2 Commissioner Reports TOPS See attached report o Kimberly TOPS program has about 30 registered TOPS participations. Twenty show up on a regular a basis. o Ashwaubenon TOPS program will run a fall session runs October - November. This is a 6 week program. Core group of 15 attendees. Another 6 week program will begin in spring. o New London TOPS program runs January April. About 5 to 6 players participate in this program. Scheduling See report. o Reschedule U12G division. 1. The FC Marinette team dropped out of the league and an Appleton team was placed in the wrong level of play. In order to prevent the U12G classic 2 division from playing the same teams several times in the season, it was decided to merge all of the levels of play into one U12 group. The schedule was worked on to create the least amount of disruption to the schedule. Referee Weather Policy- See document o Weather policy discussion and approval 1. Discussion about thunder/lightning was had and which weather element is a better reason to call a game. The weather policy was drafted from information from the weather service stating that you can see lightning from greater distances, so thunder is heard only at a closer range and a better indicator. If you hear thunder assume lightning with follow even if you do not see it. As always people should use their common sense. It is better to err on the side of safety. Motion was made to approve the weather policy. Made by Renee Sullivan (Everton) and seconded by Kevin Otto (Menasha). Approved o Mike Jones will send a notice to all referees in Games Officials and Sue Ann will send policy to all parents and coaches in League One. Games and Registration There have been some rescheduling scenarios that have come up that were not covered in the reschedule document that was created by Jorge Simon. Below are some scenarios that have happened with teams dropping and game cancelations. How does the membership want to handle them?
3 o How to handle teams that drop once schedule has been produced. 1. Do we charge for all games that are canceled from the schedule if the season has started? 2. Clubs should know if a team has enough players. There are many things that have to happen before a team can take to a field: club registrar places players on the team, prepares player pass cards, and schedule referees. The club should be involved in making sure the teams are ready to play. If the team is just not coming together, the club should make the decision to pull it from the schedule before the season starts. 3. It was decided that East Central will charge a one-time flat rate of $50.00 for any team removing itself from a divisional schedule. Any other violations incurred when the team decides to drop will be tacked onto the fee. o What happens when a game is canceled due to weather? How should this game be rescheduled? 1. One of the teams from weather canceled game initiates the game reschedule using the rescheduling tool. If the other team does not respond then the team that does not respond pays the cancel fee. 2. Clubs or teams will submit information to East Central that the game was trying to be rescheduled, but the opposing team failed to respond. o All referees will start using Games Officials to submit game reports. Red cards, yellow cards and coach issues will be documented on Game Officials. Mike Jones will send out a message to all referees about this new procedure and a notice will be posted on the East Central website. o Coach ejections. 1. If a coach is suspended, the coach or the club has 5 days to appeal the suspension once the suspension has been determined by East Central. The East Central rules and regulations will be updated to reflect this appeal process. o Player red cards. 1. Discussion: Should we continue to send player pass cards to the East Central Games Commissioner when a red card is issued? In other leagues throughout the state, (State League WDA) the referee does not send in the player pass card, but simply cards the player and reports the carding in the Game Offices program. By following the same procedures that WYSA follows we hope to make the red card process uniform and easier for the referees to manage. Jorge Simone (East Central Games Commissioner) will follow up with a more formal report for the membership to vote on at the AGM. o How do we handle blending age groups in East Central? 1. Discussion: We have situations where there are not enough teams to create a division for each age group. There are times when a player will be playing up 2 years on a team in their club. East Central pushes the team up one more year to have enough teams to create a division. Then the player is really playing up 3 years.
4 It was agreed that the player is allowed to stay on the team as it is not the fault of the club or the player that there is not enough teams to make a division in the original age group. If there is still room on that team, should we allow that same team to roster the team at the higher age group to add more players? Essentially some players would be rostered 3 years up on the team. It was determined that the age rule remain at a 2 year age limit. Should any questions come up that would change the age rule, East Central will review and decided on a case by case basis. Coaching See report o E clinic was just scheduled in Wrightstown o D clinics are being scheduled by WYSA. Adult League o It was mentioned that some adults are looking for a fall league. More of a recreational league for 30 and up. o It was felt that many college kids are gone and that it would be difficult to pull enough teams together to make a league. Jamboree o The recreational clubs will get together to determine if we want to hold a Jamboree next year. o Neenah wants to make sure that there are enough teams playing so that their club is not playing other teams in their club. o A committee will be created to decide how East Central proceeds with the Jamboree. Recreational - See report o Academy up and running. See report o State Reps Report Look on the WYSA website for any news from Wisconsin Youth Soccer o Committee Updates SAFE o Do we want to have more signs printed? o Members thought that the signs that Neenah had at their tournament were better and had more information for spectators. o We will discuss at Retreat/AGM Coaches convention o Topic of discussion at November Retreat/AGM o Business Issues/Update Suggestion to have the 2014 AGM at Ground Round in Neenah. 5 For the good of soccer Can a U11 game be played on a U10 field? o FC Green Bay Marinette team had a game played on a small field. Sounded like the referees got started on the wrong field and continued to play on that field. There is a U11 field there, the referees said that they were scheduled on that field and they should use that one to play on. Wytse said there are Two U11/U12 fields located at the park and it should not have been an issue. If you know of a child with special needs that is looking for soccer type of activity please have them call me at or send them to Maple view School Gym in Kimberly at 10 AM, September 21. They are welcome to observe and or register on the spot. The fall session will also meet on September 28, October 5, 12, 19, 26. Jeff Jones, will begin the Green Bay Area TOPS in September and conclude the fall session late October. This is the 4 th year for TOPS in the Green Bay. 11 East Central Weather Policy Approval 9/16/2013 A. Bad Weather Prior to the start of the game: Before teams arrive at the field: In the event of pre-existing poor field conditions or weather, a designated club officer may determine that the game should be postponed. The designated club officer should notify the referees and the visiting team of this postponement. Either team may start the rescheduling process by submitting 3 options for new game dates and by following the East Central rescheduling guidelines. At the field: The referee will determine if a team will take the field or continue play if weather conditions deem it necessary to suspend the game. In instances when the referee suspends a game due to weather conditions, darkness, etc., a game will be considered complete if the first half has been completed prior to the game suspension. Once a game has been suspended and the first half or more of the game has been completed, the teams will not take the field again and the game will be recognized as a complete game. Scores will be recorded at the point the game was suspended. If the first half has not been completed, the game must be rescheduled and played in its entirety. If there is a game following the first suspended game the teams and referees should wait to see if they could get at least half of the game in. They should wait the 30 minutes form the last sound of thunder before taking the field. This policy is meant to save on rescheduling games. Once a game has been suspended due to thunder, teams must vacate field and take shelter. Referees and coaches should communicate the dangers of lightning and instruct players and spectators to take shelter. Order of authority: Referee, club official, coach and parents. If at any time, a parent thinks that it is unsafe to play a game when they hear thunder or see lighting they have a right to pull their child from the competition. See East Central cancelation policy procedures. Thunder Rule If you hear thunder you must wait for 30 minutes before you start a game or restart a game that was in progress. When hearing thunder, assume there is lighting. Thunder is a better indication of when to stop a game because you can see lightning from a greater distance than what is necessary for game stoppage. Hearing thunder means there is lighting very close and it is unsafe to continue a game.
