The management will do its utmost best to provide an accident-free workplace for all employees and interested parties as well as a sustainable green environment by ensuring the outputs of work activities do not cause undue pollution to the society. Safety Handbook The company will strive to prevent environmental, health & safety hazards that are undesirable to employees and interested parties through continual reviews and improvement of its integrated management system. Complying with the applicable regulations as required by Ministry of Manpower, relevant authorities and the clients. We fully recognise the importance of identifying and minimising the risks and impacts that may affect the health, safety and the environment of our workforce as well as the members of the public. To build upon CSC Group s achievement in all areas of operational excellence, I am counting on each and everyone of us to continuously commit to our Safe Work Practices which are designed to identify, assess, mitigate or eliminate risks. I therefore, urge YOU to use this easy-to-use reference manual frequently as a reminder of our Safe Work Practices and support the tenets of operations. Thank you for your ongoing commitment. The employee is responsible for and must wear the appropriate Personal Protective Equipment (PPE) at all times while at work. 2. PPE must not be abused, and if damaged must be replaced before continuing the work. 3. All accidents, property damage, dangerous s or near-misses must be reported to the safety department immediately, failing which CSC shall not accept to entertain the case. 4. No smoking while operating the machines. 5. Anyone caught stealing, fighting or causing property damage will be disciplined and may be subject to immediate dismissal at the Management s discretion. 6. Follow safety instruction; do not take chances. If you do not know, ask. 7. Immediately correct and report unsafe conditions. 8. Observe and obey all warning signs. 9. Horseplay will not be tolerated. 10. Use the right tools and equipment for the job and use them safely. 11. Always follow Safe Work Procedures. 12. The use, possession or being under the influence of illegal drugs or intoxicants is prohibited on site. 13. Any electrical connections, alterations and repairs should only be done by competent electrician. 3

2 General Rules 14. All non-life threatening accidents cases which require medical attention must be referred to company s designated hospital (Raffles Hospital). Company will not reimburse medical fees if the injured employee is referred to other hospital/clinic. 15. Do not carry out work without an approved Permit- To-Work, where PTW for the work is in force. 16. Follow all the other safety rules as stated in the company s Safety Management System, failing which penalty shall be served on employees according to the infringement fines as stated in the Safety Management System. Lifting Operations Never wrap a sling around Severe bending L must be greater than S No job is so urgent or important that we cannot take time and effort to do it SAFELY Severe bending can cause breakage of sling 4 No person is allowed to stand under a suspended load Always use tagline to control the load 5 Lifting Operations Manual Handling Broken wire Bird caging Kinked Crushed All damaged slings must be removed from site Follow these rules during lifting operations:» Inspect lifting gear and lifting machine before use.» Use only approved rigging equipment.» Use proper rigging technique.» Never overload the lifting gear or lifting machine.» Lifting must be done gradually with the load lifted 1~2 inches off the ground initially to check stability.» Never stand under a suspended load.» Lifting crew must understand their specific duties and responsibilities and must stop any lifting work if an unsafe condition is identified.» Always insert padding or use lifting frame to prevent severe bending or breakage of sling. 6 7

3 Personal Protective Equipment (PPE) Welding and electrical safety Every employee must use and wear PPE while working on site. The type of PPE used will depend on the nature of work. However, basic PPE such as safety helmet, safety boots and reflective vest must be worn at all times. Earth rod must be inserted Face shield must be worn Rod holder must be fully insulated Helmet with chin strap Dust mask Proper clamp must be used Standby fire extinguisher Cable must be kept tidy Ear plugs Ear mufflers DB box must be locked at all times Do not lay cable on ground Warning sign must be displayed clearly Safety harness Safety boots Rubber safety boots Welding gloves Rubber gloves Reflective vest ELCB must be installed in DB box Electrical hand tools must be inspected by LEW monthly and documented Cable to be hung on insulated hook 8 9 Excavation safety Waste Management & Housekeeping Risk Assessment briefing for Operator before work starts Banksman to guide excavator during operations Do not leave the door open when the operator is not present Do not operate machinery which emits black smog, send it for servicing Bucket should be placed facing downward when not in use to avoid collecting water Blinker light must be working in good condition Standby fire extinguisher in the cabin in case of fire Provide proper access ladder for trenches > 1.2m deep 10 11

