Welcome The President welcomed everyone to the meeting. ACTION 2. Apologies Boyd Houston, Crawford Howat, Jim Cullen and Albert Middler. 3. Staff presentation Giles Lomax and Lindsay Booth were invited by Billy to come to the meeting and were introduced to the members. Giles presented an outline of his job and over view of his targets for the next four year. Lindsay gave a brief outline of her job role as Welfare Officer and discussion took place with regards to the new PVG system Lindsey has offered to assist these clubs with any arising issues and help them move forward. Please see Giles and Lindsay s presentation attached. BC/LB 4. President s Update Billy gave a verbal update which summarised his duties and activities since the last meeting. A summary is as follows: 13 Nov - Kinross Curling Club dinner and court at Kinross 15 Nov - Scottish Province Championship at Greenacres 17 Nov - Grand Match meeting at Kinross Nov - European Championship Esbjerg, Denmark 1

2 7 Dec - European Curling Championship 2016 meeting at Braehead 8 Dec - Board meeting Ochil House Stirling 10 Dec - Club and Member Development meeting at Braehead 11 Dec - David Smith's funeral at Ayr 13 Dec - Scottish Mixed Doubles at Braehead Comments The committee noted the ladies successful tour in Canada. Campbell Ross won the Sportscotland Young Persons Coach of the year award. Alan Stanfield won Sportscotland Technical Officer of the year award. Marion Murdoch won Dumfries and Galloway Coach of the year as well as Sportscotland Life Time Achievement Award. 5. Minutes of the meeting held on 29 th September 2015 The minute was approved as a correct record of the meeting. 6. Matters Arising: The grammatical errors in the rule book are being taken to the board to be dealt with. 7. Board Report National Performance Centre: The committee was given an update from Alastair about the progress of the performance centre. WCF Rule Change: The WCF rule change for the mixed doubles was successful at the Scottish Curling Championships in December. WCF Brush Moratorium: The committee discussed the issues with the brush pads and the board reported that there was positive feedback and results from the Scottish Junior Qualifiers and Mixed Doubles in December. Sponsorship: Alastair reported that he has secured a sponsor for the up and coming Scottish Curling Championship in February however only for one year. Perth Masters: The committee discuss the good news about the Perth Masters being broadcasted by BBC ALBA and the opportunities that this may open up for future championships being televised. New Head Office: The RCCC staff have settled in well and lots of positive feedback about the move. The committee discussed what would be happening with Cairnie House, at the moment it is sitting empty but Bruce has a meeting with the Ingliston Show Ground to see if they would be interested in leasing it out? Staff: Alastair has just retired and Joan Young will be retiring in January The board reported that the Child Protection document was approved by the board along with the Anti-doping document. 8. Committee Reports It was commented that if something is going to affect another committee, 2

3 please can you let the relevant committee know. Club & Member Development: Joe Barry There is no doubt that development of the sport and the attraction of new members is vital for curling's future. That is why a large proportion of the Royal Club's employees are grouped under the heading of Development. Beneath them at virtually every ice rink there are Development Officers and Development Groups. Where does the Club and Member Development Committee fit in to this structure? The answer is 'It Doesn't'. It hovers beside it, supposedly overseeing and monitoring the RCCC development programme and making recommendations. As far as the professional and full time development team in the RCCC is concerned, it is irrelevant. In fact it is an irritant, as valuable time has to be given up by staff members to attend the committee's meetings which could be used more profitably elsewhere. It is clear that the staff are, by and large, disdainful of the committee. As for occasional recommendations made by the committee, they are largely ignored. It is unjustifiable to ask committee members to give up their day and travel from all parts of Scotland to attend meetings which are largely futile. As a result, I would suggest that the committee be wound up, and the professional staff should be left to get on with their job without having to report to what are merely amateurs. Well-meaning and enthusiastic amateurs, but amateurs nevertheless. Coaching: Brian McArtney RCCC now have 580 coaches that are considered to be active and with the appropriate PVG certification. RCCC implemented the Sportscotland recommendation that all coaches should have a PVG and we have 99 who did not apply and hence are not allowed to coach. This gave rise to a short discussion about the tone of the letter which was issued and the Child Protection Officer from RCCC said they would go down to and speak with the coaches and rink. There were still 34 coaches who historically started the level 2 course that have not replied to the prompting to up skill and they now have a deadline to complete or they will be graded at Level 1. The Coaching Conference in September 2016 will have workshops that tie into the Development Plan along with discussion for content from coaches, Development Groups and Development Officers Competitions: Jim Jamieson The province rules have been changed and approved. The Province Championships had six team pull out hours prior to the competition; the committee is looking at the format for next year season. Scottish Curling Junior Championships; Aline Hardie and Rob Niven are dealing with this. Competition bids, Greenacers are not happy that the RCCC has put the Newcomers Trophy up for bidding. Billy read the minutes from the recent competitions committee. 3

4 Performance: Bob Smith Selections Some curlers unable to meet the commitments but special arrangements and training days have been organised. Training days in two venues well supported and fully staffed by coaches. Summer camp v successful and allowed personal contact to be improved. Academy going well. Under 21 slams, Junior Europeans events very successful. Wheelchair Curling generally needs support and this is in hand but reduction in success creates financial difficulties. Restructured coaching team Tony Zummack head of coaching with Nancy Smith and Victor Kjell as performance coaches and Shiela Swan as W/chair coach. Athlete s preparations importance of Science, medicine and Lifestyle as well as Talent strategy emphasised. Scottish championship 2018 playdowns/olympics players would prefer to allow Olympians to play in championships but timing is difficult for ladies allowing also for worlds. Graeme will discuss further. National Performance Centre Performance Director Graeme Thomson very keen to progress in order to have an improved base for coaching the athletes. Stirling Council politicians and British Curling representatives have joined meetings and all are of the perspective that it will happen at The peak and within the required financial parameters Sweeping Subsequent RCCC announcement (agreeing with WCF) confirms postponement of accepting the use of the new hardline brush due to potential damage to the ice and the peculiar effects it has on the stone. Umpires Committee: Graham Lindsay The Umpires Committee have not met since last ASC meeting but a meeting is arranged for 7 th January There will be discussion at the meeting regarding; a) Brush Head Technology b) Umpires and Timekeepers Expenses c) Together with the normal review of first part of curling season and proposals for second half of season, any changes to umpire appointments, training and development issues, etc. A full report will be provided at next ASC meeting on 21 st January Review Group Report The committee gave Clive feedback on the Review Report he sent out beforehand. 10. A.O.C.B Indoor Grand Match The committee discussed that some of the volunteers did not received IGM badges and that some of them may like one. BC Ice Rink Upgrades Working with Inverness Ice Rink to update the facility. Also working with Murrayfield to upgrade the installation. Scottish Curling Trust The committee reported the sad passing of David Smith. It was reported that he has left the Scottish Curling Trust some historic curling memorabilia. BC 4

5 Bruce is organising additional storage. WCF Junior Championships World Junior Championship, Erzurum, Turkey. WCF to review venue in January. Four Nations 2017 Billy discussed the different venue options for the Four Nations It was discussed and agreed by the committee that Ayr would host the 2017 Four Nations. 13. Date of next meeting Next meeting: Thursday 21 st January 2016 in Inverness at 11am. 5
