Roll call was taken by sign in and the minutes from January were approved without correction TREASURER S REPORT (Financial Budget is available by individual request.) A reminder was made that the 1 st payment of player registration fees are due March 15 th. Information must come from league organizer which identifies the number of female and male players. Please note that an adult players section has been added to this report. Instructions are located at the bottom of the report. 2 COMMISSIONERS REPORTS: a) TOPS see attached report. Wayne Stoflet showed a four minute video explaining the purpose of TOPSoccer. If you would like to view an informative clip on TOPSoccer please follow the link: select next 5 clips and select: TOPSoccer Event in Kentucky. East Central Soccer District would like to add additional locations to the TOPSoccer program. If your club is interested in learning more about this program, contact Wayne at wdstoflet@new.rr.com b) Scheduling see attached report Classic Girls U15 through U19 will be scheduled for 8 games. Their season will run from June 1 July 31. Once it was determined that these classic teams could get in 8 games without playing twice a week, a preferred game night was selected for each group. U15 Girls Tuesday, U16 Girls Monday, U17 Girls Thursday, U19 Girls Wednesday. Likewise the U19 Classic and Recreational Coed nights of play were reviewed and a preferred night of play was selected. These games will start after Memorial Day for a total of 8 games. U19 Classic coed Monday, U19 Rec. coed Wednesday. Adult coed will play June and July on Sundays with a total of 8 games. (See nights of play chart at end of minutes) Jorge has created a program to help randomized the scheduling information so that we will get a better balance of home and away games. c) Registration see attached report. Katherine Schneider from the Ashwaubenon club is the new assistant registrar. More information will be sent out once she has been trained as the new assistant registrar. State league teams have always been allowed to register their team and play in East Central Soccer District. These teams usually play up 1 or 2 age levels in the National division. A discussion took place about state league players being allowed to play as a club pass player. If we allow an entire team to play in the league why not let a state league player play in the district on a club pass This discussion was tabled for next meeting. Only four player guest passes can be rostered per game. d) Referee Jim Rader was present to address questions and discussion. A list of certified assignors was sent to each club. Any club not having a certified assignor should consult the list to locate one. e) Coaching see attached report. 3 Register for these classes at State Rep s Report see attached report. Club Presidents are expected to attend the Wisconsin Youth Soccer AGM on March 8 at 9:00 AM at the Radisson Paper Valley Hotel in Appleton. If the club president is unable to attend he/she may fill out a proxy and send a member of their club to the meeting. Please note that the Wisconsin Soccer Association will hold their AGM at 1:30 on the same day. All club presidents should plan to stay for that meeting, so that the youth is represented. Reminder: Each club needs to fill out the Tax Survey and return it to Wisconsin Youth Soccer by Feb. 20. Committee Updates Website Committee see attached report. The committee has research many vendors. Jorge Simon commented that although there are vendors who can meet most of our needs, no one single vendor meets all of our needs. After reviewing the timetable of Wis. Youth Soccer s committee, it was decided to put East Central s committee on hold until we see the direction they will take. The committee will continue to work on updating and maintaining the current website for Business Issues/Updates a) The Coaches Ejection policy is being drafted by Carl. b) Adult League Dale reports that we have approximately 10 teams. Other teams are interested in joining our league, but want to know what the cost will be. Dale asked if the clubs would be willing to agree to one price per player. Making consistent pricing across the district for each player no matter what club they register with. A possible price would be an $85 per player fee. c) Coaches Convention Report Reports will be presented in March. d) Other Opportunities The League schedule was discussed to determine how East Central can best maintain recruitment of new players. Baseball is now starting a year younger at three and some clubs are noticing a shift in their numbers. Possible solutions included splitting the season, playing two fewer games, playing twice a week, and ending the season before the Fourth of July. Board members were asked by Carl to speak to their respective clubs to consider these and any other options and return for further discussion. Each district will select a Coach of the Year to represent them and Wis. Youth Soccer will select a coach of the Year from the District representatives. Upcoming Events EC Board Meeting March 10, 2008 Poyry Engineering, and again on April 14 th. The meetings start at 6:30 and end around 8:00. The May 12, June 9, and July 14 meetings start at 8:00 and end around 9:30. The WYSA Annual General Meeting is March 8, 2008 at the Radisson Paper Valley Hotel. The WSA General Meeting is the same location and date, but in the afternoon from 1:30 to 3:00 PM. All club voting representatives or Presidents are expected to attend. Meeting Adjourned at 8:30. 