3 The attention of Exhibitors is drawn to the following extracts from the RNA By-Laws. DISEASE OR DANGER 58. Should there be any reason to suspect that any Exhibit is either diseased or dangerous, or objectionable, the Council through its Officials, reserves the rights of removing the same from or refusing its admittance to the Royal Queensland Show. 59. An Exhibitor who detects or suspects any illness amongst any of his entries whilst the animals are at the Showgrounds must: (a) (b) (c) Report this fact immediately to the Superintendent responsible for that particular section; Ensure that the animal/s is/are contained within its/their accommodation area/s unless advised otherwise by the Superintendent or the Associations Veterinary Surgeon; and Where feasible to do so, contain soiled bedding from the animal/s within its/their accommodation area. 60. Council may at its discretion require to have any biological tests carried out on any animal exhibited at the Royal Queensland Show or to have materials collected from such animals in order to have tests carried out, after such animals arrive at the Showgrounds. 61. If in the opinion of a Council Steward of a Section, an Exhibit in such Section requires Veterinary treatment then if the Exhibitor cannot be contacted immediately, the Council Steward may instruct a Veterinary Surgeon to treat such Exhibit and the costs of such Veterinary Surgeon shall be paid by the Exhibitor to the Association. The Association shall not be in any way liable to an Exhibitor for any damage to or injury to such Exhibit. 62. Where, in the opinion of the Association, an Exhibit, being an animal, should be destroyed or removed from the Showgrounds, the Association s Veterinary Surgeon or the Association may destroy or remove the Exhibit from the Showgrounds, or both. Alternatively, the Association may require the Exhibitor to destroy or remove the Exhibit from the Showgrounds, or both. Any costs incurred by the Association pursuant to this By-Law must be reimbursed by the Exhibitor. 63. The Association shall not be responsible for any loss or damage caused (inter alia) through disease or infection howsoever arising. UNETHICAL CONDUCT The Exhibitor, the Owner or any person in charge of an animate Exhibit shall not engage in unethical conduct. The Exhibitor, the Owner or any person in charge of an animal to which unethical conduct relates are deemed to have acted in breach of this By- Law, whether or not having been knowingly concerned in the unethical conduct. The Council or relevant Sectional Committee shall decide whether or not any conduct constitutes unethical conduct but without in any way restricting the meaning of that expression, unethical conduct may include the presentation as an exhibit for judging: (a) (b) (c) (d) (e) (f) of an animal other than in its natural conformation after normal feeding and grooming, except as otherwise provided either expressly or by necessary implication in the regulation or in the definition of a class in which the animal is entered; of any animal having undergone any operation or procedure materially altering the structure or natural conformation of any part of its body, whether by the introduction of any substance or thing subcutaneously, or by any surgery, or by the administration of any substance or chemical or by the attachment of any object or thing; of any animal having undergone any operation or procedure that changes by exaggeration, minimisation or otherwise in natural conformation or physical constitution or appearance; of an inanimate object, that is created, constituted, formed or includes goods, substances or things not normally found in objects of like nature; that is not the animal or the object or thing entered for the Class to be judged; in breach of the Regulation. An exhibitor, or person in charge of an animate exhibit must: (a) (b) (c) use all reasonable steps to ensure that the exhibit is housed and cared for in accordance with the Association s current animal welfare policy; obey any direction from a member of the Association s Council, or from any other official of the Association, relating to the care and welfare of that or any other exhibit; if called upon to do so, surrender the exhibit to the Association, in circumstances where in the reasonable opinion of the Association s Veterinarian, the exhibit is in need of urgent veterinary attention. An exhibitor must not use, or have in his possession, any electric or electronic apparatus or any improper contrivance capable of affecting the performance of an exhibit. EXHIBIT UNWORTHY OF AWARD An exhibit shall not receive an award if in the opinion of the Judge it is unworthy of such award. PROHIBITED SUBSTANCES 122. A person must not administer a Prohibited Substance or cause one to be administered to an Exhibit, except as permitted by the By- Laws or the Regulations The Exhibitor, the Owner and Attendant of any Exhibit to which a Prohibited Substance has been administered is in breach of the By-Laws unless the Prohibited Substance is permitted by By-Laws or Regulations to be administered An Exhibit to which a Prohibited Substance has been administered in breach of the By-Laws must be removed from the Showground upon demand by the Association The Association may in its discretion and at any time, cause an examination to be made of any Exhibit by a Veterinary Surgeon who, in the course of such examination, may: a. Take such samples (including, without limitation, urine, blood, saliva and faeces) from such Exhibit as he considers necessary or advisable; b. Have such samples tested by such methods and procedures as he considers appropriate; and