Tod Maki, Treasurer 1) Roll Call was taken by sign-in and the meeting was called to order by Carl Micke. 2) Secretary s Report Minutes were approved for July 3) Treasurer s Report A final budget will be sent out for the board to review. 4) Commissioner s Report: a) TOPS (See attached report) TOPS Soccer Starts September 20, If interested call Wayne Stoflet at b) Scheduling (See attached report) Numbers of teams participating in fall soccer are down from last year.

2 Future activities: All registrars must attend the League Organizer training to be held on January 7, 2008, Kimberly High School. WYSA is introducing online registration software from League 1 for the soccer season. More information to follow. Please review attached activity sheet. This is a tentative schedule for the upcoming soccer season. Suggestions or comments can be sent to Sue Ann. c) Registration New Registrar Kevin Otto is serving the following clubs: Electric City, Fox Valley Unified, Kiel, Goalgetters, New London Soccer, and Paper Valley Soccer Club. d) Referee (See attached proposal) Clubs are to review proposal and be ready to take action at the October meeting. Motion: Jim Rader asked that attached proposal be passed. Proposal was tabled until the October meeting. Jim Rader reminded everyone that the new substitution rule allows for substitutions from both sides at any stoppage of play. This new rule is effective immediately. e) Coaching (see attached report) Additional information about coaching clinics can be found on the Wis. Youth Soccer website listed under Coaches-Coaching Clinics-Schedule Courses. f) Games (see attached reports) Red cards and coach ejections were down this year. Problems with score cards continue Adult League was formed this fall with 14 teams playing at Akzo Nobel Soccer fields. Games are played on Sunday. As a matter of convenience all teams were registered through FOXX Soccer club. All of the adult games are played at one site and this system is working very well. It was suggested that we consider this for the summer adult league. 5) State Rep s Report (see attached reports) Wis. Youth Soccer AGM is February 28, 2009, in Madison. Please mark your calendars. All clubs must be represented by a voting representative. 6) Committee Updates The website committee continues to monitor the state s progress in implementing their new software and the development of the new state website.

3 7) Business Issues/Updates: a) Midwest Regional-A local bid has been made by Appleton Soccer Club and De Pere Select to host the 2011 event. A general request has been made, asking clubs to allow usage of their fields during the event if the need arises. More information will be made at a later date. b) Coaches of the Year District East Central Soccer District - Boy s coach of the year is: Dennis Detrie. FC Green Bay East Central Soccer District Girls Coach of the year is: Scott Haywood, Appleton Soccer Club c) WIAA Rules and Regulations The rule regarding 6 on a team from the same school is returning for further discussion. d) Road Construction: As a common courtesy, if a club knows of road construction in there area that may make travel to the fields difficult, please pass that information onto the teams traveling to their fields. e) U11-U12 Roster Size: This rule was passed last year for a one year trial to be reviewed at the end of the season. After a brief discussion in support of the resolution, the board unanimously approved the increase in the roster size for U11 and U12 teams. This rule does not apply to tournaments and teams will need to adjust their roster size to meet the requirements of the tournament. Motion by Dale Antoine: To allow a permanent increase in the roster size of U11 and U12 teams from 14 to 16 players. PASSED f) Meeting Attendance Cyberspace: Carl will send out instructions on using the system. It is an opportunity for clubs to save resources by less driving if we can successfully conduct meetings via cyberspace. Carl noted that our strength is in meeting face to face and doesn t want to lose that asset, but would like to test the system to see if it will meet our needs on a intermittent basis. Clubs are to let Sue Ann know if you are interested in using the web meeting feature. We will be using this feature for the October Meeting. It was suggested that the following meetings would not be available for web meetings because it was felt this are the most important meetings and we must have face to face contact at. September, November 9 AGM) March April and June g) High School Girls Soccer: State games may be hosted as late as June 15. How do we address this issue for the playing season?

