Introductions were made around the room. Secretary s Report - Minutes were reviewed and approved. Motion was made to approve the May 2013 East Central All Club meeting minutes. Made by Jorge Simon (KASA) and seconded by Jim Welnetz (GG). Approved Motion was made to approve the June 2013 East Central Executive Board meeting minutes. Made by Jeff Mook (FC Green Bay) and seconded by Kevin Otto (FC Menasha). Approved Treasurer s Report - No Report

2 1) Commissioner Reports TOPS - Inactive Scheduling - See fall league requirements Registration 1. Kevin Otto informed clubs that if a club is going to make one fall team by combining two teams that will play in the spring, it is better to disband the fall teams and create 2 new teams for the spring. Referee Thunder/Lightning rule discussion - See document 1. If you hear thunder you must wait for 30 minutes before you start a game or restart a game that was in progress. When hearing thunder, assume there is lighting. 2. Suggested policy change for getting games played when following the proposed thunder rule. Once a game has started and the first half has been played it should count as a finished game if the game is stopped due to thunder. If there is a game following the first suspended game the teams and referees should wait to see if they could get at least half of the game in. They should wait the 30 minutes for the last sound of thunder. By including this in the rule we can save on rescheduling games in cases of thunder. 3. The referee should make the decision as to when to call a game. Order of authority: Referee, club official, coach and parents. If at any time, a parent thinks that it is unsafe to play a game when they hear thunder or see lighting they have a right to pull their child from the competition. 4. Thunder is a better indication of when to stop a game because you can see lightning from a greater distance than what is necessary for game stoppage. Hearing thunder means there is lighting very close and it is unsafe to continue a game. It was decided to table the discussion and have a formal policy written up for all to review. This will be done in August so that it is ready for the fall league. The Executive Board is drafting the Thunder/Lightning policy and will present it to the East Central membership for an vote on approving the new policy. Motion: Executive Board will create a thunder policy outside the East Central board meeting and to send the policy out for the East Central membership to vote on. Motion made by Kevin Otto (FC Menasha) seconded by Scott Nicholas (FOXX). Friendly amendment: Policy will be sent out no later than the first week in August so that the membership can vote on it before the fall season begins. Approved Wayne suggested that after the policy is approved, Mike Jones should send it out so that all the referees are aware of the new policy. Games 1. There are 20 yellow cards and 7 red cards recorded in the spring season Many referees are using the Games Officials system to record red and yellow cards, instead of using the form that is provided on the East Central website. (a) East Central is working with the referee group to see if there is a way for East Central to use the Game Officials reporting system for the East Central league. That way all referees will be trained to use one system. It was felt that the number of yellow cards is inaccurate because: (a) referees do not want to take the time to fill out the report as nothing will happen to the offending player (b) some of the yellow cards were filled out in games officials and have not been added to the East Central total

3 2. Dale directed Sue Ann to go through the games and contact teams to determine why there are no scores posted on the website for scheduled games. 3. Clubs need to educate the coaches as to what is expected of the team and learn the East Central Policies. A coach cannot just decide not to play a game. That is not acceptable. When a coach requests a team to be scheduled in the East Central Soccer District, that coach is accepting the responsibility to attend the games that are scheduled for that team. (a) Travel distance is not an acceptable reason to skip a game and leave the home team standing at the field. (b) Not attending the scheduled game is demonstrating poor sportsmanship to your team (c) Common curiosity to fellow coaches is foremost 4. It seems that the U10, U11and U12 parents are having the most issues will sportsmanship at the games. These parents need to be educated as they come into the competitive side of soccer. Mass to all parents about game day behavior was suggested. Dale directed Sue Ann to come up with something to send out to everyone about positive behavior at games. Coaching - See report 1. E Clinic to be held September 6-8 at Gerritts Middle School in Kimberly. Adult League - No report Jamboree - No report 1. Doris will be sending out invoices to all clubs that participated in the Jamboree Recreational - No Report 1. Dale asked what the attendance of the rec teams looked like? Do you see a lower attendance after the 4 th of July? Many clubs did not feel there was a change in attendance. Seems like rec players take time out throughout the summer, so attendance seemed about the same all summer. 2) State Reps Report - No Report 3) Committee Updates SAFE Each club is asked to submit their code of conduct 4) Business Issues/Update Pool play 1. U11/U12 teams may have pool rosters. 2. For scheduling purposes each club should make shells of team they would like to have scheduled in the East Central League. Each team has to have a coach and contact. (See instructions for creating team shells) 3. A pool roster team may only include 14 players on the game day roster. Discussion about past practices in East Central allowing U11 and U12 teams to have extended rosters of 16 players. After much discussion it was decided that East Central will no longer allow the extended rosters of 16 players for the U11 and U12 teams. If teams want to host more than 14 players on a team, they will have to create a pool roster for this team. The team will only be allowed to use 14 players on game day.

