This application also requires Commission discussion and approval because staff is recommending that ACHD partner with the MSD and participate in the costs of the safety improvements. In lieu of requiring off-site pedestrian improvements, such as sidewalks and widened shoulders, staff is recommending that the applicant participate in the cost of HAWKs and school flashers. The overall cost for 3 HAWK crossings and 3 School Flashers is $431,000. Staff is recommending that ACHD contribute $140,000 worth of in-kind services for the design and construction of 2 HAWKs (approximately one-third of the cost for the improvements listed on the table), with MSD paying for the materials. The MSD should pay for the full design, materials and construction of the HAWK and associated school flashers on Stoddard at the Kodiak intersection; and should provide a road trust in the amount of $138,000 for the future Linder and Victory pedestrian improvements. 2 Waiver of Impact Fees: On September 1, 2010, the ACHD Commission executed an Interagency Waiver of Fee Agreement with Joint School District No.2 of Meridian. The agreement states that neither party shall be obligated to pay to the other any fees, charges, or any other types of expenditures ( Fee ) for any services, activities, unimproved rights-of-way, other unimproved real property, regardless of the provision and/or transfer to the other of such services, activities, rights-of-way, or other real property, except as otherwise agreed in writing and signed by both parties. The Agreement is effective for ten years, unless terminated as defined within the Agreement. The impact fee for this school that will be waived is estimated at $409,000. Description of Application: The applicant is requesting approval of an annexation, rezone, and conditional use permit application to allow for the construction of Victory Middle School on approximately 28 acres. Site History: ACHD has not previously reviewed this site for a development application. 4. Adjacent Development: The following developments are pending or underway in the vicinity of the site: Fall Creek Subdivision, consisting of 296 residential lots and 32 common lots on 110 acres is located south of the site and was approved by ACHD in March of Revolution Ridge Subdivision, consisting of 64 residential lots and 5 common lots on 19.7 acres is located south of Victory Road and was approved by ACHD in March Biltmore Estates Subdivision, consisting of 159 residential lots and 12 common lots on 56.2 acres is located south of Victory Road west of Harris Street. South Ridge Subdivision Phase I, consisting of 206 residential lots, 11 commercial lots, 16 common lots, 1 elementary school, and 1 public library is located south of Overland Road and west of Linder Road. 5. Transit: Transit services are not available to serve this site. 6. New Center Lane Miles: This development will not add any new center lane miles of roadway. 7. Impact Fees: There will be an impact fee that is assessed and due prior to issuance of any building permits. The assessed impact fee will be based on the impact fee ordinance that is in effect at that time. 8. Capital Improvements Plan (CIP)/ Integrated Five Year Work Plan (IFYWP): The following improvements are listed in ACHD s Integrated Five Year Work Program (IFYWP) or the District s Capital Improvement Plan (CIP). Victory Road is scheduled in the Integrated Five Year Work Plan to be reclaimed between McDermott Road and Meridian Road in Victory Road and Bridge #292, 500-feet west of Ten Mile Road is scheduled in the Integrated Five Year Work Plan to be replaced/widened in Victory Road and Bridge #296, ¼ mile east of Locust Grove Road is scheduled in the Integrated Five Year Work Plan to be replaced/widened in Victory Road is listed in the Capital Improvements Plan to be widened to 3-lanes from Linder Road to Meridian Road between 2022 and The intersection of Victory Road and Linder Road is listed in the Capital Improvements Plan to be widened to 6-lanes on the north leg, 5-lanes on the south, 4-lanes east, and 3-lanes on the west leg, and signalized between 2017 and B. Traffic Findings for Consideration 1. Trip Generation: This development is estimated to generate 1,940 additional vehicle trips per day, 290 additional vehicle trips per hour in the PM peak hour, based on the traffic impact study. 2DRAFT Victory Middle School/MER14-001/MCUP14-003

Average Daily Traffic Count (VDT) Average daily traffic counts are based on ACHD s most current traffic counts. Existing Plus Project 278 Future Level of Service Better than D The average daily traffic count for Stoddard Road south of Overland Road was 1,952 on July 25, The average daily traffic count for Victory Road west of Meridian Road was 1,681 on January 21, The average daily traffic count for SH-69 (Meridian Road) north of Overland Road was 34,227 on March 15, Traffic Impact Study Kittelson and Associates prepared a traffic impact study for the proposed Victory Middle School. Below is an executive summary of the findings as presented by Kittelson and Associates. The following executive summary is not the opinion of ACHD staff. ACHD has reviewed the submitted traffic impact study for consistency with ACHD policies and practices, and may have additional requirements beyond what is noted in the summary. ACHD Staff comments on the submitted traffic impact study can be found below under staff comments. Executive Summary 1. Existing Conditions a. All of the study intersections operate at an acceptable LOS during the weekday AM peak hour and the weekday school PM peak hour with the exception of the Meridian Road (SH-69)/Overland Road intersection in the AM peak period. b. The Meridian/Overland intersection operates at LOS E with a V/C > 1.0 during the weekday AM peak period due to the heavy northbound through movement. (The Meridian Interchange is under construction and project improvements are expected to mitigate this V/C. 2. A review of historical crash data did not identify any existing safety concerns. 