3 HSE legislation HSE legislation guide The Health and Safety Regulations 81, as amended 2013, detail the responsibilities and provisions that employers are responsible for regarding first aid in the workplace. It is a legal duty for employers to ensure that if a member of staff takes ill or is injured while at work, immediate care and attention is provided. Needs assessment All employers should carry out a first aid needs assessment taking into account potential hazards and risks within their workplace. The following points should be considered when conducting a first aid needs assessment: The nature of the work and workplace hazards and risks. The nature of the workforce. The organisation s history of accidents. The size of the organisation. The needs of travelling, remote and lone workers Work patterns. The distribution of the workforce. The remoteness of the site from emergency medical services. Employees working in shared or multioccupied sites. Annual leave and other absences of First Aiders and appointed persons. First aid provision for nonemployees. A freetouse online calculator is available on St Andrew s First Aid Training and Supplies Ltd s website at calculator. This calculator will guide you through your workplace first aid needs assessment and detail your requirements. Due diligence The amendment to The Health and Safety (FirstAid) Regulations 81 also removed the requirement for the Health and Safety Executive (HSE) to approve the training and qualifications of workplace first aid personnel. In effect, the HSE no longer approves training providers to deliver workplace first aid qualifications. The onus is now placed on the employer to not only carry out a first aid needs assessment but also to carry out a due diligence check to ensure that a training provider meets all quality assurance requirements. This due diligence exercise requires you to prove that the training provider can provide evidence that they can or have: The qualifications expected of Trainers and Assessors Monitoring and quality assurance systems Syllabus content Certification St Andrew s First Aid Training and Supplies Ltd is cited as a standard setter in first aid by the HSE. Additional training Dependent upon the findings of your first aid needs assessment, there may be a requirement for additional training or equipment to provide an adequate level of support to employees who may have various underlying health conditions. For example, you may have an employee who has allergies and is prone to suffering an anaphylactic reaction if exposed to an allergen. Sending an employee onto an Anaphylaxis Awareness course will give them the extra indepth knowledge required to provide immediate assistance to a colleague should he/she suffer an anaphylactic reaction and also to provide advice on preventative measures to colleagues. There may also be employees who come into the at risk category for a heart attack due to age or underlying conditions such as high blood pressure, diabetes or lifestyle. With ambulance response times averaging eight minutes, every second counts when it comes to resuscitating someone who has had a cardiac arrest. Automated External Defibrillators (AEDs) enhance the chances of survival by up to 75% if used quickly enough. More employers are becoming aware of the benefits of having these lifesaving machines readily available within their workplace. 13 Paediatric First Aid Two day course (12 hours) Certificate valid: 3 years Oct 17 Aberdeen Dundee Edinburgh Glasgow Glenrothes The Paediatric First Aid course provides in depth training for people who are required to be First Aiders within a childcare setting workplace. This course is designed for those working in environments dealing with infants and children, i.e. schools, nurseries and private child care. 14 Anaphylaxis Awareness (4 hours) Certificate valid: 3 years Cardiopulmonary resuscitation (CPR) (2 hours) Certificate valid: 3 years This course gives information and training on how to recognise and treat anaphylactic shock and includes autoinjector training. 15 Moving and Handling Principles (3 hours 30 minutes) Certificate valid: 3 years The Moving and Handling Principles course provides basic training for people who are required to move and/or handle items or goods within the workplace. The course syllabus meets the requirements as specified in the Manual Handling Operations Regulations 92. Who should attend? Understand the facts relating to manual handling. Nov 17 Dec The course syllabus is approved by the Institute of Fire Engineers (IFE) and meets the requirements of the Fire Scotland Act Learn how to prevent and combat fires in the workplace, including evacuating a building and the different types of fire extinguishers. That s when the clock starts ticking! Calling 999 in the event of SCA is critical, as is performing CPR on the victim. Heart attack or SCA? SCA is very different from a heart attack, or myocardial infarction, although it can cause SCA. A heart attack occurs when one or more blood vessels to the heart are blocked, causing damage to the heart muscle. A Sudden Cardiac Arrest is caused by an abnormal heart rhythm or ventricular fibrillation, which causes the heart to stop pumping blood. The single most effective treatment for SCA is early defibrillation providing a shock to the heart within the first three to five minutes. There are many people willing to come to the aid of a victim of SCA, but many more would be prepared to help if they had the confidence to administer CPR and operate an Automatic External Defibrillator (AED). An AED, or Automated External Defibrillator, is a small electronic device designed to allow minimallytrained people to provide lifesaving defibrillation (electric shock to the heart) to victims of sudden cardiac arrest. During SCA, the normally organized electrical impulses that initiate cardiac contraction (heartbeats) discharge chaotically, and the heart muscle twitches spasmodically. An AED applies a brief pulse of electrical current to a heart, allowing the heart s normal electrical system to resume control. 35 Fundraising Charitable donations are absolutely vital to St Andrew s First Aid because they allow us to continue our lifesaving work, and teach more people first aid skills. In Scotland if you have a cardiac arrest outwith hospital, there is only a one in twenty chance you will survive. St Andrew s First Aid wants to turn this shocking statistic around but we can only do this with your help. We want to teach more people across Scotland the skills and knowledge to not only help themselves but help others too when they need it most. Building a nation of lifesavers Our aim is to create a nation of lifesavers by equipping the people of Scotland with the necessary skills in first aid. It costs 60 per month to put a St Andrew s first aid volunteer through our 12 month leadership programme giving them the chance to learn new skills and fulfil their potential. It costs 120 for a first aid trainer to provide lifesaving skills to a class of 30 children. In Scotland first aid is not part of the school curriculum. It costs 1,000 to purchase an automatic external defibrillator. The use of a defibrillator in the first three minutes of a cardiac arrest increases the chances of survival by over 70%. It costs 1,500 to train and equip a first aid volunteer to be a member of our rapid response cycle team. Using a cycle team at an event such as a marathon allows First Aiders to reach those injured quickly and across a larger area. It costs 2,000 to train, equip and retain a first aid volunteer in the field. Last year our volunteers provided first aid cover at over 2,000 events and gave up 66,733 hours of their own time to ensure safety at events across Scotland. It costs 15,000 to purchase a specially designed mobile first aid treatment vehicle. These vehicles are essential at large scale events.
