3 1. INTRODUCTION The European Volleyball Confederation is pleased to open the registration procedure for the 2018 CEV U19 Women / U20 Men Volleyball European Championship. The organisers for the Final Round are confirmed as: Men The Hague, Ede (NED) and Kortrijk (BEL) (dates: 14-22/07/2018) Women ALB (venues TBD) (dates: 01-09/09/2018) All other National Federations will compete in qualifying rounds scheduled for 2018 to book their places in the Final Round that will be played with 12 teams. The competition format for the 2018 edition remains the same as for the 2016 edition. This Championship will be managed and processed via the CEV database and therefore we ask all National Federations to apply the necessary accuracy while working with it. It remains the sole responsibility of the NFs to respect all Communications, Regulations, Guidelines and institutional decisions to guarantee the delivery of correct, accurate and complete data at any time that these are required. 2. CEV VOLLEYBALL COMPETITIONS REGULATIONS The latest version of the CEV Volleyball Competitions Regulations is available on the CEV website: 3. REGISTRATION PROCEDURE AND DEADLINE U19 WOMEN / U20 MEN The registration for this edition will be done through the CEV Database using the following form: 01CH (Team Registration) The registration deadline for closing and sending the above mentioned form is: Monday, September 18, 2017 at 23:59 CET Released on: 16 th August 2017 CHAMPIONSHIP - Official Communication No. 1 Page 2 of 6

4 After closing the form on-line, National Federations must click Print Form and then sign and stamp the paper copy and send it by registered letter to the CEV Office. This must also be sent with a post mark dated on or before the above mentioned deadline for the registration to be valid. Any National Federation definitely wishing to apply to organise a 1 st or 2 nd Round tournament must complete and return the relevant paper form (listed below) at the latest on October 10, 2017 at 23h59. The original form(s) must also be sent by post, fax or distribution to CEV before the above mentioned deadline is required ( nationalteams@cev.lu) CH-02a CH-02b (Application for Organising a U19/U20 1 st Round Tournament) (Application for Organising a U19/U20 2 nd Round Tournament) SMALL COUNTRIES DIVISION U19 WOMEN / U20 MEN In addition to entering the regular Championship, National Federations in the Small Countries Division can also enter the SCD competition as well. The same registration procedure, as outlined above, is required to be followed by teams from the Small Countries Division using the separate online form. 5 4. DRAWING OF LOTS The Drawing of Lots for these championships will be in Luxembourg. The Drawing of Lots date will be communicated in due time. Each of the participating National Federations has the right to apply for the organisation of a tournament. All applied host candidates will be seeded to the head of the pools and after that the remaining teams will be drawn to pools accoridng to the European Ranking Should more than required number of National Federations apply for the organisation, the organisers will be drawn by the CEV. Should less than required number of National Federations apply for the organisation, the organiser will be drawn by the CEV. The required organisers Drawing of Lots will be done before the pool composition Drawing of Lots. 5. COMPETITION FORMATS AND DATES In advance of the regulations, CEV can confirm the following applicable to both the U19 Women s and U20 Men s 2018 European Championship. In all cases, teams are allocated according to the latest respective CEV European Ranking. 1 ST ROUND A 1 st Round will only be played if more than 30 teams for women s competition and if more than 29 teams for men s competition of the same gender register for the championship. If played, the 1 st Round will follow the single round robin tournament format. COMPETITION FORMAT: Depending on the definite number of teams registered 1 up to 8 1st Round Pools. Each 1 st Round tournament will be played with a minimum of 3 [three] teams and a maximum of 4 [four] teams. 2 ND ROUND The 2 nd Round will be played using the single round robin tournaments format (i.e. 1 tournament one against each other ). The number of teams qualifying from the 1 st to the 2 nd Round will depend on the number of teams registering. COMPETITION FORMAT: Each 2nd Round tournament will be played with minimum 3 [three] and maximum 4 [four] teams. The 4 [four] teams in each 2 nd Round pool will play 1 [one] tournament (3 competition days in each with 2 matches per day = single round robin). 