Exhibitor Passes The Fair Manager/CEO reserves the right to amend published or announced ticket/parking pass allocations as well as premiums and awards to be paid. Exhibitor Passes can be purchased in the Old Administration Building (across the midway from the Administration Office) on Tuesday, July 31, from 9 a.m. to 7 p.m. Wednesday, August 1, from 9 a.m. to 7 p.m. and Thursday, August 2, from 9 a.m. to 9 p.m. Exhibitor Passes can be purchased during the entire length of the Fair at the Purple Gate (horses and llamas only), and Yellow Gate (livestock only). 4-H/FFA/GRANGE YOUTH exhibitors may use the Advance Ticket Order Form available online. One pass per exhibitor. 4-H/FFA/GRANGE YOUTH LEADER/PARENT $21.50 for 6-day Exhibitor Pass $36.00 for 10-day Exhibitor Pass 4-H/FFA/GRANGE Youth exhibitors can purchase a maximum of two (2) parent passes per family. Each pass must be signed by the holder to be valid. With the purchase of an Exhibitor Pass, one (1) credential parking pass per family is included. One additional pass may be purchased with Fair Manager/CEO approval 4-H/FFA/GRANGE Youth leaders can purchase one 6-day or 10-day leader pass and may be issued one Credential Parking pass. OPEN CLASS EXHIBITORS Number of passes is determined by the owner/home farm of the animals. Eligibility for number of passes is to be determined once entry forms are received and reviewed by superintendent. Poultry and Pigeon exhibits with 15 or more entries may buy two (2) Helper Passes. Rabbit exhibits with 5 or more entries may buy one (1) Helper Pass. Recreational Vehicles The RV parking reservation form is available online. 8 2018 Clark County Fair Exhibitor Guide Section: General Rules RV Guidelines & Definitions Trailers may move in after 1 p.m. Sunday, July 29, check with RV Manager for location. Only registered RVs may park in assigned RV spaces. All other vehicles and supply trailers must be unhooked and will be parked in other designated areas, as determined by the RV Manager. Towing vehicles Towing vehicles must be disconnected from RV or livestock trailer and parked in designated area. Appropriate parking pass must be clearly displayed. GENERAL RULES & REGULATIONS The Clark County Fair Association (CCFA) reserves the final and absolute right to interpret these rules and regulations, settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of connection with, or incident to the Fair. In all cases, the final decision on matters affecting the Fair or whether any actions or items are in the best interests of the Fair, reside solely with the CCFA and/or the Fair Manager/CEO. Daily management and direction of all Fair and Fair-related activities falls under the authority of the Clark County Fair Manager/CEO. In all cases where a difference exists between these rules and other published documents pertaining to the Fair or its operation, these rules will prevail. CCFA supervises the entire event, including all exhibits, entertainment and concessions. The CCFA Board of Directors and/or the Fair Manager/CEO have the right to change any rules, regulations and/or authorizations at any time. The CCFA is not responsible for lost, stolen or damaged items. Exhibitors enter at their own risk. The owner of exhibit(s) releases CCFA, FSMG, its employees, directors, officers, volunteers and Clark County from any liability from loss, damage or injury while such property is on the premises. All vehicles must be off grounds by 9 a.m. each day of the Fair except 7:30 a.m. on opening day, Friday, August 3. Exhibitors and public are prohibited from bringing alcohol onto the Fairgrounds. This includes all areas of the Fairgrounds, including all event areas and parking lots. This provision does not include inside private RV s registered and located in the official Fair RV parking lot. No pets except show animals and ADA recognized service animals are allowed on the Fairgrounds. CHECK CASHING The Administration Office, ticket windows and information booths do not cash checks for the general public. However, cash machines are located conveniently on the Fairgrounds and can accommodate a large variety of debit and credit cards. DUTIES OF SUPERINTENDENTS Superintendents are very important and affect the success of the Fair not only within the Department to which they are assigned but throughout the Fair. The process of selecting and training Superintendents is well developed and is designed to identify individuals who are Page 3 of 15 3

9 2018 Clark County Fair Exhibitor Guide Section: General Rules knowledgeable of the Fair and their Department, possess superior leadership traits, have the time available to perform their duties and can act in the best interests of the Fair both within and outside their Department. Superintendents in Open Class, FFA, 4-H and Grange are under the direction of the Fair Manager/CEO during the Fair and their performance is reviewed each year. If it is determined before, during or after the Fair that they are no longer willing, or are unable, to perform their duties or are not acting in the best interests of the Fair, the Fair Manager/CEO retains the sole authority to discharge them. Each Superintendent, under the direction of the Fair Manager/CEO, shall have full charge of the Department to which he or she may be assigned. Exhibitors must follow the Superintendent s orders relating to placing or showing exhibits, etc. The Superintendent will direct the calling of classes for showing and judging, in accordance with the printed schedule as far as practicable. Identification badges should be worn at all times. The Superintendent has the right to request and examine certificates of registration and transfer before prizes are awarded and notify the judges that the exhibitors have complied with these requirements. The Superintendent should not, under any circumstances, permit any exhibitor access to display cases or space where exhibits are shown. It is the duty of the Superintendent or Judge to make corrections, as he/she deems necessary, if an animal or article is entered in a division or class in which it does not belong. The Superintendent shall see that awards are correctly entered on the entry forms, checking all numbers and making sure each sheet is completed and returned to the Premium & Awards Office. No person shall be entitled to hold or occupy