Objectives of the 4-H program at the Houston County Fair: 4-H uses a variety of educational experiences to focus on positive youth development. The county fair is the largest activity of the educational program year. The overall objective of the County Fair 4-H Program is to provide youth and adults a focal point: To measure and recognize achievement To learn and appreciate standards of quality To increase individual knowledge, abilities, skills and attitudes To provide opportunities for career exploration To introduce the public and a variety of sponsors to the 4-H program The University of Minnesota Extension is committed to the policy that all persons shall have equal access to its programs, facilities and employment without regard to race, color, creed, religion, national origin, sex, age, marital status, disability, public assistance, veteran status or sexual orientation. 3 4-H EXHIBIT RULES ELIGIBILITY 1. All registered 4-H members in Houston County may participate. The Houston County 4-H program is open to qualified youth without regard to race, color, creed, religion, national origin, sex, age, marital status, disability, public assistance, veteran status or sexual orientation H members who have a conflict with the general project conference judging may be eligible for absentee judging. To be eligible to exhibit a project while being absent from the conference judging process the following must be in place: Absence pre-approved with 4-H staff prior to scheduled date of judging (or other county competitive event). The request will be allowed only in extreme situations such as: Death in the family Once in a lifetime educational opportunity Optional event with no flexibility (e.g. wedding of immediate family) Illness/injury Exhibit(s) at the County Fair (or other competitive event) within scheduled timelines. 3. If a 4-H member is unable to participate in the conference judging process due to disability or injury, the 4-H member and/or the member s immediate family must request permission for a conference judging assistant to be with the 4-H member during the conference judging of the member s general project(s). Arrangements and approval for a conference judging assistant must be made with the 4-H staff prior to the beginning of the judging process. PROJECT REQUIREMENTS 1. Meeting exhibition requirements of the local County Fairboard and the 4-H Youth Development Program from 4-H exhibit entry day through release time: If exhibition requirements are not met (and permission is not granted by 4-H Program staff), youth will not be eligible for all show related premiums, awards, and participation in the state event. Approved early release is an exception to the rule and becomes a 4- H staff and fairboard decision based on each situation. 2. Members may exhibit, demonstrate, or take part only in projects in which they are enrolled. All work on projects entered should be done by the 4-H member and completed during the current 4-H year unless otherwise noted. See also Registration rule #1. 2. Non-livestock exhibits must be in place by 7:30pm Tuesday. 3. The Houston County Agricultural Society and Houston County 4-H Federation will take every precaution for the preservation of articles and stock on exhibit, and will exercise due care to protect them; but will not be responsible for any loss or damage that may occur on delivery, exhibition, or removal of exhibits. 4-H exhibits are entered and displayed at the risk of the exhibitor. 4-Hers who have exhibits of great sentimental and/or monetary value should carefully consider whether such exhibits should be exposed to the hazards of the fair. 4. Item tags for each exhibitor shall be supplied by the Extension Office. 5. Qualified 4-H members may participate in State Fair activities in the following ways. One individual activity. For example: exhibit, demonstration, or fashion revue. A member cannot participate in two individual activities except exhibiting and individual demonstration in the same project area. Or see dual trip policy. Group activities (No limit). Participation in two or more activities may not always be possible because of schedule conflicts. Dual Trip Policy. 4-Hers can exhibit both a livestock and a non-livestock project in the same year. Grow Green Leadership. FAIR REGISTRATION FORM 1. All fair exhibits must be registered online or in the Extension Office by 4:30pm Friday, July 15. If a 4- Her missed this deadline they have the option of using their one-time exemption. See 4-H Competitive Events: Deadlines, Consequences and Exemptions. 2. If a 4-Her is not enrolled in a project after the fair registration deadline but wants to exhibit the project at the fair they have the option of using their onetime exemption. See 4-H Competitive Events: Deadlines, Consequences and Exemptions. 3. NON-LIVESTOCK EXHIBITS: No limit of entries per lot. Unless stated otherwise. 4. LIVESTOCK EXHIBITS: Limit of one entry per lot, except where noted. EXHIBIT/LIVESTOCK ARRIVAL 1. All livestock must be in place by noon on Thursday. Check the schedule for market livestock weigh-in times. Poultry and Rabbits must be in place by 11:00am on Wednesday. 3

