1 Greater Shepparton City Council Mayor s Welcome Welcome to Greater Shepparton! We are delighted to be hosting the 2018 Victorian Long Course Swimming Championships. We re pleased that our community will get to see Victoria s top young swimmers compete. Well done for devoting your time and upholding the best qualities of sportsmanship and teamwork. I would like to thank all the people who have put time and effort into making this event possible. We re glad that you ll get to experience the championships in the beautiful natural surroundings of Greater Shepparton. We re proud of the wide range of sporting and recreational facilities available to keep our community fit and active. While you are here, please take the time to indulge at some of our restaurants and cafes and enjoy our local, fresh produce. To all the parents, thank you for supporting your children s swimming and bringing them to Greater Shepparton to make the long weekend possible. We truly hope that all the swimmers and their families will have an enjoyable time. Good luck to everyone, have a great carnival, and most of all have fun! 2 Goulburn Valley District Swimming Association President s Welcome As president and on behalf of the Goulburn Valley District Swimming Association District 19 and its affiliated swimming clubs - Shepparton, Cobram Barooga, Kyabram, Benalla, Mooroopna and Finley, I have the great pleasure of welcoming everyone to the Goulburn Valley, the City of Shepparton and Aquamoves for the 2018 Victorian Country Long Course Swimming Championships. I thank Swimming Victoria for your recognition and support of our District in awarding us the opportunity to host the premier Country Swimming event; an event like no other on the Victorian Swimming Calendar. The meet would not have been achieved without the commitment and proactive support of the Greater Shepparton City Council and we acknowledge them as our Major Sponsor, thanking them for their continued support and assistance associated with this significant swimming Championship. Some particularly important thanks also to our Sponsors large and small for their support and partnership with the Goulburn Valley District; without them the event would not have been what it is this weekend. Please take time to take note of them within the program, and look to return, in kind, their support. To the Swimming Victoria Officials, your efforts throughout all events, and over the next three days of these Championships is acknowledged and we thank you greatly for your continued commitment to our sport of swimming. You provide a safe yet competitive, fun and relaxed environment which allows swimmers to strive and reach their goals and we cannot thank you enough for your valuable time during the Championships. To all the competitors, congratulations on qualifying particularly those for the first time on reaching this level within your sport. 3 Swimming Victoria President s Welcome On behalf of Swimming Victoria and its Board of Directors, it is my great pleasure to welcome you to the 2018 Victorian Country Championships. This year, more than 560 athletes from all corners of Victoria are coming together at Aquamoves in Shepparton to compete over three days of exciting competition, showcasing Victoria s most talented country swimmers. Having competed in over 20 Country Championships myself, this event is very close to my heart, and a unique celebration of our amazing Victorian country swimming community. I hope that you enjoy the event as much as I have over the years! First and foremost, I would like to thank the host district, Goulburn Valley District Swimming Association. This event would not be possible without the hard work and dedication that the volunteers from Goulburn Valley have put in. This is the fourth time the district has hosted the event at this venue and I ve no doubt the Championships will be hugely successful. Thank you to our sponsors, EVO Sportswear, Funky Trunks and Funkita, and PhysioHealth for your continued and generous support of our great sport. 7 1. EVENT DETAILS The 2018 Victorian Country Championships will be held at the Raymond West Complex, Aquamoves, Shepparton. These Championships are conducted under the rules of Swimming Australia Limited and the Swimming Victoria Inc. Competition bylaws. The Organising Committee in consultation with Swimming Victoria reserves the right to alter the start time of the Finals if deemed necessary. Program of events The 2018 Victorian Open Championships will consist of 108 events conducted over 3 days. All relay events will be swum as Timed Finals in the finals sessions. The following individual events will also be swum as timed finals with the fastest heat swum in the finals session: Event 13 Female Open 400m Freestyle Event 14 Male Open 400m Freestyle Event 55 Female Open 400m Individual Medley Event 56 Male Open 400m Individual Medley All other individual events will be swum as Heats and Finals. Events for which there are less than four (4) entries shall not be conducted. A detailed Program of Events in included in this program. 