11 Date: February 4, 2008 Area: State Board Rep. Commissioner: Ann Girard Report: US Youth Convention/Workshop - Late Notice Alert. Wisconsin Youth Soccer reserved several rooms more than needed for this coming weekend s event. These rooms are at the second host hotel. If you are going and want to assume and pay for one of these rooms, please contact Melissa in the office. Otherwise, we will release the rooms by mid-week this week. Club contact information Many times the changes in Club Leadership happens during the winter (we re too busy putting kids on the pitch the rest of the year). Please be sure to get us your updated information as soon as possible. This listing goes to Melissa in the state office. We need to have the latest and greatest for the AGM on March 8. Speaking of the AGM WYSA AGM this meeting is set for March 8 at 9:00 AM. The meeting will be at the Radisson Paper Valley Hotel in Appleton. This follows our strategy of rotating the AGM between Madison, Milwaukee and the Fox Cities. Please look for a notice to come to your club this week. In addition, we are working to hold the WSA AGM that afternoon at 1:30 at the same place. Couple of sub-notes o The President of the Club is the accepted representative at the meeting. If the Club President is unable to attend, they may sign a proxy form (to be available later) and have another member of their club be the representative. No one person can represent more than one club. o There is an issue with Sales tax that has come to light recently. Specifically a recent Wisconsin Department of Revenue newsletter indicated registration fees for sports activities (such as your club) are subject to Sales Tax. Rather than go into detail here, we have a Sales Tax Specialist from the WYSA accounting firm that will be present at the AGM to present information. In addition, Yvonne will send you some initial information and a survey to help us prepare a document for your club to use. o The WYSA equipment partner, Eastbay will present information for you, as well. WYSA Website - It has been some time in the works, however, we have finalized the development of a Member Portal on the WYSA website. This tool will give various levels of access to secure areas of the website from Player/Parents through State Officials. Look for more information as this feature becomes available. In addition, we are going to a content management solution to give WYSA staff additional flexibility to post and manage website content in a more timely manner. C level Coaching Course We will again host the National C Level Coaching Course in Wisconsin. The facility and staffing have worked great over the years and we are proud to be able to offer this event in Wisconsin again, in partnership with Illinois. The course will be August 2 10 at Uihlein Soccer Park. It is suggested that you register soon if you are interested. We expect this course to sell out.
12 TOPSoccer This program for children with disabilities will have their Winter Fest at Catholic Memorial High School in Waukesha on February 23. For more information on this and TOPSoccer in Wisconsin see Recognition o Congratulations for Ken Ward and the KMSC Lasers for receiving an award from a new US Youth Soccer Sponsor, Liberty Mutual. Applying in the first such award under the US Youth arrangement, a $500 award was given. There will be more coming, so apply. For more information go to p=1&s=1&r=3 o Recognition for FC Milwaukee Soccer America listed FC Milwaukee as one of the top 25 Soccer Clubs for youth in the country. o The Staff of WYSA First, these folks all love soccer and love helping kids play the game. Our vision is to continually improve the effectiveness of services provided to your clubs and all members. With some of the recent changes, hopefully you have noticed improved response and thoroughness. As you see enhancements, please be sure to pass this appreciation on to them. I know they are glad to hear when they do a good job. For myself, I have trouble imagining a better combination of skills and abilities to do the work of the Association. Yvonne and the whole team is very dedicated to helping your club succeed. Referee Scheduling and Assigning o There has been a lot of discussion about certified Assignors and the use of Arbitor. First and foremost, used effectively, Arbitor is a way to really coordinate the scheduling of referees across multiple venues. As you know, we are fighting to reinforce the fact that referees are independent contractors and not employees. One aspect that assists in this, is the ability of a referee to make themselves available for matches in places other than their home club. However, with the challenges, we have had discussion with the Referee Committee in modifying the implementation plan. o You will either receive as an attachment or under separate cover two documents. First a memo from Joe Krzyzaniak, the Wisconsin State Referee Administrator and me. This memo reaffirms that using the Arbitor program for recreational games U- 12 and below is encouraged, but not required. Truly, it is hoped that the advantages of using Arbitor will make it easier for the Assignors in the long run and they will use the program moving forward. The second is a list of certified Assignors in Wisconsin. If your Assignor is unavailable, your club/league can work with any of these others to assign referees for your matches. There will be some more assignors as another recertification clinic is scheduled in Eau Claire in February. o In addition, the State Referee Committee will review the scheduling of new Assignor Certification classes at the end of this season (July/August). With attrition of Assignors, we need to be able to train new ones. o Regular meetings and discussions continue to look at ways to address your club concerns and the Referee requirements for quality.