4 EXHIBIT/LIVESTOCK RELEASE 1. All exhibits including livestock must remain in place until 4pm Sunday. Failure to do so will result in loss of premium. Market livestock going to locker plants will leave the fairgrounds at 3pm Sunday. CLOVERBUD POLICIES 1. Cloverbuds must exhibit in the cloverbud project only. Cloverbuds may exhibit a 4-H animal, but a parent, adult leader, teen leader or other adult will be in control of the animal (control means to handle and/or lead the animal). Cloverbuds do not bring their own animals to the fair, they are asked to use a family or 4-H club members 4-H or open class animal. 2. Cloverbud policies will be strongly enforced. CODE OF CONDUCT 1. While the greatest possible care will be executed by the Houston County Agricultural Society and Houston County 4-H Federation to protect patrons of the Houston County Fair, each individual will be held personally responsible for his/her actions, and the management and Federation will not be accountable or responsible for any injury. Misconduct of any nature will be grounds for withholding premiums and participation in state trips. (This includes use of alcohol, drugs, etc. by 4- H members). 2. See Code of Conduct on Minnesota 4-H website: H/policies/docs/policy-code-of-conduct-foryouth.pdf. GRIEVANCE POLICY 1. Every Minnesota 4-H member is eligible for a "onetime" member exemption. This exemption provides the ability (one-time in a 4-H member's career) for the 4-H member to acknowledge they missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. Youth who wish to claim the "onetime" exemption may obtain the appropriate form from the Extension Office. 2. A grievance may be filed and a local volunteer grievance committee convened to address rule violations and alleged wrongdoing. A grievance committee will not be convened for the following situations: a) decisions made by judges, which are final; b) missed deadlines which are covered through the "one-time member exemption process;" and, c) code of conduct related violations which will be addressed by staff according to an established 4 process. 3. Grievances must be filed within 24 hours. The grievance form must be submitted with $50 at county level and $100 at state level (cash or money order only). The money will be returned if the decision is ruled in favor of the person(s) filing the grievance. CONFERENCE JUDGING EXPECTATIONS 1. Exhibits will be evaluated on skills shown, usability of item, design chosen and alternatives considered. All exhibits will be evaluated by a conference with the judges and awarded a blue, red or white ribbon (except cloverbuds). Decision of the judge is final and may not be appealed. Exhibits will be evaluated on the following criteria. Exhibit quality... 25% Educational value... 25% Knowledge and ability to explain... 50% 2. To be eligible for a state trip, the exhibit must have received a blue ribbon. State trip participants must have completed 6th grade. Exhibitors must attend State Fair with their exhibits. EXHIBIT GUIDELINES 1. Poster exhibits may not exceed 22 wide x 28 high. They may be smaller. 2. Education/Science Tri-Fold Exhibits for all project areas may not exceed 12" deep x 24" wide x 36" high. (Center back 24" wide x 36" high, right and left wings each 12" wide x 36" high.) 3. Floor Space for any exhibit should not exceed 20 square feet. If your exhibit exceeds this space limitation contact the Extension Office for approval. 4. All exhibits must be labeled with name, club, and county. Other appropriate information for the project (i.e., vegetable varieties) should be included. If the exhibit has multiple pieces, each part needs to be labeled and should indicate 1 of 4, 2 of 4, etc. LIVESTOCK HEALTH REQUIREMENTS 1. If the official fair veterinarian is called to the fairgrounds, the family with the ill/injured animal is responsible for all costs. Veterinarian costs are the responsibility of the exhibitor. 2. In the event that a 4-H or open class exhibitor is asked to remove their animal by the Houston County Agricultural Society s official veterinarian for health reasons, they must do so within 6 hours. The vet will mark the affected animal with a marking stick. 3. Any family exhibiting livestock needs to have their

