2 SPECIAL RULES All General Rules and Regulations and Junior Show specific rules for ASF apply to this show. In addition, all special rules and regulations found in the Market Animal Nomination Information and Procedures on line apply. Weight Regulations: ---Minimum weight is 1000 pounds. ---There is no maximum weight. ---Exhibitors will declare show weight of steers. ---Exhibitors must complete a Market Steer Show Weight Card at the table in front of Barn 3 office by 1 PM on Monday, October 16 --Cattle scales will be placed on the Fairgrounds for exhibitors to use (only ASF scales are allowed on Fairgrounds) --Show classes will be divided by weight and aligned in show ring by weight from lightest to heaviest in each class. --There will be no divisions in Steer show. --A 5% weigh-back policy is in place. All class champions will be weighed back and ALL steers are subject to be weighed back at show management discretion. --The top 3 placing steers will be placed in the Sale of Champions and receive Purple Circle honors. The judge will then decide the Scholarship placings. After Show Guidelines: --The top 3 placing steers must return for the Sale of Champions on Friday, October 20, 2017 beginning at noon. Miscellaneous --Fitting and grooming regulations are stated in General Rules and Regulations --All animals are subject to drug and DNA testing and inspection at any time (See Drug and DNA policies in General Rules) No bulls, stags or horned steers may participate. Only steers of beef breeding are eligible.

3 ASF POLICIES AND PROCEDURES FOR DRUG AND IDENTIFICATION (DNA) TESTING DRUG TESTING POLICY & PENALTY FOR VIOLATIONS Any exhibitor and all other parties found in violation of the Arkansas Livestock Show Association Drug Policy or the IAFE Show Ring Code of Ethics are subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. The purpose of drug testing at the Arkansas State Fair is to ensure that no animal has an unfair advantage because of drug use. Urine samples will be collected, transported to and analyzed at the state laboratory facilities by and under supervision of authorized personnel of Arkansas Livestock and Poultry Commission. Some of the ways that drugs can be used to create an unfair advantage are: 1. Masking the signs of pain (for example, drugs that treat lameness). 2. Altering the behavior of an animal (for example, sedatives). 3. Enhancing weight gain or muscle mass (for example, anabolic steroids). The ASF does not compile a complete and specific list of acceptable drugs, as this list would be very lengthy and constantly changing. Further, we believe this is more appropriately determined by ALPC, and subject to the following basic requirements, as stated in Paragraphs 4 and 5 of the IAFE National Code of Show Ring Ethics, the use of drugs and/or medications for the sole purpose of protecting the health of the animal; and those that will not affect the animal s performance or alter its natural contour, conformation or appearance. Any exhibitor and all other parties found in violation of the Arkansas Livestock Show Association Drug Policy or the IAFE Show Ring Code of Ethics are subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. IDENTIFICATION (DNA) POLICY AND PENALTY As a condition for participation in Livestock Shows at the Arkansas State Fair, every exhibitor in the market shows agrees to submit DNA validation/registration samples of any and all animals entered by exhibitor for purposes of identification. Market Shows require that the animal exhibited at the Show be the same as the animal enrolled during the nomination procedure. The Show specifically reserves the right to obtain and maintain hair and/or blood DNA samples and have analysis made on any animal entered for the competition. The conclusion reached by the testing company/laboratories shall be final, without recourse against the Show or its service providers. If the animal s identity (taken at the show) is found to differ from its validation/registration sample, then the exhibitor will forfeit any prize money and/or sale proceeds and may forfeit all rights and privileges of future participation, and will be subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. All incidents of misconduct will be documented by Arkansas State Fair Officials and will be reported to the National Livestock Show & Rodeo Manager s database of IAFE Show Ring Code of Show Ring Ethics offenders. Being reported in this database could impair exhibitor s ability to participate in livestock shows throughout the nation. --The results of drug testing administered by the Arkansas State Fair will be conducted by the Arkansas Livestock and Poultry Commission. All test results will be final.

