1 THE CITY OF TERRACE CITY OF TERRACE COUNCIL REPORT MEMO: FROM: DATE: SUBJ: Heather Avison, CAO for Mayor and Council John Klie, Fire Chief October 26, 2015 Perission for the Skeen a Valley Guru Nanak Brotherhood Society and The Sikh Teple Skeena Gursikh Society to discharge consuer fireworks on Noveber 11,2015 RECOMMENDA TlON: It is recoended that the City gives perission to the Skeena Valley Guru Nanak Brotherhood Society at 4916 Medeek Ave., Terrace BC V8G 4A6, as well as the Sikh Teple Skeena Gursikh Society located at 4634 Walsh Ave. Terrace BC, to discharge fireworks on Noveber 11, 2015 BACKGROUND: On October 20, 2015 Mr. Parinder Singh Parar, applied for perission to discharge consuer fireworks at 4916 Medeek Ave. Mr. Parar is applying on behalf of the Skeena Valley Guru Nanak Brotherhood Society to hold the consuer fireworks display at their Sikh Teple located at 4916 Medeek Ave. The Sikh Teple Skeena Gursikh Society is also applying to hold the consuer fireworks display on Noveber 11th 2015 located at 4634 Walsh Avenue. The consuer fireworks display is in celebration of the Sikh religious holiday Diwali. Diwali is a festival of lights observed on the 15 th day of the onth of Kartika in the Hindu calendar. Many people in Terrace, as well as all of Canada, celebrate Diwali each year. Diwali is also known as the "Festival of Lights". Laps, fireworks, and bonfires illuinate this holiday, as the word "Oeepawali" eans "a row or cluster of lights" or "rows of divas (clay laps)". The festival sybolizes the victory of righteousness and the lifting of spiritual darkness.

2 Council Agenda Report The ebers of the Skeena Valley Guru Nanak Brotherhood Society and the Sikh Teple Skeena Gursikh Society have celebrated this holiday for any years with the display of consuer fireworks at the Sikh Teple at 4916 Medeek Ave. and at the Teple at 4634 Walsh Avenue. The consuer fireworks are shot off either in the Teple's parking lot or yard at the back of the Teple. Either place is suitable and safe for discharging fireworks of this nature. At all ties during the fireworks show, there is adult supervision of the area and of the discharging of the fireworks. The fireworks are set off between 6:00 P.M. and 8:00 P.M. and will last for inutes. Any debris or garbage left over fro the fireworks is picked up by ebers of the Teple that evening. Attached are four aps showing where this event is planned for. Two of the aps are fro Terra View showing its location on the street in relation to the other lots. The other two aps are fro Google Earth, giving a "bird's eye view" of the property. The aps clearly show that the property is big enough to hold an event of this type with little to no danger to the neighbourhood.