stalls or stables until his stock has been entered on the books of the department and arrived on the grounds and then only after all prescribed animal health inspections. This occurs under the direction of the Superintendent in charge of the Department. FIRE DEPARTMENT All matters of fire protection are under the direct supervision of the Clark County Fire Marshal and Fire District 6. The CCFA will use every reasonable precaution to guard against fire, but will not be responsible for any losses by fire or damage by water. SECURITY The CCFA will have uniformed and non-uniformed security personnel on the grounds. Every reasonable precaution in the Fair Associations power will be taken for the safe preservation of the persons, articles of exhibition, livestock and property. However, the Fair Association will not be responsible for loss or damage by theft, water and fire, or assume any liability for accidents to persons or property. FIRST AID The CCFA will have first aid services available on the grounds during the Fair. Report injuries immediately to the staff located on the North side of the midway, at the Fire Station. 10 2018 Clark County Fair Exhibitor Guide Section: General Rules ENTRY INFORMATION We endeavor to have space available for all exhibits entered by the deadline date; however, barn and exhibit space is limited. In the event more entries are received than space allows for, they will be accepted by Superintendents in the following priority: first entries from Clark County will be given preference, and then space will be given to those who have exhibited the past three years. If there is still sufficient space, entries will be accepted in the order received. All animals entering the Clark County Fair will receive a visible health check prior to being stalled. The inspection may occur in various situations and locations depending on species and schedules. This check will consist of, at a minimum, a full visual inspection for obvious defects and/or flaws which indicate a significant health risk or exposure. Specific criteria have been developed by the Animal Health Committee in conjunction with Superintendents for each species for these inspections. Additional information is available under the Animal Health Requirements For Participation section of these rules. Animals and articles exhibited must be entered in the name of the owner, maker or grower. An entry card specifying division and class will be assigned to each exhibit. This card will be attached to the article or pen. Anyone who attempts to deceive the CCFA in regard to ownership, or who purchases or borrows to exhibit as his/her own manufacture or production, will forfeit all claims as an exhibitor. An exhibitor is defined as a person having an assigned exhibitor number. Under each species of livestock, an exhibitor may be limited to two premiums per class. This does not apply to horses. Exhibitors are responsible at all times for the daily care of livestock exhibits. Exhibitors must remove all exhibits entered in each section. Entries must be removed from the Fairgrounds by 12 p.m. (noon) on Tuesday, August 14 th. The age guideline for Open Class exhibitors is 18 and under to enter as a Youth. Exhibitors age 19 and over must enter as an Adult. Contact 4-H, FFA and Grange directly for information on their age requirements. JUDGING AND PREMIUMS No animal or article will be allowed to compete for more than one premium, nor shall be entered in more than one division. Exceptions: as one of a herd, pair or pen, or get of sire, or dam, or in sweepstakes, championship division or best uddered animal. 4-H and FFA may show in both breeding and market classes. No one may show livestock of general enterprise (dairy, beef, sheep, goats, swine, poultry, etc.) in both the 4-H and FFA Divisions. They may show in Open Class if the animals qualify. No article or animal deemed unworthy shall be awarded a premium. No premium will be withheld merely because there is no competition. If there is no competition, or there are fewer entries in a division than number of premiums offered, the judges may, at their discretion, award premiums of such grade as the exhibit deserves, or combine divisions if appropriate. If it is determined that an animal or exhibit is entered in a division or class in which it does not belong, it is the duty of the Judge or the Superintendent of the section to correct the entry and place the animal or exhibit in the classification where it belongs and notify the entry clerk. 11 2018 Clark County Fair Exhibitor Guide Section: General Rules Some classes will be judged on a competitive basis and placed first, second, third, etc., according to the Judge s decision (American system). All other classes will be judged on the Danish System, which allows the judge to place the entry based on its own merit. See specific Department for specific rules. No checks will be issued or corrected after December 31, Exhibitors finding mistakes in premiums paid must report the mistake to the Administration Office within 30 days or no adjustment can be made. Unless specifically approved by the Fair Manager/CEO, Judges and premiums will not be paid for contests held off the Fairgrounds or outside the dates of the Fair. Superintendents are responsible for securing this approval prior to the Fair and each year that the exception is desired. Approval does not extend year to year beyond the current Fair. Unless specifically approved by the Fair Manager/CEO, no project will receive premiums or awards if it is not shown at the Fair. Any approval is granted on a one-time basis for the current Fair and does not apply to succeeding years. No parents and/or children can judge the section they enter. No superintendent or assistant superintendent may judge his or her own section. If for any reason such as war, inclement weather, or an act of God, the income of the Fair shall be impaired; all prizes, premiums or awards will be prorated accordingly. PROTESTS Superintendents shall have authority over all matters within their respective departments, subject to the Fair Manager/CEO. A chain of responsibility has been provided for exhibitors which includes the Department Superintendent, barn or building superintendent and Fair Manager/CEO so that general questions and areas of responsibilities are understood. In the