The National Swine Registry offers $ to the owner of the Grand Champion Market Hog overall breeds in the on-foot show provided the barrow is a registered Duroc, Hampshire, Landrace, or Yorkshire and is from a recorded litter. The owner must provide proof of registration and a picture to receive their award. All award winners must submit proof of registry and supply appropriate picture of the National Swine Registry within 60 days of the show to receive their award. THE CHESTER WHITE SWINE RECORD ASSOCIATION (Peoria, Illinois), offers a $25.00 special award to the owner of the Grand Champion Market Hog, if won by a Chester White whose sire and dam are recorded in the Chester White Swine Record Association, providing the owner furnishes the association with a picture and a story of said market hog. JUNIOR MARKET HOG SHOW CLASSES AND SALE OF CHAMPION SELECTION o The number of Divisions in the Market Hog Show will depend on breeds that have 25 check in to show, plus the 6 Cross Divisions o Breeds and Lightweight Divisions ( lbs) will be shown on Wednesday, October 18 th at 9:00 a.m. o Heavyweight Divisions ( lbs) will be shown on Thursday, October 19 th at 9:00 a.m. o Divisions and Classes will be determined by declared weights and posted Tuesday evening October 17. o The Breeds/Lightweight Division Champions will be drug tested on October 18. Heavyweight Division Champions and Super Premium Scholarship winners will be drug tested on October 19. In addition, management reserves the right to retest Lightweight Division Champions on October 19. o The Division Champions will compete for Grand Champion and Reserve Grand Champion on October 19. o Hogs assigned to Sale of Champions and Super Premium Scholarship winners will become ineligible to compete in the Commercial Gilt Show and Breed Shows (Entry fees will not be refunded) o There will be a classifier on site during check-in for those exhibitors who need to establish declared breed THE DIVISION CHAMPIONS WILL RECEIVE PURPLE CIRCLE AWARDS, BUT THEY ARE NOT GAURANTEED A SPOT IN THE SALE OF CHAMPIONS OR A SCHOLARSHIP. THE JUDGE WILL CHOOSE THE SALE/SCHOLARSHIP ORDER. Exhibitors are responsible for declaring weight of Market Hogs. Furthermore, exhibitors must be in compliance with the Wholesome Meat Act and IAFE National Code of Show Ring Ethics. --Lambs must be shorn uniformly to ¼ inch or less, (above knees and hocks) before inspection --Minimum weight is 80 lbs. There is no maximum weight --Lambs will be assigned to classes by weight by show management --Exhibitors will declare show weights on official ASF weight cards --There will be a random 5 lb weigh back at the discretion of show management --Lambs will be inspected by Arkansas Livestock and Poultry. Lambs failing inspection will need to be removed from the Fairgrounds immediately. Decisions by Arkansas Livestock and Poultry officials are final and not subject to protest --Market lamb show is open to wethers and ewes --Only soft muzzles will be allowed --Lambs must have an official ASF ID tag and scrapie tag and comply with all nomination requirements --Lambs must be bedded on natural materials (no mats or carpets). --Pen assignments will be made by Livestock office staff and is final. Grooming and tack pens are not available. 10 2017 Arkansas Bred Lamb Program Rules and Regulations The intent of the Arkansas State Sheep Council is to utilize the Arkansas Bred Lamb (ABL) program to teach animal stewardship to Arkansas youth, to improve the genetics and quality of Arkansas sheep and to promote the continued growth of the sheep industry in Arkansas. In order to meet the printed media requirements of state and district fairs, the ABL Special Rules are divided into manageable sections so that the individual fairs and jackpot shows may publish only the information pertinent to their district or show. Section 1: Nomination Procedures Arkansas Bred Lamb Defined: An Arkansas Bred Lamb is defined as an animal that is either bred by or purchased from a Breeder that is: 1) A current member (in good standing) of the Arkansas State Sheep Council that resides in the State of Arkansas. 2) The lamb must be from a ewe that is owned by the breeder at the time of service and breeder has to have possession of said ewe within the State of Arkansas at the time of lambing. Section 2: Flock Ear Tagging ASSC membership dues must be paid before tags can be ordered. Tags will not be mailed if membership is not on record. Membership deadline is to correspond with the ownership deadline for the Arkansas State Fair market lamb show for the current year for lambs to be nominated for District and State Fair ABL show. (July 1, 2017) A. Arkansas Breeders wishing to nominate lambs from their flock shall request and pay for nomination kits (ear tags and official nomination form) by May 31st, at a cost of $15.00 per tag. Tags may be ordered from June 1st through July 1st for an additional $6.00 each. These fees and tags are nontransferable