c. Examine the Exhibit for desensitised limbs Any Exhibit found by a Veterinary Surgeon to have a limb (or part thereof) desensitised is deemed to have had administered to it a Prohibited Substance in breach of the By-Laws Where, prior to an event, a Veterinary Surgeon is of the opinion that a Prohibited Substance may have been administered to an Exhibit, the Veterinary Surgeon may require that the Exhibit be examined prior to competing in that event The Association may publish procedures relating to the examination of Exhibits. Such procedures are binding on Exhibitors, Owners and Attendants Any exhibit which has been brought to the Showgrounds and is found to have had administered to it any prohibited substance as defined above may, without prejudice to any other action which may be taken in respect of the matter, be debarred by the Council Stewards from competing in any event for which it may have been entered The exhibitor, the owner and any person in charge of an animal to which a prohibited substance has been administered, by any person, and whether or not with the knowledge of the exhibitor, owner or person in charge, is deemed to have acted in breach of this By-Law. 130a. No person shall have in his possession on the Showgrounds any prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is for lawful and proper use The Association and any Council Steward, servant or agent of the Association shall not be liable to an exhibitor for the death of or for injury, damage or infection which may be sustained by his exhibit occasioned by or arising out of any act or omission of any Council Steward, servant or agent of the Association during the course of the testing of the exhibit whether due to the negligence of any such Council Steward or agent or otherwise. 3

4 DISCIPLINARY COMMITTEE 132. It there is any inconsistency between By-laws and any other By-laws of the Association, By-laws will prevail. Functions of the Disciplinary Committee 133. The functions of the Disciplinary Committee shall be to hear and determine all complaints, allegations and other matters relating to: (a) (b) (c) prohibited substances, as defined in these By-laws or Sectional Regulations. any alleged breach of the Rules, By-Laws and Regulations of the Association by an exhibitor and relating to an exhibit or to a competition, except if the alleged breach is of a kind that the Chairman of a Sectional Committee considers is of a less serious nature and should properly be dealt with by the Sectional Committee, and any other alleged breach of the Rules, By-Laws and Regulations of the Association that may be referred to Disciplinary Committee pursuant to By-Law 137 (a). Constitution of the Disciplinary Committee 134. The Disciplinary Committee shall comprise of such members of Council as are appointed by the Council from time to time The Council shall appoint a member of the Disciplinary Committee as Chairman of the Disciplinary Committee For the purposes of any proceedings of the Disciplinary Committee, the Disciplinary Committee shall comprise, subject to By-law 137, no less than three of its members and those persons shall constitute the Disciplinary Committee for the purpose of those proceedings If a member of the Disciplinary Committee dies or becomes otherwise unable or unwilling to participate in proceedings, then: (a) (b) if this occurs prior to the commencement of any hearing in relation to the matter, the Chairman of the Disciplinary Committee shall appoint a replacement; and if this occurs after the commencement of any hearing in relation to the matter, the remaining members of the Disciplinary Committee shall constitute the Committee for the purposes of concluding the proceedings. Initiation of Proceedings before the Disciplinary Proceedings 138. Proceedings before the Disciplinary Committee may be initiated: (a) (b) (c) upon the request, orally or in writing, of the President, any Chairman of a Sectional Committee or Chief Executive. upon receipt by the Chairman of the Disciplinary Committee of a written complaint relating to a matter referred to in paragraphs (a) or (b) of By-law 133. by the Chairman of the Disciplinary Committee on his or her own motion. Conduct of Proceedings 139. The Disciplinary Committee may conduct proceedings at any time between 6.00am and 11.00pm on any day All persons who constitute the Disciplinary Committee for the purposes of any proceedings must be present at any hearing conducted by the Disciplinary Committee A person whose conduct is called into question in any proceedings before the Disciplinary Committee must be given notice of a hearing. It shall be sufficient for such notice to be given orally and by any such person acting with the apparent authority of the Association The Disciplinary Committee may conduct proceedings notwithstanding that any person who has been given notice fails to attend the proceedings The Disciplinary Committee shall not be bound by any rules of evidence and shall conduct the proceedings with the minimum of formality and in such a manner as it sees fit The Disciplinary Committee may require any member or exhibitor to attend at any proceedings of the Disciplinary Committee and to furnish such information and evidence and to produce such documents relevant to the proceedings as to the Disciplinary Committee deems fit The Disciplinary Committee may, at its discretion, call for and hear expert evidence No person will be legally represented without the leave of the Disciplinary Committee. Decisions of the Disciplinary Committee 147. The Disciplinary Committee may announce its decision orally or in writing. A decision that is announced orally