case of a protest by a 4-H member concerning a 4-H project, the grievance process adopted by 4-H will be followed. If the protest concerns a general Fair matter it will be handled as detailed below. Written protests of decisions made during the course of the Fair shall be submitted to the Fair Manager/CEO whose decision will be final. All protests must be in writing and accompanied by a deposit of $50, which will be forfeited if the protest is not sustained. Such protests must state plainly the cause of the complaint or appeal and must be delivered to the Fair Manager/CEO within 24 hours after the cause of the protest. Formal protests will be answered in writing, by the Fair Manager/CEO, within 60 days of date of filing. ADVERTISING/SPONSORSHIPS/PARTNERSHIPS No For Sale signs are permitted on any exhibit at the Clark County Fair. Selling privileges are restricted to contracted commercial concessionaires only. No exhibitor will be permitted to distribute advertising matter, handbills, fliers, business cards or heralds on the grounds of the Clark County Fair. The tacking or posting of any advertisement, bill, sign, banner, etc., is strictly prohibited. Exhibitors are specifically prohibited from displaying or distributing gummed stickers, business cards, or labels. EXCEPTION: Artist in Action Page 6 of 15 6

12 2018 Clark County Fair Exhibitor Guide Section: General Rules demonstrators may display business cards only while demonstrating. These must be kept in the area the demonstrator is utilizing and cannot be handed out, but available for the public to pick up if they want. The Fair Manager/CEO can demand and effect removal of any advertising matter. No exhibitor, club, department, organization or other entity associated with the Fair may enter into any agreements, partnerships or sponsorships that grant privileges, advertising/display space, sponsorship rights, signage or any other rights to anyone without the express approval of the Fair Manager/CEO. The Fair has exclusive contractual agreements in place with sponsors that could be jeopardized or breached if this rule is not followed. The featured Clark County Agricultural Education Exhibit may display business cards/contact information as part of the display items available for the public to pick up if they desire. Promotional advertising/flyers are not permitted. Sign-up sheets for things such as classes are permitted in the Feature. No exhibitor shall display any form of political advertising or disseminate political propaganda unless a specific contract has been issued permitting such a privilege. Nothing shall be sold or given away, or otherwise disposed of by any exhibitor which will in any way conflict with, or which is the subject matter of any concession granted or sold by the Fair, unless given written authorization from the Fair Manager/CEO. Raffles are not permitted on the Fairgrounds without the express permission of the Fair Manager/CEO. Permission is granted for the current Fair only and does not apply to succeeding years. Any exhibitor who ignores these rules or interferes with the operation of any other exhibitor after being notified of the interference is subject to loss of premiums and removal from the grounds. RELEASE OF EXHIBITS The Fair will close at 10 p.m., Sunday, August 12. Unless otherwise approved by the Fair Manager/CEO, exhibits may not be removed before closing. Fair Manager/CEO approval applies to the current Fair only and does not extend year to year. Exceptions: livestock and horses. Please check with livestock and horse superintendents for release times. All remaining exhibits should be removed by 12:00 (noon) p.m., Monday, August H/FFA exhibitors refer to the 4-H/FFA Schedule. Additional Information for Exhibitors of Animals SCHEDULE Tuesday, August 7 & Sunday, August 12 - Barns will close early. Please check with superintendents for times. Please see the 2018 Open Class Livestock Schedule of Events and/or the 4-H/FFA Schedule. CONSUMER PROTECTION To prevent exhibitors and guests from contracting any disease, and to set an example for the attending public, exhibitors will not be allowed to eat or drink in the livestock barns. Keeping animals, stalls/pens, aisles and area clean are required. It is highly suggested that all exhibitors Page 7 of 15 7

CCFA appreciates the cooperation of all participants in helping to educate the public and deter the spread of disease. LIVESTOCK EXHIBIT RULES & REGULATIONS A Livestock Exhibitor is defined as an individual having an assigned exhibitor number and exhibiting cattle, goats, swine, llamas, sheep, small animals and horses. See specific departments for livestock entry form deadlines. All entry forms must be accompanied by appropriate stall, pen or entry fee. Check specific section for stall, pen or entry fee amount, if any. The Fair office will stamp the entries, showing date received, and segregate them under the various breeds. A small, well-printed, attractive sign may be placed on the wall by the stock, indicating the owner, farm, breeding or production if desired, but no commercial advertising will be permitted. All materials used for decorating or otherwise must be fireproof. All bulls over eight months old are to be moved about the building with either nose rings or nose tongs. In Open Class, only one stall space will be allowed per animal exhibited. The Livestock Superintendent will make adjustments in allotting space where it becomes necessary. We will endeavor to have space available for all livestock entered by the deadline date. However, when the number of entries exceeds available space, entries from Clark County will be given preference, and then space will be given to those who have exhibited the past three years. All exhibitors must be in place by 8 a.m. Friday, August 3, and 8 a.m. Wednesday, August 8 for the second half show. Dairy cattle, beef cattle, llamas, swine, goats, rabbits, sheep and poultry will be accepted per section rules. Check specific section in book for entry rules and regulations. No stalled or penned animal or article shall be withdrawn from the Fair before the close of the Fair except by special permission from the Fair Manager/CEO or in the case of health-related reasons, the Fair appointed Veterinarian. Unless specifically approved by the Fair Manager/CEO, any animal or article