1 City Council Work Session March 7, 2019 Strategies to address traffic flow in lebanon
2 City Council Goals Infrastructure and Utilities To improve the quality of life of our customers by providing clean, quality streets, clear signage, traffic patterns, and reliable utility services with financially sound and sustainable strategies Departmental Objectives and Strategies #1 Develop solutions and identify funding strategies to address traffic flow in Lebanon Continue to monitor traffic counts and complete traffic studies on five year cycle with the revision of Street Maintenance Master Plan (Streets) Complete I 44/Highway 5 Alignment Study and review options with all stakeholders (Streets) Identify and pursue grant and funding opportunities (All Departments) Establish a street maintenance schedule based upon pavement conditions, traffic flow demands, and public input (Streets) Establish traffic signal synchronization on Jefferson (Streets/MoDOT)

5 Existing Alternate Routes Washington Avenue Constructed as Jefferson Relief in 2001 As high as 10,000 vehicles per day in some sections Accessed both from Jefferson Avenue and Exit 130/Elm from the east. Exit 135 (Sleeper) Route F and BB State rural routes with no shoulders At grade railroad crossing Highway 65 Northbound to Highway 54 Eastbound GPS navigation systems are dynamic in prompting the quickest route.

9 Recommended Alternative by CMT The actual cross country alignment is not as important as the connection points. As has been mentioned in this report the land in the area of this new arterial route is mostly farmland. The final alignment can take many different routes but must have logical and easily accessible termini. Yellow Route Route 5 at the existing Goldenwood Road intersection $7.7 million Blue Route Elm approximately 450 feet east of the existing Booten Ave. intersection $11.6 million
10 Funding MoDOT Cost Share Program MoDOT matches up to 50% Application process Projects are selected by the Cost Share Committee, which consists of the Chief Engineer, Chief Financial Officer, Assistant Chief Engineer, and two members selected by the Director. Railroad The railway companies have historically shared in the costs associated with the implementation of a grade separated improvements at a minimum 5% of the costs associated with the structure carrying the roadway over the rail. These dollars are typically committed to projects that also incorporate nearby atgrade highway/rail crossing closures or consolidation of at grade crossings within the community.