6 3 RD ROUND The 3 rd Round will be played using the single round robin tournaments format (i.e. 1 tournament one against each other ). 8 teams qualify from the 2 nd Round to the 3 rd Round. COMPETITION FORMAT: Each 3 rd Round tournament will be played with 4 [four] teams each. The 4 [four] teams in each 3 rd Round pool will play 1 [one] tournament (3 competition days in each with 2 matches per day = single round robin). Each of the 4 [four] National Federations involved in the pool has the right to apply for the organisation of the tournament. Should more than 1 [one] National Federations apply for the organisation, the organisers will be drawn by the CEV. Should less than 1 [one] National Federations apply for the organisation, the organiser will be drawn by the CEV. U19 WOMEN / U20 MEN QUALIFICATION DATES Round European Championships 1 st Round 11 th 14 th January nd Round 26 th 29 th April rd Round 28 th June 01 st July 2018 U19 WOMEN / U20 MEN SMALL COUNTRIES DIVISION FORMAT AND DATES The competition periods of the Qualifications and Finals for the 2016 edition of the Men s & Women s Small Countries Division are as follows: Round Small Countries Division Format Qualification 15 th December th January 2018 Tournament Finals March/April 2018 Tournament As according to the regulations, the Small Countries Division tournaments cannot clash in any way with the CEV U19/U20 European Championship 1 st or 2 nd Round. The appointed organisers of the Small Countries Division tournaments have to arrange dates that avoid any calendar clash. CEV EUROPEAN RANKING For the 2018 CEV U19/U20 European Championship, the CEV European Ranking (as relased in July 2017) will be used to list teams and subsequently place them into the specific Rounds. 7. AGE LIMIT According to the Official Regulations, the 2018 CEV U19/U20 Volleyball European Championship will only be open to: Female players (U19) must be: Born on 1 st January 2000 or thereafter Male players (U20) must be: Born on 1 st January 1999 or thereafter FIVB U20W/U21M WORLD CHAMPIONSHIP It was decided by the CEV Board of administration (BOA) that the CEV will no longer organise the age category groups World Championship qualifications. The highest classified teams, not already qualified, from the 2018 U19 Women / U20 Men CEV Volleyball European Championship will qualify for the respective 2019 U20 Women / U21 Men Volleyball World Championships according to the vacancies granted by FIVB to Europe per gender. 12 1 st COMPETITION BULLETIN November 29 th 2017 (6 weeks Organising National Federations are obliged to issue Competition Bulletin No. 1. The Bulletin can be released after it has been approved by the CEV Supervisor. PLAYER LICENSES (initial 10 players) PLAYER LICENSES (remaining players) December 11 th 2017 (30 days December 21 st 2017 (20 days All participating National Federations are required to register all potential players by applying for player licenses using the CEV 04 form within the set deadlines. The CEV 04 Form can be found inside the NF user areas of the CEV Database. TRAVEL TICKETS December 22 nd 2017 (minimum 2 weeks Organisers must ensure that the travel ticket(s) and/or the information as to when and where the tickets can be collected are with the CEV Supervisor, Referee Delegate and Referees. PLAYERS LONG LIST December 27 th 2017 (14 days All participating National Federations are required to duly complete and close the CEV 05 Form ( TEAM REGISTRATION ). The CEV 05 Form can be found inside the NF user areas of the CEV Database. It is limited to a maximum of 22 players, out of which 12 will eventually participate in the tournament. After it is approved the CEV 05bis will be automatically created. COMPETITION HANDBOOK On the arrival of the Teams and CEV Officials at the Competition Site Organisers are obliged to issue a Competition Handbook. The Competition Handbook can only be released after it has been approved by the appointed CEV Supervisor and the CEV. 13 CEV 05bis FORM Before each teams Preliminary Inquiry Before attending their Preliminary Inquiry, each team must complete and close the CEV 05bis form inside the CEV Database. (FINAL TEAM REGISTRATION) The maximum 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the players long list ). AFTER THE COMPETITION FINAL COMPETITION BULLETIN Immediately after the last match has finished (within 24 hrs) Organisers are obliged to issue a Final Competition Bulletin. 