removed before the close of the Fair, will forfeit all premiums and points. Animals removed upon recommendation of the Fair appointed Veterinarian for health-related reasons will not forfeit premiums nor points. The Fair Manager/CEO will be notified of all animals being removed from the grounds by the Fair Veterinarian. Under no circumstances will livestock having vermin, mange, or contagious or infectious diseases be permitted on the grounds and Fair appointed Veterinarians or superintendents of departments will see that such stock is removed from the grounds at once, upon satisfactory evidence of such condition. There will be no tying to fences, no bedding outside barns, no cattle north of the south line of the midway or horses south of the Equestrian Arena. Bedding for livestock will be furnished. Night hawk service will be furnished between 10 p.m. and 7 a.m. All 4-H and FFA members may enter their animals in the Open Class Division, provided the animals meet the requirements of the Open Class Department. 4-H and FFA members are required to pay the Open Class stall, pen or class entry fees and complete the entry forms, indicating if also 4-H or FFA animals. Entry deadline dates are found in the individual Open Class Department rules and guidelines, with directions on where to send the entry forms. 4-H Page 8 of 15 8

14 2018 Clark County Fair Exhibitor Guide Section: General Rules and FFA animals will be stalled in the 4-H and FFA livestock buildings unless the Open Class exhibit occurs on entirely different days of the Clark County Fair. 4-H and FFA members exhibiting in an Open Class Department must adhere to the rules and regulations set forth by Open Class, 4-H and FFA departments. Any owner of a Junior Livestock Auction animal whose awards and/or ribbons are not displayed appropriately will forfeit their premiums. In all livestock divisions, all exhibits must be kept clean and neat at all times. Stalls and pens must have constant attention. No manure, bedding, trash or supplies are allowed to accumulate in or around the stalls and aisles. All livestock must be kept un-blanketed from 9 a.m. to 10 p.m. each day of the Fair after judging has been completed. An exception may be made by the Superintendent of the department in case of animals under a Veterinarian s care and for other unusual circumstances. Registration papers are required in registered livestock classes. Exhibitors whose breed associations do not issue registration papers until age and inspection requirements are met will submit a completed application form from breed association. All animals entered and exhibited must be shown unless released by the Fair Manager/CEO or the Fair Veterinarian. Administration of a drug of any kind or description internally or externally, during the Fair, shall be done only with the advice or knowledge of the Fair Veterinarian. The term drug shall mean any substance, the sale, possession or use of which is controlled by license under federal, state or local laws, or regulations and any substance, commonly used by the medical or veterinary professions. Tampering and misrepresentation is defined as any artificial means of removing or remedying the physical defects of conformation in exhibition of livestock, small animals and poultry and will be considered as fraudulent deception. All livestock, small animals and poultry showing evidence of such treatment will be barred from competition at the Clark County Fair. Misrepresentation of any entry information will be considered in the same light. Clipping chutes must be put in designated area and tagged with breeder name and exhibitor number and judged as a part of herdsmanship. No clipping chutes will be allowed in aisles and doorways by order of the Fire Marshal. No one is allowed in the barns to decorate, etc. while barns are being cleaned, or on Tuesday, August 7, during change-over. ANIMAL ACTIVISTS At all times, be aware of activity such as out-of-the-ordinary photographing of animals exhibitors and questioning of a suspicious nature. In the event of potential animal activist activities: Contact the Superintendent or department official. The Superintendent will contact the Fair Manager/CEO immediately. Remain calm and conduct business as usual. Remember, their goal is to draw attention and cause a disruption. If necessary, remove the exhibitor being confronted from the area/situation. 15 2018 Clark County Fair Exhibitor Guide Section: General Rules Under no circumstances shall exhibitors attempt to interact with activists HERDSMANSHIP All herds having exhibits of dairy, beef, swine, sheep, goats and llamas will automatically be judged on herdsmanship. The primary purpose of herdsmanship is to present animal exhibits to the public in a neat and attractive manner. The exhibit should be made as educational as possible. Herdsmanship awards will be given in recognition of efforts to present their herd to the public in a neat and attractive manner and to provide an attractive and educational exhibit. A judge will inspect each eligible herd at least once each day and grade each category with points as designated on the score card. Herdsmen will be judged according to score card. Herdsmen will be judged on neatness of stalls, cleanliness and care of animals during the entire show. Herdsmanship will be 10 a.m. to 10 p.m. Clipping chutes are considered part of the equipment and must be judged accordingly. Each herd should have its name clearly displayed with the farm exhibit. Stall or pen cards should be used with each of the individual entries, giving the name of the exhibitor and other pertinent information. Attendants should be with the exhibit to give necessary care to the animals, and to answer questions asked by the public. Small herds will be permitted to interchange attendants. Good tie halters are required where animals are tied. Double tying with tie halter and neck rope or chain may be required. ANIMAL HEALTH REQUIREMENTS FOR PARTICIPATION 1. All out-of-state animal entries must comply with State of Washington import regulations. No exemptions unless exempted by Rule. 2. Individual Certificates of Veterinary Inspection (CVI) on Washington animals are not required for entry into the Fair. 3. No animal from a quarantined area or premise will be permitted to enter the Fair. 4. All out-of-state animals going to the Fair must have a Certificate of Veterinary Inspection completed within 30 days prior to entry. All out of state cattle being shown at the Clark County Fair must possess certificates of veterinary inspection (CVI) and brand inspection slips. Please see below for specific Out of State Livestock Health Requirements. Fair Veterinarians will check out-of-state exhibitors for proper import documents and required testing. 