5 animals checked by their own veterinarian (not the official fair veterinarian) prior to the fair if the animals are in question for health reasons (such as ringworm, warts, etc.). If the family veterinarian has a question about any animal, he should then contact the Minnesota Board of Animal Health or the Agricultural Society s official veterinarian. Please note that ringworm, warts, etc. can appear even after the family vet has given an okay. 4. All animal health regulations as stipulated by the Minnesota Board of Animal Health and the Agricultural Society will be in effect. Health certificates must be submitted to the Extension Office on or before opening day of the fair. EXHIBITION OF LIVESTOCK IN MINNESOTA 1. General Requirements - all animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All out-of-state animals must meet Minnesota importation requirements. No animal may enter or be at a public exhibition that is showing clinical signs of any infectious, contagious or communicable disease, including ringworm and warts. 2. Cattle must be officially identified. 3. Chickens, turkeys, and game birds, except baby poultry, must be individually identified with a leg or wing band. Chickens, turkeys, game birds, and hatching eggs from these birds must be accompanied by a certificate or test chart to show that they originate from a hatchery or breeding flock that is classified pullorum-typhoid clean or negative to a pullorum-typhoid test within 90 days prior to the opening date of exhibition. 3. Turkeys and turkey hatching eggs must be accompanied by a certificate or test chart to show that they originate from a hatchery or breeding flock that is classified Mycoplasma gallisepticum clean and Mycoplasma synoviae clean or are negative to a Mycoplasma gallisepticum clean and a Mycoplasma synoviae test within 90 days prior to the opening date of the exhibition. 4. Breeding and feeding swine must be officially identified, unless in slaughter classes only. 5. All sheep must have an official Scrapie ID or have a registered tattoo along with a breed registry number. No sheep that is within 30 days of giving birth may be exhibited without prior approval from the Board. 6. All goats must have an official Scrapie ID or have a registered tattoo along with a breed registry number. No goat that is within 30 days of giving birth may be exhibited without prior approval from the Board. 7. Dogs four months of age or older must be accompanied by a certificate of rabies vaccination documenting that the dog is currently vaccinated for rabies. 8. Horses, except suckling foals accompanying a negative dam, must be negative to an official equine infectious anemia (Coggins) test conducted within 12 months prior to the opening date of an exhibition. Imported Animals - All birds and mammals imported into Minnesota, unless specifically exempted, must be accompanied by a Certificate of Veterinary Inspection (CVI) issued by a veterinarian accredited in the state of origin. A copy of the CVI shall be forwarded within seven calendar days to the animal health officials in the state of origin for approval and transmittal. Questions should be directed to the Minnesota Board of Animal Health, ANIMAL SCIENCE 1. All beef, dairy, dog, goat, horse, lama, rabbit, sheep and swine shown in 4-H livestock shows must have the required State 4-H ID system, ear tag and/or tattoo. Animals ID data must be submitted online, arrive in the Extension Office, or be postmarked no later than May 15 (with the exception of Market Beef due February 15). 2. All animals exhibited must be owned solely by the member, members family or leased by agreement. The family includes the 4-Hers parents or guardians and siblings living together as a family unit. The definition of family includes an extended family where the animals may be owned by grandparents with the 4-Hers parents actively involved with and working on the farm. Animals owned in partnership with non-family members (as defined above) must be leased and follow guidelines within the lease agreement. Registered animals, not leased, must be registered in the exhibitors name and/or the exhibitors family name Hers exhibiting livestock at the County Fair are responsible for the care and feeding of animals they exhibit. Members must bring their own bedding, feed and water equipment. 4. All livestock exhibits must be pre-registered. Members in animal projects may exhibit one animal per class, unless stated otherwise. 5. All 4-Hers exhibiting livestock are eligible to participate in showmanship. 4-Hers must show their own animals. No item tag is required (no premium awarded). The member is judged in the 5

