Secretary Report: Minutes were approved. Motion: Marti Coan made a motion to approve the Secretary s report. Seconded by Jim Welnetz. Approved Treasurer s Report: (See Treasurer s Report and Budget) Carl asked Tod about the number of clubs absent last season. Clubs will be sent bills for meetings missed beyond the 1 free meeting. Treasurer s Report: Budget was presented to the Board for the upcoming season season. New items in the budget are website cost of $ yearly and an AGM/retreat meeting $ Tod will send the budget to Sue Ann, so that she can include a copy with the minutes. A copy of the budget will be placed on the East Central website so people can review the document.

2 It was pointed out that there were 7,418 rec and classic players in the season Three clubs have not paid their player fees from the season. (Electric City, Manitowoc GG and New London) Club reps were asked to expedite the payment of the fees. Jorge Simon moved to approve the September report and the new budget for Marti Coan seconded the motion. Approved TOPS (See report) Kimberly and Green Bay will be starting a new season on September 17. Wayne received an anonymous gift of $ for TOPS. KASA TOPS program has been around for 12 years. Twenty-four players participate in the KASA program. Ashwaubenon Soccer, in its second year of TOPS, had 22 participants in their program. A suggestion was made to place information about TOPS on the East Central website. Advertising to the public is typically done in the local schools by flyer. Because of limited space in the existing facilities, it was suggested that we work on getting a program started in the southern part of the district. Scheduling Report (See report) The number of teams playing in fall league is up slightly. Fall League games just started. A scheduling suggestion was made to allow more blackout dates, so teams could attend more tournaments. Another suggestion was to start a week earlier. Questions were asked why a club would have all of their games scheduled away at another club s fields, but none at their home fields. Wayne indicated that they are aware of the problem and it is being looked at. Discussion about rescheduling games was held. Current process is cumbersome, but necessary, due to the way League One is set up to allow access to the schedule. A committee was formed to look at ways to streamline the rescheduling process. Registration (See report) Still looking for a registrar for the southern part of the district. Kevin wants to know why when try-outs were held in July and it still took until the last minute to get rosters in. Reminder that if you add a player or coach you will need to approve the team again in order for the player to show up on the roster. Stress to the parents, coaches and clubs that they need to register their players in a timely fashion. There must be a way to streamline the processing of player pass cards. Carl suggested that we come up with a proposal and take it to the state office. Carl also stated that we need to change the expectation of clubs. Right now clubs expect to drop off player pass cards and to get them 24 hours later. Clubs need to understand that this expectation is no longer possible. A committee was formed to look at this process. Jorge, Renee, Dawn, Katherine, Kevin and Sue Ann have volunteered to look at this issue. Registrars do not need to stamp the roster, because a stamp is automatically printed on the roster once it has been approved. The League One system does not have edits to prevent players that are too young from

3 being rostered on a team. Kevin is carefully reviewing each roster as they come in to be processed. He is calculating ages to make sure the club is following the age limitations on the rosters. Suggestion to consider pay for expedited service. Carl suggested this would be a good topic for the AGM/Retreat. If you have teams that are dissolving after the fall season, clubs will need all of the player passes for the team in to Kevin before a player from that team can be rostered to another team. Referee No Report Coaching: (See report) Reminder Coaches need a valid coach s card to be on the coaching side of the field. Even if a coach has not completed a licensing course, he or she must still obtain a current coach pass card. It was suggested that we look into offering an E Coaching Clinic in August. Games Commissioner (See report) Each time a new schedule is activated, a new password is assigned to the coach, assist and team manager. Everton FC is asking for one password for the entire club. Just one person is entering all of the scores for that club. This can be done by contacting Sue Ann. Adult Soccer: No report Recreational Soccer Committee: (See report) There is a new U16 Girls option of play for Rec group. Goal is to have a 10 game season. The U16 and up teams will start on Sundays to avoid school functions. Once school is out, the U16 and up would go back to normal night of play. MOTION: For all U14 and below teams: Start Date: week of May 7, 2012 End Date: week of July 19, 2012 *** will continue to have a 10 week season For U16 Coed, U19 Coed teams, and NEW option-u16 Girls: Start Date: week of May 13, 2012 End Date: week of July 23, 2012 *** May 13, 20, June Will start the season with SUNDAY games, late afternoon. After the week of June 3, games will be played during the week. In order to get in 10 games, one week in July will have 2 games scheduled. Motion: Marti Coan made a motion to accept the start dates and times for the rec season and Wayne seconded. Approved

