4 1. INTRODUCTION The 2017 FIVB U23 Volleyball World Championships Men/Women will be played in the summer of 2017 organised by the FIVB. Europe has been awarded two guaranteed slots for each of these World Championships. The CEV Board of Administration decided that these slots will be allocated through a U22 European Qualification played in 2016, using two tournaments, each with four teams. For each gender, the eight teams will be: 2 organisers (one for each tournament) 6 teams from the respective U19 Women / U20 Men CEV European Ranking, dated 1st January 2016 The winner of each of the two tournaments per gender will qualify to the 2017 FIVB U23 Volleyball World Championship finals in TEAMS FROM RANKING As the respective CEV European Rankings will not change between now and the 1 st January 2016, we can confirm that the six teams entitled to compete in these tournaments according to the ranking are: U22 MEN U22 WOMEN 1 RUSSIA (RUS) 1 SERBIA (SRB) 2 ITALY (ITA) 2 TURKEY (TUR) 3 TURKEY (TUR) 3 ITALY (ITA) 4 POLAND (POL) 4 RUSSIA (RUS) 5 FRANCE (FRA) 5 BULGARIA (BUL) 6 BELGIUM (BEL) 6 SLOVENIA (SLO) In order for these teams to confirm their wish to participate, those National Federations listed above are required to complete and return the relevant Team Confirmation form (CEV Form U23-WCH-01m/w) to the CEV office (championships@cev.lu) by: 7 th December 2015 at 23:59 CET If any team does not confirm their participation by the above date, their slot will then be awarded to the next placed team in the respective ranking list. 16 th Nov Official Communication No. 1 Page 2 of 3

3. APPLICATION TO HOST A TOURNAMENT All National Federations, either eligible to participate due to their ranking position or not, are invited to apply for the organisation of one of these

APPLICATION TO HOST A TOURNAMENT All National Federations, either eligible to participate due to their ranking position or not, are invited to apply for the organisation of one of these tournaments using the form (CEV Form U23-WCH-02m/w). All applications to organiser are to be returned to the CEV office (championships@cev.lu) by: 7 th December 2015 at 23:59 CET CEV will then determine the two appointed organisers from the applications received for each gender. In case any organiser(s) is/are among the 6 mentioned teams above, their slot(s) will be filled according to the next teams from the respective ranking list. 4. POOL FORMATION For each gender, the pools for each tournament will be formed as follows: 1. The two appointed organisers will be drawn into either Pool A or Pool B and positioned as either A1 or B1, 2. The final 6 confirmed teams from the ranking will be placed according to the respective ranking list, using the serpentine system, starting at position A2. 5. REGULATIONS As stipulated on the Team Confirmation forms (CEV Form U23-01m/w), the 2017 FIVB U23 Women/Men Volleyball World Championships European Qualification is a CEV competition organised mutatis mutandis according to the CEV Volleyball Competition Regulations of the 2016 CEV U19 Women / U20 Men Volleyball European Championship, with any amendments following CEV decisions. 16 th Nov Official Communication No. 1 Page 3 of 3

REGISTERED TEAMS The below listed teams will participate in the 2017 FIVB U23 Volleyball World Championship 2016 U22 European Qualification: For the Men, Russia are directly qualified to the finals as the number 1 ranked National Federation. While for the Women, Slovenia are directly qualified to the Women s finals as hosts. The above information has been altered from what was communicated to all National Federations on the 29 th March, following the decision of the FIVB Board of Administration to not follow the proposal coming from the Sports Events Council and revert back to the quotas used in QUALIFICATION: U22 MEN A total of six teams will be competing in one tournament of five days competition (single round robin). The winner and 2 nd placed team will qualify to the 2017 U23 World Championship. 10 4. REGULATION AMENDMENTS During the latest CEV Board of Administration meeting (19/03/2016), several decisions were taken which impact our competitions. These are to be implemented according to the principle of only making changes to running competitions that has no additional involuntary financial impact on any participant. As this qualification is yet to commence, all changes will be applied to these tournaments. The latest version of the CEV Volleyball Competitions Regulations has recently been released and can be found under Volleyball in the Documents section of the CEV website, or directly here: 5. TEAM COMPOSITION Participating teams are permitted to have a team delegation composed of a maximum of 17 members and a maximum 3 extra officials (totaling 20 persons): Players: Team Officials: - 10 to 12 players - 1 team manager (speaking fluent English) - 1 coach - maximum 2 assistant coaches - 1 medical doctor (with IOC, FIVB or CEV authorisation), and/or, - 1 physiotherapist (with IOC, FIVB or CEV authorisation) See Section 2: CEV competitions, Article 21: Composition : Only team delegation members (the players and up to 5 Team delegation members, coach included) mentioned in the e-scoresheet can enter the Competition Area during a match. FIVB Registered player agents cannot be part of the team delegation. Up to 3 extra team officials (e.g. an additional trainer / statistician, etc.) may be added to a team delegation, but they will only be accredited when their local travel, accommodation and other necessary expenses are paid in advance by their National Federation to the organising National Federation at the communicated extra team officials rate. While medical doctors or physiotherapists without a CEV authorisation can still be part of the team delegation if they present proof of their profession, but they will have to sit in the spectator tribunes (no other persons can be added to the team bench instead). Then only upon request of the CEV Supervisor, can a non-authorised medical doctor or physiotherapist can intervene during the match in case of an injury. Following a decision of the CEV Board of Administration, Team Doctors are no longer required to attend their teams Preliminary Inquiries. 125 th May 2016 Official Communication No. 2 Page 4 of 9