6 showmanship class based on how well the exhibitor has the animal fitted, how well the exhibitor can show the animal to its bests advantage, and on the exhibitor s knowledge of the livestock industry. Classes for showmanship will be as follows: Juniors... 3rd-5th grades (completed) Intermediate... 6th-8th grades (completed) Seniors... 9th and over (completed) 6. All grooming of livestock, including clipping, trimming, and blocking (all species) must be clearly done by the exhibitor, members of the immediate family, or any other registered 4-H member from Houston County. Immediate family members are defined as being parents, step parents, legal guardians, grandparents, brothers or sisters. The 4- Her exhibiting the animal should be present and involved in the fitting process at the fair. Exhibitors in violation of this rule will be eliminated from further competition in the show and will not be eligible for championship and State Fair. 7. To show in the registered breed classes, animals must meet the registration requirements for that breed and registration papers must be available. Animals without proper registration papers (crossbreeds and grades) must be shown as commercial. 8. All animal health regulations will be in effect as stipulated by the Minnesota Board of Animal Health and the Agricultural Society. 9. Home grown livestock projects: We will recognize 4-H members that have home grown projects. If you have an animal that was bred and born on your farm, please let the Extension Office know. The livestock project will be identified with a sticker on your fair livestock card. This is not a contest, so no ribbon or premium will be awarded. STATE FAIR OR STATE SHOW ELIGIBILITY 1. Trips for State Fair, State Horse Show, and State Dog Show will be selected from blue ribbon exhibits only (see state Dog Show Rules for exceptions). 2. Trip selections will be based on exhibits and on quotas determined by the State 4-H Office. 3. Members selected to represent the county at State Fair and State Horse Show must have completed 6th grade. Members selected to represent the county at the State Dog Show must have completed 3rd grade and have earned a blue ribbon at the county show. 4. To be eligible for a livestock trip to the State Fair, 4- Hers must have completed Livestock Quality Assurance and Ethics training. State Policy: All youth participating as a State Fair 4-H livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat goat, dairy goat and lama must have completed a Livestock Quality Assurance and Ethics workshop. Certification is good for three fair seasons. The level of training required is determined by the grade of the youth at the time the training takes place. 5. Along with their qualifying State Fair exhibit trip(s), 4-H members may participate in activities such as Share-the-Fun, Demonstrations, Arts-In, Cooking Events, Animal Science Educational exhibits or judging teams. 6. Competitive events, deadlines, consequences and exemption options. Every Minnesota 4-H member is eligible for a one-time member exemption. This exemption provides the ability (one-time in a 4-H member s career) for the 4-H member to acknowledge they missed a 4-H deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. 7. Distribution of Unused Livestock Trips: Minnesota 4-H wants to provide as many 4-H members as possible the opportunity to experience the Minnesota State Fair judging process. To ensure that as many youth as possible have the opportunity to participate in a livestock experience at the Minnesota State Fair, staff and volunteers are asked to follow the outlined process for the distribution of unused livestock quota trips. HOW TO MAKE YOUR PROJECT STAND OUT 1. Use a 3-ring binder with pictures to show the judge progression of your project. 2. Use colored poster board. 3. Use matting behind pictures on posters. 4. Use text that is easy to read. 5. Make sure pictures or objects are secured tightly to posters/boards (consider glue, wire, zip ties or staples). 6. Make your project well balanced. 7. Keep displays, using photographs, simple (don t use stickers or drawings that distract from photographs). 6