shall have effect in accordance with its terms If the opinion of the Disciplinary Committee is not unanimous, the decision of the majority shall prevail. If the Disciplinary Committee are equally divided on any question concerning the guilt or innocence of a person, the question shall be resolved in that person s favour. PENALTIES 149. If the Disciplinary Committee considers that there has been a breach of the rules, By-laws or regulations of the Association, it may impose such a penalty as it considers to be appropriate, including without limitation: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) (l) a reprimand; a monetary fine (payable at such time/s as the Disciplinary Committee may determine); withdrawal or withholding of any award or ribbon; disqualification in respect of any class; expulsion from the Showground; where the person concerned is a member, a suspension or termination of that membership; a ban; exclusion; prohibiting a Person from exhibiting or competing at the current Show or at any future Show; a direction that an Exhibit be removed from the Showground; any other mandatory requirement; and any other penalty provided for in other regulations of the Association There shall be no appeal from any decision of the Disciplinary Committee. Publication of Results of Disciplinary Procedures 151. The Association may publish to: (a) (b) (c) all Royal Show Societies in Australia; the relevant Breed Societies; the body with which the exhibit is registered, or is eligible for registration; the result of any proceedings before the Disciplinary Committee in which a person has been found guilty of a breach of any Rule, By- Law or Regulation The Association shall have no liability to any person in respect of any publication referred to in paragraph (a) No person shall have any claim against the Association or against any Councillor, member, employee or agent of the Association in respect of any act, matter or thing done in good faith during or in connection with the proceedings before the Disciplinary Committee. 4

5 PRIZE AWARDS 76. The Prize Ribbons, affixed to exhibits, shall be distinguished by the following colours, viz: Grand Champion Champion Reserve Champion First Second Third Fourth Fifth Sixth Seventh Eighth Ninth Tenth Special Prizes Red, White and Blue Purple Dark Green Blue Red White Yellow Light Green Brown Buff Pink Orange Grey Pale Blue 77. For Group Classes - Pink and Blue, Pink and Red, Pink and White, Pink and Yellow, for First, Second, Third and Fourth respectively. Ribbons will only be attached to exhibits in the Horse, Cattle, Sheep, Pig, Goat and Dog Sections. GOODS AND SERVICES TAX The RNA s ABN is ENTRY FORMS Exhibitors must complete STATEMENT BY EXHIBITOR section on the front page of the entry form advising their taxation status. If entering online, exhibitors must complete the STATEMENT BY EXHIBITOR presented to them as part of the online entry process. PRIZE MONEY Prize Money stated in the Schedule excludes GST. GST will be added to the Prize Money for Exhibitors who are registered for GST purposes. The Association will provide a Recipient Created Tax Invoice to Exhibitors who are registered for GST purposes. DPI REGULATIONS THE FOLLOWING CONDITIONS WILL APPLY TO STOCK AND VEHICLES MOVING ON TO THE RNA SHOWGROUNDS MAJOR CHANGES: Livestock from Queensland require a Queensland Travel Permit and a Move Easy Waybill or a NVD/Waybill. Livestock from NSW entering Queensland via Tweed Heads or Mt Lindsay Border Crossings require a Queensland Travel Permit and a Move Easy Waybill or a NVD/Waybill. Livestock from NSW entering Queensland from Killarney West require a Queensland Certificate of Health/Waybill. The new combined National Vendor Declaration (Cattle) and Waybill should be used to consign stock intended for slaughter. STOCK GENERAL 1. Only tick free stock will be allowed entry to the grounds. 2. QUEENSLAND STOCK NOT ACCOMPANIED BY A DPI&F TRAVEL PERMIT AND FULLY COMPLETED OWNER WAYBILL WILL BE REFUSED ENTRY TO THE GROUNDS. 3. INTERSTATE CATTLE REQUIRE THE FOLLOWING: Tweed Heads & Mt Lindsay crossings. Stock crossing at these crossings require: Queensland Travel Permit National Vendor Declaration (Cattle) and Waybill Slaughter Cattle do require a Qld Certificate/Waybill A Qld Certificate of Health Owner Declaration these will be sent out when nominations are confirmed. Stock must travel direct to the Exhibition Grounds. A Queensland Travel Permit will be issued at the RNA Grounds for the return journey. Other Border Crossings from Killarney west have closed. Stock crossing at these crossings require: Queensland Travel Permit National Vendor Declaration (Cattle) and Waybill A Qld Certificate of Health Owner Declaration these will be sent out when nominations are confirmed. Stock must travel direct to the Exhibition Grounds. A Queensland Travel Permit will be issued at the RNA Grounds for the return journey. The requirement to seal vehicles carrying all classes of livestock has been waived. Cattle must travel direct to the RNA Showgrounds without unloading en route. Exhibitors should be aware that NSW/Queensland Border Crossings at Tweed Heads and Mt Lindesay no longer operate 24 hours. They now operate from 5.00 am to 9.00 pm. Exhibitors should make prior arrangements with the respective Border Crossing before commencing their journey. Arrangements for the return journey should be made at the RNA Stock Office. The phone numbers of the major Border Crossings are listed below: Kirra/Tweed Mount Lindesay TICK CONTROL Stud Beef & Led Steer/Prime Beef 1. Cattle from tick infected zones (QLD and NSW) require a clean inspection prior to entry to the Showgrounds. Movement must commence within 24 hours of the clean inspection. It is the exhibitors responsibility to treat stock with an approved acaricide to ensure that they are tick free when inspected. Cattle from Queensland Department of Primary Industries & Fisheries Approved (Cattle Tick) Feedlots are exempt from treatment or inspection. Please note: DPI&F or Approved person livestock inspection charges apply to these movements. 