The Club Championship Trophy and Ocean Championship Trophy for Division A will use a yardstick scoring system. eason Consistency Trophies For Division A, Division B and oling fleets, a eason Consistency Trophy will be awarded. laces will be based on the final scores according to the time-corrected results of all scheduled events for each fleet, as determined using a performance-based handicap system administered by the Club Results Officer. 8 1 RULE ailing Instructions 1.1 The racing will be governed by the rules as defined in the Racing Rules of ailing (RR), unless stated otherwise in these ailing Instructions. 1.2 The rescriptions and pecial Regulations of Yachting Australia will apply, unless stated otherwise in these ailing Instructions. 1.3 For Dinghies, YA pecial Regulations art 2 for Off the Beach Boats will also apply. 1.4 oling crew shall consist of two or three persons. 2 NOTICE TO COMETITOR 2.1 Notices to competitors will be posted on the Official ailing Notice Board located near the outh West entrance of MOFC Clubhouse. In addition to the Notice Board, notices to competitors may be posted on the MOFC website and Facebook age. 3 CHANGE TO AILING INTRUCTION 3.1 Any changes or variations to the ailing Instructions will be posted on the Official ailing Notice Board not less than two hours before the scheduled start of the first race it will affect, except that any change in the chedule of Races will be posted by 18:00 on the day before it will take effect. Code Flag 'L' will be flown from the signal mast (see Instruction 4.1) when a 'Change of ailing Instructions is posted. 4 IGNAL MADE AHORE 4.1 ignals made ashore will be displayed from the signal mast on the lawn to the south of the MOFC clubhouse. 4.2 When flag A is displayed ashore, '1 minute' is replaced with 'not less than 30 minutes' in the race signal A. 5 CLAE/FLEET AND CLA/FLEET FLAG 5.1 Classes and fleet flags are as shown on age 6 of this handbook. Boats in Division A and Division B must display their respective class or fleet flag when racing or entering or leaving the race area (does not apply to Code 'F'). 5.2 kippers will nominate their boat's Class/Fleet on the Event ign-on heet prior to the race (see Instruction 8.1). All skippers shall sign on prior to going afloat for racing on any day. ign on shall include all crew and any changes to crew. 8.2 All skippers shall sign off within 45 minutes of completing racing or retiring for that session. This may be by means other than in person. 8.3 A boat failing to comply with Instruction 8.1 shall receive a 5-point penalty for the first race of the session and/or a boat failing to comply with Instruction 8.2 shall receive a 5-point penalty for the final race of the session without a hearing providing no boat shall be scored worse than DQ (Disqualified) in any race. This changes Rule A A boat retiring from a race shall notify the Race Committee as soon as possible. This shall be done by notifying the Race Committee Boat or the Control Tower. 8.5 Boats failing to comply with Instruction 8.4 shall receive a 5 point penalty without a hearing providing no boat shall be scored worse than DQ. This changes Rule A4.2 9 THE TART 9.1 Races will be started using Rule The starting line will be between the staff displaying the orange flag on the Race Committee Boat at the starboard end and a flag buoy displaying an orange flag at the port end. 9.3 rior to the commencement of the first starting sequence, all boats entering the course should approach the Race Committee Boat towards her starboard side for the purposes of identification by the Recorder. 9.4 Fleets/Classes will be generally started in the following order: Dinghy Division B oling Division A. 9.5 Boats whose warning signal has not been made should avoid the starting line during the starting sequence for other races. 9.6 A boat starting later than 4 minutes after her starting signal will be scored DN (Did Not tart) without a hearing. 10 9.7 When more than one race will be held on the same day for the same class the warning signal for each subsequent race will be made as soon as practicable after the completion of the previous race. To alert competitors and coaches that the next race will commence, the Race Committee may sound a long sound signal and display an orange flag. 9.8 Handicap tart rocedure: Rule 26 is deleted and replaced with the procedure that follows. 10 minutes The course flag will be displayed 5 minutes: Warning ignal Code Flag 'F' (All classes) 4 minutes: reparatory ignal 1 minute: reparatory ignal removed - Highest number displayed. tarting ignal: Code Flag 'F' removed, highest number dropped and next highest number displayed A boat's allotted handicap number will be displayed on the Official ailing Notice Board at least 3 hours prior to the scheduled race start Handicap (fall) numbers will be displayed on the Race Committee Boat; each number will be displayed for one minute, from highest number to lowest Boats shall start at or after the fall (when their number disappears) of their allotted handicap number A boat starting before the fall of her allocated handicap number will be penalised 1 minute for each full minute or part thereof that she starts early plus 2 minutes. This penalty will be added to her actual finishing time for the race. Recall signals will not be made. 10 CHANGE TO THE NEXT LEG OF THE COURE 10.1 During a race, the Race Officer may direct that a mark, gate or finish line be moved to a new position or returned to its original position. Figure A2: hort course and layout All boats: tart - Mark 1 (p) - Gate (p or s) - Mark 1 (p) - Finish; as shown below. The first race (oling Class) will start at 14:00, as per ailing Instruction #9. A3.4 Ocean