Approved Treasurer s Report See report Tod will cash in the May 28, CD to cover some expense. It was decided to turn it in instead of raising fees. We will then be down to 2 CD s Motion to approve the Treasurer s report made by Marti Coan (Neenah) and Mike Buman (HOV) Approved

2 Presidents report: Try-outs for season. Information can be found on the East Central website. o Open promotions will be going into effect. U11-U13 - May 20, 2016 U14-U19 - May 27, 2016 Coaches can only talk to parents, NOT players. Cardings. Lots of Yellow. U15 and up Coed teams are getting most of the cards o Issues We are getting incorrect information on the game day report The numbers have to match the players. Please remind coaches that rosters have to have player numbers Parent and Coaches behavior o Parents should stay on their side of the field. They are not to approach the coach or referee. o Coaches set the example for the parents and spectators o Managers should be on the parent s side of the field unless specifically helping the coach East Central is following the Zero Tolerance and WYSA Sideline Behavior Policy Clubs need to make sure parents understand these policies and follow them. Attitudes and disrespect at the games are the issues that keep arising. Discussion: o Unsporting Conduct toward the referee is the number 1 reason why we lose young referees. We have referees at the entry level, but referees decide to not come back because they do not want to be yelled at for an hour. o It is difficult to allow a 15 or 16-year-old that makes a final decision on game calls. We need to respect referees and let them do their job. o Our sports culture has made it acceptable for the teams to blame the referee for the issues the team is having at the game. Games are not determined by how the referee is doing the job. o Coaches need to support the referee and set a good example. o Clubs need to be very clear to their coaches that they need to set the tone for the game. Club Pass vs. Guest Player Misunderstanding by some clubs as to what it means to club pass a player. Each club must understand the rule for club passing before using it. Club passing is the use of players from your club. In East Central we only allow Club Pass. All rules to the WYSA Club Pass Policy can be found here. East Central does not allow guest players in the Est Central Soccer League. Using guest players happens only in tournaments and each tournament has their own set of rules. East Central By-law change. Article I, Membership B. Guest Members: Guest members are representatives of Wisconsin Youth Soccer Association recognized soccer clubs from outside the East Central (EC) District who

3 play in EC regulated leagues. These members attend EC district meetings as advisory members. Non-East Central Team: Non-East Central Teams are representatives of WYSA recognized soccer clubs from outside the East Central (EC) District. If such clubs wish to have their teams participate in EC regulated leagues, and have players who are not fee paying players of the EC District, a Non-East Central Team fee and application must be submitted for approval before these teams and their players are accepted into the EC League. Accepted Non East Central Teams must abide by EC Policies and Rules and Regulations Motion to approve the Non-East Central Team to the East Central by-law was made by Wayne Stoflet (KASA) and seconded by Chris Billstrom (Oshkosh) Approved ***** Motion to approve Rules and Regs made by Chris Billstrom (Oshkosh) and seconded by Jay DeBruin (TASK) Discussion: The section about Non-East Central Teams team fees plus referee fees was discussed. It was decided to add the word applicable, before referee fees, as a better way to that describe each team is responsible to ½ of the referee fees. The heading in the Rules and Regulations under Non-East Central teams was: - All games must be played within East Central District boundaries The heading title was changed to: All games must be played with the following guidelines: Changes noted below for East Central Rules and Regulations. Non-East Central Teams All games must be played with the following guidelines: Field name and address must be submitted on the Guest Member application Fields must be within an hour s drive (maximum 60 miles) of opposing EC member club When the distance for a scheduled game is greater than an hour's drive (maximum 60 mile) and the Guest Member Club is the home team, the away team may request a neutral field to be assigned for that game. Individual clubs will be required to monitor this distance and request a neutral field. Non East Central Team Fee for playing in East Central Soccer District is: Recreational U12 and below: $ per team + applicable referee fees Academy and U11-U12 Classic: $ per team + applicable referee fees Recreational U14 and above: $ per team + applicable referee fees Classic U13 and above: $ per team + applicable referee fees Chris Billstrom and Jay DeBruin rescinded their first motion and accepted the changes mentioned in the discussion.