4 Motion: To abandon the existing policy which allowed clubs to roster 16 players on the U11 and U12 teams with the permission of the East Central president. Made by Jorge Simon (KASA) and seconded Kevin Otto (FC Menasha) Approved Club pass 1. This policy is about the player age not roster age. Any competitive players can play at any level of play as long as the player is at the appropriate age for the team they are playing on. Players may play up a maximum of 2 years. This policy was passed at the East Central Executive board level at the June meeting. Discussion was held on how this policy should be used in East Central. It was decided to keep the WYSA policy as is without making any modifications to the rule. It was hoped that teams will be respectful of this policy and play the game in the spirit it was intended; to have fun competitive games, not to stack teams just to win. Upcoming Events - none For the good of soccer Question was asked if there was any information on what will happen to state league. At this time there is still a wait and see situation. 5 East Central Soccer District Fall Scheduling Information Important Dates: August 13, East Central will generate a list of teams entered in League One. August 15, Clubs will confirm which teams will be playing in East Central League Fall Soccer. August 18, Club Schedulers will get a copy of the Fall League Schedule to make schedule adjustments August 25, Schedule updates completed by midnight August 26, Schedule made public and submitted to Game Officials for referee assigning. 1. Fall League: Number of games per team 8 2. Weekends: Dates of play-- Sept 7 and 8 through October 26 and Maximum of one weekend blackout date per team. Place 1 weekend blackout date in League One on team page. 4. Games will be scheduled by East Central to start at 3:00 or 4:00 PM. Club Scheduler will have an opportunity to adjust games to fit into their field availability after the schedule has been created. Club Scheduler will be able to move home games between 11:00 AM and 5:00 PM without contacting the traveling team. Club Scheduler must contact and seek approval from the traveling team if they desire to move games outside the range of 11:00 AM and 5:00 PM 5. U11-U14 Girls will be scheduled on Saturday 6. Boys and High School Girls are scheduled for Sundays 7. Teams should be flexible to play games on either Saturday and/or Sunday should a blackout weekend deem it necessary to schedule on an alternative day to get the 8 games within the fall league dates. 8. Clubs using Pool Rostering will need to create teams using the standard format that we have been using in League One. Club letters, a unique name, team age and division (I.E. KASA BLAST, U11, CLASSIC 1) for each team wishing to be scheduled. These team shells serve as place markers in the scheduling process. (See attached pool roster policy) 9. Each team will have the following areas filled in: Coach with valid WYSA coach pass card listed with phone and . o If you place the cell phone number in the home slot that information will be pulled when the team contact list is created. League One pulls the home number as contact information. Place the cell number the coach wants to be reached at when traveling or away from home in the home phone number. Fields that will be assigned to the team for home games. 10. Most important, ask questions if you are unsure of something. Please do not wait until the teams are due to ask how to handle these new policies. WYSA Pool Rosters: See attached policy Pool Roster In an effort to offer more flexibility to clubs for registration of players and to facilitate more fluid movement between teams based on the needs and abilities of the player, WYSA has approve pool registration for the U12 and under age groups beginning fall 2013 (see attached policy) Pool play allows for more players at a given age. Clubs may draw from the pool to fill a team in the East Central Soccer District. Basic guidelines of pool registration o Pool roster size are unlimited o Pools should have one coach for every 12 players, each with a valid WYSA coach pass card o A maximum of one game per day is recommended. Players should not play more than 2 full matches in a day, 3 in two days. o There must be a coach with a current WYSA coach pass at each game.

6 Thunder copy from weather service Safety Rules 1. Postpone activities promptly. Don't wait for rain. Many people take shelter from the rain, but most people struck by lightning are not in the rain! Go quickly inside a completely enclosed building, not a carport, open garage or covered patio. If no enclosed building is convenient, get inside a hard-topped all-metal vehicle. A cave is a good option outside but move as far as possible from the cave entrance. 2. Be the lowest point. Lightning hits the tallest object. In the mountains if you are above tree line, you ARE the highest object around. Quickly get below tree line and get into a grove of small trees. Don't be the second tallest object during a lightning storm! Crouch down if you are in an exposed area. 3. Keep an eye on the sky. Look for darkening skies, flashes of lightning, or increasing wind, which may be signs of an approaching thunderstorm. 4. Listen for the sound of thunder. If you can hear thunder, go to a safe shelter immediately. 5. If you see or hear a thunderstorm coming or your hair stands on end, immediately suspend your game or practice and instruct everyone to go inside a sturdy building or car. Sturdy buildings are the safest place to be. Avoid sheds, picnic shelters, baseball dugouts, and bleachers. If no sturdy building is nearby, a hard-top vehicle with windows closed will offer some protection. The steel frame of the vehicle provides some protection if you are not touching metal. 6. Listen to NOAA Weather Radio. Coaches and other leaders should listen for a tone-alert feature during practice sessions and games. 7. If you can't get to a shelter, stay away from trees. If there is no shelter, crouch in the open, keeping twice as far away from a tree as it is tall. 8. Avoid leaning against vehicles. Get off bicycles and motorcycles. 9. Get out of the water. It's a great conductor of electricity. Stay off the beach and out of small boats or canoes. If caught in a boat, crouch down in the center of the boat away from metal hardware. Swimming, wading, snorkeling and scuba diving are NOT safe. Lightning can strike the water and travel some distance beneath and away from its point of contact. Don t stand in puddles of water, even if wearing rubber boots. 10. Avoid metal! Drop metal backpacks, stay away from clothes lines, fences, exposed sheds and electrically conductive elevated objects. Don't hold on to metal items such golf clubs, fishing rods, tennis rackets or tools. Large metal objects can conduct lightning. Small metal objects can cause burns.