4 h) Strategic Planning Meeting A date will be selected for a strategic planning meeting to discuss a group of topics and make some real progress on them. Please send to Sue Ann, in writing, any topics you wish to cover. We have two leagues playing this fall, a U11 & 12 girls league and a U13 & 14 Coed league. Clubs involved in the fall league and number of teams are as follows; (2008, ASC 3, USA 1, Fondy 2, OSH 1, Keil 1, PVY 1, DEP 2) for comparison here is last year, (2007 ASC - 12, Depere 1, Fondy 2, KASA 2, MASC 1, PVY 6, OU 1, USA 2). This class is a must for all club registrars that will be involved in assigning field codes to teams. The main focus will be on scheduling codes, submitting data and due dates for each level of information and data preparation for THE ARBITER. 10 Current wording within the Official Rules & Code Of Conduct One Whistle Referee System is MANDATORY. The Wisconsin Youth Soccer Association has informed all Districts that any game utilizing two whistles is NOT a sanctioned game. It is imperative that all East Central scheduled games be controlled by a one whistle referee system. Therefore, what should you do when a three-man system is scheduled and one referee does not show up for the game? The board requires the use of one of the following options. All options are predicated on utilizing the most experienced referee as the head referee. 1. Recruit a qualified registered referee from the spectators and proceed with the usual methodology of a three-man system. 2. Recruit a club linesman from the spectators. Therefore modify the three-man system as follows a. Instruct the club linesman to call out-of-bounds along one tough line. b. The assistant referee will continue to signal fouls, off-sides, and out-of-bounds as usual. c. The center referee will modify his diagonal movement to maximize he/her visualization of the assistant referee d. Reimbursement: the center referee and assistant referee both receive the center referee fee. The club linesman should be paid the remainder of the original total referee game fee. e. In the situation where the assigned experienced center referee does not show up and the two inexperienced assistant referees do show up, the game should be canceled if a qualified registered center referee cannot be recruited from the spectators. The assistant referees should be paid the appropriate fee. Proposed new wording One Whistle Referee System is MANDATORY. 11 following options. All options are predicated on utilizing a center/head referee, that is qualified for the level of play. 1. Recruit a qualified registered referee from the spectators and proceed with the usual methodology of a three-man system. 2. Recruit a club linesman from the spectators. Therefore modify the three-man system as follows a. Instruct the club linesman to only signal when the ball goes over the touch line or goal line. The club linesman may not signal or call any fouls or infractions. b. The assistant referee (AR) will continue to signal fouls, off-side, and balls that go out of play as usual. c. The center referee will modify his diagonal movement to maximize his/her visualization of the assistant referee, and work more to the side of the club linesman. d. Reimbursement: Registered referees will receive the pay for the position (Center or AR) that they actually work. No referee, center or AR, may be paid more than the amount set by East Central/WYSA. e. Club Linesmen MAY NOT be paid as part of the referee crew. f. If the game is at the Classic level, and a registered level 9 referee is recruited to help as a linesman, the level 9 referee MAY NOT be paid as part of the referee crew, and should not wear a uniform or badge. A level 9 referee may only be used as a non-paid club linesman, that can only assist with signaling that the ball has gone over the touch line or goal line. g. At the conclusion of the game, the center/head referee is responsible to split and return any unused referee fees to the coaches/manager of each team, when less than three registered referees are used. h. In the situation where none of the available registered referees are qualified to work the center referee position for the level of play, the game should be cancelled and rescheduled. The scheduled assistant referees should be paid the appropriate fee. 3. All of the above rules are to be applied for any State League, MYRL, or State Championship Series play-in games that are played within the East Central District.

Updates from Wisconsin Youth Soccer Association Future Activities : Board meeting in October

