1 Replies to Queries of the Bidders Date: SUB: Replies to queries of the bidders for Tender for annual rate contract for procurement of SRM for CGD Network of MNGL, Pune REF: Bid Document No. MNGL/C&P/ /110 dated & Addendum- I dated Dear Sir, Following are the replies to queries of the bidders. Kindly note the same. Sl. No. Bidder s Query / Clarification MNGL Reply Commercial 1 Extension of bid due date Due date of submission of bid is extended upto , 15:00 hours 2 Scope of Supply- technical Specification Freight /Unloading/ Loading of skid: Please confirm MRS shall be dispatched up to the stores only. Despatch details for SRM & MRS shall be provided at the time of dispatch. Bidder has to transport the SRM & MRS to the respective site anywhere in Pune, PCMC & adjoining areas of Chakan, Talegaon & Hinjewadi for one time only. The Scope of supplier includes packing, forwarding, transportation and unloading at MNGL Stores / Site as per tender terms & conditions. 3 SCC Clause No. 7 Delivery Schedule : You are requested to provide the delivery schedule as 10 weeks for SRM. This is a minimum delivery time of the meter manufacturer and it is very difficult to meet the delivery within the CDD. Pl. consider 3 weeks time extra for the drawing approvals for the 1st delivery order. 4 Price Reduction Schedule: Price Reduction Schedule for delayed delivery: You are requested to apply LD only on Please refer Cl. 2 undelivered goods value not on entire contract value. 5 Delivery Schedule : Within 8 (Eight) Weeks from the date of written intimation / Delivery Order by MNGL It's very difficult to supply skids in 8 weeks. Standard delivery of PRV & RPD meter is weeks. Request to consider delivery schedule 10 weeks from the date of drawings approval. 6 Delivery Schedule Pg.No.85 SRM: 8 weeks delivery. Kindly Accept, Delivery schedule SRM-10 weeks. 7 Liability Pg.no.41 Clause and 11.4 of GCC Pl add and accept Liability of the seller under this clause shall only be towards injury, death or property damage caused to the extent of negligence of the seller 8 Ïnspection Pg.no.42 Clause 13, Inspection of GCC Charges for TPI appointed by MNGL shall be in MNGL s scope. Pl confirm Loading, boarding, travelling or any other charges towards the inspectors shall be in Purchaser s account 9 Delivery term Pg.no.45 : Clause 15 & 16 of GCC :Delivery term to be Ex- Works Seller s facility and transit insurance to be in scope of Purchaser. 3 Pg.no.47 provide blueprint, drawings" Clause of GCC We will not provide blueprint, drawings" spare part component; pl accept. 11 Delays In The Seller s Performance Pg.no.51 Clause 25 of GCC Pl Add the words, Rights of Purchaser under this section shall be subject to Purchaser giving advance written notice of default to Seller and Seller s failure in rectifying the default in reasonable period 12 Arbitration Pg.no.55 Clause 30.4 of GCC Pl accept Arbitration panel shall consist of 3 arbitrator, each party shall appoint 1 arbitrator and those 2 shall appoint an umpire. 13 Books & Records Pg.no.56 Clause 34 of GCC Please delete the clause this is not acceptable. 14 Permits & Certificates Pg.no.56 Clause 35 of GCC Kindly Confirm which permit and certificates are required. 15 Fall Clause Pg.no.57. Applicable permits and certificate as per requirement of law shall be procured.. Clause 38 of GCC Pl provide deviation as below: Fall Clause The price charged for the materials supplied under the order by the supplier shall in no event exceed the lowest price at which the supplier sells the materials of identical description and quantity to any person / organizations including the Purchaser or any department of the Central Govt. or any Department of a State Govt. or any Statutory undertaking of the Central or State Page 3 of 9

