Member Absent: Kiel Soccer Club Meeting was called to order at 6:30 PM by Carl Micke and introductions took place. Carl passed out Field Liability documents. Remember that all clubs must contact Wisconsin Youth Soccer for field liability documents. Secretary s Report: Motion was made and carried to accept minutes from November meeting. Page 1 of 4

2 Treasurer s Report: Financial Budget is available by individual request. The treasurer s report was presented and a motion to approve the report was made and passed unanimously. Tod Maki reported that a worksheet for registration payments and deadlines will be sent to all club Registrars, East Central Representatives and Treasurers. First registration payment is March 15, 2007 Commissioner s Report TOPS-See Bookmarked Report TOPS Soccer is a program for children who have special needs An invitation was given to spread the word for more participants. There are five more weeks left of the current session. The next session will be March 31st. Scheduling-See Bookmarked Report Jan 3rd meeting was held for new registrars. A reminder that field codes are due 2/1/07. Teams are due 2/6/07 for recreational league, and 2/23/07 for competitive. Pre-scheduling meeting is to be held in Kimberly on 2/28/07 at 7:00pm. All clubs must be represented. Registrar- See Bookmarked Report Jerry Crossman reported on the realignment of registrars to accommodate closer proximities. The information will be sent to all registrars with the appropriate contact information. (see report for assignments) Concern was expressed about how to handle situations where a club registrar does not have a coach pass card in time for registration. The old process of holding up registering until the coach could present a copy of his/her coach pass card was slowing down the registration process. Motion: Club registrars will no longer need to submit a copy of the coach pass card when registering a team with the District Registrar or Assistant District Registrar. It will be the responsibility of each club to make sure the coaches have a coach pass card for game day. Passed Discussion took place: All other rules and policies for registering a team still apply All coaches and assist coaches are still required to obtain a coach pass card. Obtaining a coach pass card proves a background check was done and that each coach was cleared to coach youth soccer. As always the referees will check in coaches and players at game site. All tournament rules still apply. The responsibility has shifted to the club. Each club will insure that their coaches are properly registered and have the correct requirements to be on the coaching side of the field. Renee Sullivan made an addition motion. Page 2 of 4

3 Motion: It is the responsibility of each club registrar to provide their District Registrar or Assistant District Registrar with a list of registered coaches by May 1 of each year. Passed Referee-See Bookmarked Report Jim Rader gave the referees report and reminded everyone of the upcoming dates for referee and referee assignors clinics. Special notice of the assignor s clinic to be held in Fond du Lac at Woodward Middle School on 1/21/07. The times and dates are to be listed at The referee s coordinator meeting will be scheduled soon. Sue Walters will maintain control over uploading information to the website. Coaching-See Bookmarked Report It was noted that on the 24th of February at UW Fox Valley, the Appleton Soccer Club will have people from Wisconsin Youth Soccer to facilitate an on site coach pass card registration. You must bring your old pass (if renewing), social security number, driver s license, and $10.00 (if you club is not set up to be billed directly). U16-U19 Recreational Committee-See Bookmarked Report Discussion was held on the U16 & U19 Coed Rec. Additional Rules of Play final report. Concerns were expressed with the language of item #1. Slide Tackling (expanded rule) Motion: to change the language from "will be considered as dangerous play violations" to "will be whistled as a direct free kick foul". Passed Media Committee: Carl Micke (Chair), Renee Sullivan, Tod Maki, Dale Antoine and Jeffrey Dunn, will meet on January 23 rd. Carl will notify participants of the time and place. Page 3 of 4

