7 Emeron Green Running Club The purpoe of thi document i to record the rik and mitigation tep aociated with a Cro Country running race called the Doynton Hard Half arathon which EGRC intend to tage on 24 th January Thi document will erve a part of the neceary documentation which i ubmitted with a race permit application which EGRC will make to the Aociation of Running Club (ARC). Thi document will erve a indication to landowner whoe land form part of the intended route that EGRC are taking the neceary tep to enure that the race i taged in a afe, low rik manner. Thi document will act a a mean of communicating the neceary detail required by the relevant local medical and emergency ervice. A reference to thi document will be included on the public web ite adviing that an electronic copy will be provided to thoe runner, potential runner, landowner, or other intereted partie who requet it in order that they can undertand the rik aociated with the race. The verion upplied in repone to uch requet will be a deperonalied verion which doe not contain peronal data of landowner and other individual. 8 Emeron Green Running Club The name of the event i The Doynton Hard Half arathon The event i a running race of approximately half marathon ditance (13.1 mile). The race take place on mixed terrain and include ection of road, gravel, gra, mud, and water. The majority (approximately 12.5 mile) of the coure i off road and utilize footpath, bridle path, permiive path, and other public right of way. There are ome hort road ection which are pecifically referenced in the marhal / ignage plan in ection 8. The event i intended to be a challenging cro country race for experienced runner who are looking for a new running challenge. The race organier will apply for a race permit with The Aociation of Running Club (ARC) and the race will be taged within the rule laid out by the ARC race rule for road, cro-country, and trail running event. Thee can be found at the ARC web ite at EGRC intend to create a highly profeional race with race chip timing, on-line booking, good facilitie (including refrehment and toilet), and clear, profeional marhalling. The location of both the tart and finih of the race i Doynton Village Hall car park, Toghill Lane, Doynton, Britol BS30 5SY. Doynton Village Hall will alo erve a the race HQ and baggage area. A eparate car parking area i located in a field oppoite the junction between Doynton Lane and Woodmead Lane Field and i marked with the letter CP in the map in appendice B and C. Toilet and changing facilitie at Doynton Cricket Club, Toghill Lane, Doynton will alo form part of the event facilitie. The cricket club can be acceed by a pedetrian-only footpath which i a 3-4 minute walk from race HQ. The race take place within approximately a 3 kilometre mile radiu of the centre of Doynton village and the route take runner cloe to neighbouring village Dyrham, Pucklechurch, and Wick. Aerial view and OS map of the route are included in appendice B and C. The race will take place on 24 th January 2016 and will commence promptly at 11:00 am, with race number collection facilitie open at race HQ from 9am. The running club member meet at Changing room 4, Pomphrey Hill Pavilion, Emeron Green, BS16 9NF on onday and Thurday evening at 7pm. ore information about the club can be found at the club web ite: The race director and EGRC ecretary i Pete Blanchard. Hi addre i 38 Church Farm Road, Emeron Green, Britol, BS16 7BF and he can be contacted on The firt aid provider i John Ambulance who will provide 2 X firt aider, one off-road ambulance, and two tranport attendant member. A copy of the quotation and term of the cover provided i included in Appendix H. The name and addre of the race referee i to be confirmed. Verion 1.4 of thi document contain the detail required to atify the local authority afety adviory group, and emergency ervice. The name and contact detail of the race referee will be included in a later verion which i ent to the ARC with the race permit application. The Race Referee and Event Organizer have the right to cancel the event if the need arie, for example due to advere weather condition on race day, or a local incident that prevent acce to Doynton Village. In uch circumtance, all proceed le event cot incurred will be donated to a charity or good caue elected by the EGRC committee. If the event i cancelled due to inufficient number of participant or the neceary volunteer required in order to make the event financially viable and operate with ARC rule, then the Event Organier ha the right to cancel the event in which cae event fee will be returned to all participant. Thi ection erve to ummarie the type of rik identified and their mitigation, and ection 8 contain a route / ignage plan which provide pecific detail about rik management at the different route waypoint. Terrain The route take place on varied terrain, ranging from very oft mud to tarmac, and include ection of le table ground uch a tone covered trail path. A decription of the nature of the terrain will be included on the event web ite with advice that runner hould take appropriate care and wear uitable mixed terrain footwear. Thi detail will be repeated at the