Made by: Marti Coan (Neenah), seconded by Jim Welnetz (Manitowoc) Approved Treasurer s Report-See report East Central player fees are $1.50 for Recreational and $3.00 for Classic. We have not increased our per player fees in several years. East Central has been running its budget with a negative cash flow for a few years and it was brought up that is not a good business practice. Clubs should think about this issue and decide if we should raise fees slightly for the soccer season.

2 Clubs with adult players should note that the fee for the Adult league player has gone up to $26.00 per player, payable to Wisconsin Soccer League. It was explained that Wisconsin Youth Soccer Association was paying part of the fee to hold cost down. Now that the new organization is taking over the registration process for the adult side, clubs should be aware of this added expense. Motion to approve the Treasurers report Made by: Jorge Simon (KASA), seconded by Marti Coan (Neenah) Commissioner Reports TOPS- See report o Wayne proposed that we spend the money donated to the TOPS program, by helping other clubs build programs in their areas. By providing a location for the TOPS program in various locations throughout our district, we provide an environment that players may be familiar with that is located close to their homes. TOPS feel comfortable when there is minimal travel and a familiar location to attend the weekly program. o Wayne suggested that we allocate money to some of the larger clubs to help them start a program. Interested clubs should come to East Central with a proposal for a startup program. This request could also include money to advertise the new program or to rent the facility to host a program. Once the program gets started, there are a number of organizations that will help support the TOPS program. Scheduling-See report o Classic teams are being evaluated for level of play. The meeting on Feb 27 will determine the final levels each team will play in. Location: Kimberly High School, Room: LGI, Time: 7:00 PM o At the Pre-scheduling meeting (determines which level teams will play at) the club representative that attends needs to know where each team will play this season. The meeting will not wait while a representative calls a coach to find out if the team will play in another division. Come prepared to make all decisions. o A team list will be sent out to all clubs outlining what teams are playing at which level. Notes will be attached to the list letting representatives know of any potential areas of concern where divisions might be combined or age groups merged. o Once the teams have been placed into a division and the schedule created, East Central will review the teams traveling to Niagara and adjust/balance who is traveling to their location. o Schedules will be sent out so that HOME games can be adjusted to fit the needs of the club. Clubs should keep in mind the distance of travel and schedule the team traveling the farthest for the second game. Games should be kept on the day of play or the alternate day of play. All other changes need to be approved by the coach and will follow the reschedule procedure outlined by the East Central Games Commissioner. o Reminder that the Scheduling meeting will be held on March 16 at the Kaukauna High School, LMC at 7:59 AM. For several years we have gone to Kimberly High School and people attending the scheduling meeting should realize it is at a new location. Pass the word onto your club representative about this new location. When Wayne creates the schedule he will try to keep the games on the days of play outlined by the membership. However, in order to create the schedule and to keep it within the dates of our season, Wayne may need to schedule some games on the alternate night of play.