The above stipulation will, however, not apply to : a) Exports by the Contractor/Supplier or b) Sale of goods as original equipment at prices lower than the prices charged for normal replacement 16 Guarantee in GCC Pg.no.48. Cl 20.1 Guarantee (second last para) Pl accept Repaired or replaced materials shall be similarly guaranteed by the SELLER for a period of no less than three months from the date of replacement/repair or remainder of the original warranty period, whichever is later Technical 1 Flow Rate We understand that for such small flow rate RPD Meter with EVC is required instead of USM. 2 PSV : We understand that PSV is not required on filter. Kindly confirm. 3 RPD Meter Approved Make Please accept METREG Germany make RPD Meter. We have supplied METREG Make meter in various CGDs like IGL, Hryana City Gas and MGL. Documents attached. 4 Meter Rangeability Please accept rangeability of 1:80 for 50 SCMH skid. 5 Ball Valve Rating Please confirm main line ball valve rating and end connection because at inlet it is mentioned #150 and at outlet it is #800 6 Manual Valve Approved vendor Please approve GM Engg as approved vendor of For filter PSV - Please follow as per P&ID. METEREG Germany is approved subject to confirmation from METEREG for one year additional extended warranty. Please read both as #800. Page 4 of 9

5 manual valves. 7 Filter : We understand that y strainer is acceptable for such small flow rate 8 Filter Approved Vendor We also request you to please accept our own make (Autometers Energitec Ltd.) Filters for your existing tender. Please note that we are supplying our own make Filters in most of the CGD companies like IGL, Haryana Cita Gas, Gujarat Gas since long and till date we have supplied approx. 300 skids with our own make Filters. If desired we can submit PO references along with other supporting documents in this regard. 9 PCV with SSV We understand that integrated SSV with regulator is required. 10 PCV Kindly confirm the requirement of UPSO/OPSO arrangement with PCV. 11 P&ID, Regulator Datasheet PRV Type: Pilot Operated Request to consider direct operated regulator for such low flow and pressure requirement. We already supplied 50,100 & 100 SCMH skids with direct operated regulator. 12 P&ID/Gas Detector Datasheet: Gas detector requirement We understand from P&ID that gas detector is not required in SRM. Please confirm. 13 QAP : 100% RT. Request to consider 10% RT. Please confirm the same. 14 QAP : Inspection/Final inspection We understand that overall skids inspection is as per 3.1 certification and also the final inspection is in purchaser scope. Approved subject to following: 1) Submission of credentials & performance satisfaction certificate from established CGD clients. 2) Additional one year extended warranty. Integrated SSV with regulator is acceptable Confirmed. Gas leak detector is required Please follow tender specification Page 5 of 9