7 11. Move away from a group of people. Stay several yards away from other people. Don't share a bleacher bench or huddle in a group. What to do if someone is struck by lightning: Call for help. Call or your local ambulance service. Get medical attention as quickly as possible. Give first aid. If the victim has stopped breathing, begin rescue breathing. If the heart has stopped beating, a trained person should give CPR. If the person has a pulse and is breathing, address any other injuries. Check for burns in two places. The injured person has received an electric shock and may be burned. Being struck by lightning can also cause nervous system damage, broken bones, and loss of hearing or eyesight. People struck by lightning carry no electrical charge that can shock other people. You can examine them without risk. Stay Informed About the Storm Listen to NOAA Weather Radio or local media for the latest severe thunderstorm WATCHES and WARNINGS. Severe thunderstorms are those storms with winds in excess of 58 mph or hail larger than 3/4 inches in diameter. When conditions are favorable for severe weather to develop, a severe thunderstorm WATCH is issued.

9 Pool Roster Policy In an effort to offer more flexibility to clubs for registration of players and to facilitate more fluid movement between teams based on the needs and abilities of the player, WYSA has approved pool registration for the U12 and under age groups beginning in fall (Pool registration is optional, at the discretion of the WYSA district or competition for the 2013/2014 program year.) How this works: 1. Pool is a division in LeagueOne. Players are registered to the pool division in a specific age group. For example, all U9 players are registered to the division pool and age group U9B. 2. Clubs will create pool teams in accordance with the guidelines below. 3. From the pool roster, clubs will have the ability to create event rosters to use for specific competitions. Event rosters are valid for the designated time period (i.e. one day or one weekend). Event rosters have the same team approval rules as the current U10 and under recreational divisions. This includes coach requirements, minimum and maximum players per roster, and age eligibility. 4. Player passes can be issued from the pool roster, but not the event team. Player passes are not required for U10 and under age groups unless mandated by the competition. 5. Rather than registering players to teams, clubs will determine the number of groups they will have competing in a particular league based on the size of their pool. Groups will be scheduled into the league as teams, but players are not restricted to a particular roster for the duration of the season. Clubs will manage player groupings and are responsible to maintain best practice standards for their players. Basic guidelines of pool registration: 1. Pool roster sizes are unlimited. 2. Pools should have one coach for every twelve players, each with a valid WYSA coach pass card. 3. Pools need to be approved before event rosters can be formed. 4. A maximum of one game per day is recommended. Players should not play more than two full matches in a day; three in two day span. 5. There must be a coach with a current WYSA coach pass at each game. 10 Club Pass Policy A club pass is defined as use of a registered player from one team s roster for competition with a different team in the same club. The club pass is designated as an intraclub player arrangement and is not intended to be used as an interclub arrangement between two different clubs. Effective August 1, 2013 players are eligible to be club passed to any team in their club provided they are age appropriate. There is no limit to the number of club pass players per competition however the maximum number of players shall not exceed the allowable number of players as designated by State policy. Teams that make use of club passes must designate on the official game report (or game day roster) the names and player registration numbers. Additionally, teams using club passes will need a copy of the official WYSA club/district authorized official roster for each team the club pass players are coming from. The club president or director of coaching will oversee the implementation and be responsible for compliance to WYSA policies relating to club passes. A player s first obligation shall be to the team they were rostered to for the seasonal year. No male players will be allowed to participate in a female league unless designated as a co-ed league which permits male and female players on the same team and within the same league. All tournaments sanctioned by WYSA have been encouraged to recognize player club passes. In the event that a tournament allows the use of club passes, those players shall not count as guest players for the event. Guest players are generally from another other club and are countable against the maximum number of guest players allowed in a tournament. Approved 04/08/13 WYSA Board of Directors