3 When clubs make changes to the schedule it is expected that they keep the games on the night of play unless they confirm with the other coach/club it is ok to place the game on an alternate night. Moving a night of play because a coach has a scheduling conflict is not an acceptable reason to move a game. Registration No report o Clubs wishing to play in the adult league should contact WYSA to have Melissa set up their club with the Adult League section in the League One program Referee No report o If a referee wants information about Games Officials there is a training PDF on the East Central website. o Mike Jones is a good person to contact if you have questions about assigning. refdirector@pvysc.org o To locate classes to get recertified go to the web address listed below. Coaching-See report. o Participants need to be at least 14 years old to take the Youth 1 class. Participants under 18 will need to submit disclosure form found on the WYSA Office. If you have problems registering for a class contact the WYSA office for help o Requirements for the various coaching clinics have changed. You can review them at the following web address: Games See Report o New process on how to handle no-shows and rescheduling games. Clubs must share this process with their coaches. See attached report. Motion to accept the procedures, consequences and fines on how to reschedule a game. Friendly amendment made by Scott Nicholas (FOXX) to have the district collect all fees associated with this new procedure and then distribute the payment to the offended club. Friendly amendment accepted by Jorge Simon (KASA) Passed Jorge also presented a Game Rescheduling form that is located on the East Central website. District > Forms. Coaches will need to fill out this form when they want to reschedule a game. The Game Rescheduling form will track any issues concerning game reschedules. It will be filled out by the person cancelling the game and will be used as documentation concerning any issues surrounding the game. 4 Note that: Representatives from Howard Hurricanes, Green Bay Lighting and DePere were not in favor of using the Game Rescheduling form. Motion Passed o Game Day Report (Formally called East Central Roster Carding Report) Form was updated with score section at the top. If there is a red card issued the referee can remove the score section for the coach s records and keep the team information for his red card report. A suggestion was made to put the URL on the Game Day form to make it easier for referees to find the red card report on the East Central Discussion about putting a Yellow Card report on line so that the referee could submit the report electronically to East Central instead of mailing it in. The referee could decide which method he/she would prefer to use. This would be done for Yellow Cards only. Red Cards still need to be mailed into East Central. All reports are located on the East Central website for use Motion to put a Yellow Card report on line for the referee to have the option to use either electronic or US mail method to report any Yellow card situations at a game. If a player is registered to a club as a player, that player is committed to that club for the soccer season. There will be not transfers allowed with the district. 9 Date: February 15, 2013 Area: TOPS Commissioner: Wayne Stoflet Report: Fox Valley TOPS winter session will conclude February 23. We now have a total of 30 registered players for this year. Six new players joined us during the winter season. The spring session begins April 13, 2013 and will also meet on April 20, 27, May 5, 12 & 18. 10 Date: February 15, 2013 Area: Scheduling Commissioner: Wayne Stoflet Report: The game scheduling process is underway. Currently each club has a list of CLASSIC TEAMS that currently reside in LeagueOne. Each club is to verify the team listing indicating teams that will or will not participate and at what level. The annual pre-scheduling meeting is set for Wednesday Feb. 27, 7 PM Kimberly High School LGI. Clubs need to be finalizing recreational teams that will be playing East Central Leagues and be scheduled the end of this month. 11 Date: February 18, 2013 Area: Coaching Commissioner: Renee Sullivan Report: E in Wrightstown was moved from the High School to the Middle School. Y Clinic presented at the East Central Coach Convention. Read over the course requirements for each course. They have changed and coaches are expected to do some of the course work before each class. D License Course Beginning January 2013, the D License course will consist of four phases designed to prepare coaches to develop coaching competencies for teaching U13 through U14 players. The format of the course is a guided; candidate focused approach and consists of two weekends of practical coaching, instruction and evaluation. Candidates will also complete prepatory assignments and interim training sessions. USSF 'D' Course Prerequisites: Candidates must be 18 years old and hold an E Certificate for a minimum of 6 months E Certificate Course The E Certificate is an 18-hour course targeted towards coaches teaching U10-U14 players. The course's major focus is preparing coaches to enhance the technical competence of developing players. Dribbling, heading, passing, shooting, receiving and goalkeeping techniques are all addressed, and small-sided match related games are provided for coaches so that they can create an enjoyable, but challenging learning experience for players. 13 Game rescheduling and cancelling (Approved 2/18/2013) 1. Objectives a. All scheduled games shall be played in a season and scores be posted to the standings. b. All teams must be willing to find alternate dates in case of rescheduling. 2. Scope a. This procedure applies to Classic, Recreation and Adult leagues. The exceptions are noted where applicable. 3. Definitions a. Fees - only applicable to classic league No-show $100 Cancellation $ 50 b. Forfeit A forfeit is declared when a team fails to show up or cancels a game in advance A forfeit is recorded as 1-0 in favor of the team that is present or willing to play the game c. Game cancellation reasons There are no valid reasons for cancelling a game Teams shall make every attempt to reschedule a game d. Game rescheduling reasons All of these reasons apply when the majority, at least 70%, of players cannot make the date Game postponed due to inclement weather Field deemed unplayable by the field marshal, referee or owner Game conflicts with a school or church event Game conflicts with a state league or Midwest Regional League (MRL) game Game conflicts with a state cup game 4. Rescheduling procedure a. The team cancelling shall notify the opposing team and the field scheduler using the Rescheduling form b. The cancelling team could provide three (3) alternate playing date/times right away. c. The team being cancelled upon shall: If the cancelling team provided alternate playing date/times, pick one new date If the cancelling team provided alternate playing date/times, provide three (3) alternate playing date/times within one (1) week d. The new location must be agreed upon by both teams The new game does not need to be played at the same location as the original game e. Both team shall agree on a the new date one (1) week after the alternate dates are presented; so there is a maximum of two (2) weeks to reschedule from the time the cancelation notification. f. In the event the team being cancelled upon does not provide alternate playing date/times within one (1) week, then the canceling team will set a new date/time and location. g. If the teams have not made a decision by the end of the two (2) week period, then the EC Games Commissioner shall be notified in order to set a new playing date/time and location. h. Rescheduling a game to be played in the last week of the season Both teams shall complete the rescheduling attempts in one (1) week; all steps outlined above Games could be played after the East Central season is over but all games must be played before August.

14 5. Actions and fees a. The cancel and no-show fees only apply to the classic league, not to the Recreational or Adult league b. Inclement weather should be checked-in only if weather conditions are favorable to play the game If both teams are checked-in when the referees decide not to play the game then referees are to be paid o Upon rescheduling the paid referees must make every attempt to attend the rescheduled game o No additional pay will be given to the already paid referees o New referees will be paid for their position If the teams are not checked-in when the referees decide not to play the game then referees are not to be paid c. The responsibilities of coaches, players, parents, and spectators are as follows: A. are Expected to Show a Sportsman-Like Behavior 1. TOWARD TEAMMATES a. Team work and cooperation are absolutely essential for success in any group effort. Group spirit, unselfishness, a concern for others, and self-sacrifice are all necessary for the best team performance. b. Criticism and sarcasm seldom accomplish anything beneficial. The end result, nearly always, is less relaxation, more tension, and a corresponding decrease in skill. 2. TOWARD OPPONENTS a. The other team members are guest and should be treated accordingly. b. Uncomplimentary remarks toward or concerning the opposing team should never be made. c. Competition would not be possible without the cooperation, the appearance, and participation of the opponent. Treat your opponents as you yourself would like to be treated. 3. TOWARD OFFICIALS a. The official s task at best is a difficult one, and respect, rather than antagonism, should be the attitude of all players. b. Their decisions must be respected in order that the players and the spectators will receive the greatest benefit from the game. c. Officials are attempting to handle a difficult job to the best of their ability, and players have a great responsibility in establishing patterns of conduct for the spectators by the way they accept decisions. B. Conduct of Coaches, Parents, and Spectators 1. TOWARD PLAYERS a. should be encouraged to play according to the rules regardless of the tide of victory or defeat. b. should be encouraged to play their best! Win, lose, or draw, they should still be accepted as people. 2. TOWARD OPPONENTS
