An announcement was made that the U13 and U14 Girls team from Appleton Soccer Club won State Championship. Congratulations! 1) Roll Call was taken by sign in at 8:00 pm as the meeting was called to order by Carl Micke. 2) Secretary s Report The May minutes were discussed. A question concerning excused absences was brought up. It was explained that everyone is allowed one absence, but that there is no such thing as an excused absence. Each club is given an allowance to miss one meeting per soccer season. A $50.00 Fee is charged for each meeting missed after the first one. The minutes were approved with the following notations: Tod purchased a three month CD instead of a nine month CD. Rates were the same for both the three and nine moth CD. Update attendance to reflect Andy Williams was in attendance for United of Allouez. 3) Treasurer s Report (Financial Budget is available by individual request.) Tod reminds everyone that the final payment is due by June 15 th. Please use the Player Registration Fee Report listed on the East Central website> Info>Forms. In an attempt to balance the budget Tod is proposing to raise East Central player fees to $1.50 Rec., $2.95 Classic. Adult fee would remain unchanged at $1.50.

2 Estimated budget numbers will changes slightly because Fond du Lac has dropped the rec. program from the East Central District. 4) Commissioner s Report: a) TOPS Still needing a volunteer to accommodate the northern areas for TOPS soccer. Anyone interested please contact Wayne Stoflet at wdstoflet@new.rr.com. b) Scheduling (See attached report and Fall Soccer Requirements) Discussion was held about changing nights of play, splitting the season, or shortening the season. No changes were made. c) Registration (See attached report) The issue of double rostering that had been brought up at the last meeting was investigated and found not to have occurred. Jerry Crossman checked both rosters and the players in question were only rostered once. Jerry pointed out that we need a new registrar for the fall season for the following clubs: Electric City, Fox Valley Unified, Kiel, Menasha, and Paper Valley. Clubs are asked to help find a volunteer to fill this position. d) Referee Jim Rader reminded everyone that they should still be using Arbiter. Coaches are not red carded, but rather rejected and the ejection should be noted on the game card. e) Coaching (see attached report) Renee reminds everyone that forms for Coaches of the Year can be found on the Wis. Youth Soccer website and are due June 28 th. Nominations are to be sent to Sue Ann. A national C license course will be held at Uihlein Soccer Park from August 2 10, More information can be found on the Wis. Youth Soccer website listed under Coaches Coaching Clinics Schedule Courses. Renee can be contacted at soc4life@charter.net f) Games (see attached report) Dan Clarahan reports that Coach ejections and red cards are down slightly from last year and there seems to be a small number of teams getting the majority of cards. Yellow cards are up, and there is a disturbing increase in the number of racist remarks. Club Presidents are taking positive steps to education players and coaches in proper field etiquette. Dan asks clubs to make sure that coaches understand how to fill out score cards and understand game change procedures. Clubs are reminded that coaches are role models for players and should be expected to act accordingly. Referees are reminded that before kickoff they are to make sure that the coaches and managers have proper passes or the game cannot be played. Discussion was held about the EC Game Change Dispute Resolution Form and how it should be filled out. (See attached report) Remember that anytime a game change is needed, it is mandatory that the opposing coach is called first as a courtesy. the change request form with all the details to create a paper trail. The EC Game Change Dispute Rescheduling Form should be filled out to avoid communication problems. All clubs should review these procedures. 5) State Rep s Report Ann reports that the sales tax update will be available June 28 th. Clubs should be aware that they should start collecting sales tax on registration fees, concessions, and any other relevant taxable expenses.

