ACTION ITEM: Endorse Priorities for TDOT 3 Year Program (attachment) The MPO has been asked by TDOT to rank order a list of roadway projects in Middle Tennessee that are being considered for the State s three year transportation work program. The program will be submitted to the TN General Assembly as part of the Governor s budget early next year, and will identify transportation projects scheduled to receive state funding and state share federal funding through the year This is the third consecutive year that TDOT has asked the MPO to rank order such a list. The MPO has previously ranked projects according to the priority list published as part of the 2035 Regional Transportation Plan. Those priorities are based on a comprehensive evaluation of roadway projects submitted to the MPO by the state and various jurisdictions across parts of seven counties. MPO staff will present an overview of the process used to evaluate and prioritize projects for the 2035 Plan and answer any questions about the recommended rankings for TDOT s 3 Year Work Program. REQUESTED ACTION: Endorse regional priorities for TDOT 3 Year Work Program. 5. The motion passed unanimously. Public Comments Ms. Margo Chambers, 3803 Princeton Ave., Nashville offered remarks recommending against the appointment of the Nashville MTA as the designated recipient for FTA program 5307 funds. She suggested that TDOT be the designated recipient. MPO Chair s Report Mayor Wilber said that the August 27 th Mayors Caucus discussing regional water issues at the Bridge Building was really good and the building was impressive. Mr. Michael Skipper, MPO director, thanked the Cumberland River Compact for hosting the Caucus. He said that if anyone would like to use the building for a meeting to let him know and he will give them the contact information. Mr. Skipper said that the next Mayors Caucus is Tuesday, October 1 st. This meeting will be in partnership with the Nashville Chamber of Commerce and will announce the release of Nashville Region s Vital Signs. He said that there will also be a discussion of legislative issues. More detailed information about the meeting will be ed soon. Approve Amendments to FYs TIP Mr. Skipper said that the amendments have been out for the required 21 day public review and comment period and there have been no comments received to date.

He said that staff is recommending to have the Nashville MTA be re appointed as the designated recipient (DR) of FTA Section 5307 funding distributed to the Nashville Davidson Urbanized Area (UZA), and to expand that designation to include other FTA formula funding programs provided to the UZA for project development. The DR is responsible for administering FTA formula grant funds to projects selected by the Nashville Area MPO as part of the approved Transportation Improvement Program and adopted regional transportation plan. Mayor Burgess asked if the UZA mentioned was strictly the Nashville Davidson UZA, or if it also referred to the Murfreesboro UZA. Mr. Skipper said that staff is making this recommendation for the Nashville Davidson UZA only. He said that TDOT will continue to be the DR for the Murfreesboro UZA. Mr. Skipper said that there are two resolutions and one memorandum of agreement (MOA) that need to be adopted/approved. These are: Approve the memorandum of agreement between the MPO and transit partners operating within the Nashville Davidson UZA. Mayor Foster moved to approve the MOA. Executive Holt seconded and the motion passed unanimously. Adopt resolution , appointing the Nashville MTA as the designated recipient of FTA Section 5307 program funds for the Nashville Davidson UZA. Mayor Moore moved to adopt the resolution with Mayor Betsy Crossley seconding. The motion passed unanimously.

Updates to the Major Roadway Network Classification Mr. Max Baker, MPO, gave an overview of proposed changes to the region s major roadway network as defined by the federal functional classification system. The network identifies all roadways across the region as a local route, collector, arterial, freeway, or interstate. The federal aid system includes all routes designated as a major collector or higher. Mr. Baker said that all of the roadways have been reassessed, with assistance of each jurisdiction s staff, as to function in order to clean up the classification. Mr. Skipper said that the basic framework is to make sure all roadways are being approved appropriately. Executive Holt commented that he hasn t had a chance to study the list and wondered if changes can be made later. Mr. Skipper said yes. Mayor Moore moved to adopt the edits to the major roadway network. Mayor Foster seconded and the motion passed unanimously. Funding opportunities for Active Transportation Projects Ms. Leslie Meehan, MPO staff, provided information about a variety of upcoming funding opportunities for active transportation projects including Safe Routes to School, Transportation Alternative, and the Active Transportation grant programs. Bike/Ped funding opportunities from TDOT include: Transportation Alternatives these are for infrastructure and education and a second call for projects is due November 1 st Safe Routes to School the last of the SAFETEA LU 100% funding will be awarded from the applications submitted from October 1 st through January 15 th. She said that the training for applications will be on Thursday, September 19 th in Nolensville. Mayor Craighead asked if the required training had been attended within the last two years if it is necessary to attend again this year. Ms. Meehan said no. Multimodal Access Fund $30 M over the next three years and is funded with state gas tax. Applications are due in the fall of 2013 Funding opportunities through the MPO are: Active Transportation Program 15% STP investment in Active Transportation & Walkable Communities (sidewalks, bicycle lanes, greenways, transit stops, and education). The total funding in 2013 will be approximately $12.1 M. Ms. Meehan congratulated Portland and Nolensville for receiving a grant this year.

