To the Coach / Netball Convenor Thank you for the interest you have shown in the 2014 Bay of Plenty Secondary Schools Netball Tournament. Enclosed is all the information you require to get you started. Please read the following information carefully. Please note: Changes to team registration need to be notified to organising committee within 24 hrs prior to each tournament. The Pre-tournament meeting for Managers and Umpires will be held at 8:30am on all three days. Netball Whakatane Centre in conjunction with the Bay of Plenty Netball Centres are looking forward to hosting Bay of Plenty Secondary Schools Netball Tournament and we look forward to your team s arrival. 4 ELIGIBILITY 1. All girls who are enrolled as a bona fide student at either a girls or co-educational secondary school in New Zealand will be eligible to compete by entry lodged with Netball Whakatane Centre Organising Committee. 2. School Team Eligibility Refer to the NZSSC Constitution, new rules effective commencement Term All players must be female and aged Under 19 as at the 1 st of January The Player must be studying at least 80% of a programme timetabled at the school of representation for at least four weeks prior to the event. 4. Participants must be affiliated members of Netball New Zealand. This must be done through their respective Centres by 29 July 2014, and be in accordance with the Netball New Zealand constitution. 5. Students from schools whose roll is less than 150 students may form a combined team. Principals of the schools involved must agree and sign the entry form. One principal must take responsibility for the team. The team must be called by a name that indicates more than one school. Entry of a combined team must be approved by the organising committee. 6. In exceptional circumstances where a school has a role of less than 50 students, up to two students can play for a neighbouring school (with a female role of less than 300 students), with the approval of both principals and the organizing committee. 7. Home Schooled students may enter teams or combine with other teams if signed off by that team s school principal and are affiliated NNZ members. ADMINISTRATION 1. The tournament is arranged by an Organising Committee of: Event Manager: Administrator: Umpire Coordinator: Bubba Southee Bubba Southee Louise McDonald Page 4 of 7
5 Selector Panel Convenor: Diane Waititi 2. The Organising Committee will ensure that eight teams from Division One qualify for the Waikato Bay of Plenty Zone Secondary Schools Netball Tournament. 3. At the completion of the tournament, the Organising Committee will send out to all schools a list of final results and placings. COST 1. Teams are required to pay the $50 Tournament Entry Fee (Non Refundable) by the 29 July The tournament entry fee is to cover tournament expenses such as venue hire, prizes, trophies, certificates and general administration. 2. Team costs associated with this tournament will be the responsibility of all participating schools. UMPIRES 1. Schools are responsible for providing their own umpires. Secondary School students, with a minimum of a Local Centre Practical Badge should be encouraged to officiate. 2. Umpires must be endorsed by the Zone Umpire Panels. 3. The organising committee shall have the right to arrange any sponsorship pertaining to umpires and to decide the clothing worn on court, including details relating to the Sponsors name and / or logo that may appear. 4. The Organising Committee shall appoint umpires to all games. 5. Umpires shall not officiate for their own schools. 6. Teams must have supplied Umpire details by 29 July 2014 or are at risk of being withdrawn. 7. Schools who are unable to provide an Umpire will be charged full costs associated to the Organising Committee arranging this on their benefit. Page 5 of 7
6 TALENTED PLAYERS AND STUDENT UMPIRES 1. NWBOP Zone in conjunction with the Umpires Group will assist the Organising Committee to arrange for selectors to attend each of the qualifying tournaments to identify talented players and student umpires. 2. NWBOP Zone in conjunction with the Organising Committee will arrange for Zone approved selectors to attend the Zone finals to select the Top 10 players, Top shooter, Top mid-courter and Top defender. A player of the Tournament will also be selected. RULES 1. Umpires will be allocated to all games. 2. Each team will need to provide a NNZ approved netball to the umpires prior to the game. 3. All games will be four ten-minute quarters, a two-minute break between each quarter and a three-minute half time. 4. All games will start and stop on the central bell. 5. Teams are to supply their own first aid kit and scorer. 6. Team officials shall agree prior to the start of the game who is responsible for scoring. 7. The official score is that which is on the scorecard. To eliminate any discrepancies a team official from each team shall score the game seated/standing together midcourt for the duration of the game. 8. Points are allocated as such: Four points for a win Two for a draw One for a loss by three goals or less 9. Injury or illness: The injured or ill player must leave the court and has 30 seconds to do so. The injured or ill player must be treated courtside and may be substituted or the position left vacant. 10. Rehydration is not permitted during game stoppages. Page 6 of 7
7 11. If teams are equal on points at the end of the round robin play, the team who won the game shall take the higher placing. In the case of that game being a draw the result will be based on goals for/against. 12. In play-offs, semi-finals or finals, if there is a draw at fulltime, there will be a break of two minutes and then teams play five minutes each way as per the Rules i.e. Centre Pass changing ends. If at the end of play points are still equal then play continues until one team has a two goal advantage. 13 Prizegiving will take place at the conclusion of the Division 1 grade final. 14. Team Defaults: If a team does not take the court at the required time, the umpires will give a one-minute warning. If the full team is still not on the court at the end of the one-minute, then the game will be awarded to the opposing team who shall be on the court ready to play. 15. All participating teams must be accompanied by two adult officials who must assume responsibility throughout the tournament and be accountable to the school principal.