4 Motion was approved as amended It was pointed out the application form for Non-East Central Teams would need to have the same the word applicable added to the section about referee fees. Updates to all documents have been done and added to the East Central website. State Board Meeting Did not meet since last report. Commissioner s Report Tops: See report o UW Oshkosh was sent a thank you for money donated o Completes 16 season of TOPS o Ashwaubenon 6 th season Scheduling-See report o Fall scheduling- Dates of season will be set in the July meeting. Registration No Report Referee See Report o Headers. WIS Ref. has not changed its rules on heading. Referees will not penalize kids for heading. o Mentoring Good turnout at each program. One date got snowed out. Lot of positive feedback Reminder that in the season U10 we are going to three referees Initially we had clustered some games so that Mike could set up a mentoring day for referees. The schedule was changed and those games did not get saved. Mike will look to see if he can find an academy weekend event that he can set up some follow-up mentoring. o Cleats- There is not a rule on removable, medal or spiked cleats. As long as they are soccer specific. East Central will leave this rule at the discretion of the referee. Coaching-See Report o East Central is not responsible for making sure your coaches are licensed. License level is a club responsibility. Games No report o Discussed at the beginning of the meeting about game day management. Adult League See Report o Rule changes for adult will be for July meeting Recreational No Report o More information can be provided at the link listed above. o Jamboree deadline is June 12, 2016 o Date of Jamboree is July 9 and 10, 2016 o Club sponsoring the event this year is United Hurricanes o Jamboree meeting will be held to finalize the event o Club registrars will submit a list of teams interested in attending the Jamboree. It is important that teams understand that they are responsible to attend the Jamboree if they sign up. If one team does not show up, it affects the schedule and other teams lose a chance to play their allowed number of games. Please make sure your teams understand this when they sign up.

5 Academy- No Report o Schedule is out and things are going well. o Referees need to be reminded to follow proper procedures for check-in. Divisional assigning meeting. We struggle to find upper age teams that work out at one age division. Clubs are building teams to fit into age groups, but these teams end up in brackets that are blended into one or more age groups. It was suggested that for the 16 and up age groups we create high school level teams. instead of having U16, U17, U18 o We would have high school age teams and then create an upper, lower division o Items to hash out length of game, referee pay etc. o Clubs are cutting players because they are not fitting into an age level Discussion: Pros Some people say this makes sense because that is what is done in High School Smaller clubs would like this idea as they are already blending a large range of ages to make their teams. We need to create the rules if we decide to go in this direction. Cons Tournaments are an issue as they are set up by traditional age brackets. How would teams be able to register for tournaments? East Central is not a High School Program. Teams want to have competition to establish your record We need to work together as clubs. We need to talk to each other to make sure that every player that wants to play can play. This is a topic for us to discuss at the AGM. It was decided to table this discussion and explore at AGM. 9 Dec Wisconsin Youth Soccer Association East Central District By-Laws Name of Organization: East Central District: Objectives: Being affiliated with the United States Soccer Association, the United States Youth Soccer Association, the Wisconsin Youth Soccer Association, and the Wisconsin Soccer League, the East Central Youth Board will supervise, regulate and promote the participation of soccer consistent with the policies and procedure set by the affiliated organizations. Article I Membership A. Voting Members: Voting members are representatives of soccer clubs within the East Central District that are registered with the Wisconsin Youth Soccer Association, officers and appointed board members of the East Central District. The number of votes per club shall be consistent with the constitution and by laws of the Wisconsin Youth Soccer Association. No individual may carry more than one position s vote. Each officer and appointed board member will receive one vote. B. Guest Members: Guest members are representatives of Wisconsin Youth Soccer Association recognized soccer clubs from outside the East Central (EC) District who play in EC regulated leagues. These members attend EC district meetings as advisory members. Non-East Central Team: Non-East Central Teams are representatives of WYSA recognized soccer clubs from outside the East Central (EC) District. If such clubs wish to have their teams participate in EC regulated leagues, and have players who are not fee paying players of the EC District, a Non-East Central Team fee and application must be submitted for approval before these teams and their players are accepted into the EC League. Accepted Non East Central Teams must abide by EC Policies and Rules and Regulations C. Executive Committee: The Executive Committee of East Central shall consist of all Officers and Appointed Board Members as defined in Article II and Article III of the East Central By-Laws. Article II Officers A. The President will coordinate and direct board activities and policies in accordance to the rules and regulations of the Wisconsin Youth Soccer Association. He/she will preside over all scheduled district board meetings. If board vacancies occur, the president may appoint a temporary successor. The President s position will be elected at the district AGM, on odd numbered years. B. The Vice-President will aid the president in formulating and administering organizational policies. He/she will preside over district meetings in the absence of the president. This two-year term will be elected at the district AGM on even number years. C. The Secretary shall assume the duties of the President and Vice-President in the absence of both officers. He/she shall maintain all correspondence and communication essential to the conduct of the business of the district board. He/she shall serve a two-year term and be elected at the district AGM on odd numbered years. D. The Treasurer shall report on the receipt and disbursement of district funds. He/she will prepare a budget for the approval of the district board. He/she shall prepare monthly balance sheets. He/she shall serve a two-year term and be elected at the district AGM on even number years. 1