3 6) Website Committee (see attached report) Wayne reports that the state committee has selected League 1 as the software vendor and will be going to the Wis. Youth Soccer Board for final approval. It is predicted that the system will go live for the soccer season. 7) Adult League Discussion arose about the Recreational Adult teams using the same rules as U19 recreational teams. It was voted on and pass to remove the rule from the Adult Rec. League that states A player from the offensive team MAY NOT play the ball within the goal box. Motion: A motion was made to strike the 6 yard box offensive prohibition of play from the adult recreational division. Motion passed. 8) Business Issues/Updates: a) League Schedule No action was taken to change the league schedule even though it was a discussion on this point. Split season was discussed, as well as a shortened season of 10 games instead of 12. b) Sales Tax Issue More information will be available after June 28 th., Clubs should be aware of the potential consequences of this issue. c) Coaches of the Year Nominations should be sent to Sue Ann before June 28 th. d) WIAA Rules and Regulations WIAA reversed the decision to implement during the school year. e) East Central Tryouts Policies State League tryouts will be held on the 3 rd Monday of June. 9) Upcoming Events IMPORTANT NOTICE Rescheduled July East Central Board Meeting Date: July 21 Place: Poyry Engineering Time: 8:00 to 9:30pm. 5 2008 Fall Season Requirements Teams will have two options; Scrimmages or Scheduled Games. If a team opts to do scrimmages, the coach or contact persons will be provided with the information listed below. You will need to make your own arrangements regarding who to play, field, etc. A referee will not be required. If a team opts for scheduled games, games will be scheduled according to the following guidelines. Providing there are enough teams to make a schedule viable, a fall league will be generated for the following age groups (U11, U12, U13, U14 both coed & girls, also U15, U16, U17, U19 girls only). Scheduled games will be played at 2:00 PM or 3:30 PM starting September 14 th and continuing each week until four games have been played. Should your home field or teams be unavailable for one of the weeks please provide that information. All players must be registered with your club. Those that are playing scheduled games must be on a roster and have ID cards. Teams that are rostered for the fall league will have their players cards issued for the August 1, 2008-July 31, 2009 soccer season. The team that you put together for the fall season will be the same team for spring/summer season of Should you need to make roster changes please consult the guidelines for making such changes. There will be no additional East Central charges, however your club will be responsible for referee fees, field stripping or field charges. We will need a new Registrar for the fall to take over for the Clubs that Jean Maly did below. She will be resigning after this spring registration. It does not have to be someone from Neenah, but can be from any of the clubs she was responsible for. We could do some realignment if need be. 11 Game-Day Checklist for East Central Leagues This is a reminder checklist for game day. Please review this and keep a copy with your other team paperwork. A. Coaches/Managers 1. Before the game --- at home: Fill out or update Roster/Carding Report (see info in section #5 below) Verify that you have your player pass cards (see info in section #6 below) Fill out Score Card (see info in section #7 below) Verify that you have Referee Payment (see info in section #8) Verify that you have Non-Participation Verification Cards for any players sitting suspensions (see info in section #9) Weather Cancelations --- contact the home club for field status 2. Before kickoff --- at the field: Present the referee with: o o o o o East Central Roster/Carding Report (This report is also referred to as the Game Day Roster) Player Pass Cards (The Referee will hold them during the game) Score Card for game (if you are the Home Team) Referee Payment: Pay ½ of the referee fees in cash. Home team brings game balls and sets up flags (see Game Management Regulations Section B). Examine goals for proper anchoring. Inspect the playing surface During games please be a positive role model for your players and spectators. 12 Mail in score card --- winning coach Collect your player passes from the Referee Have Referee sign Non-Participation Verification Cards for any players sitting suspensions (see info in section #9) Clarify the identity of those players or coaches receiving warnings and ejections and verify that it is properly recorded on Roster/Carding Report (see info in section #9) 4. Very soon after the game: If a player receives a red card, the coach should contact his/her Club Games Commissioner to obtain a Non-Participation Verification Card. If there is a dispute about some portion of the game or the recorded score, please utilize the EC Game Dispute Resolution Form (attached) 5. Roster/Carding Report: Update the Coaches/Manager portion of the East Central Roster/Carding Report for EVERY GAME. Both coaches must present their report to the referee prior to the team check-in. The Roster/Carding Report has team, game date, opponent, coaches and player number and name. Player address or phone number will not appear on this report. Note: The Team Registration Roster is different than the Roster/Carding Report used for game day o The Team Registration Roster is the one with the players personal information o It is generated by the club registrar and stamped by East Central Registrar or Assistant Registrar o This Team Registration Roster is only presented at tournaments o It is extremely important that you do not use or distribute your Team Registration Roster with the player s private information. Use of the Team Registration Roster is potentially harmful to the players and will result in the game being forfeit and possibly other sanctions from the EC District. The Roster/Carding Report can be found on the East Central website under Info>Forms>East Central Roster/Carding Report. Note: This is in a writable PDF and can be printed with your information on it. This can not be saved, please plan accordingly. Referee will only keep the Roster/Carding Report if there is a red or yellow card; otherwise the report is returned to the coach Coaches/Manager s Tip 1: If the Roster/Carding report is returned (i.e. no cards issued during game) it may be used for subsequent games

