2 Amendments to the Sailing Instructions For use of competitors for ease of reference Amendment No. Sections Changed General Notes

3 1. Rules i. The race will be governed by the Racing Rules of Sailing (RRS) ii. The Yachting Australia (YA) Prescriptions and Special Regulations Part 1 will apply. iii. Current IRC, OMR, SMS, ORCi and Class rules as applicable, subject to changes as advised in the Sailing Instructions, this Notice of Race and any Amendments. iv. Between sunset and sunrise, when a yacht cannot determine with certainty what tack the other yacht is on, she shall keep clear of that yacht. Competitors are reminded that part of the definition of room includes taking into account the existing conditions (including visibility). v. Changes to RRS i. RRS 50.3(a) is amended to add: A bowsprit used to secure the tack of a spinnaker is not an outrigger. ii. RRS 51 is amended to add: A yacht with moveable or variable ballast (see definitions YA Special Regulations Part 1.03) may move that ballast for the purpose of changing trim or stability. iii. RRS 52 is deleted. vi. Changes to IRC i. IRC Rule (e) - A spare mainsail may be carried in the race as a bona fide replacement for a mainsail damaged during the race. ii. IRC Rule Yachting Australia prescribes that in accordance with IRC Rule , in IRC races requiring Category 1, Category 2 or Category 3 Special Regulations compliance, a boat may carry one more spinnaker than shown on her current IRC certificate of area not greater than rated SPA without an increase in rating. iii. IRC Rule is deleted and replaced by The maximum number of crew that may sail aboard a boat shall be the Crew Number printed on her certificate plus one. There is no weight limit. 2. Safety i. The Offshore Fleet shall comply with YA SR Cat 3. ii. Any vessel interfering with commercial traffic WILL be disqualified. iii. The Organising Authority (OA) reserve the right to conduct random safety audits on any yacht entered prior to, or upon completion of the race. 3. Weather and postponement or abandonment i. The race will not start while an official GALE WARNING (or stronger) is current for any part of the course and may be postponed or abandoned. ii. Should a gale warning or stronger be issued for any part of the race course, during the race, weather broadcasts will be activated prior to the commencement of normal radio schedules times. Yachts experiencing wind strengths of 30knots or greater are required to radio in their position and wind and wave conditions being experienced. 4. Advertising i. Advertising on a yacht shall comply with ISAF Regulation 20 ISAF Advertising Code. ii. The OA may refuse an Application for Entry that does not meet, in its opinion, generally accepted moral and ethical standards or government regulations. If in doubt, owners/skippers are advised to contact the OA as soon as practicable for approval. iii. Yachts intending to display advertising shall advise the OA as soon as practicable. 1

4 iv. Boats may be required to display advertising chosen and supplied by the OA 5. Changes to sailing instructions i. Any changes to Sailing Instructions may be: i. Outlined at the Competitors Meeting and posted on the official website ; or ii. Given as oral instructions prior to the warning signal at the start of the race in which case the Start Vessel will display Code Flag L and all competitors will come within hail or call the Start Vessel on VHF 72; or iii. Posted on the SYC Official Notice Board, located inside SYC Main Beach Clubhouse near the dance floor. Code Flag L may accompany the notice and if so will be flown from the Flagpole located to the west of the SYC Main Beach Clubhouse. Changes will be posted no later than 0800 hours on the day of the race. 6. Scoring i. IRC (Overall and all Divisions) Results will be calculated by the application of the IRC Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. ii. ORCi (Overall and all Divisions) Results will be calculated by the application of the Time-on-Time Simplified Scoring Option, using the ToT Offshore rating as printed on each boat s ORCi Certificate, as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. iii. PHRS (Overall and all Divisions) Results will be calculated by the application of Time Correction Factors (TCF's) as a multiplier of elapsed time. A boat's TCF will be determined by the Race Committee or its nominee. The TCF will not be subject to protest or dispute (amends RRS 60.1 and 62.1(a)). 2