7 HOUSTON COUNTY - 4-H Competitive Events: Deadlines, Consequences and Exemptions (Effective 10/1/2014) This document has been created to assist 4-H members, families and 4-H staff in understanding state and county 4-H individual competitive event deadlines, consequences applied to each situation/deadline, and the use of the one-time exemption to remove all consequences for a single situation/deadline. However, to be eligible to exhibit at the county fair with full privileges the information in the Competitive Event Table must be met. 2. For youth enrolling in 4-H for the first time and/or joining clubs or programs organized after the May 15 deadline, enrollment will be received for a period of one calendar week after the group is organized. Because of the animal science ID deadlines, youth enrolling after May 15 will not be able to exhibit in animal science projects with full privileges H member may choose to utilize their one-time exemption recognizing that they have missed a 4-H deadline and waive all consequences for that deadline. The one-time exemption applies for the career of the 4-H member and transfers among Minnesota counties. 4. The one-time exemption form must be submitted within one calendar week after the enrollment or registration form is received or prior to the event, whichever is first. 5. For Animal Science ID deadline, the 4-H member has one calendar week after set deadline to turn in, to the Extension Office, the animal ID form and the one-time exemption form. (The animal must be owned by deadline.) 6. When a 4-H member uses their exemption for a late ID, then the animal(s) being ID'ed may only be shown by that same 4-H member at a 4-H county and/or state 4-H event. The late ID'ed animal(s) cannot be exhibited by another sibling at a 4-H event during the current 4-H year. 7. If the county determines the 4-H member is "not eligible," this consequence is removed, if the youth chooses to use the one-time exemption. Exemption process originally implemented 10/1/13 7

8 PREMIUM SCHEDULE In case of shortage of funds, premiums will be paid on only one exhibit per member. You will see that there are a few restrictions on exhibits, most only relate to size. Each project lists some exhibit ideas. Use these only to get you started. Exhibits should relate to work you are doing in your project. Need ideas, help? Please call the Extension Office for resource people, hints, and ideas. But first - try your own creativity! statement and express their feelings about 4-H as well as provide club identity at the County Fair. Two banners will be selected for State Fair exhibit. Each county will receive a ribbon. Purple ribbons will be awarded. Banner must be 3' x 5' and designed to hang vertically. It must be completed and equipped with a dowel (minimum size 3 8 ) and ready to hang. Banner must be of fabric (no paper) and can be one or two-sided. Club name on 3 x 5 card pinned to back. (Any assembly technique can be used.) COMMUNITY PRIDE - CLUB V Club Activity - Community Pride One exhibit will be selected for State Fair. The exhibit may include a three-sided display, video or other visual method which visually highlights the entire project or certain parts in a manner which tells the public what positive effects the project had on the community. Two club youth who participated in the project and completed 6th grade may represent the club in conference judging. One exhibit will be selected for State Fair. CLUB BOOTH V Club Activity - Booth The booth should depict an area of work or program of current emphasis. It should carry a message simply and attractively portrayed. The measurement of the booth space is approximately 46 wide x 48 in depth and 40 in height. CLUB ACTIVITIES All club exhibits must be registered with your other fair exhibits. Registration forms are due online or in the Extension Office Friday, July 15. CLUB BANNER V Club Activity - Club Banner Clubs may make and submit one banner to make a 8 FAIRGROUNDS BEAUTIFICATION & IMPROVEMENT V Can be done as a club or as a team of members from the same or different clubs. Exhibit will be judged by appropriate exhibit judge (shop, gardening, etc.) on quality of exhibit, exhibitor knowledge and, if a team, the contributions of each team member. 9 DEMONSTRATIONS O Grades 9+ - Individual O Grades 9+ - Team O Grades Individual O Grades Team O Grades Individual O Grades 3-5 Team O Cloverbud - Individual O Cloverbud - Team Demonstrations are an oral presentation that includes actually demonstrating the hands-on steps required to accomplish a task or process. This most often includes the use of physical objects and actual doing or showing. For example, a Demonstration could involve using bedding plants, potting soil and related items to demonstrate how to plant a flower pot. At the end of the Demonstration there should be something of a "finished product". Demonstrations may also include the use of supporting visuals like posters, charts or overhead transparencies. Supporting visuals can include technology based options like presentation software (i.e. MS PowerPoint). However, the focus of the Demonstration should be on the "doing", not the