2 THE 2012 LASER 2 EUROPEAN CHAMPIONSHIP JUNE 13 UNTIL JUNE 17 WV MAKKUM THE NETHERLANDS (ON 16 AND 17 JUNE COMBINED WITH THE MULTI CLASS EVENT WITH THE ADDITIONAL JAVELIN, SPANKER AND VAURIEN CLASSES) SAILING INSTRUCTIONS 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Spare 1.3 Spare 1.4 Spare 1.5 All Laser 2 s shall meet the requirements of the Laser 2 International Class Rules. 1.6 If there is a conflict between languages the English text will take precedence. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the WVM clubhouse near the flag mast. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the flag mast in front of the WVM clubhouse. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 4.3 When flag Y is displayed ashore, rule 40.1 applies at all times while afloat. One extra race per day may be sailed, provided that no class becomes more than one race ahead of schedule. 5.4 When there has been a long postponement and when more than one race (or sequence of races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. 5.5 On the last day of the regatta no warning signal will be made after 15:00 hours. 6 CLASS FLAGS Class flags will be: Class Javelin Laser 2 Spanker Vaurien Flag Q R T W 7 RACING AREA Appendix A shows the location of the racing area. 8 THE COURSES 8.1 The diagrams in Appendix B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. [The approximate course length will be 3 nautical miles.] VERSION: Preliminary A Page 3 of 10

4 Please note that for the Laser 2 the course to be sailed on the first three days of the event differs from the course to be sailed on the last two days. 8.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg. 8.3 Spare 9 MARKS 9.1 Marks 1, 2, 3 and 4 will be orange cylindrical buoys with number. Mark 5 will be a triangular shaped orange buoy. 9.2 New marks, as provided in instruction 12.1, will be yellow spherical. 9.3 The start will be between a red round mark (outer distance mark) and the WVM club flag in the mast of the starting vessel. The finish will be between a mark with a blue flag and a blue flag on the finishing vessel. 9.4 A race committee boat signalling a change of a leg of the course is a mark as provided in instruction Spare 11 THE START 11.1 Races will be started by using rule 26 with the following addition: An attention signal (flag F with one sound) will be made five minutes before the warning signal for the first class to start. The race committee will designate the course to be sailed before or with the attention signal. Flag F will be removed with one sound one minute before the warning signal. This changes rule See article Boats whose warning signal has not been made shall avoid the starting area A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A If any part of a boat s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal, the race committee will display flag V. It will be displayed until all boats have sailed completely to the pre-start side, but not after the starting signal. When RRS 30.3 applies flag V will only be displayed from 2 minutes before the starting signal until 1 minute before the starting signal. Action or no action from the race committee under this instruction will be no ground for redress. 12 CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. 5 13 THE FINISH See instruction 9.3 (see also Appendix B) 14 PENALTY SYSTEM 14.1 Reserve 14.2 For the all class(es) rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required A boat that has taken a penalty under rule 31.2 or 44.1 shall complete an acknowledgment form at the race office within the protest time limit As provided in rule 67, the jury may, without a hearing, penalize a boat that has broken rule 42. A disqualification under this rule shall be a normal DSQ, this changes rule TIME LIMITS 15.1 Time limits are as follows: Class(es) Time limit Mark 1 Course time limit ALL abt. 50 min. 30 min. If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned Boats failing to finish within 20 minutes after the first boat of its class sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit For each class, the protest time limit is 75 minutes after the last boat has finished the last race of the day. [The same time limit applies to protests by the race committee and jury about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2.] 16.3 Notices will be posted within 20 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located in the harbourmaster s office in the WVM clubhouse Notices of protests by the race committee or jury will be posted within the protest time limit to inform boats under rule 61.1(b) A list of boats that, under instruction 14.4, have acknowledged breaking rule 42 or have been disqualified by the jury will be posted before the protest time limit Breaches of instructions 11.3, 14.3, 18, 19.2, 22 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides On the last day of the regatta a request for reopening a hearing or a protest decision in writing shall be delivered: (a) within the protest time limit if the party requesting was informed of the decision on the previous day; VERSION: Preliminary A Page 5 of 10