5. All classes of animals will receive a health inspection before they are stalled to determine that they show no clinical indications of contagious or infectious disease or ecto-parasites, and that they exhibit appropriate condition for public display. This is including, but not limited to, cattle, sheep, swine, horses, pet animals, rabbits, fur-bearing animals, pigeons, ducks, geese and turkeys. 6. The Fair Veterinarian must and will reject any animal with infections or contagious disease or ecto-parasites. Exhibitors should understand that ringworm, warts, pinkeye, strangles, contagious ecthyma, scabies, lice, mites, ticks and fleas, etc. fall into these categories, but be aware that this is not a complete or inclusive list. 16 2018 Clark County Fair Exhibitor Guide Section: General Rules judgment will be final. All poultry that have been vaccinated for ILT (Infectious Laryngotracheitis) will be rejected from showing. Poultry infected with the field strain or the vaccine-like strain of ILT can shed the virus when stressed, resulting in other birds becoming infected. 7. Animals exhibiting disease symptoms during the Fair will be examined by the Fair Veterinarian and may be rejected and removed from the Fairgrounds. 8. It is strongly recommended, but not required, that cattle be vaccinated during the current show year against appropriate respiratory or any other communicable disease. 9. The Fair Veterinarian s professional decision as to the health status of an animal is final and shall be upheld by the Fair Board. If the Fair Veterinarian and the Department/Livestock Superintendent agree that an animal s condition is not appropriate for public display, the animal will not be entered. Otherwise the matter will be referred to the Fair Manager/CEO for resolution. 10. Additional tests and/or vaccinations may be required. These additional health requirements shall be listed in the appropriate species and type sections of the current year s Exhibitor Handbook. 11. Any expenses incurred regarding the examination and/or treatment of sick animals will be the sole responsibility of the owner of said animal(s). Should an exhibitor choose to use their own Veterinarian for this purpose, it is that exhibitor s responsibility to notify the Department Superintendent and the Fair Veterinarian in every case. 12. Entry permits are required for all out-of-state cattle, sheep rams over six months of age and swine. To obtain a permit number, call M-F 8-5, after hours and weekends call or go to our web page at Brand Inspection Requirements: a. All cattle must be inspected for brands or other proof of ownership for any action that constitutes a change of ownership. If a brand inspection is needed, it will be done prior to the sale. b. A Certificate of Permit (haul slip) needs to be filled out completely by the consigner prior to transporting and consigning the animal to the sale. You can purchase Certificate of Permits by calling (360) Books of 25 permits are $5.00. c. Cattle being consigned must provide proper proof of ownership documents at the time of inspection. If proof of ownership is not satisfied, proceeds of the animal s sale will be held until proper ownership documentation is presented. d. Accepted Proof of Ownership Documents (for youth terminal sales only): An official livestock inspection certificate issued by WSDA. An official inspection certificate issued by another state or province that maintains a livestock inspection program. Bill of Sale and Affidavit of Sale. Disinfect all equipment before entering the Fair grounds. Restrict direct contact between birds during the event and limit bird contact to essential personnel. Observe birds daily for signs of avian influenza or other diseases and immediately report signs of illness to the designated exhibition Veterinarian, poultry health inspector or appropriate exhibition staff. Immediately remove sick birds from the exhibition area. Do not share equipment with other exhibitors. If equipment must be shared, make sure it is cleaned and disinfected between uses. Isolate any animals returning home from the Fair for 30 days. MANDATORY IMPORT REQUIREMENTS OUT- OF- STATE CATTLE All cattle are required to have: A Certificate of Veterinary Inspection issued within 30 days prior to entry which contains: Listing of official individual identification on all dairy cattle at any age and beef cattle over eighteen months of age, An entry permit number, Ownership inspection (brand) from the state of origin prior to entering the Fair. Brucellosis Test Requirement All dairy bulls over six months and vaccinated dairy females over 20 months that WILL BE SOLD at the Fair require a negative brucellosis test within 30 days prior to shipment. No test required if for show only. Tuberculosis Test Requirement All dairy bulls and heifers 12 months of age and older require a negative tuberculosis test within 60 days prior to shipment. All cattle used for rodeo or timed events must have a negative test for tuberculosis within twelve months. Trichomoniasis Test Requirement All rodeo bulls must have official individual identification and a negative bovine trichomoniasis qpcr test within twelve months prior to shipment into Washington State Any breeding bull 18 months of age or older that WILL BE SOLD at the Fair requires a negative bovine trichomoniasis qpcr test within 60 days prior to the Fair. Exemption to the bovine trichomoniasis test is a bull less than 18 months of age, as determined by dentition inspection by an accredited Veterinarian or verified by breed registration documents, that is confirmed by a statement and the signature of the owner or the owner s designee as having had no breeding contact with female cattle. 