and are obtainable through the online form. B. Breeders will tag any eligible lambs from their flock BEFORE the lambs leave the farm and Breeders will turn in the Breeder Sale List. C. The completed nomination forms shall be forwarded to the AJSC Program Coordinator by the final nomination deadline for the current Arkansas State Fair (July 31, 2017) Forms received after this deadline will not be accepted. New nomination forms for the current year are required. No old form will be accepted. These forms can also be downloaded from the ASSC website. D. Incomplete forms shall be returned for completion. No form will be accepted without the exhibitor's name, complete address and phone number. Should a nomination form be returned for completion after the deadline, a $20.00 late fee must accompany the completed form before it will be accepted. E. The $15.00 per head entry fee for the District and State ABL show in the Fall must be included with the nomination form in order for the lamb to be eligible to show in the ABL show. Section 3: General Rules 3.1 Arkansas State Fair Procedures: A. All Special Rules for the Junior Market Lamb Exhibit as published by the Arkansas State Fair and the National Show Ring code of Ethics will be in effect for all ABL Market shows. B. The ASSC will provide premium money for the Arkansas Bred Lamb Show. These funds are generated from the nomination fees paid to the ABL program. Premium money for other placing in class will be determined prior to the show by the ASSC Board of Directors. 3.2 Jackpot Show Procedures: A. Arkansas Bred Market Lamb Jackpot shows sanctioned by the ASSC will be charged a $50.00 fee, payable to ASSC. All ASSC shows will be sanctioned and fees paid by the day of the show. Contact Diana Watkins for show sanction. B. Lambs showing in these shows must have the ABL ear tag in place at the time of weigh-in to participate as ABL Lambs. However, the lambs do not have to be nominated for the district or state fair to show in jackpot shows. C. The Show Sponsor will determine breed and class divisions. D. All Points MUST be turned into Diana Watkins by 14 days following the Jackpot Show. 3.3 District Fair Procedures: A. District fair will dictate the breed, class divisions and how the ABL Grand, Reserve Grand Champion and classes are determined. All ABL Lambs must be nominated. Ear tags must be in place at weigh-in. B. A member of the ASSC Board of Directors or a designated representative of the ASSC board shall be present at each district fair. This person will be identified by the ASSC Board of Directors to each District Fair Superintendent before the beginning of the fair and will assist the district fair personnel with any show preparation required. C. A complete list of eligible ABL exhibitors with lamb ear tag numbers will be provided to district fair personnel.

11 D. The District Fair representative from ASSC will check Scrapie and ABL tags on all lambs shown at the district fair. The lambs must have a nomination form mailed in to the AJSC Coordinator with the $15.00 fee by July 31, Award presentation of District Fair Winners will be made at the ABL show at the Arkansas State Fair in October. Section 7: Additional Special Rules 7.1 Protest Procedures: A. A protest may be filed by any ASSC member or exhibitor of an ABL lamb at an ASSC sponsored show. B. The protest shall be a written protest fully describing the specific violation or violations of ASSC rules or procedures. A $50.00 fee in cash or money order payable to the ASSC shall accompany the protest. This fee shall be returned to individual filing the protest, if, after a complete investigation by the ASSC Board of Directors it is determined, by majority vote, the protest is valid and warrants action. Should the ASSC Board determine the protest was frivolous or without warrant the $50.00 fee shall be forfeited to ASSC. C. Violations of ABL Special Rules, Arkansas State Fair Special Rules or the Show Ring Code of Ethics could result in forfeiting premium money, trophies, and expulsion from the ASSC or any other action deemed necessary. Decisions will be made by the ASSC Board in closed session. 7.2 Lost or Missing Ear Tags: The AJSC Program Coordinator must be informed of any missing ABL ear tags. The exhibitor should make an effort to locate lost ear tags. All Lambs MUST have an ear tag to show as an Arkansas Bred Lamb. Replacement tags need to come from the breeder where lamb was purchased. 7.3 Posting of Special Rules: The current ABL Special Rules and changes to said rules shall be posted on the Arkansas State Sheep Council Web Page at Returned Checks: All insufficient fund checks will be assessed $20.00 by the Arkansas State Sheep Council. All accounts must be cleared prior to the first District Fair for exhibitor or breeder's lambs to show. 7.5 Interpretation of Arkansas Bred Lamb Special Rules. 