1 Animal Barns close at 9:00 p.m. Daily SUNDAY PALOUSE EMPIRE FAIR GENERAL RULES AND REGULATIONS 1. The Palouse Empire Fair Association implements a non-discrimination policy in all of its programs and competitive activities, and has endeavored to make this Fair representative of the agricultural interests of Whitman County. 2. The Palouse Empire Fair does not charge entry fees. Stall fees are not charged; however, anyone who resides on the grounds during the Fair (R.V. Park; near horse barns, adjacent to commercial exhibit space) will pay a set fee for camping. The Palouse Empire Fair maintains a policy that ALL exhibitors and fairgoers are required to purchase daily tickets or a four day pass for admittance to the Fair. Daily Admission Prices: Senior-(55-older)$5.00 Adult- $6.00 Junior-$3.00 (K-12 grade) Seasonal Pass Prices: (Wristband) Adult- $15.00 Junior- $5.00 (K-12 grade) This season pass entitles the bearer to attend the Fair all four days of the event. THE FAIR IS NOT RESPONSIBLE FOR LOST OR STOLEN WRISTBANDS. FAMILY DAY- FRIDAY ONLY All immediate members of one family will be allowed admission for $15.00 at the gate on Friday. Thursday, Friday, and Saturday Ticket gates: Open from 8:00 a.m. until 9:00 p.m. Display Buildings: Open to the public from 10:00 a.m. to 9:00 p.m. Ticket gates: Open from 8:00 a.m. until 4:00 p.m. 3. Absolutely no moving vehicles within the Fair gates between the hours of 8 a.m. 9 p.m. (Exception for the Flower Show entries, Thursday until 11:00 am). Service vehicles will be allowed to move on the grounds before 8 a.m. and after 9 p.m. No private vehicles may move within the admission gates at any time during the Fair. 4. Entries of all livestock should be received at the Fair office no later than August 1 st. Mail to: Palouse Empire Fair 111 E. Upton St Colfax, WA Livestock Superintendent will pick up list of entries from the Fair Office prior to the Fair. 5. The number of entries made by an exhibitor in any class is specified in the rules governing each division. Entries are not confined to Whitman County, but acceptance, especially Animal entries, because of limited space, should be determined by the respective superintendant. 6. NOTICE: All persons who exhibit at the Fair must complete an exhibitor registration card. Fair insurance does not cover items exhibited. Exhibitors should self insure exhibits of value through their homeowner s or personal insurance policy. An exhibit tag must be completed for each exhibit entered in the Fair. 7. Exhibitors are to take the name of the exhibits from the Premium List, and in filling out the entry blank use the same language as that set up in the premium list, giving Department, Division, and Class. 8. Exhibitors will give the necessary and personal attention to whatever they may enter, and at the close of the Fair take charge of the same.

2 The officers of the Fair will use every precaution in their power, but will not be responsible for loss or damage. 9. All exhibits will be judged on their own Merit, irrespective of the number of entries in the class. 10. PREMIUM CHECKS ARE MAILED UPON COMPLETION OF DATA ENTRY. PREMIUM OR CASH AWARD CHECKS FOR THE FAIR MUST BE CASHED WITHIN 60 DAYS AFTER ISSUANCE OR THEY SHALL BE FORFEITED AND THE FAIR IS AUTHORIZED TO CANCEL SAME. ONCE EXHIBITOR RECEIVES PREMIUM CHECK, FAIR ASSUMES NO RESPONSIBILITY FOR LOST OR DAMAGED CHECKS. 11. Placing in all classes will be credited with the number of points indicated in specific Departments or Divisions H and FFA members entering livestock exhibits in the 4H and FFA Departments CANNOT ENTER THEM IN THE OPEN DEPARTMENTS. No individual may show the same class of livestock in both 4H and FFA division H Classifications: Grades recorded as year completed: Primary: K-2 nd Grade Junior: Grades Intermediate: Grades Senior: Grades (to age 19) FFA: Novice- Grades 9, 10 FFA: Advance- Grades 11, EXHIBITS, SPECIAL DISPLAYS AND/OR BARN DECORATIONS CANNOT BE DISMANTLED OR REMOVED UNTIL AFTER 5:00 P.M. ON SUNDAY. 15. Animals Restricted on the fairgrounds In the interest of safety for both Palouse Empire Fair patrons and exhibitors, the Palouse Empire Fair Board asks that only registered animal exhibits and designated service animals are allowed within the main grounds and buildings during Fair. Crowd conditions and bio-security issues at hand are of paramount importance in the Board s pursuit to provide a safe environment for the activities they offer in the Fair program. Please contact the Fair Manager should you need further information. BICYCLES, SKATEBOARDS, ETC. WILL NOT BE ALLOWED ON THE MAIN GROUNDS DURING THE FAIR. PETS MUST REMAIN AT CAMPSITES ON LEASH OR INSIDE R.V S. IF PROBLEMS ARISE, OWNERS WILL BE ASKED TO REMOVE PETS FROM GROUNDS. LIVESTOCK EXHIBITS MUST STAY IN BARNS. 