INTRODUCTION The European Volleyball Confederation is pleased to open the registration procedure for the 2018 CEV U17 Women / U18 Men Volleyball European Championship, the first time ever a competition is open to these age groups. The organisers and dates for the Final Round are confirmed as follows: Men Zlin (CZE) & Puchov (SVK), dates are: 07-15/04/2018 Women Sofia and Samokov (BUL), dates are: 13-21/04/2018 All other National Federations will compete in qualifying rounds scheduled for 2017/2018 to book their places in the Final Round, that will be played with 12 teams per gender. The competition format for the 2018 edition remains the same as for the 2017 edition of the age category U18 Women / U19 Men. This Championship will be managed and processed via the CEV database and therefore we ask all National Federations to apply the necessary accuracy while working with it. It remains the sole responsibility of the NFs to respect all Communications, Regulations, Guidelines and institutional decisions to guarantee the delivery of correct, accurate and complete data at any time that these are required. REGISTRATION PROCEDURE AND DEADLINE The registration for this edition will be done through the CEV Database using the following form: 01CH (Team Registration) The registration deadline for closing and sending the above mentioned form is: Monday, September 4 th, 2017 at 23:59 CET After closing the form on-line, National Federations must click Print Form and then sign and stamp the paper copy and send it by registered letter to the CEV Office. This must also be sent with a post mark dated on or before the above mentioned deadline for the registration to be valid. On this form there are tick boxes to inform CEV if the respective National Federation intends to apply to organise one of the qualification tournaments (this information is only tentative not definitive). However, the definitive application forms and required procedure for applying to organise a tournament will be sent to all NFs after the registrations are confirmed and once it is determined which teams will start in each of the two qualification rounds, those will be announced in the Official Communication No COMPETITION FORMATS AND DATES The 2018 competition will be structured as follows: 1 ST ROUND A 1 st Round will only be played if more than 33 teams for women s competition and if more than 34 teams for men s competition register for the championship. If played, the 1 st Round will follow the single round robin tournament format. COMPETITION FORMAT: Depending on the definite number of teams registered one up to six 1 st Round Pools. Each 1 st Round tournament will be played with a minimum of three teams and a maximum of four teams. Each of the three or four National Federations involved in a pool has the right to apply for the organisation of the tournament. Should more than one Federation apply for the organisation, the organiser will be drawn by the CEV. Should no National Federations apply for the organisation, the organiser will be drawn by the CEV. 5 2 ND ROUND The second round is organised with a maximum of 32 National Federations qualified from the 1 st round or directly qualified. The number of teams qualifying from the 1 st to the 2 nd Round will depend on the number of teams registering. COMPETITION FORMAT: The 2 nd Round will be played using the single round robin tournaments format (i.e. one tournament one against each other ). Depending on the definite number of teams registered one up to eight 2 nd Round Pools. Each 2 nd Round tournament will be played with minimum three and maximum four teams. The four teams in each 2 nd Round pool will play one tournament over three competition days with two matches per day. Each of the four National Federations involved has the right to apply for the organisation of the tournament. Should more than one National Federations apply for the organisation, the organisers will be drawn by the CEV. Should less than one National Federation apply for the organisation, the organiser will be drawn by the CEV. In each pool, the first best placed qualifies to the Final Round. In case of a vacancy in the Final round, the next best placed team(s) across all pools qualify to the Final Round. U17 WOMEN / U18 MEN QUALIFICATION DATES Round European Championships 1 st Round 27 th 29 th October nd Round 04 th 07 th January SEEDING OF THE PARTICIPATING TEAMS For the 2018 CEV U17/U18 European Championships, the standing of the 2017 U16 Women / U17 Men European Championships will be used to list teams and subsequently place them into the specific Rounds. This is due to the fact that no European Ranking exists at this stage for this specific age group and players are moving from the lower age category straight to this new one. ORGANISATION APPLICATION Following the Team Registration, National Federations will be asked to apply for organisation of the tournaments in the 1 st Round and 2 nd Round by the end of September by using the provided organiser application forms (respectively the CH-02a for the 1st Round or 02b for the 2nd Round) ST AND 2 ND ROUND DRAWING OF LOTS The complete pool composition for the 1 st and 2 nd Round of qualification will be drawn together at the CEV Office after the needed organisers will be first defined. The organisers will be seeded as the head of the pools. The date for the DOL will be announced at a later stage. 1 ST ROUND Once it is determined which teams will start in each of the two qualification rounds, for the 1 st Round the previously mentioned standing will be used to create groups of up to six teams, each of which will be drawn into one of the four rows of the 1 st Round pools. 2 ND ROUND For the 2 nd Round, the previously mentioned standing will be used to create groups of up to eight teams, each of which will be drawn into one of the four rows of up to eight 2 nd Round pools. 7. AGE LIMIT According to the Official Regulations, the 2018 CEV U17 Women / U18 Men Volleyball European Championship will only be open to: Female players (U17) that shall be: Born on 1 st January 2002 or thereafter Male players (U18) that shall be: Born on 1 st January 2001 or thereafter Released on: 6 th July CEV U17/U18 VOLLEYBALL EUROPEAN CHAMPIONSHIP - Official Communication No. 1 Page 5 of 6

