24 Health and safety legislation Key health and safety considerations Fire safety considerations Health and safety courses Health and safety Health and safety can seem complicated, but it needn t be. St John Ambulance s range of health and safety training is designed specifically to help you: understand your health and safety requirements and meet your legal obligations ensure the safety of staff, students and visitors. Health and safety legislation The Health and Safety at Work etc. Act 1974 requires you to provide appropriate information, instruction, training and supervision to ensure, as far as is practical, the health and safety of all staff, students and visitors while at work. The Management of Health and Safety at Work Regulations 1999 identify situations when health and safety training is important, such as: for new staff members when there are new risks in the workplace when risks have increased or changed where skills may need refreshing and updating. The Safety Representatives and Safety Committees Regulations 1977 and the Health and Safety (Consultation with Employees) Regulations 1996 require that you consult staff or their representatives on health and safety issues. Under the Regulatory Reform (Fire Safety) Order 2005, schools must carry out a fire risk assessment and have sufficient fire marshals available at all times. The HSE provides additional guidance specific to the health and safety of students and staff at hse.gov.uk/services/education.

25 Health and safety legislation Key health and safety considerations Fire safety considerations Health and safety courses Key health and safety considerations Who is responsible for health and safety? You must ensure someone competent is responsible for performing health and safety duties. This could be you, one or more members of staff, someone from outside your school or a combination of these. Do you have a written policy? All schools with five or more members of staff must have a written health and safety policy which clearly describes: how health and safety is managed who is responsible for different aspects of health and safety how duties should be performed. St John Ambulance training can help you produce an effective written policy, offering guidance on how to consult with your staff and school governors to ensure they understand its relevance to them and engage with it. Have you carried out a risk assessment? A risk assessment helps you to identify all hazards so you can put in place measures to eliminate or reduce these risks. St John Ambulance Risk assessment training covers all the steps needed to carry out an effective risk assessment. It also looks at how often risk assessments should be carried out. Have school employees received the appropriate information and training? For the safety of all staff, students and visitors to your school, you must provide clear instructions and information, along with appropriate training. Do you have the appropriate health and safety supplies and equipment in place? You must ensure that your school is equipped with appropriate health and safety and first aid supplies. St John Ambulance provides a range of materials, from warning notices to fire extinguishers. Click here for more information. What are your health and safety considerations for your students? The Department for Education provides information and guidance on the physical and emotional wellbeing of children and young people at education.gov.uk/schools/pupilsupport/pastoralcare/health The courses listed on these pages c can help you to meet the various aspects of your school s health and safety obligations.

26 Health and safety legislation Key health and safety considerations Fire safety considerations Health and safety courses Fire safety considerations The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person for the premises to carry out a fire risk assessment and nominate a sufficient number of competent persons (fire marshals) to assist in implementing the emergency procedures identified in the risk assessment. As part of your fire risk assessment you need to consider: the number of buildings the number of floors work outside of normal hours the number of assembly points cover for fire marshal sickness/absences. Areas in your school You must split your school into multiple significant areas if: it covers more than one floor it would take more than 60 seconds to cover on foot it contains both low and high hazard areas. You should also consider how many staff and students are in each area and whether there are members of the public visiting on a regular basis. You may need more fire marshals to assist in safe evacuation in a fire emergency. Our Fire marshal training covers the fundamentals of fire prevention as well as quick, effective and safe action in the event of a fire. BS is the first major change to workplace first aid kits in 14 years. It represents the minimum recommended cover, though you may have specific additional needs to fulfil your school s risk assessment. Our range of BS compliant workplace first aid kits includes: To see our full range of first aid kits, visit sja.org.uk/firstaidkits and for the consumable items you need to keep your kit in date and fully stocked, visit sja.org.uk/firstaidconsumables Alpha small workplace kit F30601 Step 1: Low hazard Higher hazard Degree of hazard (eg. most classroom areas) (eg. science labs, sports facilities, technology and design workshops) Step 2: How many significant areas does your workplace have? A significant area is an individual floor or building, but we strongly recommend that a first aider can get a kit and reach the casualty within 60 seconds of an initial call for assistance. For example, if you have a classroom area and science labs on the same site, this will be a minimum of two significant areas: 1) The classrooms = low hazard 2) The science labs = higher hazard Each area needs to be assessed on its own risks. Alpha medium workplace kit Step 3: < >50 < >25 F30602 At least one small kit At least one medium kit At least one large kit per 100 people At least one small kit At least one medium kit At least one large kit per 25 people How many people per significant area? Step 4: Recommended minimum first aid kit requirements* Step 5: Previous injury and illness records Step 6: Specific risk factors The new St John Ambulance workplace kits represent the minimum recommended cover ; do you have specific needs to fulfil your school s risk assessment? Alpha large workplace kit F If you have a large significant area, would two kits work better than a single larger one, especially in a higher risk environment? Disabled employees, students and visitors Existing health issues High instances of specific injuries Lone or remote workers Members of the public on site* Multiple floors or buildings Number of first aiders available Professional drivers (eg. any employee who drives as part of their work) Proximity of emergency medical services Proximity of your school to high hazard areas (eg. next to gas storage units) Public access remote areas or buildings Variable degrees of risk on the same site Working with children or infants Working outside of normal hours. * Footfall of members of the public falls under the HSE s recommendation to offer a duty of care to people at your premises. An assessment of those likely to be on site (children/elderly/disabled) is necessary to ensure you are best able to cope in the case of an accident.