4 Business Issues/Updates Adult League Adult League meeting will be held from 6:30 to 9:00 PM at Marathon Engineering (Pöyry Engineering) 2323 East Capitol Drive, Appleton, WI on January 24 th. All clubs interested in having an adult league should have a representative present. LCS Discussion Kurt asked for LCS ideas and none were forthcoming. It was decided that it would be impossible to work out the details to hold an LCS. There will be no LCS this year. New (reformed Club) FC Green Bay Green Bay Metro and Thunder have merged to form a new club that will be known as FC Green Bay and will do business under the Metro's business number. The East Central Web Site reflects the contact information of the new club officers. Center of Excellence- See bookmarked announcement for more details Sue Ann reported that there will be a Center of Excellence for top U-11 players held at the Gerritts Middle School in Kimberly. Coming soon there will be an on-line open enrollment for the Center of Excellence on the Wisconsin Youth Soccer s web site Upcoming Events State Cup applications will be available January 15th. Of these 6 are new to the program. We are expecting a few more players to register during this session. We continue to have an adequate number of buddies through Kimberly High School Key Club. Thanks for the help. If you know of a child with special needs that is looking for soccer type of activity please have them call me at or send them to Janssen School in Combined Locks at 10AM, January 13, 20, 27, February 3, 10. 6 Date: January 1, 2007 Area: Scheduling Commissioner: Wayne Stoflet Report: We have rounded the curve and game scheduling isn t too far ahead. The LO 101 class for new registrars will be held at KHS January 3. Approximately 25 persons are expected to attend. Clubs need to watch the activity schedule very closely, as the number and frequency of due items are on the increase. A bit of effort now in assigning fields will go a long way in simplifying scheduling changes later on. Future Activities : Field codes are due February 1, 2007 Teams due February 6, 2007, those clubs scheduling Age 10 and under recreational teams through the East Central Scheduler. All other teams are due February 23, 2007 Pre-scheduling meeting is February 28, All clubs must be represented Decisions Required: Final approval on the U16 & 19 Coed Rec. rule modifications.

There has been some previous discussion, but I don t think we formally made a decision on how to handle the different situations. Would like some guidance.

Remember that each club that has home classic games must have those games assigned by a certified assignor, and be aware that each assignor must recertify each year.

13 U16 & U19 Coed Rec. Additional Rules of Play January 2007 The Committee: Wayne Stoflet (KASA), Jan Peebles (ASC), Al Heiting (MASC), Dale Antoine (EC), Jim Rader (EC Referee Commissioner) The following rules are recommended in an attempt to reduce the level of competitiveness and increase the enjoyment of the game. Changes are listed in bold italics. 1. Slide Tackling (expanded rule) At all recreational levels, the field player MAY NOT leave their feet to play, or attempt to play the ball, with the exception of heading the ball. Therefore, slide tackles, slide blocks, slide shots and bicycles will be whistled as a direct free kick foul. 2. All teams must have an official roster. All players shall have a player pass to be presented to the referee prior to the start of the game. 3. In the spirit of recreational play each team will have approximately the same ratios of boys to girls on the field. At no time will there be more than 8 players of one gender on the playing field. 4. A player from the offensive team MAY NOT play the ball within the goal box. A violation will award the defensive with a goal kick. 5. Game day rosters: For U16 Coed Rec. - No more than 10 players of the same gender. For U19 Coed Rec. - No more than 12 players of the same gender. 6. Friendly rule: Each player is to play approximately 50% of the game time.

14 Center of Excellence The Wisconsin Youth Soccer Association is pleased to announce that it will again offer the U11 Center for Excellence, a program to aid in its player development efforts. Offered as a pilot in 2005, the 2007 program has been expanded to include both the East Central and Central Wisconsin areas. This year s format will also feature open enrollment subject to facility constraints. We are contacting you so that you might assist us in helping to get interested U11 players (born August 1, 1995 through July 31, 1996), from your club involved in this year s Program. The Wisconsin Youth Soccer U11 Center for Excellence is geared towards diffusing important information and techniques involved in individual play to participants from as many different clubs as possible. This Center will provide an enjoyable and enriching environment for players who have shown a disposition and ability for taking players on. The intricate 1v1 skills helpful to excel at soccer are hard to learn and aren t always taught to all our players. The purpose of the Wisconsin Youth Soccer U11 Center for Excellence is to teach and refine these individual skills. Children who can learn them very rapidly and pass them on to their teammates are especially encouraged to participate. These players will then be challenged to go back to their clubs and show their new moves and skills to as many of their teammates and friends as they can. The Wisconsin Youth Soccer U11 Center for Excellence will meet approximately once per month from January through June. Each participant will attend 6 different sessions, five of which will focus upon 1v1 moves; turns, dribbling to keep the ball (shielding) etc. and one which will deal with small group play. In total, players will be taught different moves under the direction of our staff. Registration fees will be approximately $30 per player. Fees will not be prorated nor, will there be additional costs for participants. All indoor sessions will be held at Gerritts Middle School in Kimberly.