18 2018 Clark County Fair Exhibitor Guide Section: General Rules Cattle from Canada and Mexico All cattle 12 months of age and older from the countries of Canada and Mexico require a negative tuberculosis test within 60 days prior to shipment. All cattle over six months of age from the countries of Canada and Mexico require a negative test for Brucellosis within 30 days prior to shipment. Our policy is to allow non-vaccinated Canadian cattle entry to the Fair and return to Canada provided the Fair board rules allow non-vaccinates to be exhibited. A Certificate of Veterinary Inspection, an entry permit number, a negative tuberculosis test within 60 days prior to shipment and a negative brucellosis test within 30 days prior to shipment is required. If the cattle are intended to be sold at the Fair, then they need to be CAN branded before entry. OUT- OF- STATE HORSES All horses are required to have: A Certificate of Veterinary Inspection issued 30 days prior to shipment. All horses over six months of age are required to have a negative test for equine infectious anemia (EIA) within twelve months of entry. An ownership inspection (brand) from the state of origin prior to entering the Fair. OUT-OF-STATE SHEEP AND GOATS All sheep and goats are required to have: Certificate of Veterinary Inspection issued within 30 days prior to shipment with a statement saying they are free of clinical signs of sore mouth, foot rot and caseous lymphadenitis Rams over six months of age require an entry permit number. Official individual scrapie identification If lactating goats are entering, their milk must be discarded during any stay in Washington unless they have been tested negative for brucellosis within 30 days and tuberculosis within 60 days prior to shipment. Brucellosis Test Requirement Any breed ram six months of age or older that will be sold at the Fair requires a negative test for Brucella ovis within 30 days prior to shipment. OUT- OF- STATE SWINE All swine are required to have: 1. A Certificate of Veterinary Inspection issued within 30 days prior to shipment The certificate of veterinary inspection must contain the following certification: "To the best of my knowledge, swine represented on this certificate have not originated from a premise known to be affected by Porcine Epidemic Diarrhea virus (PEDV) and have not been exposed to PEDV within the last 30 days. 2. OUT- OF- STATE ALPACAS AND LLAMAS All alpacas and llamas are required to have: Certificate of Veterinary Inspection issued within 30 days prior to shipment. OUT- OF- STATE POULTRY All poultry are required to have: USDA NPIP VS Form 9-3 or a Certificate of Veterinary Inspection within 30 days prior to entry and must not be coming from an area that is under state or federal restrictions. NPIP requirement All other birds, including exotic fowl, pigeons, and doves, require a Certificate of Veterinary Inspection that contains the following statement: "To the best of my knowledge, the birds listed on this certificate are not infected with exotic Newcastle disease, psittacosis, or avian influenza and have been free from clinical signs of or known exposure to infectious or communicable disease during the past thirty days." All chickens and game birds must originate from an NPIP participant flock that has met Pullorum-Typhoid and Avian Influenza classification requirements or has tested negative for Pullorum-Typhoid and Avian Influenza within 30 days prior to entry. All waterfowl must originate from a NPIP participant flock that has met Avian Influenza classification requirements or has tested negative for Avian Influenza within 30 days prior to entry. All turkeys must originate from an NPIP participant flock that has met Pullorum- Typhoid, Avian Influenza, Mycoplasma Gallisepticum and Mycoplasma Synoviae classification requirements or has tested negative for Pullorum-Typhoid, Avian Influenza, Mycoplasma Gallisepticum and Mycoplasma Synoviae within 30 days prior to entry. IN-STATE-POULTRY EXHIBITORS REQUIREMENTS All chickens, exotic fowl, and game birds must test negative for Pullorum-Typhoid within 90 days prior to exhibition. Waterfowl, doves, and pigeons are exempt from this rule. Exhibitors are exempt from this rule if they are members of NPIP, or within the last 12 months, have purchased their show birds from a NPIP participating producer or a feed store that purchased their chicks from a NPIP participating producer. Hand washing facilities should be available wherever human-animal or animal waste contact is possible and signage directing the public to those facilities needs to be visible. Diseases, such as shiga toxin-producing E. coli and salmonella can be spread to people from contact with Fair animals and their environment, even though animals appear healthy. Page 15 of 15 15

21 2018 Clark County Fair Exhibitor Handbook Section: 4-H, General Rules Page 1 of 4 CLARK COUNTY 4-H YOUTH DEVELOPMENT PROGRAM GENERAL INFORMATION All of the general rules and regulations for the Clark County Fair in the General Rules document available on the Clark County Fair s website ( apply to all 4-H Exhibitors and Superintendents. The WSU Extension 4-H Youth Development Faculty or staff representative has the right to interpret the rules and regulations outlined in the 4-H Exhibitor Guide, and to settle any disputes or conflict related to the 4-H shows or exhibits, or to determine if the actions of 4-H members, volunteers, or parents do not positively advance the mission, philosophy, or goals of the 4-H Youth Development Program. In all cases, the final decision on matters affecting the Fair or whether any actions or items are in the best interests of the Fair, reside solely with the Fair Manager/CEO and/or the CCFA. Washington State 4-H members, parents, families, staff, and volunteers are expected to conduct themselves in a courteous, ethical, and respectful manner, and provide a positive role model for others. Members, parents, families, staff and volunteers not meeting this expectation may be removed from the 4-H show area and possibly the Clark County Fair and dismissed from the WSU Extension 4-H Program altogether. EXHIBIT ELIGIBILITY Eligibility to exhibit in the 4-H Department will be limited to Clark County 4-H club members enrolled by May 1st of the current 4-H year. Exhibiting and participation in contests shall be limited to the project or projects in which the 4-H member is enrolled. All entries must be owned, produced, or created by the exhibitor. Entries will be accepted from 