3. Year 2016 Total Traffic Conditions (Background + Site) with Kodiak Drive Extended to Linder 3DRAFT Victory Middle School/MER14-001/MCUP14-003

All study intersections continue to operate at acceptable levels of service under 2016 total conditions during the weekday AM peak hour and weekday school PM peak hour with the exception of the Meridian Road/Overland intersection and the Meridian Road/Victory intersection in the AM peak period. b. The Meridian/Overland intersection operates at LOS E with a V/C=0.96 during the weekday AM peak hour with the Kodiak Drive extension. i. A northbound right-turn lane is required to mitigate the intersection back to a V/C ratio of under c. The Meridian Road/Victory intersection operates at LOS E with a V/C = 0.92 assuming existing signal phasing splits. i. Optimizing the phasing splits brings the V/C down to 0.90 to meet ACHD standards. d. The Stoddard Road/Kodiak Drive intersection was found to operate at LOS B as an allway-stop-controlled intersection. Given the low amount of through traffic on Stoddard Road and the increased pedestrian activity with the school, conversion to an all-waystop controlled intersection should be considered. 4. Victory Middle School is estimated to generate approximately 1,940 daily trips. Of these, approximately 650 trips will occur during the weekday school AM peak hour (7:10-8:10AM), and 360 trips will occur during the weekday school PM peak hour (2:30-3:30PM). 5. Based on the proposed driveway locations, the only driveway that does not meet minimum spacing standards is the westerly driveway. Therefore, the West Site Driveway will require a modification to the access policy. A modification to the policy is recommended for the following reasons: a. The access driveway location is primarily to accommodate the bus circulation loop. b. Movement of the driveway easterly to meet the access spacing policy would require the busses to travel through the front parking lot. c. The access driveway is projected to have significantly lower traffic volumes than the other two access driveways. 6. A southbound right-turn lane is not warranted at the existing Stoddard Road/Kodiak Drive intersection. This is due to the very low SB through traffic volume on Stoddard Road. 7. Striping an eastbound left-turn lane or a two-way-left-turn lane on Kodiak Drive at the East Site Driveway is recommended. 8. Installing a westbound right-turn lane on Kodiak Drive at the east site driveway is recommended in order to reduce the potential for vehicles turning into the drop-off-area from potentially queuing back into Kodiak Drive and blocking the westbound through traffic going to the other two school driveways or into the neighborhood. A storage distance of approximately 150-feet is recommended. 9. Striping the eastbound approach at the Stoddard Road/Kodiak Drive intersection to provide a left-turn and through-right-lane is recommended in order to reduce queuing and delay for eastbound vehicles from the school. Currently there is approximately 23 feet of pavement which could be restriped into two foot lanes. 10. As with all schools, the operation of the drop-off/pick-up area is highly dependent on parents being safe and efficient in their movements. Therefore, it is incumbent on the school to provide the necessary on-site traffic management, parent outreach, and signing to ensure the drop-off/pick-up area operates safely and efficiently. 4DRAFT Victory Middle School/MER14-001/MCUP14-003

Per the turn lane analysis, the westbound right-turn lane at the East Site Driveway would be beneficial to ensure queuing from the parent drop-off/pick-up area does not extend back to Kodiak Drive. 11. Sidewalks are generally available on the east side of Stoddard Road and within the existing residential neighborhoods to the east. On the west side of Stoddard Road and within the more rural residential developments to the east, sidewalks are limited. Given the 1.5 mile bussing radius proposed by the Meridian School District, pedestrian activity is expected to significantly increase. Therefore the MSD should work with ACHD and the City of Meridian to fill in sidewalk and pathway gaps to the extent possible. Bussing to areas without sidewalks or pathway access should also be considered. a. Bicycle facilities exist along Overland Road but not along other roadways near the school site. 12. Crossing guards should be considered at the Stoddard Road/Kodiak drive intersection because of the significant increase in crossing activity that is expected with the school development and the 40MPH posted speed. 