2. Cattle from tick free zones do not require tick treatments for entry to the grounds but must travel from the property of origin to the RNA Grounds without unloading in tick infected zones. Certification that such stock are from a tick free zone should be endorsed by the local Stock Inspector. Apart from general and tick control conditions the following conditions will also apply: JOHNE'S DISEASE for Bovine Johne s disease Stud Beef Cattle must not be introduced unless they comply with the conditions for animals to enter Queensland: - 1. They are from a non-restricted herd in a Johne s Disease protected or free zone (Queensland is a protected zone); or 2. They are from a Check Tested Negative herd or a MAP Monitored Negative 1 (MN1) or better herd in a Control Zone or a MAP MN1 or better herd in a Residual Zone; or 3. they are beef only cattle from a herd that has been declared to meet the conditions of the Beef only scheme on a National Health Statement for Johne s Disease status of beef cattle. 4. Other The herd history to be provided to RNA at the time of nomination. Each will be assessed by the RNA Animal Health Committee. 5

6 Exhibitors from interstate must advise their Johne s Disease status at the time of entry. Certificates - The Johne's Disease status of the herd must be endorsed on the Queensland DPI&F Travel Permit and in the case of Interstate Stock it should also be endorsed on the Certificate of Health/Waybill. JOHNE'S DISEASE for Bovine Johne s disease Led Steer/Prime Beef Requirements do not apply to cattle intended for slaughter, however cattle from infected/suspect herds are not permitted entry into Queensland. Normal Queensland entry conditions apply. HORMONAL GROWTH PROMOTANTS Led Steer/Prime Beef Only H.G.P. requirements will apply. NATIONAL VENDOR DECLARATIONS (CATTLE) AND WAYBILL Led Steer/Prime Beef Only All cattle intended for slaughter must be accompanied by a fully completed National Vendor Declaration (Cattle) and Waybill. DISCLAIMER: While the conditions of entry in regards to disease are correct at the time of publication it is the responsibility of the owner that all conditions current at the time of entry are met. FODDER AND BEDDING REQUIREMENTS AND CONDITIONS 1. Hay, Chaff, Silage and Green Fodder may only be introduced if: (a) It is grown in and held in a Tick Free Zone and transported directly to the RNA Grounds. OR 2. It originates from a Cattle Tick Infected Zone but the fodder has not had contact with livestock in the nine months prior to entry to the RNA Grounds. (c) OR It is silage from a Cattle Tick Infected Zone, which has been harvested and wrapped in plastic for a period of not less than 28 days prior to entry to the RNA Grounds. All fodder must be accompanied by a fully completed Certificate of Entry of Hay/Chaff or Green Feed to the RNA Showgrounds, Brisbane: Owner Declaration. If fodder is accompanying livestock from interstate a description of the fodder may be endorsed on the livestock permit or Owner Declaration. Stud Beef Fodder & Bedding Requirements 1. Materials not carrying the necessary certificate under the above Regulations will not gain entry to the RNA grounds. 2. It is the responsibility of the exhibitor to provide all fodder requirements for his exhibits. 3. Within the limits of the storage assigned to exhibitors, they may not bring in more than 3 small square bales of pasture hay for each exhibit prior to the commencement of the Show. No large round, retangular or square hay bales will be allowed onto the RNA Showgrounds. 4. After midnight on the Wednesday prior to the start of the Show, no fodder or bedding may be permitted onto the grounds unless for, and accompanied by, livestock on the same vehicle, unless the Director otherwise permits. An exhibitor can bring a limited amount of fodder onto the Showgrounds between 4.00 p.m. Sunday and 7.00 a.m. Monday for any of his cattle remaining for the duration of the Show. The fodder is to be certified in accordance with the conditions of entry and can only be brought onto the Showgrounds by the exhibitor via the O Connell Terrace dairy gate. Gatekeepers will have been instructed with regard to these conditions and any hay not certified will be refused entry to the grounds. 5. Feed boxes will be made available upon the receipt of the signature of the exhibitor or his representative. EXHIBITORS and LIVESTOCK ATTENDANTS' PASSES All passes for Livestock Exhibitors and their employees will be issued from the Royal National Association s Office. No passes will be issued unless the exhibitor or his representative presents the receipt for Entry Fees, or identification is established. Passes will be issued in proportion of one to four exhibits or part thereof. All cattle are to be in their stalls between the hours of 7.00pm and 4.00am. ALL OTHER DOGS FOUND ON THE RNA SHOWGROUNDS WILL BE REMOVED TO THE CITY DOG REFUGE BY THE CITY COUNCIL DOG CATCHER WITHOUT NOTICE. WORKPLACE HEALTH AND SAFETY ACT The RNA Showgrounds are a designated Workplace within the meaning of the Act and exhibitors/competitors are required to ensure that they and all persons under their direction or control, including their contractors or sub-contractors, comply with all requirements of the Act and the RNA holds each exhibitor responsible to discharge its obligations to provide and maintain a safe place and system of work during occupation by the exhibitor/competitor of any area of the RNA Showgrounds. 