

8 Unexpected Financial Events Sidetracked Plans October 1-10, 2008 Dow Jones Industrial Average dropped 2, points Bear Stearns Collapse Fannie Mae and Freddie Mac Fall Financial instability grew in Nation

9 Unexpected Enrollment Trends Sidetracked Plans Enrollment Trend District experienced significant enrollment decline

10 New Committee Formed State informed district that OSFC would no longer fund three (3) elementary schools due to enrollment projections. New Committee convened to determine how to adjust Master Plan in response to OSFC decision. In April 2009 Board of Education made the decision to rebuild Lincoln and Roosevelt and eventually close Grant

11 Recent Developments Based on revised projections and the Superintendent s recommendation, the Board decided to keep all three (3) elementary buildings (Grant, Lincoln, and Roosevelt) through the transition. Since last fall, the district has been working with newly formed OFCC to reexamine enrollment projections. We asked OFCC to reconsider its decision to only co-fund two (2) elementary schools

12 Completing the Final Phase of our Master Plan Due to increased funding for school construction and the fact that a number of school districts have given up their spots in the funding schedule, OFCC has informed us that it is likely to announce in July 2013 that we are eligible to receive $50M to complete our Master Plan. On June 3, 2013, I shall recommend to our Board that it approve a Master Plan, which provides for maintaining seven (7) elementary schools and replacing Grant, Lincoln, and Roosevelt elementary schools

Dec. 13 Winter 14 Spring 14 Board interviews and selects architectural firm Superintendent conducts community meetings to discuss what should be considered as the district finalizes the transition plan during construction Staff works with architect and OFCC to finalize schematic design Superintendent conducts community meetings to review community s design recommendations