Races - start times vary The Ocean Race series uses a combination of fixed marks, cardinal marks, inflatable buoys and geographical coordinates. The mark coordinates are set out in Table A1. The individual courses and the direction of rounding each mark is prescribed in Table A3. Where utilised in a course, the oint Robert Gate will consist of an imaginary line between the oint Robert cardinal mark and a yellow, red or orange buoy to seaward. Competing boats shall pass through the gate. Note: the chart-datum height of the ort Bouvard Bridge is 17.6 m at high tide. 11 THE FINIH 11.1 Race Committee Boat Finish: The finishing line will be between the staff displaying the orange flag on a Race Committee Boat and the finishing mark (an orange-flagged buoy) Gate Finish: The finishing line will be between two inflatable marks at the downwind end of the course Tower Finish: The finishing line will align with the MOFC Race Control Tower and the oint Robert cardinal mark. The extremities of the finishing line will be defined by the oint Robert Cardinal Mark to seaward and an inflatable mark positioned approximately 50 m inshore of that mark. age 9 age 18

11 A3 Keelboat Courses and Course Flags A3.1 General Courses will be one of the following types: o Round the Marks o hort Course o Ocean Courses A3.2 "Round the Marks" - 14:00 start MOFC Club Champion (oling), Consistency and Handicap tart race series will utilise the fixed marks A through D as their principal race course. The approximate location of the fixed marks are shown in Table A1. The sequence of marks has been pre-determined for eight different courses (4 port and 4 starboard) as set out for each fleet/class in Table A2. The course and direction of rounding for all marks will be indicated on the day by the display of a Course Flag and a Rounding Flag (i.e. port or starboard) from the Race Committee Boat, at least 5 minutes prior to the commencement of the starting sequence for the first race. The race will start and finish to windward at the Race Committee Boat, as described in the ailing Instructions. Estimated race time is 2 hours; maximum race time is 3 hours (see ailing Instruction #12). A3.3 hort Course - 14:00 start The hort Course race series uses a windward-leeward course that will be laid on the day using inflatable marks, placed at the discretion of the Race Officer. The windward mark will be an orange tetrahedral inflatable buoy; the leeward marks will be a gate consisting of two yellow inflatable buoys. The course layout is shown in Figure A2, with two laps of the course counting as a race. The race will start (upwind) and finish (downwind) at the Race Committee Boat. The race will comprise two laps of the course, with an estimated time of 45 minutes. Two races (starts) will be held each event, except for the oling tate Championship events, where 3 races will be held. Extra (or fewer) races may be held as part of the event at the discretion of the Race Officer. BE AWARE THAT DINGHIE MAY BE RACING A IMILAR - BUT HORTER - COURE IN THE AME WATER AND MAY UE A RED OR YELLOW INFLATABLE BUOY A THEIR UWIND MARK. age hortened Course: When a course has been shortened the finish line may be between the Race Committee Boat or a upport Boat displaying a blue flag and a -Flag and an adjacent mark After finishing, all competing boats shall keep clear of the finishing line A boat failing to comply with Instruction 11.5 shall be scored DQ without a hearing. 12 TIME LIMIT 12.1 Round the Marks and Coastal Races: Any boat that fails to finish after 3 hours will be scored DNF (Did Not Finish) without a hearing, unless the race is abandoned beforehand Windward/Leeward eries: The time limit for the first boat to finish in each division shall be 60 minutes. A boat failing to finish within 20 minutes after the first boat in its division/class will be scored DNF without a hearing, unless the race is abandoned beforehand All Races: All races shall be abandoned if not finished within daylight hours. 13 RACE COMMITTEE 13.1 The Keelboat Race Committee shall consist of the Rear Commodore ail, the Race Officer and a representative from each class. Three members present comprise a quorum to make decisions The Dinghy Race Committee shall consist of the Rear Commodore Dinghy, the Race Officer and a representative of each dinghy class. Three members present comprise a quorum to make decisions. 14 ENALTY YTEM 14.1 Rule 44.1 is changed so that the Two-Turns enalty is replaced by the One-Turn enalty 14.2 The Race Committee may decide to use on-water umpiring at any time. 15 OUTIDE AITANCE 15.1 The Race Committee Boat or a support vessel may retrieve crews and return them to their boats for safety reasons. Outside help while racing shall be reported to the Race Committee before sign-off on the day concerned. 16 ROTET AND REQUET FOR REDRE 16.1 rotest forms are available at the Official ailing Notice Board in the MOFC Clubhouse. rotests and requests for redress or re-opening shall be delivered to the Race Committee accordingly: for protests: no later 60 minutes after the finishing time of the last boat of that division/class for the last race of the day; age 10