7 FIVB U18W/U19M WORLD CHAMPIONSHIP It was decided by the CEV Board of administration (BOA) that the CEV will no longer organise the age category groups World Championship qualifications. The highest classified teams, not already qualified, from the 2018 U17 Women / U18 Men CEV Volleyball European Championship will qualify for the respective 2019 U18 Women / U19 Men Volleyball World Championships according to the vacancies granted by FIVB to Europe per gender. 9. EUROPEAN YOUTH OLYMPIC FESTIVAL QUALIFICATION The best eight (or seven*) countries from the 2018 U17 Women / U18 Men CEV Volleyball European Championships will be invited to participate in the 2019 European Youth Olympic Festival in Azerbaijan. *The hosting nation (AZE), has the right to nominate their boys and girls team even if not among the top 8 of the U17/U18 European Championships. In case they renounce to participate with one of the national teams concerned (either boys or girls) or with both (boys and girls), the right to compete goes automatically to the next nation, on the basis of the final standing achieved in the 2018 CEV U17/U18 European Championship. 10 2. 2 nd ROUND APPLICATION FOR ORGANISING All National Federations interested in applying to organise 2 nd Round tournaments can do so using the form which can now be found in Download areas of the CEV Database and called: CEV Form U17w/U18m-CH-02b The deadline for returning the above mentioned form is: September 28 th, 2017 at 23:59 CET If there are more applications than needed, or less, a draw will be conducted to determine the organising National Federation(s) nd ROUND - DRAWING OF LOTS According to the total number of the registered teams per gender, all registered teams will start the competition directly from the 2 nd Round, except the Final Round organiser(s), those are directly qualified to the Final Round. The drawing of lots for the 2 nd Rounds will be held in the CEV Office in October 2017 under the supervision of the European Sports Organising Commission. The tournament organiser will be seeded to the head of the pools according to the final standing of the 2017 CEV U16/U17 ECH. Additional communication will be distributed to the participating National Federations to explain the drawing of lots procedure followed in more detail and provide the results. The CH-07-T Form is available inside the CEV Database under Federation Area Downloads, for the organising National Federations only. (Organisational Chart) The CEV 02 Form can be found inside the NF user areas of the CEV Database. 1 st COMPETITION BULLETIN November 21 st 2017 (6 weeks before) Organising National Federations should issue Competition Bulletin No. 1. The Bulletin can be released after it has been approved by the CEV Supervisor. PLAYER LICENSES (initial 10 players) PLAYER LICENSES (remaining players) December 04 th 2017 (30 days before) December 13 th 2017 (20 days before) All participating National Federations are required to register all potential players by applying for player licenses using the CEV 04 form within the set deadlines. The CEV 04 Form can be found inside the NF user areas of the CEV Database. TRAVEL TICKETS December 18 th 2017 (2 weeks before) Organisers must ensure that the travel ticket(s) and/or the information as to when and where the tickets can be collected are with the CEV Supervisor, Referee Delegate and Referees. PLAYERS LONG LIST December 20 th 2017 (14 days before) All participating National Federations are required to duly complete and close the CEV 05 Form ( TEAM REGISTRATION ). The CEV 05 Form can be found inside the NF user areas of the CEV Database. It is limited to a maximum of 22 players, out of which 12 will eventually participate in the tournament. 17 COMPETITION HANDBOOK On the arrival of the Teams and CEV Officials at the Competition Site Organisers should issue a Competition Handbook. The Competition Handbook can only be released after it has been approved by the appointed CEV Supervisor and the CEV. CEV 05bis FORM Before each teams Preliminary Inquiry Before attending their Preliminary Inquiry, each team must complete and close the CEV 05bis form inside the CEV Database. (FINAL TEAM REGISTRATION) The maximum 12 players listed on the CEV 05bis form must have already featured on the CEV 05 form (i.e. the players long list ). AFTER THE COMPETITION FINAL COMPETITION BULLETIN Immediately after the last match has finished (within 24 hrs) Organisers should issue a Final Competition Bulletin. 24 4. MEDIA Social media play a key role in the promotion of our sport and this competition. Considering the players competing are the most active age group on social media, it is important to use these activities to promote volleyball within these age groups. CEV will be covering all qualification tournaments using the following accounts: Facebook EuroVolley ( Twitter EuroVolley ( Instagram ( YouTube ( The official #hashtags for use are: #Volleyball when referring to the sport of Volleyball #EuroVolleyU17W when referring to the women s competition #EuroVolleyU18M when referring to the men s competition To best generate digital traffic around these tournaments and raise awareness of our sport, it is important that we all work together to ensure the experience for fans and followers is a positive and consistent one. We therefore ask the following of all teams: A briefing is given to all players, coaches and those working on team/federation accounts regarding the accounts CEV will be using and the official hashtags for inclusion. All tweets and posts made should link to the above relevant CEV account. Engage with the CEV and other participating federations on social media by liking, sharing, reposting, following, retweeting, reposting content. We will distribute a list of all National Federation account details to local media officers. The relevant hashtag(s) are to be used whenever posting or tweeting. Posts should be done or replicated in English for an international audience. Instagram is the platform for the young people and we would encourage players and teams to do Instagram stories. Social media promotion to be done before, during and after the event and each match. Visual posts are better received than textual posts so use photos, graphics and videos. For more detailed guidance documentation on the benefits of and how to use social media feel free to contact the CEV Communications Department. With static imagery there are no rights restriction over what can be posted and as well as using some of the official photos from Media on we would encourage behind the scene photos showing the social side of the event. Infographics are also a great way of displaying information (e.g. set scores, match results, big achievements etc.) in a more easy to digest way. Regarding video we would encourage short interviews with players or coaches in English, for publishing across social media channels - as well as being an educational piece for our future stars. Short videos of the teams away from the court (e.g. travelling, relaxing, playing games, eating etc.) are also often well received. BACKDROP The backdrop is not mandatory but in case a backdrop is used, the latter must be produce according to the official layout available on the ftp server. COURT LAYOUT For the matches of the 2 nd round, besides Nr. 12, the Organisers must also produce the CEV banners for positions Nr. 9 and 15. Make always sure that the correct banners (denomination, age) are displayed on the positions 4,12 and 19! The floor stickers F1 and F6 are ceded to the Organiser.