2. This includes swimmers and coaches travelling between the warm up pool and the outdoor competition venue. The transfer of passes from one individual to another will result in the confiscation of the pass for the entire meet. This includes swimmers, coaches, team managers and series ticket holders. 3. 8 4. WARM UP Warm up will be split into two session times, each 45 minutes in duration. Swimmers and coaches are responsible for ensuring that they are in the correct lane and warm up session. Please refer to the warm up schedule for session times, allocations and procedure. Coaches and swimmers are expected to know and implement these procedures, including the lane set up. During sessions, there will be designated lanes in the indoor pool available for warm up and cool down. Swimmers must ensure that they carry their pass with them to the indoor pool in order to gain re-entry to the competition area. Swimmers must only warm up/cool down in the designated lanes as the remainder of the indoor facilities are for Aquamoves members/general public. 5. OPENING CEREMONY The official welcome and opening of the championships will be held at 3.15pm on Friday 26th January. Two members from each club, with club banner, will need to assemble at the marshalling area at 2:45pm in preparation for the official March Past and other formal proceedings. Club representatives should be in club uniform. Officials will also join the March Past. AMATEUR OATHS Athlete Oath In the name of all competitors, we promise that we will take part in these Championships respecting and abiding by the rules which govern them, in the true spirit of sportsmanship for the glory of the sport and honour of all teams. Officials Oath In the name of all officials, I promise that we will officiate in these Championships, with complete impartiality, respecting and abiding by the rules which govern them in the true spirit of sportsmanship. 6. MARSHALLING PROCEDURES & INFORMATION An announcement will be made at the conclusion of the warm up session to request competitors in the initial (usually three) events to report to the Marshalling area. Those event numbers and all calls for subsequent events will be displayed on the electronic scoreboard. Published timelines are provided as a guide only and must not be relied on as the start times for particular events. Event start times may change significantly due to heat combinations or other variables. Where there are a number of withdrawals from heats and subject to time constraints, the Marshals may either re-seed events or combine heats. Marshalling calls are usually made three events ahead of the event in the water. This may vary with the distance of, or the number of entries in the various events in the program. Swimmers should monitor the marshalling calls frequently and should be aware of the event, stroke and heat number in which they are competing. It is the swimmer s responsibility to ensure they are present in marshalling at the correct time. A copy of the program will be fixed to the wall in the corridor outside the marshalling tents to ensure swimmers have this information prior to entering the marshalling room. Inside the marshalling tents, the Marshals will call the names of the swimmers in each heat of an event at least three times if they have not reported. Swimmers are late reporting if they have been called three times and have not been marked as present, the heats have either been combined/re-seeded or the first heat has been handed over to the Check Starter. Swimmers who are late reporting will only be allowed to swim at the discretion of the Referee in Charge. Swimmers may report early for subsequent events and may then leave the area. They must return to the area and report to the Marshal in time for those events to be handed over to the Check Starter. If they fail to return in time for their heat, the onus is on the competitor. Timed Finals will be swum slowest Heat to fastest Heat. All swimmers (or a representative of the swimmer) in events that are swum as timed finals, including those seeded in the fastest heat to be swum in the finals session, must marshal in the morning heat session. Relays are exempt from the requirement to marshal in the morning and are only required to marshal in the finals session.