4 Doris sent out the bills to and clubs that need to pay for the Rec Jamboree. Committee is looking to form two leagues in East Central. An U8 rec League in the Valley and one in Green Bay. Dianne Bellisle (FC Green Bay) will coordinate with the Green Bay area to pull together a Northern League. Howard wanted to be part of the rec committee to help form this league. Dawn was asked to check with Dianne and report back to Sue Ann on the league progress. Academies. How does this work? How does this fit into East Central? Renee wanted to know if it could be considered in-house play. It will be East Centrals job to define what academies are and how it will fit into the East Central District. Doris wanted to have a structured academy league and play once a week. Carl stated that academies are accredited programs and he believes that ASC is the only club that has this certification. State Rep Report: No report Business Issues/Updates July Series: Feedback for July Series indicates it may have run its course. East Central Leagues: Committee to review the leagues and how they should be run East Central retreat Nov 12. Possible topics of conversations: 1. U11 teams and eligible ages 2. Registration process. How do we streamline this process? 3. Playing up rule 4. East Central leagues for fall to spring. 5. Registration and acceptance offer of player. (Jorge has a way to streamline the process.) If you have a topic that should be discussed please send to Sue Ann or Carl to be incorporated into the November retreat/agm Midwest Regional. Considered to be a big success. Two 2011 Midwest Regional Awards were given: TOPS $10, 000 and an East Central marketing program to target Adult and recreational youth players for $8,000. A bid for the 2014 Midwest Regional tournament from DePere and ASC What is the protocol to ask for guest players from other clubs? The coach should be contacting the coach of the guest player to see if it is ok to have the player play. It is an unwritten rule, but just good manners. If you know of a child with special needs that is looking for soccer type of activity please have them call me at or send them to Janssen School in Combined Locks at 10 AM, September 17. They are welcome to observe and or register on the spot. The fall session will also meet on September 24, October 1, 8, 15, 22. Jeff Jones, will begin the Green Bay Area TOPS on September 17 and conclude the fall session on October 22. This is the second year for TOPS in the Green Bay. TOPS of the Fox Valley received an anonymous gift of $500.

22 Date: 9/12/11 Area: Coaching Commissioner: Renee' Sullivan Report: Clinics Fall Goalkeeping Clinic Goalkeeping Master Instruction Program WYSA Director of Coaching, Jim Launder held a goalkeeper clinic for the East Central district on August 16 and 23. Sixty-six goalkeepers attended. Jim held a master instruction program, where he would demo a skill and then have the coaches that were present work with the keepers on the skill demonstrated. 25 Date: 9/10/11 Area: Recreational Group Commissioner: Kurt Schodorf Report: East Central Recreational Season (what will it look like?) As a follow up to discussions in previous meetings, discussion directly to how the season would look. All clubs did some research within their members to see how they wanted the season to look. The general agreement there is interest from soccer families to start the season a little later, at least in May when there is a better chance of getting some better weather. The following MOTION is presented by the recreational committee. An approval is needed right away since sign up for recreational soccer will be underway in the next 6 weeks. MOTION: For all U14 and below teams: Start Date: week of May 7, 2012 End Date: week of July 19, 2012 *** will continue to have a 10 week season For U16 Coed, U19 Coed teams, and NEW option-u16 Girls: Start Date: week of May 13, 2012 End Date: week of July 23, 2012 *** May 13, 20, June Will start the season with SUNDAY games, late afternoon. After the week of June 3, games will be played during the week. In order to get it 10 games, one week in July will have 2 games scheduled. END of MOTION: Discussion Points about the motion: As you can see, we will offer a U16 GIRLS league for summer At least four (4) teams need to be formed in order to offer this league. For 2012, there will be no changes to the rules in place for the U16 Coed division. The U16 Girls will follow the same rules as U14 Girls, other then they will play the same half lengths and receive the same referee fees as the U16 Coed league. For those clubs who play in the U8 leagues, the request has been made to make all games single-sided. In addition, it is highly recommended that the Green Bay area get together and play the U8 teams in Green Bay. There have been several competes from families about having to drive to Green Bay for these games.

26 Dianne Bellisle has agreed to head up this effort. SUE ANN, she will need to get all the contacts for any of the clubs who are playing U8 recreational teams in Green Bay. Once Dianne has contact information, a meeting will be set to talk this over. Academies, how will they fit into the East Central recreational structure? Discussed what a true Academy or JR program was. The group was not ready to make any decisions about it at the moment. Felt need to do some research and then talk about it again.