11 6. PLAYER LICENSES REMINDERS All players right to participate is confirmed on their respective team s CEV 04 form ( COLLECTIVE LICENSE ). For a full set of instructions please see the CEV online Database Instructions for National Federation Users : A minimum of 10 players licenses must be registered inside the CEV 04 form by thirty [30] days before the tournament. All remaining players must be registered before twenty [20] days prior to the start of the tournament. The number of the licenses that can be applied for is unlimited and no license fees will be charged. For a players license (CEV 04 form) to be approved, all fields must be completely filled in accordingly, including having a suitable INDIVIDUAL PLAYER PHOTO uploaded. This photograph must be 1800 x 2800 pixels in size, with a minimum resolution of 300 dpi. The players in their individual photos must be dressed appropriately and be wearing their official match uniform. The background for these photographs should be the same for all. An up-to-date TEAM PHOTO (with everyone wearing their official match uniform) is also mandatory. This must be 4000 x 2500 pixels in size, with a minimum resolution of 300 dpi. All participating teams are able to select team uniform numbers from As a result of this change it has also now become compulsory for each National Federation to assign shirt numbers to each of the players that are selected on the CEV 05 form (deadlines for this are listed later in this communication). 7. SOCIAL MEDIA AND OFFICIAL #HASHTAGS As you will be aware, CEV now operates on four social media platforms, namely: Facebook ( Twitter ( YouTube ( Instagram ( National Federations are requested to link to these whenever posting or tweeting about the championships. 12 National Federations with teams competing are expected to engage and support the CEV Communications Department with the following: o Promote the competition via their own social media channels on a regular basis o Use the above mentioned official hashtags whenever posting about the competition o Strive for quality and comprehensiveness of both photos and video footage suitable for social media platforms o Produce additional video material, such as mixed zone interviews in English, for publishing across social media channels o Network with the CEV and other participating federations on social media by liking, sharing, reposting, following, retweeting content If you have any feedback or ideas for social media coverage please contact press@cev.lu 8. (Organisational Chart) The CEV 02 Form can be found inside the NF user areas of the CEV online Database. 1 st COMPETITION BULLETIN (6 weeks before) June 11 th 2016 Organising NFs are obliged to issue Competition Bulletin No. 1. The Bulletin can be released after it has been approved by the CEV Supervisor. PLAYER LICENSES (30 days before) June 25 th 2016 All participating NFs are required to register a minimum 10 players by applying for player licenses using the CEV 04 form inside the CEV Database within the set deadlines. Organisers must ensure that the travel ticket(s) and/or the information as to when and where the tickets can be collected are with the CEV Supervisor, Referee Delegate and Referees. All participating National Federations are required to duly complete and close the CEV 05 Form ( TEAM REGISTRATION ). Organisers are obliged to issue a Competition Handbook. The Competition Handbook can only be released after it has been approved by the appointed CEV Supervisor and the CEV. Before attending their Preliminary Inquiry, each team must complete and close the CEV 05bis form inside the CEV Database. (FINAL TEAM REGISTRATION) The CEV 04 Form can be found inside the NF user areas of the CEV Database. It is limited to a maximum of 22 players, out of which 12 will eventually participate in the tournament. After it is approved the CEV 05bis will be automatically created.