pre-race runner briefing. Obtacle The route include both natural obtacle, uch a river croing, and ome in-itu (not pecifically created for thi event) man-made obtacle, uch a tile, kiing gate, and pile of earth and/or gravel. No man-made obtacle have been created for the event and any uch obtacle are thoe which already feature a part of the public right of way. A notice that uch obtacle exit will be included on the event web ite with advice that runner hould take appropriate care when navigating them. Where there i ignificant rik, ign will be in place to iue the appropriate warning to runner, and / or marhal will be placed to iue verbal advice. Thi detail will be repeated at the pre-race runner briefing. The route will be checked in the week leading up to the event, including on race day. Any newly identified obtacle will be removed where poible, or the route adjuted if required. Debri and blockage The race route include ection of terrain that are uceptible to debri and blockage, for example if high wind in the day leading up to the race caue branche to fall onto the route. 11 Emeron Green Running Club Livetock Approximately 12.5 mile of the route utilize public right of way and footpath. Some field that are croed by the route are known to be ued by landowner for grazing of livetock for many part of the year. The race take place in January 2016 when livetock i traditionally moved to indoor location, however ome landowner may chooe to continue to ue land ued by the route for livetock grazing throughout the winter month, including the propoed race day. The race organier ha met all landowner whoe land fall within the race route to provide them with the opportunity to elect an alternative route which i more enitive to the individual need of each one. A letter decribing plan agreed ha been ent to each landowner and that letter reference thi rik aement ad include detail on how to acquire a copy form the Event web ite There can be no guarantee that runner will not encounter livetock but the approach of conulting each landowner enure that an approved route through land i taken. A notice about livetock will be included on the event web ite with advice that runner hould be aware of livetock and with warning that they mut keep within the area marked. Thi detail will be repeated at the prerace runner briefing. Improper ue of Footpath In order to protect landowner property, runner will be intructed to run on, or within half a metre of, the marked race route. The race tart with a 1 mile uphill tapering ection in order that the race pack will thin out to ingle file a oon a poible, therefore encouraging ingle file ue of all footpath. A notice concerning running on or within half metre of the agreed race route will be included on the event web ite Thi advice will be repeated at the pre-race runner briefing. Road vehicle uing route The race route i motly (approximately 12.5 mile) off-road and the road ued are infrequently ued country lane. Road will not be cloed for thi event and marhal will be placed at all part of the route where runner meet or cro a road. Runner will be made aware at the pre-race briefing that road form part of the route and that they mut liten to and obey the wihe of marhal at all time. 12 Emeron Green Running Club Other people uing route The race take place on public right of way and other people will be able to ue the route during the race. Runner will be advied at the pre-race briefing that the route i not cloed to non-runner and will be intructed to be repectful to other uer of the public right of way. Thi detail will alo be included on the Event web ite Injury and Illne Runner will be aked at the pre-race briefing to top and ait anyone who i injured or become unwell and / or to alert the next marhal they encounter if they witne an injury or other medical incident. Thi advice will alo be included on the event web ite arhal will be able to acce the afety / emergency co-ordinator and race director by mobile telephone (ee alo ection which decribe how mobile phone ignal will be checked). arhal at remote poition will be appointed from a pool of experienced runner who could run to HQ to alert medical ervice or event official if neceary. Thoe marhal who have a firt aid qualification will be identified and placed in equally paced poition around the coure. arhal will carry a minimum of one foil blanket each to aid injured or unwell runner / marhal, or runner / marhal uffering from the cold condition. Slow progre Two checkpoint (one each at the end of ection 1 and end of ection 2) will exit to allow race official to check progre of runner around the coure. Runner who are progreing at a peed lower than 15 minute mile will be directed by marhal back to race HQ. Thi i to retrict the amount of time that marhal need to be at their deignated tation. Thi information will be clearly explained at the pre-race briefing and will alo be included on the event web ite The two checkpoint are: - End of ection 1 - entrance to Churchyard off of Church Road (after 5 mile) - End of ection 2 - entrance to Electric Avenue off of Doynton High reet (after 9 mile) Expoure The event will take place during a time of year that typically bring cold weather. 