9 7. WITHDRAWALS Withdrawals prior to event day can be ed to Withdrawals on event day can be done by letting the marshal know but is not mandatory. Finals The following is an extract from the Swimming Victoria Competition Bylaws Section 1.13 Withdrawals: - Competitors wishing to withdraw from a Final shall do so in writing, signed by the competitor or an authorised representative within thirty (30) minutes of the posting of the Finalist list for that event. - A competitor not having withdrawn as specified, and who does not compete in the Final shall be deemed a late withdrawal, and as such, shall be debarred from competing in his next individual event. - If a late withdrawal occurs in the competitor s last individual event of the competition he shall be fined. - The penalties for late withdrawal may be reviewed if there are medical grounds or the competitor can prove hardship for not competing. A competitor who is added to an event Final following the withdrawal of another competitor, and who can show that he was unaware of the change may claim hardship. - Emergencies where listed will also need to withdraw from Finals. Withdrawal forms will be available at the Announcers table. Completed withdrawal forms should be lodged with the Chief Recorder. 8. PROTESTS Protests may be lodged:- a) if the rules and regulations of the competition are not observed. b) if other conditions endanger the competitions and/or the competitors c) against decisions of the referee, however no protests shall be allowed against decisions of fact. Protests must be submitted to the Referee in writing by the swimmer(s) or authorised representative of the swimmer(s) together with the prescribed deposit within thirty (30) minutes of the conclusion of the respective event. If the conditions causing the protest are noted prior to the competition, the protest must be lodged before the starters signal is given. All protests shall be considered by the Referee. If he rejects the protest, he must state reasons. The protester may appeal against the rejection to a Jury of Appeal whose decision is final. If the protest is rejected, the deposit will be forfeited. If the protest is upheld, the deposit will be returned. A Jury of Appeal, where possible, shall consist of a Director plus two (2) other members. 9. BACKSTROKE EVENTS Backstroke events require a feet first entry into the pool. Backstroke ledges will NOT be used at this event. 10. RELAY EVENTS For all team events, a team list must be provided on entering the Championships or be submitted on the appropriate form by 10am on the day of the event. At the Victorian Country Long Course Championships each country club can enter a maximum of 2 relay teams per event and each competitor is limited to a maximum of 4 relay event swims whether age group or open. Clubs must clearly indicate A or B teams on the team list. Relay team members need to swim in the order listed on the team sheet. Relay swimmers will be required to present their accreditation when they marshal. Their names will be checked against those on the team sheets submitted m EVENTS As per section 1, all 400m events will be swum as timed finals with the fastest heat to be swum in the finals session. Swimmers in the fastest heat must note the requirements at section 6 to marshal during the morning session with the remaining heats of that event.

MULTI-CLASS SWIMMERS & EVENTS Multi-Class Swimmers (Swimmers with a Disability) Multi-Class Classification Cards must be displayed to the Technical Director prior to the first event in which the competitor intends to swim in the meet or series. The card is then valid for the rest of the meet/series. A Provisional Classification is not recognised in Multi-Class events at any meets conducted by Swimming Victoria unless otherwise specified. Multi-Class Events Results are calculated using the SAL MC Points Score Calculator, which compares the actual times swum, to the world record time for the classification for that event. The swimmer with the highest points in each event is awarded first place, therefore the first to finish may not necessarily be the winner. This is not an IPC approved meet. 13. FINALS & MEDAL PRESENTATIONS In the finals session, all competitors will be lead onto pool deck prior to being introduced at the starting blocks. There will generally be a presentation of medals for the previous event. The swimmers will then be introduced, prepare to swim and the race will begin. At the conclusion of the event, place getters are to remain (or in the case of 50m events, immediately make their way to) the start end of the pool, dry off and get dressed for presentation of medals. A Presentation Official will be in the area to assist. Do not go for a swim down. Medals will be presented as soon as possible once the following event has been swum. Dress requirements for medal presentations are tracksuit (preferably Club or State) or Club or State t-shirt with appropriate tracksuit pants or shorts. Footwear is optional. Towels and/or head wear are not to be worn. We request the cooperation of all swimmers and coaches in the presentation of medals. Medal presentations will be held as soon as possible after the results have been published. Place getters should proceed directly to the presentation area. 14. TROPHIES & AWARDS The following perpetual trophies and awards will be presented at the conclusion of the Championships: Australia Day Medallion Dr Rob Godfrey Memorial Trophy Bruce Carter Trophy Napthine Shield Alan Monaghan Shield Herb Jeffrey Award asctavic Country Achiever Awards Please refer to the rear of the program for information about this trophies and awards and past event winners. Points Score The following points score will be used to determine the winner of all awards where a point-score is used: 1st 2nd 3rd 4th 22 points 18 points 16 points 14 points 5th 6th 7th 8th 12 points 10 points 8 points 6 points 15. RECORDS Symbol Record Type Description V Victorian Best time swum by a competitor currently registered with Swimming Victoria. In order to hold a Victorian Record, the competitor must be an Australian Citizen. VA Victorian All-comers Best time swum within Victoria. C Country Best time swum by a competitor registered with an affiliated Victorian country club for events listed in Schedule A5 of the SV Competition By Laws. E Event The time defined as the fastest time swum at the Country Championships.