19 Hi all, this update is terribly overdue. 1. Unemployment Compensation for Referees, Coaches, Athletic trainers As many of you know, WYSA has been in dispute with the Wisconsin Department of Workforce Development over the classification of referees, coaches and athletic trainers as employees. Most recently, we filed suit in Milwaukee Circuit Court challenging the latest determination. I am thrilled to report that we won our case. This saga started over 4 years ago. As a result of an audit by the state unemployment agency, it was determined that referees, coaches and athletic trainers were employees. The case has been under judicial review. A decision was filed July 22. Judge Foley determined that, in our case, 4 of the 5 criteria for independent contractor status were clearly met. Wisconsin can appeal this decision, but for now we can relish the victory. In addition, we continue to work with Wisconsin Senator Kanavas to submit legislation to define all officials for amateur sporting events to be expressly defined as independent contractors. Wisconsin has solicited all clubs to contact local legislators to support this bill. The bill is scheduled for introduction January In addition, we will develop best practices for you to follow to avoid an employment relationship. 2. Sales tax on registrations A recent Wisconsin Department of Revenue newsletter defined youth registration fees as subject to Wisconsin Sales Tax. Please continue your work in support of the legislation to exempt all youth sports registrations from sales tax. 3. On-line registration A state wide task force reviewed various providers and the needs of Wisconsin clubs. The Active Network with the League One software was selected unanimously by the task force and approved by the WYSA Board. The implementation plan targets registrations for the play year. This will include training events throughout the state. In addition to the registration software, the package will include scheduling software for all clubs/members. The basic level of service will be included to all clubs and paid for through a slight increase in registration fees. There will be a 50 cent per player increase for the play year and another 50 cent increase for the play year. To put this in perspective, there has been no increase in player registration fees to WYSA in over 8 years Regional Championships - Wisconsin is pleased to have a local organizing committee to bid on hosting the 2011 Regional Championships. If successful, the State Champions from the Midwest Region will again enjoy northeast Wisconsin, in Appleton, and DePere. 5. Centers for Excellence - Wisconsin has expanded the Centers for Excellence throughout the state. The Centers for Excellence features regular meetings in each of the 6 program districts. The program will be comprised of nine contacts, (eight training dates plus one festival), with boys and girls trained together. Individual player s technique will be emphasized with sessions focusing upon 1v1 moves; turns, shielding, striking the ball, short passing and small group play. The WYSA Board voted to take action through the USSF and the State of Wisconsin to achieve its goal of establishing a unique corporate entity for Wisconsin Youth Soccer Association. Steps included in this are grievances with USSF in regards to the dysfunction of the Wisconsin Soccer Association and with the State of Wisconsin for ultimate transfer of appropriate corporate assets and liabilities. The WSA board has not met in over a year and a half. There has been no Annual General Meeting since March In fact there has only been one AGM in three years. Please look for opportunities to support this effort.

20 7. The 2009 WYSA AGM date is February 28 in the western part of Madison. Please mark your calendars now. 8. Goal anchoring. We cannot stress this enough. We have been talking about this safety issue for over 15 years. Sadly, even with that discussion, last year a 10 year old boy died when an unsecured portable goal tipped over and struck him in the head. Please reinforce this to all members of your clubs, that goals should always be anchored. 9. Academy Programs - Wisconsin is developing guidelines to provide accreditation/certification (final wording not decided) for academy program. The intent is to review and develop some standards to verify the academies are as consistent as possible. These programs are usually targeted within a club for recreational players outside of the traditional team roster format. Terry Donini is spearheading this development. 10. Fall State Championships have been set. September 13, 14, 20 will have group play, with semifinals on the 21 st. Stevens Point was selected to host the fall event (high school girls) for the first time ever. This is a two year commitment. 11. Western Wisconsin Classic League - We are developing a Western Wisconsin Classic League to help more rural areas with more competitive opportunities among themselves. This league will, geographically, cover over 60 % of the state. Representatives from the Northwest, Southwest and Midway districts met to establish some parameters for the League. 12. Wisconsin is producing a parenting education video. This will have a goal of education children and parents U-11 and below on good behavior with a humorous theme. We are targeting distribution later this fall. 13. Staffing changes - With the departure of Bryan Flanagan to Tennessee, Patrick Hodgins has moved over to the administrative function in Competitions (State Leagues, SECL, State Championships). Also, please welcome Mike Walby who is taking over the administrative duties in ODP. 14. Sadly, I must report the passing of Ted Wedemeyer, Jr. Ted was a long time volunteer and leader in the soccer community in Wisconsin. Working diligently to promote the sport a many levels. Our condolences go out to his family. 15. Laura Moynihan was another pioneer in Wisconsin Soccer. She was instrumental in starting the Girls ODP program, in addition to all the other areas she helped in. UW Milwaukee Soccer coach Mike Moynihan is spearheading an effort to raise funds to name the soccer field at UWM for his mother. New FIFA substitution Rule There is a new FIFA substation rule allowing substitution at any stoppage of play. This does not address the number of substitutions allowed. Look for more information soon. 17. Post Card 990-N If your organization has 501(c)3 status and you have less than $25,000 in revenue, the IRS allows you to file your 990 on a postcard now (Form 990-N). Please consult your accountant or tax adviser for further information.