13 Coaches/Manager s Tip 2: You can pre-print this report and mark it up by hand on game day to reflect changes (such as player pass additions and other roster deletions). 6. Player Pass Cards - All Classic Teams and U16-U19 Recreational Teams must present their player pass cards at each game in order to play. Failure to produce player pass cards will result in forfeit. 7. Score Cards: Score cards are obtained from your club or can be found on the East Central website under Info>Forms>Score Cards Please fill out the card completely prior to the game (except for the score and the final verification signatures at the bottom of the card). An incomplete or improperly completed score card will result in non published scores (as if the game were not played). The score card is given to the center referee before the game begins, by the home team. After the game, the referee fills in the score and each coach should verify the score, re-verify the other information on the card, and sign score card. The winning coach will mail in the score card (the mailing address is preprinted on back of card). An example of a properly filled out card is located at the end of this document. 8. Referee Payment See East Central website for payment information Info>Rules> Modified Rules Recreational and Classic All referee fees must be paid before the start of a game. Failure to present payment will result in a forfeit. 9. Cardings/Suspensions/Discipline: Immediately after the game, the coach/team manager will meet with the head referee to verify the game score and to clarify the identity of those players receiving warnings and ejections. Coaches or team manager should verify that the correct player pass is being surrendered to the Games Commissioner. If the referee reports any harassment from a coach or his/her representative during this meeting, disciplinary action (suspension) WILL be assessed against the coach. Players who are receiving red cards will have their player passes confiscated by the Referee who will send the card to the Games Commissioner. If a player receives a red card, the coach should contact the Club Games Commissioner to obtain a Non-Participation Verification Card. This form can also be downloaded from the East Central website: Info>Forms>Non Participation form. If a player is sitting a suspension, he/she must have the referee sign the Non-Participation Verification Card.

14 B. Referees 1. Check field conditions including the proper anchoring of goals. 2. Collect an East Central Roster/Carding Report from each coach for your use of player identification. (never accept an Team Registration Roster with player contact information listed on it) Collect half of the referee pay from each coach. After the game you will complete the appropriate report for each team 3. From the home coach also collect an official Score Card 4. Conduct player check-in to include: a. Jersey number verification with number listed on the East Central Roster/Carding Report b. player pass picture verification c. uniform inspection 5. In all leagues where player passes are issued, if a player does not have a player pass, he/she MAY NOT play. 6. If requested the head referee should complete any Non-Participation Verification Card and record this fact on the East Central Roster/Carding Report 7. If the coach forgets the team s set of player passes, report the fact on the official Score Card. The game must be forfeited (classic leagues only). 8. After the game meet with representatives of each team to verify the game score and clarify the identities of carded players and retain player pass of red carded players. Please report any harassment during this meeting in your Carding Report. 9. Return the player passes to the coaches after the game. 10. IMMEDIATELY send in the East Central Roster/Carding Report to Games Commissioner, W2778 Breezewood Drive, Appleton, WI when there are unusual incidences to report or when cardings are issued. If there are no incidences or cardings you may keep the report or return it to the original coach. 11. If a red card is issued also complete the Red Card Report. This report should be on the reversed side of the East Central Roster/Carding Report. You may also find this report located on the East Central Web Site under INFO>FORMS. Red Card Report. When a red card is issued the player pass card must be sent in even if the player is going to a tournament that weekend. No exceptions! 12. If you send-off a coach or manager please fill out a Red Card Report, but do not collect the coaches or managers passes.

15 East Central District Game Rescheduling Procedure and No Show Reporting A great deal of effort goes into developing the schedule for the thousands of games that are played each year in the East Central District. Rescheduling of those games impacts field scheduling, referee scheduling and obviously the many players, coaches, families and friends of each team. Rescheduling is discouraged, but when it is required, the coaches from both teams involved are strongly encouraged to work collaboratively to ensure that the game takes place. Please try to find dates, times and fields that work for both teams. Be patient and park you re your frustration at the door, we adults are trying to give the kids as many chances to play soccer as possible. Rescheduling Games Clubs/teams may attempt to reschedule games ONLY for the following reasons: 1. Game postponed due to inclement weather 2. Field deemed unplayable by the field marshal, referee or owner 3. Games conflicting with a state league commitment 4. Games that conflict with tournaments 5. Games that conflict with school events 6. Other reasons that cause teams to be below the minimum number of players Games should not be rescheduled due to a few players missing. In the event a game has to be rescheduled, the new date should be determined at least seven days before the originally scheduled game date (to allow the referees and field schedulers advance warning). The rescheduled date must be during the EC League season. Procedure 1. Coach initiating a change should call the opposing coach as soon as the change is identified as needed. Mandatory: Call the other coach first as a courtesy 2. of the change request form with all of the details (copy of the EC Game Rescheduling form is attached on the next page) Mandatory: Use to create a paper trail (it s much easier to sort out later) 3. The home team club will manage the change. All re-scheduled games must be approved by the home club field scheduler and referee scheduler. If either scheduler is unable to reschedule then the game will be declared a no contest. 4. Please submit the following information to the home field club at least seven days before the scheduled date of the game; Failed to show or Refused to Play In the event a team either fails to show for a scheduled game, or refuses to play at the scheduled game time, the referee is required to complete the game report and note appropriately: e.g. TEAM XY failed to show or refused to play. The referee CANNOT declare a winner (or forfeit). The decision regarding the result of the game rests solely with the East Central Games Commissioner.