4 Safety in Load Test Erection Area must be cordoned off with Danger signage to prevent unauthorised entry Steel plates must be provided for safe crane footing Concrete blocks to be seated on steel plates for stability purpose Lifting lugs must be checked before lifting Chipped or cracked concrete blocks must not be used and should be discarded from site Safety harness must be anchored while working at height Use certified mancage for transporting workers onto the ground General worker 1. Obey all safety instructions. 2. Avoid horseplay and unsafe practices that can result in incident/accident. 3. Make full and proper use of all Personal Protective Equipment and safety devices provided. 4. Report unsafe conditions, injuries and incidents to Supervisor immediately. 5. Practice good housekeeping at all times. 6. Ask the Supervisor if you are not sure of how to do the work safely. 7. Do not engage in a fight with fellow workers, refer all disputes to Supervisor. 8. Ensure that proper Risk Assessment (RA) has been briefed to you by your Supervisor before work is carried out. 9. Do not carry out work without approved Permit-To- Work. 10. Always follow Safe Work Procedure. Follow these rules during load test erection:» Inspect lifting gear and lifting machine before use.» Area to be cordoned off to prevent unauthorised entry.» Workers must anchor safety harness while at height.» Lifting crew including crane operator must coordinate with one and another properly Rigger / Signalman 1. All riggers and signalmen must be suitably qualified with accredited training qualification. 2. Must follow instructions as given by Lifting Supervisor. 3. Must follow standard rigging and signalling methods to avoid confusion. 4. Must work together as a team with the Lifting Supervisor and Crane Operator. 5. Shall discontinue any lifting operations if unsafe condition is spotted during lifting operations. Report to Lifting Supervisor immediately. 6. Always follow Safe Work Procedure. Machine operator 1. Operate the required machinery which they are competent in. 2. Perform daily maintenance check of the machine. 3. Follow Safe Work Procedure. 4. Lock the cabin door if the machine is unattended to. 5. Do not move the machine without proper instruction or Banksman guiding the movement. 6. To coordinate lifting operations with and the advice of the lifting Supervisor, and diligently keep a safe lookout during machinery operations with signalman and rigger. 14 Lifting Supervisor 1. Ensure all lifting operations are carried out in accordance with safety requirements both legal and in-house requirements. 2. Stop all lifting operations immediately if unsafe condition is spotted. 3. Ensure lifting crew are properly briefed before lifting operations are carried out. 4. Follow Safe Work Procedure and Risk Assessment at all times. 5. Ensure that Permit-To-Lift is approved with necessary Lifting Plan. Site Supervisor / Site Foreman 1. Ensure works performed in accordance with client s safety requirements. 2. Coordinate and execute work safely. 3. Ensure safety procedures are followed at all times. 4. Report an unsafe act or unsafe condition to WSHS / WSHC and rectify immediately if life threat is present. 5. Supervise the work closely and act swiftly if work is done in a haphazard manner. 15

5 Project Coordinator 1. Responsible for coordinating manpower, plant & equipment and materials arrangement. 2. Monitor work progress and ensure work is carried out safely. 3. Verify records and reports submitted by Site Supervisors. 4. Ensure work is carried out according to Safe Work Procedure. Mechanics 1. Execute repairing or servicing according to Safe Work Procedure and machine maintenance instructions. 2. Use and wear appropriate PPE when carrying out repair work. 3. Report all unsafe conditions to Site and WSHS/WSHC immediately. 4. Consult expertise from specialist if unsure of how to repair the machine. 5. Do not take short cut when repairing the machine. 6. Keep proper record of maintenance report for future reference. Project Engineer 1. Ensure Risk Assessment is done before work is executed. 2. Ensure work is done according to Safe Work Procedure. 3. Ensure work is done according to client s safety requirements. 4. Accountable for all safety related issues and ensure all safety shortcomings are addressed properly before work is continued. Project Manager 1. Overall in charge of projects in terms of progress & safety. 2. Accountable for all safety related issues and ensure all safety shortcoming are addressed properly before work is continued. 3. Represent project team in attending to client s safety requirements. 4.