12 for redress: no later than 30 minutes after results of the event have been posted on the Official Notice Board; for re-opening: no later than the close of the first business day after delivery of the contested decision Notices will be posted on the Official Notice Board within 30 minutes of the rotest Time limit to inform competitors of hearings in which they are parties or named as witnesses. 17 ARBITRATION 17.1 Rule 44.1 is changed to permit a boat that has broken a rule of art 2, art 4 or Rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted. Rule 63 is changed such that an arbitrator may allow a protest to be withdrawn An arbitration hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of art 2, art 4 or rule 31. uch hearings will be held subsequent to the protest being lodged and prior to the protest hearing The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the manner in which testimony is given After taking testimony, the arbitrator will make one of the following conclusions: a) The protest does not comply with Rule 61 and the protestor should withdraw the protest. b) The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. c) No rule was broken and the protestor should withdraw the protest. d) A rule was broken by one or more of the boats involved, the infringing boat (s) may accept a scoring penalty as detailed in I 17.1 and if so accepted, the protestor should withdraw the protest An arbitration hearing shall not be re-opened. 13 Attachment A Racing areas, marks, courses and course flags A1 Racing Area The racing area is shown below in Figure A1 (indicative only). Figure A1: MOFC Race Area 18 CORING 18.1 The Low oint scoring system of RR Appendix A will apply (Attachment 3). Rule A9 shall apply for all series results Three races are required to be completed to constitute a series When fewer than five races have been completed, a boat's series score will be the total of her race scores When from five to seven races have been completed, a boat's series score will be the total of her race scores excluding her worst score When eight or more races have been completed, a boat's series score will be the total of her race scores excluding her two worst scores A boat, requested by the Race Committee to volunteer instead of racing for the day's events, will be scored average points for each of those events. 19 ELIGIBILITY/ENTRY AND INURANCE INET 19.1 A skipper or other person intending to race shall complete the on-line Registration Form relevant to the class/fleet they intend to sail. Alternatively, a person intending to race may complete and submit a "Try ailing" Registration and ayment Form, located near the Official ailing Notice Board All skippers must submit to MOFC an Insurance Certificate of Currency valid for all or part of the racing season. A Certificate of Currency that expires during the racing season must be resubmitted as valid on or prior to the expiry date. The minimum level of cover is Third arty Liability and ublic Liability Insurance of not less than AU$10,000, Neither a skipper or a person intending to race will be considered registered and eligible to race until they have paid the appropriate fees, as listed below. Keelboat kipper: $99.00 Keelboat Crew: $99.00 Try ailing Experience (maximum of 3 races in a season): $ ersons holding a current MOFC Crew Membership are automatically registered to race on the boat of their nominated skipper and Instruction 19.3 does not apply. 20 AFETY REGULATION 20.1 Nothing in these ailing Instructions shall be taken as authorising or endorsing a level of safety preparedness that is less than that required by law All competing boats shall submit a current version of the appropriate 'pecial Regulations Equipment Compliance Form' as part of their entry and eligibility. A boat failing to submit the form, or making false claims in a submitted form, will not be deemed eligible to race Division A and B fleets shall comply with Category 6 Compliance Card requirements oling fleet shall comply with Category 6 Modified Compliance Card requirements. age 15 age 12

14 20.5 Dinghy fleet shall comply with YWA Off The Beach (OTB) Compliance Card requirements All fleets shall comply with Category 3 Compliance Card requirements for any races held at night All persons aboard a vessel without safety rails shall wear a FD type 1 or FD type 2 when afloat All Dinghy sailors will wear FD type 2 at all times when on the water A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a member of the Race Committee to proceed immediately or within a specified timeframe to a designated area for inspection A boat failing to comply with any Instruction in this section shall be scored DQ without a hearing. 25 DICLAIMER 25.1 All those taking part in races conducted by the Mandurah Offshore Fishing and ailing Club do so at their own risk and responsibility The Mandurah Offshore Fishing and ailing Club, any sponsor an any party involved in the organisation of any event disclaims any and every responsibility for any loss, damage, injury to persons and things, both ashore and at sea as a consequence of participation in any way in the races covered by these sailing instructions Attention is drawn to fundamental Rule 4 of the RR, which states: "The responsibility of a boat's decision to participate in a race or to continue racing is hers alone." END OF AILING INTRUCTION 21 ADVERTIING 21.1 Boats shall display advertising when approved/instructed by the Race Committee. 22 OFFICIAL BOAT 22.1 The start and finish boats shall display an MOFC burgee/id. Other official boats may display a green and white flag or MOFC burgee/id. 23 RADIO COMMUNICATION 23.1 During the period of the event, the Race Committee Boat may be contacted on VHF Channel 72. articipants should only contact the Race Committee Boat regarding matters of safety During the period of event, competing boats should not radio other competing boats, except for emergencies and other critical matters While racing a competitor shall not receive radio transmissions or mobile phone calls not available to all competitors A boat failing to comply with Instruction 23.3 may be scored DQ without a hearing. 24 RIZE 24.1 ennants will be awarded to places, as shown below, decided on handicap as well as fastest for each fleet/class.