5 However, Skippers will be given the opportunity to request a review of their allocated TCF until thirty minutes after the conclusion of the Compulsory Race Briefing. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. iv. OMR (Overall and all Divisions) Results will be calculated by the application of the OMR Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. v. Club Event The scores for each Club will be calculated by accumulating the lowest three scores from all yachts from each club. Each yacht may only count one of their category results. If a club does not have the required number of competitors, a default score shall be awarded for each missing competitor. The Club with the lowest number of points will be scored first. 9. Competitors meeting i. As part of the OA s risk management procedures, a mandatory Competitors Meeting for competitors will be held at the Southport Yacht Club at 2030 hrs on Friday 23 rd January. ii. To be eligible to race, two (2) representatives from each vessel are required to attend. Skipper and navigator are recommended. 10. Course The start will be approximately 200 to 300 metres North of and approximately 0.5NM east of the Gold Coast Northern Seawall. 6 11. Start i. All entrants must check in with the Seaway Tower on VHF Ch 73 on the way to the start. Any vessel unable to log in with Seaway Tower must log in via phone/sms to ii. The start will be in accordance with the ISAF Racing Rules of Sailing Part 3, Rule 26. iii. The Warning Signals will be given as per section 6. iv. Premature starters who have not returned and started correctly may be notified on VHF CH 72 fifteen minutes after the starting signal. v. The Class Flag for the monohull start will be Code Flag Q. vi. The Class Flag for the multihull start will be Code Flag T. 12. Start line i. The Start Line will be an imaginary line between the main mast of the committee Vessel (a 26 foot catamaran named SYC1 flying a SYC Burgee above an orange flag at the Starboard end of the line and a ORANGE inflatable buoy at the Port end of the line. ii. A limit mark (ORANGE inflatable buoy) may be placed at the starboard end of the line between the start vessel and the start buoy, if a yacht passes between this limit mark and the start vessel they must re-start by rounding the start vessel and start correctly. iii. The start line will be established not less than 20 minutes before the warning signal for the first division. 13. Race control boats i. Start, finish and race control boats shall be marked with a flag as outlined in these Sailing Instructions or with an Orange Flag with Official written in black letters. 14. Radio communications i. Race Control (call sign: QCYC RACE CONTROL) will continuously monitor VHF 72 as the primary Race Channel and VHF 21 as the secondary Race Channel. ii. Radio Schedules will be conducted on VHF 81 and 21. Refer section 15 iii. Vessels are required to maintain a listening watch on VHF Channel 16 and either VHF Ch 12 or VHF Ch 13 depending on which area they are operating. Refer to Appendix A. iv. The first yacht in the fleet must contact Race Control when approaching NE Channel. This is a requirement from Maritime Safety Queensland and must be adhered to. 15. Radio schedules i. Radio Schedules will be conducted on VHF 81 and 21 by Marine Rescue Sandgate. All boats will be called on VHF 81 first and then any boats that did not respond will be called again on VHF 21. ii. The start of each sked will be announced simultaneously on both channels at the times listed in 15.iii. iii. The radio schedules will commence at the following times: Saturday 24 th January 1215 hrs 1615 hrs 2015 hrs Sunday 25 th January 0015 hrs 0415 hrs 0815 hrs 4

7 iv. Following the announcement of the sked on both channels, yachts will be called on VHF 81 only in alphabetical order. Each yacht shall reply giving its Latitude and Longitude to the nearest minute. v. Approximately fifteen minutes after the start of the sked, an announcement will be made on VHF 21 providing an estimate of when the sked will move on to that channel. This estimate will be based on the speed the sked is progressing on VHF 81. vi. Following the conclusion of the sked on VHF 81, yachts from which nothing was heard will be called again on VHF 21 once again in alphabetical order. This will not be earlier than fifteen minutes after the times listed in 15.iii vii. Yachts who are relaying the position of another yacht in the fleet are requested not to provide the position of the other yacht at the same time of providing your own coordinates. You will be provided an opportunity to relay positions once all boats have been called. viii. Yachts who are unable to provide their coordinates by VHF should text their position to This should be employed as a backup method only. 16. Special conditions from Maritime Safety Queensland i. All participating ships and operators of such ships must comply with the Transport Operations (Marine Safety) Act 2004 (the Act) and subordinate Regulation (the Reg). ii. The International Regulations for Preventing Collisions at Sea 1972 (COLREGS) apply to all ships subject to 16.iii iii. The Racing Rules of Sailing (RRS) will apply only between those ships that are participating in the event, for the duration of the event. Should interaction occur with non-participating ships, the COLREGS shall apply and shall over-ride all other rules. iv. In particular, attention is drawn to Rule 9 - 'Narrow Channels':- a sailing vessel shall not impede the passage of a vessel which can safely navigate only in a narrow channel or fairway. v. Race Participants, are to give way and not to hinder any commercial traffic in the shipping lanes, especially any large commercial traffic. vi. All participating vessels, fitted with VHF Radio, to keep a radio watch on Channel 12 in the vicinity of commercial shipping channels. vii. Race Participants should note that depths in the NE channel are not maintained and are subject to rapid change. 17. Retirements & withdrawals i. Boats retiring from the race are to ensure they make contact as soon as possible with QCYC Race Control on the Race Channel or by phoning/texting the Race Director on , ing to raceentries@qcyc.com.au or phoning the Race Control Office on Notification via social media e.g. Facebook is not acceptable. ii. Failure to comply with section 17.i. May result in an unnecessary search and rescue with the cost being born by the offending owner and skipper. iii. Competitors who withdraw from the race before the start are required to telephone the Race Director on Finish line i. The finish line will be an imaginary line between the flag mast of the QCYC Committee Vessel stationed approximately half a mile north of the Fisheries Beacon and a Yellow inflatable Buoy positioned approximately 200m north of the Finish Boat. The finish boat will form the Port end of the line and the buoy will form the Starboard end of the finish line. Refer Appendix B 5