4-H members in other Washington counties only if space permits, and they are in accordance with the Clark County Fair General Rules on Entries. Youth who are enrolled in both 4-H and FFA will not carry or exhibit the same enterprise (species) or project during the same program year (October 1 through September 30). STATE FAIR ELIGIBILITY Please note that some of the 4-H classes at the Clark County Fair are not available at the Washington State 4-H Fair held in Puyallup. The 4-H State Fair Book can be accessed through the 4-H web site 4-H ENTRY REQUIREMENTS 4-H entries in Dairy, Beef, Horses, Swine, Goats, Rabbits, Cavies, Cats, Llamas, Dogs, Pet Pals, Poultry and Service Dogs must be received at the WSU/Clark County Extension 4-H Office by the last business day of June. Animal entries generally will be limited to two exhibits per class unless stated differently in specific animal division rules. Bedding will be furnished for all livestock. Each exhibitor must provide feed for his or her own animals. (Exception: Feed will be provided for Poultry, Rabbit, and Cavies.) Pre-registration ( for 4-H building activities, including the judging of 4-H gardens, will be done via a pre-registration form available at the WSU/Clark County Extension office the 1 st of May. Completed forms are due at the WSU/Clark County Extension 4-H Office by the last business day of June. Please refer to the appropriate section of the Clark County Fair Exhibitor Guide in order to fill out animal entry and/or 4-H Activity pre-registration forms with complete and accurate information. These sections are available upon request from the WSU/Extension 4-H Office or can be accessed on the Clark County Fair web site ( in the section entitled Clark County Fair 4-H Exhibitor Guide. All entries for the 4-H Still Exhibit Area will be accepted on Tuesday, July 31 st from 10 am - 8 pm. All exhibits in the 4-H Still Exhibit Area must remain on display until Sunday, August 12 at 10 pm. Exhibits can be picked up on either Sunday, August 12, at 10 pm, or Monday August 13, 9 am - noon. If you are unable to be there at that time, please make arrangements to have your exhibits picked up. Parents must pick up remaining exhibits at the Clark County Fair (check in Fair Office for location) on the afternoon of Monday, August 13. CLARK COUNTY 4-H YOUTH DEVELOPMENT PROGRAM GRIEVANCE PROCESS Grievance a circumstance thought to be unjust and ground for compliant. The formal grievance process is best suited to resolve situations in which a 4-H exhibitor believes there is reason to request that a decision related to his/her exhibit be set aside and changed. Only 4-H members may file grievances. Before filing a grievance the member must first try to resolve the issue informally with the help of a 4-H club leader, key leader, superintendent, or the project s 4-H Board Member Liaison. If that effort is unsuccessful, the 4-H member may choose to file a formal grievance. Grievance forms and instructions are available in the 4-H Fair Office. A $25.00 filing charge must be submitted at the time of the 4-H Grievance form. The completed grievance form must be submitted by the exhibitor to the 4-H Fair Office within 24 hours after the occurrence of the situation being grieved. The 4-H faculty member or staff representative will facilitate the Grievance committee process. 4-H PASSES Each 4-H member exhibiting at the Clark County Fair may purchase an exhibitor pass. Please note that 4-H members must be enrolled in the 4-H Youth Development Program by the May 1st in order to exhibit 4-H projects at Fair; only those youth enrolled by this date will be included on the list provided by 17

Two parent passes may be purchased for each family. 4-H families are encouraged to order passes in advance by the deadline. Order forms can be found on the Clark County Fair website ( or picked up at the WSU/Clark County Extension 4-H office. 4-H passes may also be purchased by 4-H members or their parents at the Clark County Event Center at the Fairgrounds prior to the Clark County Fair July 31 st and August 1st, 9 am - 7 pm, and August 2nd, 9 am - 9 pm. Once the Clark County Fair begins: Horse Project members, parents, and leaders must purchase passes at the Horse Gate (Purple gate) 4-H passes for all other projects can only be purchased at the Livestock Gate (Yellow gate) Lost 4-H passes will not be replaced. However, when a pass is washed or mutilated beyond the point of being functional a duplicate pass will be issued if the old pass is turned in. Please note that a 6-day pass does not have to be used on consecutive days, but can be used any 6 days during the Clark County Fair. PREMIUM CHECKS Premium checks will be mailed directly to the 4-H member. It is the member s responsibility to update the 4-H online registration information with the correct mailing address by May 1 st. The mailing address appears on members entry forms. Parents and members will be responsible for checking directly with the Clark County Fair Administration Office ( ) on all matters pertaining to premium checks. Checks must be cashed by December 31, Depending on the circumstances, a fee may be charged for reissuing a check. CONSUMER PROTECTION To prevent exhibitors and guests from contracting disease and to set an example for the Fair-going public, exhibitors will not be allowed to eat or drink in the livestock barns. Exhibitors are required to keep animals, stalls/pens, aisles and project areas clean. It is highly suggested that all exhibitors wash their hands on a regular basis. Clark County Fair Association appreciates the cooperation of all participants in helping to deter the spread of disease. WASHINGTON STATE 4-H YOUTH DEVELOPMENT PROGRAM POLICY ON ANIMAL MANAGEMENT AND OWNERSHIP When participating in the Washington State 4-H Youth Development Program individuals must provide human treatment and care to animals. Cruel or negligent treatment and handling will not be tolerated. There is zero tolerance for use of illegal drugs and/or the improper use of animal health products or foreign substances in the Washington State 4-H Youth Development Program. Extension staff, 4-H volunteers, families, youth and Clark County Fair/show officials have a legal and moral obligation not to misuse these products. We have the responsibility to tell others not to use these substances and to report those who do use any illegal substance. The administration of any drug or medication that could affect an animal s performance resulting in an unfair advantage or the disposition of the animal is unacceptable. Additionally, there are federal penalties for using illegal substances in animals that are going into the nation s food supply. 