13. ACHD installs school zones based on the amount of pedestrian activity related to the school along a particular roadway. Due to the location of the proposed middle school and likely pedestrian and bicycle access routes, a school zone should be installed on Stoddard Road and along Kodiak Drive. The school should review the need for a school zone on Kodiak Drive when the extension of that road to the west is being constructed to determine if and when school zone designation if necessary. 14. Recommendations/Mitigation following improvements (ACHD comments in bold) a. Make the following improvements to the Stoddard Road/Kodiak Drive intersection: i. Install a separate eastbound left-turn lane by striping the eastbound approach for two lanes using the existing 23 feet or with minor widening into the median or planter strip. The lanes should be approximately 150 feet long. ii. Install pedestrian crosswalks across all legs of the intersection. Signage for pedestrian/school crossings for the Stoddard Road approaches is recommended. iii. Manage onsite vegetation to maintain adequate site distance north on Stoddard Road from Kodiak Drive. iv. Consider the conversion to all-way-stop control based on traffic operations and increased pedestrian safety. Pedestrian crossing signage on the Stoddard Road approaches would not be needed with stop controlled approaches.(achd reviewed this recommendation and does not agree with converting this intersection to an all-way-stop with this application. ACHD will require a HAWK and associated school zone flashers.) b. Make the following improvements to the Meridian Road/Overland Road intersection: i. Modify existing signal timing by increasing cycle length to meet the ACHD analysis default of 150 seconds and optimize existing split times. ii. Install a northbound right-turn lane after ITD converts the existing right-turn lane to a northbound through-right lane. This is needed with, or without, the proposed development. c. At the Meridian/Victory intersection modify the signal timing to optimize split times. 5DRAFT Victory Middle School/MER14-001/MCUP14-003

10 d. At the Stoddard/Victory intersection, vehicles approaching from the north have a minor impedance to sight distance due to an existing fence in the northwest quadrant of the intersection. Adjustments to the fence would improve the sight distance. e. Make the following improvements to the site driveway intersections: i. Install a westbound right-turn lane at the East Site Driveway. Storage of approximately 150-feet is recommended. ii. Stripe a two-way center left-turn lane from the end of the existing planter strip on Kodiak Drive to a location approximately 100-feet west of the east site driveway. iii. Ensure obstructions are not placed in the sight lines that restrict intersection site distance and maintain vegetation to ensure sight distance continues to be adequate in the future. f. Provide the following on-site traffic management measures are recommended (ACHD cannot enforce these measures but recommends that the MSD follow the TIS recommendations.) i. Parent outreach identifying the access and circulation routes. ii. Signing to ensure the drop-off/pick-up circulation pattern is easily indefinable and the potential for wrong-way traffic is minimized. iii. On-site traffic management staff during drop-off/pick-up times to ensure the area operates safely and efficiently. iv. Observe drop-off/pick-up activity to make sure it does not occur in nondesignated areas off-site or on-site. g. Provide the following pedestrian and bicycle improvements: i. Install pedestrian crosswalks at the intersection of Stoddard Road/Kodiak Drive. At a minimum, one pedestrian crosswalk should be installed across Stoddard Road in addition to crosswalks across Kodiak Drive on each approach. The crosswalks across Stoddard should include the appropriate school crossing signage. (ACHD is requiring the installation of a HAWK on Stoddard Road. More information is provided in Findings for Consideration No.5.) ii. Provide a pedestrian crossing of the bus circulation road to provide access from the school building to athletic fields to the north. iii. Work with parents and ACHD each year to identify safe walking and bicycling route to the school for those students who walk or bicycle to school. As necessary, the bussing plan should be modified to support safe access to the school. (ACHD has no planned or budgeted pedestrian improvements in this area in the near future.) iv. Consider sidewalk enhancements to expand the pedestrian accessibility to the school site for nearby neighborhoods. Figure 12 identifies existing gaps in the sidewalk network. (In lieu of construction of improvements, the MSD has indicated that they will provide safety bussing for students within the 1.5 mile walk radius.) v. Implement crossing guards at key roadway crossing locations. h. Provide crossing guards at the Stoddard Road/Kodiak Drive intersection. 6DRAFT Victory Middle School/MER14-001/MCUP14-003

Coordinate with ACHD to confirm the installation of a school zone on Stoddard Road in conjunction with school construction and the installation of a school zone on Kodiak drive when that road is extended west. The school zone(s) should meet ACHD and MUTCD policies and requirements. (See Findings for Consideration No. 5.) 7DRAFT Victory Middle School/MER14-001/MCUP14-003