13 WSA Soccer Hall of Fame Banquet This annual event is scheduled for March 15 th starting at 5:30. Tickets are $25 per person. The form is available from the WYSA office, if you are interested in attending. WYSA Board members if you wish to attend, the WYSA will purchase your ticket if you bring a guest, that will be your cost). The meal selection is the Buffet or Vegetarian Lasagna. Let me know. 14 Date: September 17, 2007 Committee: Website Committee Membership: Sue Ann Evers Ann Girard Kurt Otto Kurt Schodorf Jorge Simon Wayne Stoflet Tod Maki - Chair Purpose: Review / rebuild East Central website Report: Task: To implement a new environment for the East Central District web site, using modern tools for a solid foundation now and in the future, to provide general information and league information to our customer base. Current Activity as of Feb 5, 2008 We are waiting to hear and understand what the State is doing with their website and the rules to the districts and clubs. With the current information it looks like the committee will change their focus. We will know more after our meeting on Feb 11, 2008 at 5:00pm. Wayne is on the State website committee. Jorge, Kurt and Wayne are attending/attended a conference where a number of vendors are displaying their products. Current Environment: 1. Beantree is our web provider. 2. East Central District owns eastcentralsoccer.org domain name. 3. Logical Solution is our scheduler and club registration tool. 4. To update web page is very labor intensify. 5. Schedule is posted under web maters time table. 6. Maintenance of web page must go through Ms. Evers. 7. Beantree business directive is not toward a sports type of environment. Why Replace 1. Logical Solution (LS) is not user friendly. Software/database is de-centralized and clubs can not share in workload of maintaining their database (players, teams and volunteers). 2. Bring information (teams) into a centralize LS program can be a problem. Codes can come in varied of ways. 3. Coding is a problem and not consistent.
15 4. East Central needs to build an environment for the future volunteers, data, business processes, training, etc. 5. Reduce volunteer s hours spread the workload. 6. Technology is there to improve communication. 7. Technology is there to improve maintenance of teams, divisions, players, and volunteers to share workload. 8. We need to become a manager of information. 9. Promotion/marketing opportunities via distribution list for district, club, teams and players 10. Archiving of information. 11. Volunteer hours for kids. 12. Teaming exploration support with modern content management system for easy updating of this endeavor. 13. Reduce cost of printing and provide cleaner documents - game day report, score card, etc. 14. With on-line scoring, score card will be obsolete, cost saving on printing and postage for EC and club. 15. EC needs to support EC board, EC volunteer, clubs, players, parents, etc with modern tools and communication. 16. Need for a search engine within our web site to find information. 17. EC needs to look out for the common good of our mission. 18. As we grow our tools (communication, scheduling, scoring, etc) needs to be able to handle the increase growth. 16 Current Cost We are in the beginning stages of researching the tools and vendor. All vendors that we have talked to at this time are willing to work with our district on cost and enhancements. Support for Clubs 1. Base foundation number of trainers, everything works the same. 2. EC can help push data to state. 3. EC can invoice club for player s fees instead of asking for player fees. 4. Import and export data can be supported for a number of uses. Future Activities: 1. Continue to move forward 2. Lawyer that can read over contract. 3. Need to schedule a meeting with EC Board to discuss the above items and requirements. Decisions Required: 1. What is the commitment that EC District wants to put into this project a. timeline b. dollars c. change 2. Wisconsin Youth Soccer Association a. What is the future of their software? b.