6 15 Painting Datasheet : Hot Dip galvanizing: Piping Request to consider power coating of piping, pipe fittings and fasteners. 16 Process Parameters : Inlet pressure-1.5 to 4 bar (g), Outlet pressure 0.5 to 2 bar (g). Outlet can't be higher than inlet, please advice what is the Minimum inlet and Maximum outlet needs to consider for regulator sizing. 17 Gas Meter & Electronic Volume Converters (EVC). EVC shall be compatible with MNGL Web Application Kinldy provide MNGL Web Application Details related to EVC connectivity only, to confirm the compitability of EVC with Web Application 18 AMR System We Understand SIM required for communication will be in MNGL Scope 19 Approved Vendor List : Approved Vendor for Relief Valve Kinldy accept M/s Fainger Leser and M/s Rajrishi for Relief Valve. We already supplied skid with this make releif valve to MNGL. 20 Approved Vendor List : Approved Vendor for Ball Valve Kindly accept M/s Steel Strong for Ball Valve. They are EIL Approved Supplier. 21 Approved Vendor List : Approved Vendor for RPD Meter and EVC Kindly accept Raychem Make RPD Meter with EVC. They already supplying to MNGL 22 Ball Valve Data Sheet Ball Valve data sheet below 2" Kindly confirm below 2" size ball valve to be supplied with A105 body It is indicated in process parameters. If required, will be provided after award of contract. Bidders understanding is correct. Relief valve of M/s Fainger Leser is approved subject to the following: 1) Submission of credentials & performance satisfaction certificate from established CGD clients. 2) Additional one year extended warranty. 7 23 General: We understand Leakage Gas Detector is not applicable for this tender. Kindly confirm 24 Filter Data Sheet: Pressure Safety Valve Requirement We understand Pressure Safety Valve is not required on Filter. Kindly confirm 25 Regulator Data Sheet : Fire Safe Design API 6 FA 2008 asked in Regulator Data Sheet Please note Fire Safe Design API 6 FA 2008 is not applicable for Regulator as same is applicable to Valves. Kindly accept the same. 26 Inspection Plan 3.1 Certification Please confirm skid shall be inspected as per EN certification. There is no in process inspection applicable, pl. confirm. Also pl. confirm the cost of the TPIA will be in the scope of purchaser. 27 Ball Valve Datasheet MOC (Body) 2" & below Please confirm acceptance of ASTM A 105 as a body MOC in place of ASTM A350 Gr.LF2 as max operating pressure is only 4 barg. 28 Regulator Datasheet Type pilot operated PRV We understand the requirement of PRV is direct acting type with pilot operated slam-shut valve for your future automation. Please clarify. 29 PNGRB guideline As pet tender clause and PNGRB guideline, any component or pipeline flange should not be of ductile iron material. Pl. confirm in this case we should not use any of the component flange / body material of ductile iron. 30 Approvals Approval by Indian W & M dept Gas leak detector is required as per the Tender specifications. Pressure safety valve for filter is not required. Please follow for valves. Bidder s understanding is correct Please follow PNGRB guidelines and Tender specifications Indian W&M Dept approval is required Page 7 of 9

8 Pl. confirm the requirement of meter and EVC should be type approved by Indian W & M dept. 31 Technical Specification Gas Meter & EVC Inlet and outlet straight piping required & flow straightening device should be as per PTB/EC/TRG13 or equivalent (Page-101 of 109). - RPD meter doesn t require any flow straightening device due to its constructional features. However conical strainer shall be provided in order to remove impurities. Please confirm. 32 Clause No. D- (E), Pg 100 of 160 AMR System & GSM We will supply GSM Modem in Ex-proof junction box housing as per your datasheet of GSM Modem. Kindly confirm your acceptance. 33 Datasheet of EVC (Page 119 of 160) Tender has asked for RS-232 communication serial port whereas previous tenders has asked for RS-485 port. Please confirm the requirement of port as RS-232 or RS Datasheet of Filter (Page 120 of 160) As mentioned in filter datsheet (note no: 3) Fire case PSV of suitable capacity shall be provided on each dry gas filter. Please confirm it is not required as per P&ID. 35 Requirement of Gas leak Detectors (Page 121 of 160) Please confirm the requirement of Gas leak detector. 36 Examination test (Page 106 of 160) Please accept intimation of 4 days prior of any examination or control test in place of 1 month. 37 Datasheet of Check Valve (Page 134 of 160) Please confirm requirement of Check valve as PRV works as Check valve & it is also not shown in P&ID. Instead of RS 232 communication serial port, please read as RS 485 communication serial port. For filter PSV - Please follow as per P&ID Confirmed as per specifications is required. Confirmed. 38 P&ID - Ball Valves Please consider 800# Page 8 of 9

9 Isolation ball valves shown in the P&ID is both 150# & 800#, We understand it is of 150#. Please clarify. 39 P&ID - Ball Valves Valves across filter for DPG is shown as 1", Please confirm impulse line can be considered of 1/2"X800#. 40 QAP Various Test External Leak test, Fire Safe Test, Anti-static test etc. are 100% inspection. We can provide Type- Test Certificate for the same. Please confirm. Please follow as per P&ID. Please submit the signed & stamped copy of Replies to Queries of the Bidders along with tender document with your techno-commercial offer as a token of acceptance.
