1 NCYSA CHALLENGE COUNCIL Meeting Minutes June 6, :00 a.m. NCYSA State Office, Greensboro, NC Meeting called to order by: Keith Price (VP-Challenge) Members in attendance: John Alis (CASL), Steven Williams (CHYSL), Peter Broadley (CFYSA), Chris Diienno (CMSC), Tia Vignochi (CMSC), Michelle Romberger (CMSC), Sean Martin (FVAA), William Chestnutt (GUFC), Darren Mullenix (HCSA), Terry Davis (ICRD), Lex Alford (MSSL), Jennifer Cauley (NBASA), Daniel Bowman (NTSC), Harold Decelle (SASSL), Ken Yang (SCS), John Goelz (SOIYS), Sara Fox (TCYSA), Terry Carroll (WOW), Brian Vierling (YCVSC). A quorum was established. Reading and approval of the December 6, 2008 Challenge Council Meeting Minutes Motion to Accept Minutes: Sara Fox (TCYSA) Second: John Alis (CASL) Minutes approved. Introductions: Jim Hoffer, former President of New Bern Youth Soccer Association, was introduced as the newly appointed VP Challenge. His term will begin July 1, The two newest members to the Challenge Council were recognized Sampson County Soccer Association and Avery County Youth Soccer Association, who has provisional membership for Level 1, 2. Announcements: The February 14th Council Meeting was cancelled. Spring 2009 Challenge State Cup Results: Congratulations to the following Spring Challenge State Cup Finalists (see attached document) U13 Girls: CASL Shooting Stars U14 Girls: CASL Rebels U13 Boys: Wake Forest United U14 Boys: CASL Shakers Boys: CASL Swarm Boys: W-S Twins Red Board of Directors Meeting will be held June 27, 2009 All Association membership renewals are DUE NOW.

2 Proposal: Motion to eliminate the Southeastern N.C. Soccer Association which is the NCYSA Sanctioned Challenge Scheduling League in Southeastern North Carolina. ** Discussion: This proposal would affect Cape Fear Youth Soccer Association (CFYSA) and Southport/Oak Island Youth Soccer (SOIYS). Both Peter Broadley (CFYSA) and John Goelz (SOIYS) expressed support for this proposal. Their only request to the Challenge Council was assistance with the concerns of travel both organizations want equal home matches and neutral sites if needed. Motion to adopt: Keith Price (VP Challenge) Second: Ken Yang (SCS) Motion Passed: Unanimous **This proposal must now be submitted from the Challenge Council to the BOD for voting at the June 27, 2009 meeting. Proposal : Motion to modify the geographical boundaries for the ECSA. With the elimination of the SENCSA Scheduling League, the geographical boundary of the SENCSA will be incorporated into the existing Geographical boundary of the ECSA. All NCYSA members, formerly of the SENCSA will now be members Of the ECSA. Discussion: None Motion to adopt: Keith Price (VP Challenge) Second: Daren Mullenix (HCSA) Motion Passed: Unanimous Old Business: None New Discussion Items: HS Challenge Division: As of now, there is no interest from any scheduling leagues in forming a HS Challenge division. Discussion was held on the possibility of a summer league and, due to roster restrictions, a later registration deadline for those interested in having the HS Challenge division. Substitution Rule: The question was raised if the substitution rule listed in the NCYSA rules is in line with USYS rules, i.e, Law III. Challenge will ask Bill Furjanic, NCYSA Technical Director, to check on this. If not, this needs to be corrected and updated. Challenge State Cup and Challenge Festival: Concerns were raised about the declining number of teams entering the Challenge State Cup and the Challenge Festival. Why was this happening? Possible reasons given included: Locations of the Cup and Festival are not centrally located geographically for teams. Not all associations enter teams; therefore, associations end up playing their own teams. Communication of Cup/Festival information needs to be better on all administrative levels. Tournaments vs. Cup/Festival (Dates, time involved for teams/parents, etc.) Associations are not supporting mandatory State Cup participation. No enforcement. Travel too far economical issues. Tournament logistics itself on the Festival level: teams want to play for title and trophies. Scheduling leagues had conflicts with extended league play due to weather which interfered with Cup/Festival dates. Philosophy issue winning vs. development.

3 Possible solutions: Form a committee to survey associations on the good and bad of Cups/Festivas and what suggestions they would have. John Alis (CASL) and Lex Alford (MSSL) have offered to work this committee and report back to Challenge Council with the help of the State office. Format the Festival to have two divisions: Advancement/Awards and Developmental for the teams to choose. Divide the Challenge Level of Play into four (4) regions for State Cup preliminaries and then have a Regional Championship Final at the Final Four weekend location. Challenge teams will have Rankings State Ranking and Local Rankings within the Regions for seeding. Reminder - Challenge Council Meeting Dates: Saturday, August 8, 2009 Proposals due July 8, 2009 Saturday, December 5, NC Soccer Show/AGM dates set: January 23-24, 2010 Mark you calendar NOW! Meeting Adjourned. Next meeting August 8, 2009 / Proposals due State Office by July 8 th for posting July 9 th.