34 2018 Clark County Fair Exhibitor Guide 4-H & FFA Junior Livestock Auction Location: Beef Show Ring Page 1 of 5 4-H & FFA JUNIOR LIVESTOCK AUCTION Saturday, August 11, 2018, 11 a.m. JLA Chairperson: JLA Superintendent: Duane Rogers Roxanne Martin (360) (360) Purpose of the Junior Livestock Auction (JLA) Committee: The Junior Livestock Auction Committee provides a successful public sale for 4-H and FFA youth market projects having completed the specie requirements of their applicable Department, providing our community the opportunity to purchase quality farm raised food while supporting Clark County Youth, and the agriculture education mission of the Friends of the Fair. Roles and duties of the JLA Committee may be found in the Fair Board Directors Handbook in the Clark County Fair office. Weight and Grading Requirements: To guarantee desired market quality, weight and grade requirements for each species are submitted and accepted yearly by the JLA Committee and for ease of reference are found at the end of this document and labeled, Detailed Specie Requirements. The complete specie classes and rules are found in the 4-H/FFA Exhibitor Guide. Grievance or controversies arising out of individual specie requirements (presented below) will be resolved at the department specie level. Issues connected to the JLA, will be addressed by the JLA Committee. In all cases, the final decision on issues affecting the Fair or whether any actions or items are in the best interests of the Fair, reside solely with the CCFA and/or the Fair Manager/CEO. JLA Committee will provide a weigh master and scale reader to oversee each species at each weigh-in. Specie Superintendent will provide JLA Committee: Official weigh in sheet for each weigh in At final weigh-in the Superintendent will announce if the animal successfully made weight and/or rate of gain and qualifies to participate in the market class. If a weight is contested for any animal: o the animal must stay within the scale area and be re-weighed immediately upon completion of the weigh-in of all other animals of that specie. All animals not making weight or grade will remain at the Fair and be eligible to compete in a Feeder Class or be released under the decision of the specie Superintendent after coordination with the Fair Manager. 29

The weigh master will log the identification number for any animal that fails to qualify to participate in the Auction and notify JLA Superintendent. Provide Judges placement of the Market Class. Animals not meeting market class grade will be disqualified from sale. Market Sale Requirements: All youth participating in the sale must meet the specie qualifying rules found in the 4-H/FFA Exhibitor Guide within the 4-H/FFA Animal Species Divisions class. This is a terminal sale. All animals sold at the Junior Livestock Auction must go from the Fairgrounds directly to a designated state-approved slaughter facility upon release by species Superintendent as stated in the Sale Catalog. When a buyer wishes the animal processed for his own use, they will take possession of the carcass at the packing house. The cost of custom slaughter and wrapping is the responsibility of the buyer. Each Youth Exhibitor is allowed to sell two (2) animals or units meeting final weight/grade requirements at time of final weigh-in and judging. If an exhibitor has more than two (2) animals or units of combined species, Youth must declare which two (2) animals or units will be entered in the market sale after completion of all Market Classes. The maximum number of animals or units an exhibitor may sell at auction will remain at two (2). Each exhibitor must lead, drive, or carry his own livestock through the sale ring unless excused by his/her superintendent Animal Health and Feed Records along with a Market Expense Report (to include feed tags) must be provided to the species superintendent, fully complete, prior to the animal being judged and graded. Failure to complete/provide the records will disqualify the animal from the Junior Livestock Auction. Superintendents official weigh in records containing the exhibitor s name, animal ear tag number, pre-weigh-in (if applicable) and final weight will provide information for the sale book. Sale Ring Rotation: Order of sale will rotate each year between the species. All Best of Show Champions and Reserve Best of Show Champions will sell first in their respective species. Payment in full is expected at conclusion of the auction. Outstanding buyer invoices will be charged at 1% per month fee on amounts not paid within 30 days of invoice. Failure to meet these terms may result in exclusion from future sales. Animals must be owned by the Youth exhibitor, and any profit realized will be that of the exhibitor. Seller will be paid on the final live weight basis at weigh in for steers, hogs, and lambs; and on a per head basis for goats, poultry and rabbits. Buyers not wishing to keep the animal they purchase, there are two options: Option 1: The buyer may re-sell it to the support buyer at the published support base price. For this option: the buyer pays the difference between his bid and the base price. The support buyer then pays the base price and takes delivery of the animal. Option 2: The buyer may donate the animal to the Clark County Food Bank through the Youth Efforts Against Hunger (YEAH) program. For this option: the buyer pays the full bid price of the animal. The animal is then sent for processing. The Youth exhibitor retains ownership and responsibility for the care and feeding of the animal(s) until released by the Superintendent. The buyer takes possession of the meat/carcass at the packinghouse. Rabbits and Poultry are delivered to buyers. Up to a five (5%) percent commission will be deducted from exhibitor checks. Any other charges related to the sale of the animal may also be deducted. Market Sale checks will be issued when sufficient funds have been deposited in the Market Sale Account.