supporting visuals. Presentation Software (i.e. MS PowerPoint) may be used for both Demonstrations and Illustrated Talks. If presentation software is used in a Demonstration, the presentation software should supplement the Demonstration (hands on demonstrating should still be the basis of the entry). If used for an Illustrated Talk, the presentation software can be the basis for the entire talk; however the member must interact with the presentation and information, not just step to the side and let the presentation play. (Self-presenting entries created with presentation software should be entered in the Video class.) If presentation software is utilized in either a Demonstration or an Illustrated Talk, the 4-Her is responsible for securing any equipment necessary for judging. The ideal situation is to deliver the presentation with a computer and LCD projector, but the use of transparencies and an overhead projector is also possible. Both livestock and non-livestock Demonstrations will receive a $30 cash award for completing a demonstration at State Fair. Livestock Demonstrations must incorporate a live animal into the demonstration. The 4-Her must demonstrate on livestock weekend during State Fair. The county Champion is eligible to participate in all other State Fair species activities (show, interviews, showmanship, etc.). For example, an Illustrated Presentation could be a report on leadership lessons learned through a trip to Washington DC or an educational presentation that explores sustainable energy options. Illustrated Presentations most often consist of interaction with supporting visuals like posters, charts or overhead transparencies. Supporting visuals can include technology based options like presentation software (i.e. MS PowerPoint). Supporting visuals may include tangible items, but generally little or no activity takes place with the item. Demonstration/Illustrated Presentations may be related to any project that the member is enrolled in or to any area of interest or expertise the 4-Her has. Presentations may be an individual or a two-person team. Individual presentations shall not exceed 15 minutes in length and team presentations should not exceed 25 minutes in length. 10 Youth in Action presentations are interactive, continuous presentations that are approximately minutes in length. Topics selected for a Youth in Action demonstration may be related to a project in which the member is enrolled or to any other area of interest or expertise the member has. Involving the audience in the process is the primary focus of Youth in Action and constitutes a major portion of the evaluation results. ANIMAL SCIENCE PROJECTS WARNING Under the Minn. Stat. 604A.12 the Sponsor(s) of livestock activities are not liable for the injury or death of a participant or a spectator in an unauthorized area, arising from the inherent risk of livestock activities. Inherent risk means the dangers arising from the propensity of livestock to behave in unpredictable ways, including kicking, biting, spooking in response to sound, sudden movement, unfamiliar objects, persons and other animals. Classes or practices can be at any approved location. A dog may be shown in the dog show or the pet show, not both. 4-Hers 3rd grade and up are eligible for County and State Dog Show. 4-Hers shall exhibit in the classes corresponding to the level of training they and their dog have received. Additional information, class requirements, and rules/regulations can be found in the Minnesota 4-H Agility, Obedience, Rally and Showmanship rules and guidelines (four separate publications) available on the Minnesota 4-H dog project website H.umn.edu/projects/animal-science/dog. All dogs must be vaccinated according to the requirements listed on the Minnesota 4-H Dog Project Identification Form and Vaccination Verification. All dogs must be trained by the 4-H member showing them. Neither dogs nor handlers are allowed to enter the show ring before their class is called. No dogs in season (heat) will be allowed to show. Only one dog will be permitted per member per class with a maximum of two dogs shown per member. Ownership means the dog is owned by the member or by the member and the member s immediate family. Every exhibitor who completes a class shall receive a ribbon, except those exhibitors excused or disqualified. The ribbons will be blue, red, or white. A Champion and Reserve Champion ribbon may be given to the highest scoring handlers in each class. No high in trial awards shall be given at any 4-H event. All 4-H members compete against their own class and age division. Awards and/or trophies may be given at the discretion of the judge.