17 Instructions for East Central District Game Change & Dispute Resolution Request Please use this form if you have a request to change something about a game, such as rescheduling the date of the game or changing a score after the game (a typical example is a game score that is not recorded due to a game card incorrectly completed and/or not mailed). Instructions: Instructions: 1) Fill out the above form completely (no action will be taken if it is not filled out completely). 2) Route the form by to the six people identified in the Endorsements Section Coaches only needed for score changes if both coaches agree Club Presidents should be added for all other requests Field scheduler and Referee Scheduler required for game date change request Subject Should Start: Game #### - topic of note 3) The endorsers should all type I endorse the proposed change in an and forward it to the next person (the order is not important, but getting all four endorsements is required before the Games Commissioner will review the request. For Game Date Changes: Forward the endorsed form to the Home Team for rescheduling (see instructions that follow) For All other Changes (game scores, no-shows, forfeit resolution, etc.): 4) Forward the Dispute Resolution form to the Games Commissioner and the East Central District Administrative Assistant. 18 East Central Adult League(s) General Organization 6/19/2008 Leagues o A League Men s and Women s high level league for those players who are playing in college or wish to have the highest possible competition Games will be 45 minute halves o B League Men & Women s league for those players who have played classic soccer in the past and are looking for a high level of competition Games will be 40 minute halves o C Level League for those who have played recreational soccer and are looking to play in a league primarily for fun and exercise This will be a Coed league patterned after the U-19 Coed Rec. League (with revised rules) including no slide tackling. This league will not have (at the outset) any gender restrictions and players are permitted to play the ball in the 6 yard goal box. Games will be 35 minute halves League Play o Leagues would play in June and July and have a schedule of seven games. Possible year end tournament (last week in July) or a total of eight games. No games on Sunday closest to July 4. o The tournament will be dependant upon the number of teams in a league o League play would be 11 on 11 o In the A & B league rules to be standard FIFA rules with exception of substitutions. o C League rules will follow the existing East Central U-19 Co-ed Rec. rules with the exception of gender restrictions. Registration o Teams will be registered through the existing East Central Clubs and be part of that club. Club will be responsible to care and feed that team. o East Central Registration fee to be $15 per player, which includes the state fees. Club will be responsible to collect these fees and pay the fees to East Central. Additional fees for referees and other amenities will be the responsibility of each club. o Teams will need to be formed by May 20. Clubs to inform East Central by May 1, how many teams they feel they will field in each league. o Player passes will not be required. Players must be listed on the team roster and present a driver s license or a photo ID. If player does not have either form of identification the club registrar will process a player pass card to be used as identification. o Team rosters up to 22 players, with a minimum of 14 players.

19 o Players cannot roster on a youth team and an adult team; however club passes will be honored. Club passes for Adult League will only be used with Players must have completed their junior year in high school to be able to use a club pass for the adult league. o To be eligible to play and be rostered in the adult league, players must have completed their junior year in high school or apply for a waiver through the district. Coaches o All teams will be required to designate a coach or coaches (can be an adult player coach). One of whom must be present at all games and will provide phone and contact information. o Each team is encouraged to have a team manager Referee s o Three man system for referee s will be employed o Clubs responsible to schedule referees for home fields o Jim Radar to come up with a rate schedule o Games may be grouped together to best use the referee pool o Each team pays half of the referee fees Possible tournament the last week in July. Teams will play on Sunday Games times will vary 4:00 6:00 PM. League game times will be flexible. Insurance for players only covers league play and USSF sanctioned tournaments. Should a team decide to play in a non-sanctioned tournament they do so at their own risk. Players should understand any high school or college codes of conduct before playing in any tournament. A League director and registrar will be appointed for the Adult League. Schedule and scores to be posted on East Central website No Alcoholic beverages at games Pay for Play will not be allowed