2. Each exhibitor/competitor will assess the risk to themselves, staff, volunteers, family, other exhibitors, RNA staff, show visitors and any person forseeably affected by the presentation of their exhibit. 3. Risks identified by exhibitors/competitors will be eliminated or controlled by the exhibitor/competitor and particular attention will be paid to ensuring public safety and safety of other exhibitors/competitors. 4. Exhibits will only be led and handled by competent persons whose experience is known to the exhibitor/competitor. 5. A No Smoking Policy will be strictly adhered to and policed by exhibitors/competitors and exhibitors/competitors are advised that the use of Primus stoves, any heating or lighting appliances of a like character, or any naked light, is strictly prohibited in the horse stalls or pavilions. 6. Any exhibitors/competitors intending to bring electrical equipment to the Showgrounds will be required to ensure that such equipment is fitted with residual current protection and that all electrical leads, tools and appliances have been inspected by a licensed electrical contractor and currently tagged. The use of double adaptors is prohibited and all power boards must be tested and tagged. 7. All exhibitors/competitors will comply with the requirements of the Act and its Regulations and Standards in every other respect. This is essential for the safety of all exhibitors/competitors and the general public. The Act imposes very severe penalties in the event of non-compliance with its provisions. Any exhibitors/competitors who do not comply will not be allowed to exhibit at the Royal Queensland Show. Led Steer/Prime Beef Fodder & Bedding Requirements 1. As from midnight on the Wednesday prior to the start of the Show, no fodder or hay type bedding will be permitted onto the grounds unless for, and accompanied by, livestock on the same vehicle, unless the Director otherwise permits. 10 STUD BEEF CATTLE The Parade of Champions will commence at 12.00pm in the main arena on Friday 12 August Participating exhibitors are to assemble in the main arena at 11.45am. PRIVACY STATEMENT You can be assured that the privacy of your personal information is of the utmost importance to us. The information provided by you in any application for membership or application to enter is used by the Royal National Agricultural and Industrial Association of Queensland (RNA) to offer member services or to organise and conduct competitions at the Royal Queensland Show. Category A: For breeds showing 70 head or over. Four heifer classes, five junior bull classes and Champions, four senior classes and Champions and Grand Champions. Category B: For breeds showing 35 head and under 70 head. Four heifer classes, five junior bull classes and Champions, three senior classes and Champions and Grand Champions. Two junior classes, one senior class and Champions. SCANNING OF EXHIBITS All bulls will be scanned for Fat Depth Measurement and Eye Muscle Area Measurement. Scanning will take place during weighing and the measurements recorded on the neck cards. All bulls on the RNA Showgrounds on Tuesday 9 August (Stud Beef) and Tuesday 16 August 2011 (Small Breeds and Other Recognised Breeds) must be scanned by the completion of weighing that day. JUDGING In the case of insufficient numbers being nominated or shown, the Beef Cattle Committee retains the right to suspend classes at any time. RESTRICTION OF ENTRIES The Committee reserves the right after the close of entries to restrict nominations if found necessary to do so in accordance with General Regulation 32. Should it be necessary to reduce numbers as a result of entries exceeding the available space for Stud Beef Cattle, the first action will be to eliminate multiple entries by any single exhibitor in any one class. BEDDING Exhibitors are advised for the Exhibition, the only bedding permitted in the Stud Beef Cattle pavilion is a sand/shavings mixture. CLIPPING FRAMES Refer to Regulation 33 on the use of clipping frames. A fine of $100 will be imposed for a breach of the clipping frames requirements. PLEASE NOTE BEDDING STRAW WILL NOT BE PERMITTED IN THE STUD BEEF CATTLE PAVILION. The Beef Cattle Committee reserves the right to reallocate space previously allocated to any exhibitor upon the arrival of their exhibits on the grounds if the numbers indicated by them do not arrive. ACCOMMODATION FEE A fee of $10.00 per bed per night will be charged for all Stud Beef Exhibitors using RNA Accommodation facilities. This fee is to be paid on arrival on grounds at time of allocation from the Stud Beef Superintendents Office. Schools will be charged $5.00 per bed per night. ARRIVAL OF STOCK No cattle are to arrive on the RNA Showgrounds prior to Saturday 6 August ARRIVAL OF FODDER AND EQUIPMENT Exhibitors are allowed to deliver fodder and equipment only into the RNA Showgrounds from Friday 5 August ADMISSION OF VEHICLES TO GROUNDS Exhibitors' attention is drawn to the following entrances that may be used. The O'Connell Terrace Gate is the only entrance and will be open continuously until 10.00pm on Wednesday 10 August DEPARTURE OF CATTLE Stud Beef Cattle will be permitted to vacate the RNA Showgrounds from 4.00pm on Sunday 14 August 2011 and prior to 5.00am on Monday 15 August Cattle that have not left prior to 8.00pm on Sunday 14 August 2011 will have to move their cattle to the Stock Pavilion to enable cleaning of the stalls