11 16. POOL DECK CODE OF BEHAVIOUR Victorian Swim Meet Guidelines Last updated: 16 August 2016 Swimming Victoria and asctavic implement the following Pool Deck Code of Behaviour at all meets they conduct. All coaches, support staff, officials and competitors are expected to adhere to these guidelines. Coaches MUST display their current ASCTA Coaching Licence & Working with Children Check (WWCC) Cards at all times. Coaches will be asked to leave pool deck if they fail to display their cards. Pool Deck Access: only permitted for the following: Accredited and Licensed ASCTA coaches whose registration is current, valid & being displayed around their neck so it is clearly identifiable from a distance. Coaches must also carry their current WWCC card on them at all times. Licensed coaches include Bronze, Silver, Gold & Platinum Coaches only. SAT CS do not have accesses to pool deck; Team Managers, Support Staff, Masseurs, Physiotherapists and other authorised helpers, who have been provided with an authorised SV Pool Deck Pass (SVPDP) which is clearly identifiable at all times. A SVPDP will only be issued by SV if the Head Coach or President of the relevant club certifies the essentiality of those persons. Competitors, SV Officials, Staff and Volunteers when required who are clearly identifiable through the correct uniform for their role; No other person without a clearly identifiable ASCTA Licence or SVPDP is permitted onto Pool Deck. Pool Deck Use: Coaches and Swimmers are requested to: Only access pool deck when warming up, cooling down, marshaling and competing in the current event; Ensure the pool deck is not congested & clear of swimming bags, massage tables and other ancillary equipment. Warm up procedures Warm up procedures are clearly identified in the Warm Up Schedule located on the SV website under each event. Coaches are expected to know and implement these procedures, including the lane set up. It is the responsibility of every coach to ensure their swimmer(s) are aware of the warm-up timing and that swimmers clear the water when required. Coach Seating Area: Coaches seating is available in the designated area on pool deck that provides visibility to their athletes competing; Athletes must not congregate or leave bags in the area and only use the area to gain instructions & feedback. General Matters & Coach Liaison: asctavic will appoint a Coach Liaison (CL) to represent the coaches on operational issues during SV meets. The CL will be the key point of contact between Swimming Victoria, the Technical Director and Meet Supervisor for operational issues i.e. warm up procedures, coaches seating, pool deck access etc; The CL must NOT be approached for issues that relate to individual athletes or teams i.e. DQ s, protests etc; The appointed CL s will be communicated to all coaches and they will have the opportunity to meet with the Technical Director prior to the commencement of the meet; All members are encouraged to provide feedback to the CL of any matters (favourable or unfavourable) relating to the meet in writing. It is essential the Association has its member s feedback to pass on to SV; At all times, coaches and swimmers must respect directions of the Technical Director and/or Coach Liaison and/or SV. If a coach has a request or concern, please attend to it via the asctavic Coach Liaison; Walk-way(s) must be kept clear at all times (other than official tables) as walkways are thoroughfares. Failure to abide by these guidelines A verbal warning will be issued by an Official nominated by SV, followed by a written caution for a repeat breach of behavior. A copy will be given by asctavic and to SV; For serious or continual breaches the coach and/or the swimmer and/or squad can be prohibited from participating in the swim meet. Repeated offences may attract penalties in relation to future swim meets.