12 C. Findings for Consideration 1. South Meridian Transportation Plan The South Meridian Transportation Plan (SMTP) is a long range planning tool used to identify future roadway, intersection, and corridor needs in the South Meridian Area. Providing a framework for future roadway improvements based on the land use designations. The plan was created in collaboration with the City of Meridian and was adopted by the ACHD Commission in September of The SMTP recommends the extension of Kodiak Drive west to Linder Road which will occur with future development. 2. Interagency Waiver of Fee Agreement On September 1, 2010, the ACHD Commission executed an Interagency Waiver of Fee Agreement with Joint School District No.2 of Meridian. The agreement states that neither party shall be obligated to pay to the other any fees, charges, or any other types of expenditures ( Fee ) for any services, activities, unimproved rights-of-way, other unimproved real property, regardless of the provision and/or transfer to the other of such services, activities, rights-of-way, or other real property, except as otherwise agreed in writing and signed by both parties. The Agreement is effective for ten years, unless terminated as defined within the Agreement. The impact fee for this school that will be waived is estimated at $409, Idaho Code (3) Local Land Use Planning (P&Z Commission) When considering an application which relates to a public school facility, the commission shall specifically review the application for the effect it will have on increased vehicular, bicycle and pedestrian volumes on adjacent roads and highways. To ensure that the state highway system or the local highway system can satisfactorily accommodate the proposed school project, the commission shall request the assistance of the Idaho transportation department if state highways are affected, or the local highway district with jurisdiction if the affected roads are not state highways. The Idaho transportation department, the appropriate local highway jurisdiction, or both as determined by the commission, shall review the application and shall report to the commission on the following issues as appropriate: the land use master plan; school bus plan; access safety; pedestrian plan; crossing guard plan; barriers between highways and school; location of school zone; need for flashing beacon; need for traffic control signal; anticipated future improvements; speed on adjacent highways; traffic volumes on adjacent highways; effect upon the highway's level of service; need for acceleration or deceleration lanes; internal traffic circulation; anticipated development on surrounding undeveloped parcels; zoning in the vicinity; access control on adjacent highways; required striping and signing modifications; funding of highway improvements to accommodate development; proposed highway projects in the vicinity; and any other issues as may be considered appropriate to the particular application. 4. ACHD Policy School TIS In accordance with Idaho Code (3), ACHD requires a TIS for all public school facilities. (ACHD may also require a TIS for non-public schools.) The local highway jurisdictions are responsible for reporting specific information to the planning and zoning commission regarding the impacts of the new public school facility. The TIS shall comply with all the requirements as identified in Section In addition, the school TIS shall include an analysis of the following items as applicable: 8DRAFT Victory Middle School/MER14-001/MCUP14-003

13 Land use master plan School bus plan Access safety Pedestrian plan Crossing guard plan Barriers between roadways and schools Location of school zone Need for flashing beacon Need for traffic control signal Anticipated future improvements Speed on adjacent roadways Traffic volumes on adjacent roadways Effect upon the roadway s level of service Need for acceleration or deceleration lanes Internal traffic circulation Anticipated development on surrounding undeveloped parcels Zoning in the vicinity Access control on adjacent roadways Required striping and signing modifications Funding of roadway improvements to accommodate development Proposed roadway projects in the vicinity Any other issues as may be considered appropriate to the particular application. A mitigation plan shall also be provided. If no mitigation plan is provided with the school TIS, the District will not be able to process the associated development application, and will not transmit comments or recommendations to the lead land use agency. 