prior to the Small Breeds and Other Recognised Breeds moving in. Departing cattle trucks will not be permitted on the RNA Showgrounds before 3.45pm Sunday 14 August Stud Beef Cattle (Small Breeds and Other Recognised Breeds) will be permitted to vacate the RNA Showgrounds from 3.00pm on Saturday 20 August Stud Beef Cattle not leaving the RNA Showgrounds by 5.00am on the Monday 15 August 2011 will be required to remain on the RNA Showgrounds until the departure time for the Small Breeds Stud Cattle on Saturday 20 August To enable the ground floor to be cleaned out and fresh bedding laid, all cattle must vacate this area by 6.00pm Sunday 14 August Cattle housed on the top floor must vacate by 8.00pm. Under the direction of the Beef Cattle Superintendent, those cattle participating in Breed displays must move to the Stock Pavilion while cleaning out is in progress. DISPLAY OF CATTLE SECOND WEEK Any Stud Beef Cattle exhibitors that wishes to leave cattle from the first week for display purposes during the second week of Show are encouraged to do so and should advise to the Beef Cattle Superintendent. These cattle will be housed on the Ground Floor of the Beef Cattle Pavilion To assist and encourage exhibitors, the RNA will refund all entry fees for up to 6 (six) head of cattle per breed that remain on grounds for the second week from the first week. The Royal National Association has arranged for bedding to be laid throughout the pavilion for each head nominated, the cost of which is included in the nomination fees. 10

All cattle entered must be registered in the name of the exhibitor as owner, in a Herd Book of the respective breed recognised by the Association for that breed in accordance with the Rules of the Herd Book Society provided that an animal shall be deemed to be so registered if the exhibitor furnishes proof that at the time of the entry: a. in the case of an animal of sufficient age to be registered, all necessary documents to procure registration in his name have been lodged with the authority controlling the Herd Book and the delay in registration is in no way due to his default, or b. in the case of an animal not eligible for registration by reason of age that it is the progeny of registered parents and all necessary steps required to the date of entry have been taken to enable its registration in his name upon its attaining the required age. NOMINATION OF ANIMALS 2. Each exhibitor must state on his Entry Form the number of classes in which he intends to compete, and full particulars of each animal entered, viz: Name in full, date of birth, sire, dam, tattoo number and tattoo brand; the Herd Book number of each animal to be stated. For females the date of last calving to be stated. The responsibility for the accuracy of the description and pedigree, and for the eligibility of each animal entered, rests solely with the exhibitor. A separate Entry Form to be submitted for each breed entered. All cattle entered for competition must conform to the Rules and Regulations of the respective Breed Society. Dual Society Registered Animals can be shown in one breed only. NUMBER OF ENTRIES 3. The number of entries in each class is limited to 5 per exhibitor. ANIMALS ADMITTED TO JUDGING RING 4. An animal shall not be admitted to the judging ring of any class unless it is an exhibit in such class or the calf of an exhibit and is being suckled by the exhibit in accordance with the following: The calf of any exhibit shall not be admitted to the judging ring if born before 1 December in the year prior to the show and will be subjected to the requirements of Regulation 1 (a) and (b). DEFINITION OF THE BREEDER 5. The definition of the breeder of an animal shall be as defined by each Breed Society. IDENTIFICATION AND AGE 6. All animals must bear a brand, either tattooed (in ear) or fire. The brand and or tattoo must be stated on the Entry Form. 7. The age of all cattle shall be the actual age up to 31 July No calf born later than 31 July 2010 shall be eligible for entry or for competition, with the exception of those breeds where younger classes are provided, in such cases the date shall be 1 December A heifer is a female not exceeding three years old on the 31 July preceding Judging Day. 11

12 10. The exhibitor of any female 3 years old or over which does not have a calf at foot shall supply proof or furnish a veterinary certificate that such exhibit is either in calf or has bred during the two years prior to the show. A certificate to this effect must be produced to the Entries Section before judging day. If in the case of any exhibit in the opinion of the Judge: a. The Exhibit is not in a healthy breeding condition; or b. For any other reason its breeding potential is or has been reduced, such exhibit shall not receive a prize. An animal shall not be penalised for accidental injury which in the opinion of the Judge does not affect its breeding capacity. EXCLUSION OF ANIMALS 11. Any animal which in the opinion of the Council Stewards is not in a fit state to be exhibited may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified. No animal showing signs of any disease or illness particularly warts, ringworm and pinkeye will be allowed onto the grounds. JUDGING OF ANIMALS 12. Judging in Stud Classes to be on the basis of merits of the animal for breeding purposes. 