10 Dec Article III Appointed Board Members A. Games Commissioner will administer the orderly conduct of East Central League Games in accordance to the policies and procedures of the Wisconsin Youth Soccer Association and the East Central District. Duties shall include: 1) the dissemination of game management information to the coaches and referees, 2) the review of referee game reports, 3) the enforcement of the laws of the game inclusive of suspensions, in a fair and consistent manner, 4) the fair review and determination of appeals, 5) the compilation and dissemination of league standings. This yearly appointment will be approved by the membership at the district AGM. B. The District Registrar is responsible for the official registration of district players to the Wisconsin Youth Soccer Association, USYSA, and USSF in accordance to their policies by coordinating the collection of registration materials from district club registrars, signing the official team roster, signing the player pass if consistent to the team roster. He/she returns the pertinent materials to the club registrar. This yearly appointment will be approved by the membership at the district AGM. C. The Scheduler facilitates the formation of leagues, the scheduling of league games and the efforts in getting the information onto the web site via the web master. This yearly appointment will be approved by the membership at the district AGM. D. The Referee Commissioner coordinates the scheduling of referees with the club referee representatives. He/she coordinates the development of new referees and the assessment of experienced referees with the local referee unit. During the season he/she also collects game incident reports and directs them to the appropriate parties. This yearly appointment will be approved by the membership at the district AGM. E. Coaching Coordinator is responsible for scheduling coaching clinics for the district. Educating Coaching Coordinators at the club level to help educate their coaches both in game skills and team management. This yearly appointment will be approved by the membership at the district AGM. F. The Wisconsin Youth State Association State Board Representative attends the state board meetings in order to facilitate communication between the district and the Wisconsin Youth Soccer Association leadership. This yearly appointment will be approved by the membership at the district AGM. G. Adult League Coordinator is responsible to lead the Adult League Committee and is responsible to bring to the board recommendations of the Adult League Committee. Upon disposition of recommendations brought to the board, the Adult League Coordinator will be responsible to bring this information back to the Adult League Committee for implementation. This yearly appointment will be approved by the membership at the district AGM. H. Recreational League Coordinator is responsible to lead the Recreational League Committee and is responsible to bring to the board recommendations of the Recreational League Committee. Upon disposition of recommendations brought to the board, the Recreational League Coordinator will be responsible to bring this information back to the Recreational League Committee for implementation. This yearly appointment will be approved by the membership at the district AGM I. Recreational Academy Coordinator is responsible to lead the Recreational Academy Committee and is responsible to bring to the board recommendations of the Recreational Academy League. Upon disposition of recommendations brought to the board, the Recreational Academy Coordinator will be responsible to bring this information back to the Recreational Academy Committee for implementation. This yearly appointment will be approved by the membership at the district AGM. 2