5. Pedestrian Improvements/Safety/Bussing The map provided with the TIS shows a 1.5 mile radius for walking and includes red lines to signify where there are sidewalk gaps. The TIS identified many roadway segments in this area that lack pedestrian facilities either a sidewalk or wide shoulder. Some of the sidewalk on these segments will be constructed in the future as development occurs, but on some segments of roadway it is infeasible to widen the pavement or construct sidewalk due to a lack of right-of-way or other significant encroachments. On many segments of these roadways (Victory Road and Linder Road) it is likely that pedestrian improvements would not be feasible for construction until such time that there is a full roadway widening project. a. The school district has indicated that for areas without adequate facilities, safety bussing can and will occur. While safety bussing is a good short-term solution, there are no guarantees in place with regard to how long the bussing will continue, and there are no enforcement measures if the safety bussing is stopped. Long term bussing should be provided for the following roadways: Victory Road all segments (north and south of Victory Road) within the 1.5 mile radius Linder Road south of the Ridenbaugh Canal and to the south edge of the 1.5 mile radius (east and west of Linder Road) Per the attached map as provided by staff. 9DRAFT Victory Middle School/MER14-001/MCUP14-003

14 b. State Highway 69 (Meridian Road) SH-69 is ½ mile east of the site and bisects the walking boundary. ACHD recommends that all students living east of SH-69 (or accessing SH-69) be bussed permanently, and that the walking boundary map be revised to show this change. There are inadequate pedestrian facilities on both sides of the state highway within the walk boundary. Students would be forced to cross at Victory Road or Overland Road as there is no signal at the mid-mile. Due to out-of-direction travel, students would likely cross SH-69 where convenient, which presents a very unsafe scenario with a 55MPH, high volume roadway even at signalized crossings. c. A HAWK pedestrian crossing is required on Stoddard Road near Kodiak Drive. The submitted TIS indicates that a 4-WAY STOP could be installed at this intersection to accommodate the pedestrians east of Stoddard Road. However, after review by Traffic staff it was determined that a 4-WAY STOP is not the best solution in this location for vehicular traffic and pedestrians, and is not approved as a mitigation measure at this intersection. The applicant should install a HAWK crossing at this location to provide a safe crossing of Stoddard Road at any time of the day. The MSD is responsible for all costs associated with this improvement. d. The applicant should install school zone flashers on all 4 legs of the Stoddard/Kodiak intersection. A HAWK pedestrian crossing will be required on Linder Road near Kodiak Drive, approximately ½ mile west of the school, but it should not be installed until determined by ACHD (as additional development occurs to the west). The MSD should provide a $40,000 road trust for the cost of the hardware and ACHD will pay for the design and construction ($70,000). f. School zone flashers will be required on Linder Road near the Kodiak intersection, but flashers should not be installed until determined by ACHD. The MSD should provide a $29,000 road trust for all costs associated with this improvement. g. A HAWK pedestrian crossing will be required on Victory Road near Stoddard Road, approximately ½ mile south of the school, but it should not be installed until determined by ACHD. Due to lack of right-of-way, the HAWK and associated sidewalk improvements cannot be constructed at this time. The MSD should provide a $40,000 road trust for the cost of the hardware and ACHD will pay for the design and construction ($70,000). h. School zone flashers will be required on Victory Road near the Stoddard intersection, but flashers should not be installed until determined by ACHD. The MSD should provide a $29,000 road trust for all costs associated with this improvement. i. The applicant should provide adequate roadway lighting on Kodiak Drive and Stoddard Road abutting the site, and at the intersection of Stoddard/Kodiak. (NOTE: ACHD does not review or require street lighting. Lighting is a City requirement. The City should work with ACHD Traffic staff to determine adequate lighting requirements at this intersection.) The MSD is responsible for all costs associated with lighting. j. The applicant is proposing to stripe a cross walk on Kodiak Drive located at the middle driveway. The location has been reviewed and approved by District Traffic staff. The applicant should also install necessary signage. The MSD is responsible for all costs associated with this improvement. k. Cost Summary for Pedestrian Safety The overall costs for 3 HAWK crossings and 3 School Flashers is $431,000. Staff is recommending that ACHD contribute $140,000 for the design and construction of 2 HAWKs (approximately one-third of the cost for the improvements listed on the table). The MSD should construct the HAWK and associated school flashers on Stoddard at the Kodiak intersection; and should provide a road trust in the amount of $138,000 for the future pedestrian improvements. 