6 Mayor Craighead asked if the funding opportunities from TDOT were statewide while the other one is for our MPO only. Ms. Meehan said that is correct. Ms. Theresa Claxton said that eligibility for the transportation alternative funds and the active transportation funds is different. Ms. Meehan said that the MPO staff will handle the determination of funding source for each project. MPO Director s Report Update on Draft FYs Transportation Improvement Program Mr. Skipper said that the staff is working through the comments received from TDOT and will be sending the draft TIP to the feds soon for their 30 day review. After their review, the draft TIP will go out for the 21 day public review and comment period. Update on Consultant Activities Mr. Skipper said that a task order has been issued to Parsons Brinckerhoff to look at best practices on managed lanes concepts such as carpool lanes, reversible lanes, transit only lanes, etc. for managing traffic flow. Other Comments Mr. Skipper said that three RFPs will be issued soon. They are: 1) Phase III of the Regional Freight and Goods Movement, 2) an update on the Bicycle/Pedestrian plan, and 3) SR 109 Access Management study Mr. Skipper reminded the members of the Region 3 Summit on September 30 th with TDOT officials. Mr. Skipper said that TDOT will send out the list of proposed projects they are considering for their 3 year work program for review prior to sending to the Legislature. He said that the MPO is also requested to add any project to the list that is priority for them. Mayor Rogers Anderson asked if Mr. Larry McGoogin could provide information regarding the safety level of bridges in the MPO area at a future meeting. Mr. McGoogin said he would. 10 FYs Transportation Improvement Program 2.3 Project Prioritization & Selection Projects under consideration for the TIP must first be determined as short term priorities of the Regional Transportation Plan. As such, candidate TIP projects are evaluated and prioritized as part of a broader process that looks to address regional transportation needs as far ahead as 25 years into the future. The development of the FY work program coincided with the development of the 2035 plan, and as such, projects seeking funding through the TIP were first evaluated for the 2035 plan. To that end, the MPO has developed a priority scoring system to help determine which projects will best facilitate the region s long term vision. The scoring system is based on both federally defined planning factors and locally developed project evaluation factors. Federal Planning Factors Project prioritization and selection is based, in part, on the eight planning factors identified in the current federal transportation legislation (SAFETEA LU), which requires this and other MPOs to focus efforts on the development and implementation of regional strategies that: Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; Increase the safety of the transportation system for motorized and non motorized users; Increase the security of the transportation system for motorized and non motorized users; Increase the accessibility and mobility options available to people and for freight; Protect and enhance the environment, promote energy conservation, improve quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; Promote efficient system management and operation; and Emphasize the preservation of the existing transportation system. Moreover, since the Nashville urban area has a population greater than 200,000, it is federally designated as a Transportation Management Area (TMA). In a TMA, the planning and programming process also is expected to consider land use implications, strategies to improve transit service, transportation system management, intermodal connectivity, and urban congestion management. Projects to relieve congestion are given particular priority. As such, project prioritization is consistent with the MPO s Congestion Management Process (CMP) created as an integral part of the 2035 Regional Transportation Plan. In brief, the CMP provides a strategy and mechanism for identifying the appropriate transportation solution for congested roadways. Excerpt from the adopted FYs Transportation Improvement Program

11 MPO Project Prioritization & Selection In addition to implementing the minimum federal planning requirements, the MPO developed a comprehensive process to evaluate projects for their consistency with the MPO s guiding principles, regional goals, and major objectives described in section 2.1 of this document. The following factors were considered in evaluating projects for funding: Congestion management, Multi modal accommodations, Freight and goods movement, Safety and security, System preservation, Quality growth and sustainable development, Economic prosperity, Health and environment, and State and local support. The MPO selection process focused largely on the identification of high scoring projects eligible for MPO managed funds including FHWA Surface Transportation Program (STP), FHWA Congestion Mitigation and Air Quality (CMAQ), and FTA Section 5307 Urban Transit grant funds. Projects more appropriately suited for state managed funds were evaluated and scored primarily for the purpose of communicating those priorities to the Tennessee Department of Transportation. Those projects with local or state funding commitments or prior federal funding commitments were given priority for funding in the new work program. Appendix C (MPO Project Evaluation and Scoring) of this document includes a comprehensive list of MPO evaluation criteria, project scoring weights, and an example of a project information sheet which was compiled to show relevant data and information for each project being considered for funding.