12 17. CONCOURSE AREA = RESTRICTED AREA During the meet only working officials are permitted to be on the pool concourse (the concreted area on either side of the pool) during the competition. Only officials (including timekeepers) and current event competitors will be permitted at either end of the pool. 18. BY-LAWS Swimming Victoria By-Laws apply at these Championships. A copy of the By-Laws can be obtained from the SV website. These By-Laws stipulate that refunds will not be provided unless an entry is rejected. Refunds are not provided for any other reason; including medical grounds. If less than 4 entries are received for any event, that event will not be conducted. 19. SAFE SPORT The safety of children and young people in our sport is paramount. We want swimming to be fun, enjoyable and safe for all. Everyone within the swimming community have a role to play in ensuring that we keep our proud sport as safe and enjoyable as possible. Swimming Australia have developed a Safe Sport Framework (SSF) which governs our sport and replaces all previous child and member welfare policies, procedures and code of conduct. We must also be compliant under the Victorian Child Safe Legislation. For further information please visit Keeping Swimming Safe on the Swimming Victoria website. 20. SWIMWEAR In accordance with SV Competition By-Law 1.5, swimwear shall comply with the FINA Rules. Unless otherwise directed by SV, in all levels of competition within Victoria, competitors may wear traditional suits provided the suits meet the following criteria: (i) (ii) Suits must be of a textile material and may not contain any material such as polyurethane, neoprene or like materials. Male costumes or briefs may not extend above the waist, nor below the knee. Female costumes may be one or two piece and shall not cover the neck, extend past the shoulders, nor below the knee and may not utilise zippers or other fastening devices. The 11/U swimsuit rule will be enforced at this meet. o 11/U Boys suits allowed are trunk, aqua short cuts, or classic briefs. o 11/U Girls suits allowed are a one piece swimsuit, as in the image. Only one costume (at a time) may be worn in competition. 21. MEDICAL CERTIFICATES AND TAPING All competitors, parents and coaches need to be aware that Swimming Victoria enforces the FINA Rule relating to Medical Taping. SW10.8 provides that any sort of tape on the body is subject to approval of the Sport Medicine Committee. Swimming Victoria is implementing this rule in modified form in that we require a certificate from a medical professional (doctor, physio etc) specifying why the taping is required. The certificate must be presented to the Technical Director of the Meet BEFORE the swimmers wearing the taping begins competing at that Meet. It need only be presented once for the duration of the Meet. The certificate must be dated and will be acceptable by Swimming Victoria for 30 days from the date of issue. The certificate should state that the swimmer is fit to swim and that the taping does not provide any competitive advantage to the swimmer. The Technical Director will check that a certificate is presented and further that the taping does not provide any advantage to the competitor. 22. RESULTS Results will be posted during the Championships near the Recorders Hut and near the Shepparton Swimming Club Rooms (near main entry point). Live Results can be obtained via the Meet Mobile app. Results will also be posted on the National Results Database and in PDF, Meet Manager and Team Manager format on the event page at the conclusion of the event.

13 23. ACCESS TO AQUAMOVES Access from the competition complex into the designated warm up lanes in the inside pool at Aquamoves is restricted to swimmers and coaches only. Spectators wishing to access the Aquamoves indoor facilities or leisure pool must exit the competition area via the main entry way and enter via Aquamoves reception. Spectators wishing to use the Aquamoves facilities outside of the competition area must pay the applicable casual rate directly to Aquamoves upon entry to reception. With the exception of the designated warm up lanes during competition times, Competitors wishing to access Aquamoves facilities must also pay the applicable casual rate directly to Aquamoves upon entry to reception.