13. In a special or group class, no animal can compete unless it is entered and shown in one of the general classes. SCANNING & WEIGHING 14. Bulls will be weighed and muscle scanned from Monday 8 August from 2.00pm and continuing Tuesday 9 August Bulls (Small Breeds and Other Recognised Breeds) will be weighed and scanned on Tuesday 16 August 2011 from 9.00am. Stud Beef cattle must be on the RNA Showgrounds by 2.00pm and in their stalls by 5.00pm on Monday 8 August, Small Breeds and Other Recognised Breeds Monday 15 August 2011 on ground by 10.00am and stalled by 12pm. 15. No animal will be allowed in the judging ring, unless its correct age and weight, if applicable, is on its neck card. VERIFICATION BY BREED SOCIETY 16. The Association shall ask for each Herd Book Society to appoint an Inspector or Inspectors independent from exhibitors to examine exhibits. Inspectors are required to submit a written report to the Council Stewards giving details of any animals which bear tattoos which are not consistent with the details printed in the Show Catalogue or which they consider to be below Royal Show standard. Inspectors' reports to be handed in to the RNA office by 12.00pm Wednesday 10 August Any animal which is then rejected by the Council Stewards shall not be exhibited or sold by auction as the case may be and arrangements may be made for it to be removed from the RNA Showgrounds or segregated. Inspectors are also to report to the Council Stewards any exhibit under the age of 18 months at time of inspection showing a permanent tooth or having evidence of having had a permanent tooth. These animals will be ineligible for Exhibition. VETERINARY TREATMENT & INSPECTION 17. If, in the opinion of a Council Steward of a Section, an exhibit in such section requires veterinary treatment, then if the exhibitor cannot be contacted immediately, the Council Steward may instruct a Veterinary Surgeon to treat such exhibit and the costs of such Veterinary Surgeon shall be paid by the exhibitor to the Association. The Association shall not be in any way liable to an exhibitor for any damage to or injury to such exhibit. 18. No pharmaceutical shall be administered to any animal exhibit except under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if in his opinion such pharmaceutical is likely to have any effect upon the animal which would be material to its chances of being awarded a prize and in such case the Council Stewards may debar the animal from competing. A Council Steward may at any time direct the Association's Veterinary Surgeons to take a sample of blood, saliva or urine from an exhibit for testing. 19. Exhibits that are under treatment on arrival at the RNA Showgrounds must have treatment sheets submitted to the Beef Superintendent's Office within 12 hours of arrival and scheduled pharmaceuticals must have authorisation of the prescribing Veterinary Surgeon. CONTROL OF ANIMALS 20. Cattle not thoroughly tractable will not be admitted to the RNA Showgrounds. ALL BULLS 14 MONTHS OLD AND OVER MUST HAVE NOSE RINGS. BULLS UNDER 14 MONTHS OF AGE AND ALL FEMALES MUST HAVE NOSE RINGS OR NOSE GRIPS. All stock MUST be in the charge of the exhibitor or his representative at all times. On delivery of stock for sale, all such stock must be securely haltered with a 38mm (1 1/2 in.) rope halter or in the case of hornless cattle, must be fitted with a suitable leather neck strap as well. All cattle with the exception of suckling calves must be tethered with a suitable neck strap or chain while in the Pavilion. Suckling calves must be restrained in such a way that they are unable to move about the Pavilion. 21. It is the responsibility of each exhibitor to ensure that the leaders of their stock in judging rings and parades are capable of exercising control over the animals in their care. Any animal leaving its allocated stall must have a nose ring grip attached. PRIZES 22. In each class the number of Cash Prizes to be awarded (unless otherwise stated) shall be according to the number of exhibits viz: 1 to 3 exhibits 1st and 2nd 4 to 8 exhibits 1st, 2nd and 3rd 9 to 15 exhibits 1st, 2nd, 3rd and 4th 16 exhibits & over 1st, 2nd, 3rd, 4th, and 5 th Unless otherwise stated the amount of the third prize shall be half of the second prize, and the fourth prize shall be half the third prize in the class, and the fifth prize shall be half of the fourth prize. Any limitation on the number of Cash Prizes to be awarded in a class shall not limit the discretion of the Judge to award as many ribbons or commendations as he may consider warranted. The Judge may award a 2nd or other lower prize instead of a 1st of other higher prize or may withhold a prize altogether if he considers that no exhibit is worthy of the higher or any prize. 12

13 23. For Senior and Junior Championship Prizes, all first prize winners of the specified age, sex and breed shall compete. After selecting the Senior Champion, the Judge will be required to select an animal for Reserve, which will take the place of the Champion in the event of the latter being disqualified for any cause. The reserve shall be selected from the remaining first prize animals together with the second prize of the class which furnished the Champion, which must be paraded prior to judging of the Reserve Champion. For Senior Champion, the first prize winners of all classes 20 months and over, shall compete. For Junior Champion, the first prize winners of all Classes 8 and under 20 months shall compete. For Grand Champion, the Senior and Junior Champions must be paraded. 24. The Judge may not adjudicate in any class in which an animal bred by him is competing but the class shall be Judged by a substitute Judge appointed by the Council Stewards. 