16 6. Stoddard Road a. Existing Conditions: Stoddard Road is improved with 3-travel lanes, and no curb, gutter, or sidewalk abutting the site. There is 58 feet of right-of-way for Stoddard Road (29 feet from centerline). b. Policy: Collector Street Policy: District Policy states that the developer is responsible for improving all collector frontages adjacent to the site or internal to the development as required below, regardless of whether access is taken to all of the adjacent streets. Master Street Map and Typologies Policy: District Policy states that if the collector street is designated with a typology on the Master Street Map, that typology shall be considered for the required street improvements. If there is no typology listed in the Master Street Map, then standard street sections shall serve as the default. Street Section and Right-of-Way Policy: District Policy states that the standard right-of-way width for collector streets shall typically be 50 to 70 feet, depending on the location and width of the sidewalk and the location and use of the roadway. The right-of-way width may be reduced, with District approval, if the sidewalk is located within an easement; in which case the District will require a minimum right-of-way width that extends 2 feet behind the back-of-curb on each side. The standard street section shall be 46 feet (back-of-curb to back-of-curb). This width typically accommodates a single travel lane in each direction, a continuous center left-turn lane, and bike lanes. Sidewalk Policy: District Policy requires a concrete sidewalk at least 5 feet wide to be constructed on both sides of all collector streets. A parkway strip at least 6 feet wide between the back-of-curb and street edge of the sidewalk is required to provide increased safety and protection of pedestrians. Consult the District s planter width policy if trees are to be placed within the parkway strip. Sidewalks constructed next to the back-of-curb shall be a minimum of 7 feet wide. Detached sidewalks are encouraged and should be parallel to the adjacent roadway. Meandering sidewalks are discouraged. A permanent right-of-way easement shall be provided if public sidewalks are placed outside of the dedicated right-of-way. The easement shall encompass the entire area between the rightof-way line and 2 feet behind the back edge of the sidewalk. Sidewalks shall either be located wholly within the public right-of-way or wholly within an easement. ACHD Master Street Map: ACHD Policy Section requires the Master Street Map (MSM) guide the right-of-way acquisition, collector street requirements, and specific roadway features required through development. This segment of Stoddard Road is designated in the MSM as a Residential Collector with 2 lanes and on-street bike lanes, a 47-foot street section within 69 feet of right-of-way. c. Applicant Proposal: The applicant is proposing to construct Stoddard Road as one-half of a 46-foot street section with vertical curb, gutter, and 5-foot wide detached concrete sidewalk within 35 feet of right-of-way. d. Staff Comments/Recommendations: The applicant s proposal meets District Policy and should be approved, as proposed. 17 7. Kodiak Drive a. Existing Conditions: The first 180-feet of Kodiak Drive west of Stoddard is improved with vertical curb, gutter, 2 travel lanes and a center landscape island. The roadway then tapers to 30-feet of pavement for an additional 235-feet west of Stoddard. Kodiak Drive is being improved as a 36-foot residential collector with vertical curb and gutter abutting the Victory Middle School site. b. Policy: Collector Street Policy: District Policy states that the developer is responsible for improving all collector frontages adjacent to the site or internal to the development as required below, regardless of whether access is taken to all of the adjacent streets. Sidewalk Policy: District Policy requires a concrete sidewalk at least 5 feet wide to be constructed on both sides of all collector streets. The applicant should be required to provide a permanent right-of-way easement for any segment of the sidewalk located outside of the right-of-way. 8. Driveways 6.1 Stoddard Road a. Existing Conditions: There are no existing driveways from Stoddard Road to the site. b. Policy: Access Policy: District Policy states that all access points associated with development applications shall be determined in accordance with the policies in this section and Section Access points shall be reviewed only for a development application that is being considered by the lead land use agency. Approved access points may be relocated and/or restricted in the future if the land use intensifies, changes, or the property redevelops. District Policy states that the primary function of a collector is to intercept traffic from the local street system and carry that traffic to the nearest arterial. A secondary function is to service adjacent property. Access will be limited or controlled. Collectors may also be designated at bicycle and bus routes. This driveway is for bus circulation only. This driveway is proposed to align centerline to centerline with Christopher Street on the east side of Stoddard Road abutting the site. d. Staff Comments/Recommendations: The applicant's proposal meets District policy and should be approved as proposed. The applicant is proposing to gate the driveway when it is not in use. The applicant should also sign the driveway to indicate that it is an Exit Only for busses. 