13 Emeron Green Running Club iddle / Tail runner & route weep One middle and one tail runner will run with race participant to help identify, and repond to, any incident or iue with the route, marhal, or runner. Thee runner will carry a mobile phone and will have acce to race official and the medical provider. A final weep of the route will take place after the event i cloed to collect any ignage and litter, and to ae any damage. Any damage will be reported to the race director and any landowner advied a applicable. Expoure The event will take place during a time of year that typically bring cold weather. The rik and mitigation decribed in ection apply to marhal who are overcome with expoure to the cold weather condition. Each marhal will be offered a packed lunch containing ome baic proviion including a drink and will be advied to carry a hot flak and to wear clothe that are uitable for the prevailing weather condition. arhal from the running community who are known to be fit and healthy will be placed in the more remote location. Poitioning In order to enure that marhal aume the correct marhal poition, a map of the route will be given to each marhal with their marhal poition clearly identified. A photograph of the marhal poition, and the view ahead and behind will be iued to each marhal. Some marhal will aume more than one marhal poition and clear direction from and to each poition will be provided. For eae of reference, the route ha been divided into approximately 50 individually named area and each marhal poition will be identified by race ection number (1, 2, or 3), area name, and a decription of the poition within that area. Training arhal briefing will commence many week before the race. Three lead marhal will be appointed, one for each ection of the race, and each of the lead marhal will be given a walking tour of their ection by other race official that are familiar with the route. The lead marhal will provide their marhalling team with detail of their poition and the route, and each marhal will be required to demontrate that they are clear about their marhal location and how to move between aigned poition and back to race HQ. 14 Emeron Green Running Club arhal will be required to ign an arrival and departure regiter at race HQ in order that their whereabout i known and to enure that all are known to have afely returned from their poition on the race route. obile Phone A mobile phone coverage map will be provided howing the coverage of popular ervice provider at all marhal point. If neceary, placement of marhal will be determined according to their mobile phone provider to enure that each marhal i able to contact the race official and medical provider. Venue Cancellation In the event that the event venue i cancelled, race HQ will be moved to Doynton cricket club. All race participant will be advied by ocial media, , and ignage and marhal on race day. Fire The fire regulation in place at Doynton village hall require that the number of people preent inide the hall at any time i limited in number to 120. Thi i a natural limit for the hall and it become overcrowded with thi number of people. A race official will be preent inide the village hall at all time and all race HQ official will be briefed with the fire, afety, and other hiring regulation relating to the village hall. Overcrowding If participant number warrant, a marquee will be provided and erected in the ground to the rear of the village hall. Should the venue village hall become uncomfortably crowded, participant will be directed by an HQ official to the marquee to the rear of the Village hall or car park to the front of the village hall. Firt aid cover for the race will be provided by John Ambulance Service who will attend with an off-road ambulance. They will be provided with: Aerial view and ordnance urvey map of the race route Contact detail of the race director and other race official Information about marhal poition A lit of all race competitor and their emergency contact detail An emergency acce plan howing the cloet road acce point for all part of the route The Emergency Planning Officer for Great Wetern Ambulance Service ha been advied that the race i taking place. Rik concerning extreme cold, likelihood of lightning, high wind, or now cover will be conidered and if neceary the event will be cancelled after conultation with the relevant emergency ervice. 16 Emeron Green Running Club Lack of runner In the event of lack of runner, the event will be cancelled and the cancellation policy decribed in ection 5.10 applied. Lack of marhal In the event of lack of marhal / volunteer, the event will be cancelled and the cancellation policy decribed in ection 5.10 applied. Timing Sytem failure Chip timing for thi race will be provided by FullOnSport. In the event of a chip timing ytem failure, FullOnSport provide a video backup which i ued to determine finihing time. All information regarding thi event ha been paed to the South Glouceterhire Council and Avon and Someret Police. A record of recipient of thi rik aement i included in ection 1.3. Hi-vi clothing All marhal will wear hi-vi clothing to enure they can be een and can be identified a race official.