25. In any class, where the number of entries paraded is 24 or greater, the class may be split into 2 equal divisions only at the judges discretion and only with the judge selecting 5 from each division to return for the final class judging. CLEANING OF STALLS 26. It shall be the responsibility of the exhibitor or his representative to ensure that all stalls are cleaned and all waste materials are ready for loading by 7.30am each day. Any exhibitor not complying with this Regulation will be dealt with in such manner as the Council may decide. BLOCKING OF ACCESSWAYS 27. Exhibitors cannot block passageways and fire hydrant access with stockfeed or equipment and failure to abide by the regulation will incur the removal of the offending feed/equipment. PARADES OF CHAMPIONS 28. The exhibitor of every champion or reserve champion shall parade such animals in the Parades of Champions on the first Friday and Saturday. The Breed Display Cattle must parade in the Grand Parade and the Friday night breed parade, unless the exhibitor produces to the Council Stewards a veterinary certificate from the Official Cattle Veterinary Surgeon that the animal is not fit to be paraded or unless the Council Stewards decide that other good and sufficient reason exists to excuse any animal from parading. Failure to so parade shall result in the forfeiture of all prize money awarded to the exhibitor who shall be further liable to a fine of $200 per head in respect of each animal not paraded. If the fine is not paid, nominations in the Prime Beef and Stud Beef Cattle sections will not be accepted the following year. EXHIBITOR ATTIRE 29. All persons leading Stock during judging or the parades are required to be neatly attired. A plain grey or white dust coat or any other Breed Society colour dust coat or jacket approved by the Committee must be worn. Stud Brands embossed on clothing or equipment must not be displayed during judging. SIGNAGE 30. Each exhibitor may display one sign not exceeding 75cm x 75cm (30 inches by 30 inches) but shall remove any such sign forthwith if directed to do so by the Council Stewards who shall have full power to give such direction without giving any reason therefore. Stud Beef Societies may display a card not exceeding 30cm by 45cm for each exhibit showing class number, catalogue number, tattoo, date of birth, weight, name of exhibit, name of sire, name of dam, name of exhibitor. WEARING OF PRIZE RIBBONS 31. Where cattle are submitted for sale by Auction, only ribbons that have been awarded in single classes may be worn. 32. Animals must not be paraded before the Judges in group classes wearing ribbons won in single classes. COMMISSION ON SALES OF EXHIBITS 33. A commission of 1% on sales of exhibits effected either by auction or privately, either on the ground or elsewhere, during the period of the Exhibition, shall be paid to the Association by the sellers or their agents. RATIONALISATION OF CLASS NUMBERS 34. If after the closing date of entries the total nominations are in excess of the number of cattle able to be accommodated, the Association reserves the right to reduce the number of animals entered. In such cases, a refund of entry fees paid will be made to exhibitors. In the event that a reduction in numbers is needed, an exhibitor with 5 entries in any one class will be made to reduce numbers in that class by one. If further reductions are required, exhibitors with cattle in the youngest bull and heifer classes will be restricted to one head only in each of those classes. GROOMING FRAME 35. Some clipping frames will be provided by the Association. Exhibitor-owned clipping frames can only be set up in designated areas under the direction of the Stud Beef Cattle Superintendent and must be dismantled and removed before noon on the first Friday of the Show. Non-compliance with this requirement may incur a $100 fine and the clipping frame will be removed at the exhibitor's expense. PUBLICATION OF ANIMAL PARTICULARS 36. The exhibitor irrevocably consents to the RNA publishing or reproducing in any manner whatsoever any particulars or information in relation to their exhibits; the publication or reproduction may be in a printed form or visual image through electronic means and/or on the internet. SUBSTITUTIONS 37. The RNA has introduced a new rule that allows for substitution of animals. Substitutes are not required to be nominated at time of Entry. A substitute, in lieu of the original Entry, and/or a withdrawn Entry must be advised to the RNA on the Substitution Form, no later than Friday 1 July Substitution is allowed within a class only. ORDER OF PARADES 38. (a) Parade of Champions on the first Friday - to be led by the breed of the Grand Champion Led Steer. (b) Parade of the Champions on the Saturday - to be led by the Champion of Champions. (c) Grand Parade - to be led by the breed of the Prime Beef Champion Steer, followed by the breeds as positioned in the pavilion, commencing from the front to the back of the ground floor, and followed from the front to the back, from left to right of the Stock Pavilion. (d) Breed parade on the last Friday night to be led by the Champion Steer. No person under the age of 10 years is permitted in the main ring during the Grand Parade. All handlers must be capable of controlling any animal in their care. 13

The Association's Council is pleased to advise that for the forthcoming Royal Queensland Show, arrangements have again been made for veterinary services to be available on a 24 hour basis, commencing on Saturday 6 August 2011 through until Saturday 20 August The official veterinary surgeons are permitted to charge their normal consultation fees plus an hourly rate for extended services. In addition, exhibitors will be required to pay the cost of all drugs used. Exhibitors will be responsible for the payment of all monies owing to the veterinary surgeons.