6.2 Kodiak Drive a. Existing Conditions: There are no existing driveways from Kodiak Drive to the site. b. Successive Driveways: District policy Table 1, requires driveways located on collector roadways with a speed limit of 20 MPH (school zone speed limit) and daily traffic volumes greater than 200 VTD to align or offset a minimum of 245-feet from any existing or proposed driveway. In accordance with District policy, , the applicant should be required to pave the driveway its full width and at least 30- feet into the site beyond the edge of pavement of the roadway and install pavement tapers in accordance with Table 2 under District Policy Minor Improvements Policy: District Policy states that minor improvements to existing streets adjacent to a proposed development may be required. These improvements are to correct deficiencies or replace deteriorated facilities. Included are sidewalk construction or replacement; curb and gutter construction or replacement; replacement of unused driveways with curb, gutter and sidewalk; installation or reconstruction of pedestrian ramps; pavement repairs; signs; traffic control devices; and other similar items. c. Applicant s Proposal: The applicant is proposing to construct three driveways. The eastern driveway is located 400-feet west of Stoddard Road. The middle driveway is located 320-feet west of the eastern driveway. The western driveway is located 275-feet west of the middle driveway at the west property line. As proposed the driveways have one inbound lane and two outbound lanes. d. Staff Comments/Recommendations: The applicant's proposal meets District policy and should be approved as proposed. Multiple driveways on collectors is typically discouraged, but the proposal allows for parent drop-off/pick-up to occur on-site and not on the street. 9. Tree Planters Tree Planter Policy: Tree Planter Policy: The District s Tree Planter Policy prohibits all trees in planters less than 8-feet in width without the installation of root barriers. Class II trees may be allowed in planters with a minimum width of 8-feet, and Class I and Class III trees may be allowed in planters with a minimum width of 10-feet. 10. Landscaping Landscaping Policy: A license agreement is required for all landscaping proposed within ACHD right-of-way or easement areas. Trees shall be located no closer than 10-feet from all public storm drain facilities. Landscaping should be designed to eliminate site obstructions in the vision triangle at intersections. District Policy requires a 40-foot vision triangle and a 3-foot height restriction on all landscaping located at an uncontrolled intersection and a 50-foot offset from stop signs. Landscape plans are required with the submittal of civil plans and must meet all District requirements prior to signature of the final plat and/or approval of the civil plans. 11. Other Access Stoddard Road and Kodiak Drive are classified as collector roadways. Other than the access specifically approved with this application, direct lot access is prohibited to these roadways. D. Special Recommendation to the City of Meridian 1. To the extent possible, the City of Meridian should require the applicant to provide permanent bussing for all students who live east of SH-69, or only have access to SH-69. Long term bussing for other areas should be provided based on the attached map. If bussing is not provided there are not adequate sidewalks or shoulders on many roads in the area 2. The City should require the applicant to provide sufficient street lighting at the intersection of Stoddard Road and Kodiak Drive. This will be a major student crossing and street lighting can improve the safety for pedestrians. 15DRAFT Victory Middle School/MER14-001/MCUP14-003

20 3. Kodiak Drive is constructed from Stoddard Road to just west of the school site. As development occurs, Kodiak Drive will extend to Linder Road. The City sewer has been extended in alignment with the future roadway. The extension of the road is dependent on phasing of development. To accommodate pedestrians in the area, the City and MSD should work to acquire/provide an easement for pedestrians from Linder Road to the school site. 4. Provide the following on-site traffic management measures as recommended in the TIS. i. Parent outreach identifying the access and circulation routes. ii. Signing to ensure the drop-off/pick-up circulation pattern is easily indefinable and the potential for wrong-way traffic is minimized. iii. On-site traffic management staff during drop-off/pick-up times to ensure the area operates safely and efficiently. iv. Observe drop-off/pick-up activity to make sure it does not occur in non-designated areas off-site or on-site. 5. As recommended by the TIS, provide a pedestrian crossing of the bus circulation road to provide access from the school building to athletic fields to the north. 6. As recommended by the TIS, manage onsite vegetation to maintain adequate site distance north on Stoddard Road from Kodiak Drive; and ensure obstructions are not placed in the sight lines that restrict intersection site distance and maintain vegetation to ensure sight distance continues to be adequate in the future. 7. As recommended by the TIS, the MSD should use crossing guards at key roadway crossing locations. E. Site Specific Conditions of Approval 1. Construct Stoddard Road as ½ of a 46-foot street section with vertical curb, gutter and 5-foot wide detached sidewalk. Dedicate additional right-of-way to complete the improvements. 2. Construct an Exit Only driveway on Stoddard Road as proposed for bus circulation. 