13 SPECIAL RULES All General Rules and Regulations and Junior Show specific rules for ASF apply to this show. In addition, all special rules and regulations found in the Market Animal Nomination Procedures on line apply. Furthermore, exhibitors must be in compliance with the Wholesome Meat Act and IAFE IAFE National Code of Show Ring Ethics. Goats must be uniformly shorn 3/8 inch or less above the knees and hocks PRIOR to entering the processing line. It is recommended that goats are dehorned. If goats have horns, horns must be tipped to be eligible for competition. Minimum weight is 50 pounds. There is no maximum weight limit. Stalls will be assigned by management It is not allowed to stall only one goat to a pen. Panels are allowed in the pens if you want to separate goats. Drenching goats in any form is strictly prohibited. Wethers or does may participate Animals participating in Dairy breed shows are not eligible for this show Market goats meeting percentage requirements may also enter Boer Goat Show (separate entry required) --All Market Goats will be processed from 9 AM until 12 PM on Sunday, October Exhibitors will weigh their own goat and declare show weight on processing card. --Only ASF Scales are allowed on the Fairgrounds. --Exhibitors must complete Show Card at processing table with weights declared --Cards not completed by 12 PM will result in disqualification --Show classes will be divided by weight and aligned in show ring by weight from lightest to heaviest in each class. --There will be a five pound weigh back on all animals that qualify for Sale of Champions or scholarship winnings --Market Goat Showmanship will be held Sunday, October 15, 2 PM. The six division winners will receive Purple Circle honors, but the judge will decide which animals will be picked for the Sale of Champions and Scholarship placings. 14 ASF POLICIES AND PROCEDURES FOR DRUG AND IDENTIFICATION (DNA) TESTING DRUG TESTING POLICY & PENALTY FOR VIOLATIONS Any exhibitor and all other parties found in violation of the Arkansas Livestock Show Association Drug Policy or the IAFE Show Ring Code of Ethics are subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. The purpose of drug testing at the Arkansas State Fair is to ensure that no animal has an unfair advantage because of drug use. Urine samples will be collected, transported to and analyzed at the state laboratory facilities by and under supervision of authorized personnel of Arkansas Livestock and Poultry Commission. Some of the ways that drugs can be used to create an unfair advantage are: 1. Masking the signs of pain (for example, drugs that treat lameness). 2. Altering the behavior of an animal (for example, sedatives). 3. Enhancing weight gain or muscle mass (for example, anabolic steroids). The ASF does not compile a complete and specific list of acceptable drugs, as this list would be very lengthy and constantly changing. Further, we believe this is more appropriately determined by ALPC, and subject to the following basic requirements, as stated in Paragraphs 4 and 5 of the IAFE National Code of Show Ring Ethics, the use of drugs and/or medications for the sole purpose of protecting the health of the animal; and those that will not affect the animal s performance or alter its natural contour, conformation or appearance. Any exhibitor and all other parties found in violation of the Arkansas Livestock Show Association Drug Policy or the IAFE Show Ring Code of Ethics are subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. IDENTIFICATION (DNA) POLICY AND PENALTY As a condition for participation in Livestock Shows at the Arkansas State Fair, every exhibitor in the market shows agrees to submit DNA validation/registration samples of any and all animals entered by exhibitor for purposes of identification. Market Shows require that the animal exhibited at the Show be the same as the animal enrolled during the nomination procedure. The Show specifically reserves the right to obtain and maintain hair and/or blood DNA samples and have analysis made on any animal entered for the competition. The conclusion reached by the testing company/laboratories shall be final, without recourse against the Show or its service providers. If the animal s identity (taken at the show) is found to differ from its validation/registration sample, then the exhibitor will forfeit any prize money and/or sale proceeds and may forfeit all rights and privileges of future participation, and will be subject to penalties as stated in the General Rules and Regulations for the Arkansas State Fair. Incidents of misconduct will be documented by Arkansas State Fair Officials and may be reported to the National Livestock Show & Rodeo Manager s database of IAFE Show Ring Code of Show Ring Ethics offenders. Being reported in this database could impair exhibitor s ability to participate in livestock shows throughout the nation. --The results of drug testing administered by the Arkansas State Fair will be conducted by the Arkansas Livestock and Poultry Commission. All test results will be final.