11 Dec Article IV Meetings A. Place: Regular or special meeting shall be held at any place designated by the president. Regular or special meetings can be attended via audio or video methods, if approved by the president. B. Frequency: The frequency and timing of the meeting shall be determined by the board, dependent upon the type and urgency of the necessary business. C. Annual General Meeting: The AGM will be conducted in the fall and shall be primarily for the purpose of electing officers, confirming appointments to the board, approving by-law changes. Audio and video attendance for the AGM is a not allowed. D. Quorum: Over 50% of voting representatives will constitute a quorum. Article V Rules and Regulations A. The East Central District shall adopt a set of rules and regulations concerning the functioning of district related matters that are consistent to the rules and regulations of the Wisconsin Youth Soccer Association. B. The current rules and regulations shall be published yearly C. Suggestions for additions or changes to the rules and regulations may be submitted by any member club at any time. D. Temporary additions or changes to the rules and regulations shall be adopted after they have received approval of the majority of the voting membership. Article VI Elections A. The elected positions shall be elected by the voting members at the AGM. The appointed board positions will be approved by the voting members at the AGM. B. Removal of board officers shall be by a majority of the board when in their opinion the best interest of the organization would be served by such action. C. Vacancies shall be filled by appointment of the president until the next AGM. Article VII Appeals Final decisions of the East Central Board as determined by the rules and regulations may be appealed to the Wisconsin Youth Soccer Appeals Board. Article VII Amendments By-laws can be amended and require the vote of two thirds of the voting membership. The DCC is full of valuable coaching resources and tools. Pre Course Materials: None Pre Course Assignments: None US Soccer recently introduced the National 'F' License. The 'F' License is a new course for all volunteer coaches especially those working with the U6 - U8 player. It is an online course accessed through US Soccer's new Digital Coaching Center. It takes 2-3 hours and can be started and stopped at any point. You will print a copy of your license after successfully completing all modules. WYSA continues to require that all coaches have, at minimum, an Y1 Certificate. All coaches are encouraged to complete the 'F' License online course. As an adjunct to the 'F' License, coaches should attend the field portion of any Y1 to earn this certificate. The field component covers the last 2 hours of all Y1 courses and is a very important part of the coaching experience.

18 Date: May 11, 2016 Area: Referee Commissioner: Mike Jones Report: 2 indoor referee / mentor training days were held in March (Appleton) & April (Green Bay). Had about 40 1 st year referees attend. Very good feedback from the referees, parents of the referees & teams. The teams are very happy to see that we are doing this and want it to continue. East Central games have been loaded into Game Officials for ALL East Central games. Reminder to clubs that when a game is now rescheduled you need to contact your referee assignor so they know. My suggestion would be to somehow have the referee assignors in League One so when that schedule gets updated & the notice sent to teams, it can also be sent to the referee assignor.

19 Adult League Report Updated Adult information document is on the EC website. Summer league Dates: June 5- August 14 Participation: o 11 clubs o 16 teams 7 level 1 9 level 2 Schedule is complete o Games were paired up to allow for easier time assigning referees Adult meeting -was held April 11, 2016 the minutes are on the EC website. Meeting discussion key points: Jamboree- Adults will participate in the Jamboree again this year. There will be more direct communication with teams about the Jamboree this year. Referees- The group felt that the League needed to do a better job of ensuring that the officials on their games know the adult league rules. Specifically in regard to: Length of halves- Last year many officials did not know how long the halves should be. Slide Tackling- Many incorrectly think that slide tackling is not allowed in adult league Referees- Discussion of what to do if no officials show up. It was recommended that they have the phone number for their clubs assignor to contact if that situation arises. Rule Changes- the following rule changes were proposed to go into effect for the Fall 2016 Season: o Number of games- Increase the number of games played per season to 9. (currently 8) o Gender Rule There must be at least one female player on the field at all times. If there is not a female player available, that team must play a man down (10 players) However, if both teams only have all men at a game they can play 11 v 11. o Game duration Increase game duration to 45-minute halves.