3. Construct Kodiak Drive as ½ of a 36-foot street section with vertical curb gutter and 5-foot wide detached concrete sidewalk. (Except where noted for additional turn lanes.) 4. Install a separate eastbound left-turn lane on Kodiak Drive at the Stoddard Road/Kodiak intersection by striping the eastbound approach for two lanes using the existing 23 feet or with minor widening into the median or planter strip. The lanes should be approximately 150 feet long. 5. Install pedestrian crosswalks on the Kodiak Drive legs of the Stoddard/Kodiak intersection. 6. Construct 3 driveways on Kodiak Drive as proposed. Pave the driveways their full width and at least 30-feet into the site with 15-foot curb radii. 7. Install a westbound right-turn lane on Kodiak Drive at the East Site Driveway. Storage of approximately 150-feet is recommended. 8. Stripe a two-way center left-turn lane on Kodiak Drive from the end of the existing planter strip on Kodiak Drive to a location approximately 100-feet west of the east site driveway. 9. 21 10. Long term bussing and safety bussing should be provided based on the attached maps, and as agreed to by the applicant. 11. Install a HAWK pedestrian crossing (and associated improvements) on Stoddard Road near Kodiak Drive. 12. Install school zone flashers on all 4 legs of the Stoddard/Kodiak intersection. 13. Provide a $40,000 road trust for the cost of the hardware for a future HAWK on Linder Road near Kodiak Drive. (ACHD will pay for the design and construction ($70,000).) 14. Provide a $29,000 road trust for the cost of school zone flashers on Linder Road near Kodiak Drive. 15. Provide a $40,000 road trust for the cost of the hardware for a future HAWK on Victory Road near Stoddard Road. (ACHD will pay for the design and construction ($70,000).) 16. Provide a $29,000 road trust for the cost of school zone flashers on Victory Road near Stoddard Road. 17. The applicant should provide adequate roadway lighting on Kodiak Drive and Stoddard Road abutting the site, and at the intersection of Stoddard/Kodiak. (NOTE: ACHD does not review or require street lighting. Lighting is a City requirement. The City should work with ACHD Traffic staff to determine adequate lighting requirements at this intersection.) 18. Impact fees are waived in accordance with the Interagency Waiver of Fee Agreement between the Ada County Highway District and Joint School District No Comply with all Standard Conditions of Approval. F. Standard Conditions of Approval 1. All proposed irrigation facilities shall be located outside of the ACHD right-of-way (including all easements). Any existing irrigation facilities shall be relocated outside of the ACHD rightof-way (including all easements). Private Utilities including sewer or water systems are prohibited from being located within the ACHD right-of-way. 2. In accordance with District policy, , the applicant may be required to update any existing non-compliant pedestrian improvements abutting the site to meet current Americans with Disabilities Act (ADA) requirements. The applicant s engineer should provide documentation of ADA compliance to District Development Review staff for review. 3. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Contact Construction Services at (with file number) for details. 4. A license agreement and compliance with the District s Tree Planter policy is required for all landscaping proposed within ACHD right-of-way or easement areas. 5. All utility relocation costs associated with improving street frontages abutting the site shall be borne by the developer. 6. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE ( ) at least two full business days prior to breaking ground within ACHD right-of-way. 22 7. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. Contact the District s Utility Coordinator at (with file numbers) for details. 8. All design and construction shall be in accordance with the ACHD Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Standards unless specifically waived herein. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. 9. Construction, use and property development shall be in conformance with all applicable requirements of ACHD prior to District approval for occupancy. 10. No change in the terms and conditions of this approval shall be valid unless they are in writing and signed by the applicant or the applicant s authorized representative and an authorized representative of ACHD. The burden shall be upon the applicant to obtain written confirmation of any change from ACHD. 11. If the site plan or use should change in the future, ACHD Planning Review will review the site plan and may require additional improvements to the transportation system at that time. Any change in the planned use of the property which is the subject of this application, shall require the applicant to comply with ACHD Policy and Standard Conditions of Approval in place at that time unless a waiver/variance of the requirements or other legal relief is granted by the ACHD Commission. G. Conclusions of Law 1. The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval are satisfied. 2. ACHD requirements are intended to assure that the proposed use/development will not place an undue burden on the existing vehicular transportation system within the vicinity impacted by the proposed development.