8 ii. The inflatable Yellow buoy may be lit with a white strobe light. Failure of the strobe light will not be grounds for redress. iii. The approx. position for the finish boat will be S E iv. The approx. position for the Yellow buoy will be S E v. Fisheries Beacon is a special yellow beacon located approx S E vi. All yachts are to contact Race Control (call sign: QCYC RACE CONTROL) on the Race Channel when approx. 1 nautical mile from the finish line. vii. When finishing after sunset, yachts will illuminate their Sail Numbers and after finishing will contact the committee vessel (call sign: QCYC FINISH) by hailing or calling on the Race Channel to ensure they have been correctly identified. viii. If the finish boat is not on station an Orange Buoy in approximate position S E will form the port end of the Finish Line. 19. Declarations i. Finish times will be recorded but all yachts will take their own finishing times and complete the declaration form attached as Appendix E. ii. Declarations should be lodged with the Race Director within two hours of finishing. This can be done by: a. Posting your declaration into the declaration box located in the QCYC reception area. b. ing to raceentries@qcyc.com.au c. Faxing to d. SMS to iii. Failure to lodge your declaration by 0900hrs on Sunday 25 th January will result in a race time penalty of 10 minutes being added to the yachts elapsed race time. iv. Should a yacht still be racing at 0900hrs on Sunday 25 th January, 19.iii does not apply. In this case, a declaration not received within two hours of finishing will result in a race time penalty of 10 minutes being added to the yachts elapsed race time. 20. Protests i. Protests in the appropriate form and accompanied by a protest fee of $50.00 must be lodged with QCYC Race Control within two hours of finishing. ii. Protests will be conducted as laid down in the ISAF Racing Rules of Sailing. iii. A mediation hearing may be held for all protests that allege an infringement of Part 2 of the Rules. iv. A Mediator will be appointed by the Race Committee. v. Protests that are the subject of mediation may be withdrawn. vi. In accordance with RRS 64.1(a) in determining penalties, the Protest Committee may: a. Disqualify the boat; b. Impose a scoring penalty as per RRS 44.3(c) 21. Minimum crew requirements i. Yachts are required to carry a minimum of two crew aged 18 years and over. 22. Failure to complete race documentation i. Attention is drawn to NOR 6.vi.iii. ii. Yachts that fail to complete and submit all necessary race documentation to the Race Director within 1 hour of the completion of the Compulsory Race Briefing will be recorded as non-starters. 6