29 9. MEDIA - GENERAL Social media play a key role in the promotion of our sport and this competition. Considering the players competing are the most active age group on social media, it is important to use these activities to promote volleyball within these age groups. CEV will be covering all qualification tournaments using the following accounts: Facebook EuroVolley ( Twitter EuroVolley ( Instagram ( YouTube ( The official #hashtags for use are: #Volleyball when referring to the sport of Volleyball #EuroVolleyU19W when referring to the women s competition #EuroVolleyU20M when referring to the men s competition To best generate digital traffic around these tournaments and raise awareness of our sport, it is important that we all work together to ensure the experience for fans and followers is a positive and consistent one. We therefore ask the following of all teams: A briefing is given to all players, coaches and those working on team/federation accounts regarding the accounts CEV will be using and the official hashtags for inclusion. All tweets and posts made should link to the above relevant CEV account. Engage with the CEV and other participating federations on social media by liking, sharing, reposting, following, retweeting, reposting content. We will distribute a list of all National Federation account details to local media officers. The relevant hashtag(s) are to be used whenever posting or tweeting. Posts should be done or replicated in English for an international audience. Instagram is the platform for the young people and we would encourage players and teams to do Instagram stories. Social media promotion to be done before, during and after the event and each match. Visual posts are better received than textual posts so use photos, graphics and videos. For more detailed guidance documentation on the benefits of and how to use social media feel free to contact the CEV Communications Department. With static imagery there are no rights restriction over what can be posted and as well as using some of the official photos from Media on we would encourage behind the scene photos showing the social side of the event. Infographics are also a great way of displaying information (e.g. set scores, match results, big achievements etc.) in a more easy to digest way. Regarding video we would encourage short interviews with players or coaches in English, for publishing across social media channels - as well as being an educational piece for our future stars. Short videos of the teams away from the court (e.g. travelling, relaxing, playing games, eating etc.) are also often well received. 30 10. MEDIA - IN TEAM REPORTERS In a special social media action for these championships, CEV are asking each team to nominate an in team reporter. The aim of such an initiative is to provide something extra in the media by providing further insight into the team, as well as shining a light on some of our future stars. NFs to assign one person per team to be their (1st Round) tournament reporter. This player should be a potential future star, quite outgoing as a person, have reasonable English skills and be comfortable with social media. This person is expected to be regularily active during the tournament on their own social media, starting when they leave their home town right through until they arrive back home later. They can do this as they see fit, meaning they choose the platform(s), they choose the content they release. They are the creative directors of their own work! All we ask is that each post includes: #inteamreporter In advance CEV will promote the players that have been chosen by their Federations, helping fans know who to follow to get insight directly from inside each team. During the tournaments CEV will share, retweet and highlight the best content posted by the designated in team reporter and produce a daily #inteamreporter overview. The player(s) that do the best job in their role of #inteamreporter will receive some unique signed memorabelia from the recent EuroVolley Finals. If this new initiative is successful, we aim to repeat it (with modifications if necessary) for the 2nd Round in April as well. 11. PROMOTION CEV FTP SERVER: All required layouts will be uploaded and available on the CEV ftp server: ftp://nftp.cev.lu. Please be sure that you use an ftp client to access this. 32 COURT LAYOUT For the matches of the 1 st and 2 nd rounds, besides Nr. 12, 4 and 19 the Organisers must also produce the CEV banners for positions Nr. 9 and 15. Make always sure that the correct banners (denomination, age) are displayed on the positions 4,12 and 19! The floor stickers F1 and F6 are ceded to the Organiser. For the court layout arrangement see the annex 1 to this Official Communication. LED SYSTEM Organisers wishing to use the LED system shall send the duly completed LED application form for approval to events@cev.lu.