16. CONFLICT RESOLUTION POLICY: The Palouse Empire Fair Board has formally adopted a conflict resolution policy. Copies of which are available from the Fair Office. This process comes into play in the event any rule or regulation is enforced and an individual wishes to appeal any facet of that enforcement. OLD MCDONALD S BARN Whitman County 4H Old McDonald s Barn is a petting farmyard with unique and friendly animals for people of all ages to enjoy. 4H youth and adults are available to answer questions and assist in the handling of animals. Due to limited space, a unique, interesting variety of animals shall be selected by the committee from the applications received. 3 LIVESTOCK HEALTH REGULATIONS FAIR VETERINARIAN: Dr. Randy McGraw The official Fair veterinarian will give a clinical inspection of all livestock and poultry at the time the exhibits are presented for entry at the Fair. There will be no charge to the exhibitor for this inspection. The State Department of Agriculture has established the following minimum livestock requirements for the Fairs: MINIMUM ANIMAL HEALTH REQUIREMENTS FOR COUNTY, DISTRICT, AND STATE FAIRS 7. Fair veterinarians must reject any animal with infectious or contagious diseases or ectoparasite. Exhibitors should be aware that ringworm, warts, pinkeye, strangles, contagious ecthyma, scabies, lice, mites, ticks and fleas fall into these categories. 8. Those animals exhibiting disease symptoms during the course of the fair shall also be rejected by the fair veterinarian and removed from the exhibit area. 9. It is strongly recommended, but not required, that cattle be vaccinated in the current show year against the respiratory diseases. 10. The fair veterinarian s professional decision as to the health status of an animal is final and shall be upheld by the fair board. 11. Entry permits are required for all out of state cattle and breeder feeder swine. A blanket entry permit to each fair will be issued upon request. The telephone number is (206) Each Fair must have an official Fair veterinarian in attendance. 2. Individual health certificates on Washington animals are not required for entry. The Fair veterinarian shall issue a blanket health certificate covering all instate entries to the fair. 3. No animal from quarantined area or premise will be permitted to enter the fair or show. 4. All out-of state animal entries must comply with State of Washington regulations or receive an exemption from the State Veterinarian for exhibition at the fair only. 5. All out-of-state horses must have a negative cogging test (EIA) within six (6) months except for horses from Oregon. 6. Fair veterinarians will inspect all classes of livestock and poultry (including horses, pet animals, rabbits, fur-bearing animals, pigeons, ducks, geese and turkeys) before they are exhibited, to determine that the livestock and poultry show no clinical indications of contagious, infectious disease and ectoparasite.

In the Community Building CORONATION CEREMONY TO FOLLOW 1. Each High School community in Whitman County is eligible to enter a candidate in the Miss Palouse Empire contest. Candidate must be either in their sophomore or junior year of high school. Candidates must be available and willing to participate at events before during, and after the Fair. Miss Palouse Empire Fair and her court will reign until September of the next year. 2. It is required that a candidate be accompanied by no more than two princesses. 3. Candidates must be active participants at the Fair in the present year. An active participant is someone who enters an exhibit, shows livestock, or is involved in some aspect of the Fair. 4. Candidates must be willing to sell advance wristbands in their local communities and PROMOTE THE PALOUSE EMPIRE FAIR during the summer months prior to the fair. Candidates are paid 10% of their total sales of $ or more. A certificate is awarded to the queen candidate and princesses selling the most wristbands. Each Queen candidate is judged on the following: Judges Interview Poise and Appearance Talent Opening Number Queens Routine Plus earn pre show points Each Princess is judged on the following: Opening Number Princess Routine Plus earn pre show points 5. Judges will be from areas not represented in the Miss Palouse Empire Fair Contest. They are professional people in their own right and the decision of the judges will be final. 6. Three Scholarships will be awarded to 3 Queen Candidates. The 2014 Miss Palouse Empire Fair will receive $1000, her 1 st runner up will receive $700 and 2 nd runner up will receive $ Three Princess will be awarded Princess Scholarships. 1 st princess $500, 2 nd Princess $300, and 3rd Princess $ Deadline for entry was May 21st.