9 23. Prizes i. The Surf to City Trophy Presentation Lunch begins at noon on Sunday, 25 th January at Queensland Cruising Yacht Club. Prizegiving itself will be held around 1pm. ii. Entry to the race includes drink vouchers which may only be redeemed during the Presentation event plus entry into the Presentation Lunch Lucky Door draw. iii. A crew member of the yacht must be present at the presentation to receive any prizes. Prizes not collected during the presentation will not be available for collect at a later date. iv. Prizes will be awarded to First and Second in each Category and Division. Categories or Divisions with seven boats or more will also have a Third place prize. v. Other prizes may be awarded as determined by the OA. 24. Media Rights and Restrictions The conditions of entry include: i. A requirement that the owner or charterer of the boat and all crew members: a. acknowledge that the Organising Authority owns all media rights to The Surf to City Yacht Race and may exercise those rights as it sees fit; b. grant the Organising Authority the unconditional, perpetual right and authority to publish and broadcast anywhere in the world, for any purpose and in any media, the names, images and biographical information relating to the crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the race; ii. Crew members of boats may, prior to, during and after the race, speak or provide material to any media representatives accredited by the Organising Authority, regarding the race and the prospects, performance or strategy of boats entered or participating in the race, subject to any comments and material not undermining or interfering with, or having a detrimental impact on, the Organising Authority and its officers and employees, the Race Committee, or current or former sponsors of the Organising Authority. This approval may be revoked by the Organising Authority in respect of a boat or media representative at any time. iii. Any breach of these conditions may, at the discretion of the Organising Authority or the Race Committee, lead to the rejection of an entry, the cancellation of an entry or the disqualification of a boat (refer RRS 76.1). This does not limit the right of the Organising Authority to take any other action it sees fit to enforce compliance with these conditions. 25. Disclaimer of entry & risk warning Competitors participate in the race entirely at their own risk. See RRS rule 4, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the race. The Queensland Cruising Yacht Club wishes to warn Owners, Skippers, Crew and all other persons who engage in the recreational activity constituting this yacht race, within the meaning of The Civil Liability Act 2003 that the pursuit of such activity may result in harm, personal injury or even death. 7

Further details are on the Surf to City website or by calling on Bruce Bus transport to Southport Buses will be available to transport crews to Southport prior to the race. There will be two pick up locations, QCYC and the Shell Petrol Station just off the M1 at Exit 97 - Old Cleveland Road. Timetable: Friday 23rd January - Depart QCYC Shell collection approx (arrives at SYC in time for Competitors Meeting) Saturday 24th January - Depart QCYC Shell collection approx Collection times at the Shell are approximate. The bus will not be waiting for passengers so it is vital you arrive at the petrol station in good time. Ticket prices are $30 per person from both locations. Seats are limited and must be booked and paid for in advance. A ticket will be issued to you and collected as you board the bus. No refunds are available except if cancelled by QCYC due to lack of passengers. 14 Southport Yacht Club (SYC) Berthing Limited free berthing is available in the SYC Main Beach Marina for entered competing yachts from 1000 hours on Friday 23rd January until 1000 hours on Saturday 24th January, Berthing must be arranged in advance by contacting the SYC Marina Office on Ph: Berths are strictly limited and rafting up may be required. BERTHING IS NOT GUARANTEED AT CLUB. Meals Dinner is available from 5.30pm on Friday evening. There is also a special Surf to City buffet on the Western Deck from 6pm. Price is $24 per person. Breakfast is available on the Saturday from 6am at a cost of $15 per person Launching and recovery - trailer sailors at SYC Hollywell Visiting entered yachts may use the SYC Hollywell facilities for launching and retrieving of yachts by arrangement with the Hollywell Sailing Squadron. Trailers and vehicles must not be left on the property unless specifically directed by the caretaker. Use of the crane is limited to financial and authorised members of Sailing Clubs having reciprocal rights with SYC unless specifically granted. All care is taken but no responsibility assumed for any property left on Club premises. Queensland Cruising Yacht Club (QCYC) Berthing Berthing will be allocated on arrival at the marina. The creek has a minimum depth of 2m LAT; offshore fleet monohulls will be berthed on the end of the T-heads where there is approximately 3m LAT. Directions from QCYC Volunteers and the Race Committee must be complied with at all times. Berthing is free of charge until 1000 hours on Tuesday 27th January. Launching and recovery - trailer sailers at QCYC The Club ramp and adjacent upstream Public ramp will be available for recovery. All yachts with trailers must be removed from the water at the first opportunity. Yachts must not be left in the water unless prior approval has been sought from the Race Director. Parking Members must park their vehicles and trailers in their allocated hardstand spaces. Non-members parking for vehicles and trailers is available in the overflow parking area on the other side of the road from the club. NOTE there is a power line over access to this car park. The moving of yachts on their trailers MUST only be attempted with the mast and rigging down. Catering & Bar Facilities QCYC will be open throughout the event. The service of alcoholic drinks is not available between 0100 and 1000 hrs on Sunday. The licensed area is inside the Clubhouse and on grassed areas only. Please respect these limits and refrain from taking alcohol outside these areas. 12