15 Changes for 2017 Arkansas Bred Wether Program ARKANSAS MEAT GOAT ASSOCIATION ARKANSAS BRED WETHER PROGRAM The members of the Arkansas Meat Goat Association are sponsoring the Arkansas Born and Bred Wether Program to promote the Arkansas Meat Goat Industry. Rules for the ArMGA Born and Bred Wether Program 1. Breeders participating in this program MUST be a member in good standing of the Arkansas Meat Goat Association. Breeders participating in the program must nominate their wethers by completing the ABW Breeder Form, listing their scrapies tag numbers, and mailing it to the ArMGA address listed on the form, along with payment for the number of ear tags requested, ($10.00 each if a member by January 1st, $15.00 each if membership is paid after January 1st), plus $6.00 to cover the cost for mailing ABW tags to the breeder. Nominations must be postmarked by June 1st of each year. LATE NOMINATION WILL NOT BE ACCEPTED! Once the nominations and payments have been processed by ArMGA your ABW tags will be mailed directly to the breeder along with a tagging sheet to record your tagging information. The tagging sheet must be returned to the ABW Tagging Chairman to update within 30 days. The breeder will certify that these wethers meet the requirements of being born and bred in Arkansas. Failure to return the completed tagging sheet or mistakes on the form will make these animals ineligible to participate in the show. It is imperative that breeders check and double check the scrapies tags and ABW tags. ArMGA will not be responsible for errors on the part of the breeder. 2. The purpose of the Arkansas Born and Bred Wether Program is to promote the showing of wethers born and bred by Arkansas producers. Does will not be allowed to participate in the program. 3. Breeders that were a member of the ArMGA by January 1st of that show year will pay a nomination fee of $10.00 per head. If you join ArMGA after January 1of that show year, you will be charged a nomination fee of $15.00 per head. By filling out the breeders form and paying your nomination fee, you are stating the animal meets all requirements to participate in the ABW program. This form must be completely filled out and must include the scrapie tag numbers. Breeders forms and payment must be postmarked no later than June 1st of that show year.

16 4. All wethers participating in the program must be tagged within 30 days of receipt of ABW tags by the breeder of that show year. The tagging sheet must be completed and returned to the ABW Tagging Chairman for these animals to be eligible to participate in the show. Wethers must be tagged prior to leaving the farm. 5. July 15th is the ownership deadline for exhibitors. 6. Exhibitors may nominate up to 6 wethers but only show 3. There will be a $25.00 per head fee for each wether nominate. Exhibitors of these wethers will be the only ones allowed to exhibit them at County,District,or State Fairs. Exhibiting them at any other Fair in the name of another individualor family member will make them ineligible to participate in the program. 7. It is recommended that wethers be dehorned but that is not mandatory. However, wethers with horns must be blunt tipped to the size of a dime. 8. The minimum weight is 50 pounds. There is no maximum weight limit. All wethers will be clipped to 3/8 inch or less above the knees prior to official weigh-in. Entries will be examined to assure they have all their baby teeth, and show no symptoms of disease, external parasitism, or active ringworm lesions in accordance with Arkansas Livestock and Poultry Commission requirements. Random drug testing may be performed during the ABW Show! Processing will be done in conjunction with Arkansas State Fair market wether show, however ABW rules will determine eligibility to participate in the Arkansas Meat Goat Association show. 9. There is no minimum age requirement provided exhibitor can show their animal unassisted. The maximum age of exhibitor is 1year after graduation from High School or equivalent. Unruly animals will be asked to leave the show ring. 10. Official protest of Breeder or Exhibitor's fraud or misrepresentation shall be submitted to the ArMGA along with a $ fee, in the form of money order or cashier's check within 24 hours of the alleged incident or conclusion of the show. If the protest is upheld the $ fee will be returned. If the protest is found to be without merit the fee will be retained by ArMGA. Breeders and Exhibitors found to be in violation of IAFE or ABW regulations will be barred from participation in the ABW program for life. 11. Exhibitor's entry and full payment must be postmarked by September 1st of that show year. LATE ENTRIES WILL NOT BE ACCEPTED!