6 (b) 16.8 Spare no later than 30 minutes after the party requesting was informed of the decision on that day. This changes rule 65.2 and SCORING 17.1 Reserve 17.2 Four races are required to be completed to constitute a series (a) When fewer than five races have been completed, a boat s series score will be the total of her race scores. (b) (c) When from 5 to 9 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. When 10 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst scores. 18 SAFETY REGULATIONS 18.1 WVM TALLY SYSTEM ENGLISH Every competitor (helmsman or crew) must collect his/her tally before departure from the harbour and keep the tally on board during the races of that day Upon return in the harbour the tally must be returned to the tally board immediately The competitors may depart after the starting vessel has departed and has given 2 sound signals The tally board is located in the entrance hall of the WVM clubhouse The tally number of each boat is stated on the competitors list for each class A boat that retires from a race shall notify the race committee as soon as possible and upon return in the harbour returns the tally to the tally board WVM TALLY SYSTEEM..NEDERLANDS Iedere deelnemer (persoonlijk door de stuurman of de bemanning) moet bij vertrek uit de haven zijn of haar tally ophalen en tijdens de wedstrijden in zijn/haar bezit houden Bij terugkeer in de haven moet de tally direct weer opgehangen worden op het tally bord De deelnemers kunnen vertrekken nadat het startschip is vertrokken en 2 geluidssignalen heeft gegeven Het tally bord hangt in de ingang van het WVM clubgebouw Het tally nummer van elke boot staat vermeld op de deelnemerslijst voor elke klasse Een boot die zich terugtrekt uit de wedstrijd(en) informeert de wedstrijdcommissie zo spoedig mogelijk en bij terugkeer in de haven wordt de tally teruggebracht op het tally bord. 7 19 REPLACEMENT OF CREW OR EQUIPMENT 19.1 Substitution of competitors will not be allowed without prior written approval of the [race committee] jury Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 20 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. 21 OFFICIAL BOATS Official boats will be marked as follows: they will fly a WVM flag or pennant. 22 SUPPORT BOATS 22.1 Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment Spare Spare Spare 25 RADIO COMMUNICATION 26 PRIZES A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Prizes will be given by the Class organisations. 27 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 28 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro (or the equivalent) per event. 8 29 PARKING and CAMPING For LASER 2: Tents and caravans can be parked on the designated spots on the campsite Holle Poarte if the competitor has reserved a place in advance. Boats and launching trolleys shall be parked on the designated spots on the camping site Holle Poarte. Trailers and cars are not allowed on the campsite (except for unloading and loading) and therefore have to be parked on the parking area. For LASER 2 and other classes: Trailers can be parked on the premises of the WVM as far as space allows, but cars (and possibly trailers for which is no space on the WVM premises) must be parked in the parking places on the parking area of the pyramid. NOTE: The police can be very strict with writing of parking tickets so be sure your car is parked where it is officially allowed! There is limited area available for camping with small tents on the premises of the WVM. Camping here is only allowed with permission of the racing committee/harbourmaster. PARKEREN en KAMPEREN Voor LASER 2: Tenten en caravans kunnen worden geparkeerd op de aangewezen plaatsen op de camping de Holle Poarte als de deelnemer er van tevoren een plaats heeft gereserveerd. Boten en trolleys moeten worden geparkeerd op de aangewezen plaatsen op de camping de Holle Poarte. Trailers en auto s zijn niet toegestaan op de camping (behalve voor uitladen en inladen) en moeten daarom op de parkeer plaatsen worden geparkeerd. Voor Laser 2 en andere klassen: Trailers kunnen worden geparkeerd op het terrein van de WVM voor zover er plaats is, maar auto s (en mogelijk trailers waar geen plaats voor is op het WVM terrein) moeten worden geparkeerd in de parkeervakken van het parkeerterrein bij de piramide. LET OP: de politie kan erg fanatiek zijn met het uitschrijven van bonnen. Er is beperkt ruimte beschikbaar voor het kamperen met kleine tenten op het terrein van de WVM. Hier kamperen is alleen toegestaan met goedkeuring van het comité/havenmeester. VERSION: Preliminary A Page 8 of 10

9 APPENDIX A ILLUSTRATING THE COURSE AREA Centre of the course area: approx `N 5 19` 30 E A1 The race course area is on the IJSSELMEER south west of Kornwerderzand and between the afsluitdijk and the buoyed channel from Kornwerderzand to the south. CAUTION: Between the WVM harbour and the light buoys MA5 and MA4 you are advised to stay within the channel line of the buoys. Outside the buoys it is very shallow! A2 A3 Sailing to and from the race area and when engaging non racing ships the Dutch BPR is valid. The distance from the WVM harbour to the race area is about 4000 metres ========= ======== A1 Het wedstrijdgebied bevindt zich op het IJsselmeer ten zuidwesten van Kornwerderzand en tussen de afsluitdijk en het Friese Vaarwater vanaf Kornwerderzand. WAARSCHUWING: Tussen de haven van de WVM en lichtboei MA5 en MA4 wordt u aangeraden om binnen de lijn van de betonning te blijven. Buiten de betonning is het zeer ondiep! A2 A3 Varend van en naar het wedstrijdgebied en bij ontmoetingen met niet wedstrijdzeilende schepen geldt het BPR. De afstand van de WVM haven naar het wedstrijdgebied is circa 4000 meter.
