2 IMPERIAL COUNTY TRAFFIC ADVISORY COMMITTEE 155 South 11 th Street El Centro, California (442) MEETING MINUTES August 30, :00 a.m. The meeting convened at 10:07 a.m. Attendees were Francisco Olmedo and Codie Rowin for Imperial County Public Works; Wes Boerner and Thomas Escobedo for California Highway Patrol; Rochel Harrington for Imperial County Human Resources; and Doni De Castro for Caltrans. Ms. Harrington made a motion to approve the Minutes of the previous meeting (June 28, 2017), and Sgt. Boerner seconded the motion. Motion carried. New Business: Traffic Concerns from the General Public a. Mr. Olmedo stated he has been contacted by Tom Davis of Yuma Water District with a complaint about the striping on Winterhaven Drive and Picacho Road. He said he invited Mr. Davis to attend the TAC meeting; however, he has not replied regarding his attendance. The complaint is that their drivers are receiving tickets for crossing doubledouble lines to make a left hand turn into their facility. According to Mr. Davis, years ago the striping did not prohibit a left hand turn and they would like to see it changed back. Mr. Olmedo stated he has reviewed the location and it appears that the striping next to the bridge is there because of its proximity to the bridge; and on Winterhaven the asphalt might not allow for deceleration to make the turns. Sgt. Escobedo stated that CHP has received no complaints from the Water District about the striping. Sgt. Boerner stated that if the striping was different ten years ago, it might have been safe then; but there is more traffic now. Mr. Olmedo stated there will be more involved than just re-painting stripes, since there is a cement island just beyond where they would make the turns. The matter will be placed on a future agenda if the Water District would like to send a representative to the meeting. b. Mr. Olmedo stated he has also received a report that on I-8 toward the SR-7 exit, there is a sign that says the new port of entry is to the south; however, there is no sign at the exit that says that Holtville is to the north. Mr. De Castro said he will look into the matter. Old Business: a. United States Bike Route 90 See Other New Business: Traffic Concerns from Engineering Agencies, since this is a New Business item.

3 b. Horne Road request for measures to slow down traffic. Mr. Olmedo stated that now that school has started, he will set counters for traffic and speed. c. Turn lane at intersection of Forrester Road and Cady Road Mr. Olmedo stated there are no updates at this time. d. Update on I-8 projects Mr. De Castro stated that Segments 1 and 2 are 98% complete and call boxes are reinstalled and functional; Segment 3 is 92% complete, with final striping expected in mid-september. Segment 4 started on July 10 and is 1% complete. Segment 5 started on June 14 and is at Stage 2 of 5. e. County limits signs updates due to annexations. Mr. Olmedo stated the annexation at Labrucherie Road south of Wake Road will be the first location for a sign update. The next locations will be at Brawley city limits, and El Centro city limits by Villa Road. Sgt. Boerner stated he has talked to Jurg Heuberger about updating the geo-viewer, who said that the County Assessor is responsible for the geo-viewer. Mr. Heuberger told Sgt. Boerner that LAFCO can require the Assessor to update the geo-viewer as a part of the annexation process; and he will require that in the future. f. Signal lights at IVC, and Pitzer Road and McCabe Road Mr. Olmedo stated the City of El Centro told him the problem with the signal lights is because the cameras are malfunctioning. The City of El Centro asked the County to purchase the equipment. The County is waiting for specifications from the City so that DPW can go through the bidding process. g. Procedures for traffic signal malfunctions Mr. Olmedo stated that he will be working on a draft of the procedure. h. Large trucks illegally parked in the Gateway Mr. Olmedo stated he has prepared an exhibit for the sign shop. There are approximately 115 signs that need to be corrected or replaced, so the work will be done in phases over time. i. SR-186 speed limit reduced from 55 mph to 40 mph, while the curve in the roadway still has 45 mph sign Mr. De Castro stated that the work order is complete and the signage has been corrected. The item may be removed from future agendas. j. School zone signs at McCabe School and Dogwood School Mr. Olmedo stated he has added Heber School to the locations that need correction. He has had discussions with the sign shop about relocating signs so they are placed consistently. k. Transportation permit for Picacho Road Bridge Mr. Olmedo stated that at the last meeting Sgt. Zulueta brought up the topic about a transportation permit that was issued, which gave a driver direction to go over the Picacho Road Bridge, which is posted with a weight limit. Mr. Olmedo stated that he has tried to track the permit, but it is taking time

4 because all he has is the address. He asked whether CHP could provide a copy of the permit, so it can be tracked more quickly. Mr. Olmedo pointed out, however, that it is the applicant who requests the route when applying for a permit. l. Vehicles parked for long periods at 124 Clark Way Mr. Olmedo stated he needs to survey the area to confirm County right of way. He stated that DPW might send a notice to the business to remind them of the ordinance. Sgt. Boerner stated that maybe at some point the ordinance can be modified to state how far a vehicle must be moved to comply with the 72 hour parking limit. Other New Business: Traffic concerns from Law Enforcement Agencies a. Sgt. Escobedo stated there is a segment, called Center of the World Drive, between Sidewinder Road and Ogilby Road that people are using as a detour, to get around the designated detour. He said the traffic is tearing up the road. Mr. Olmedo stated he will check whether the road belongs to the County. b. Sgt. Boerner stated that the Freedom Fest went well, except that next year he might make a few adjustments to the placement of cones. c. Sgt. Boerner stated where 8 th Street changes to Clark Road, at the railroad crossing, people go right through the lights, because there are no arms at that location. Union Pacific told him there is no need for arms at the location. d. Sgt. Boerner brought up the topic that at McCabe School on McCabe west of Austin there are double-double and broken lines. He stated he needs to look at the location more closely and try to determine what we are trying to accomplish with the striping as it is. Traffic concerns from Engineering Agencies a. Mr. De Castro stated that Caltrans will no longer need the public hearing that they had previously requested be heard at a TAC meeting. b. Mr. Olmedo let the Committee know that the Dogwood Road Bridge replacement will begin construction with the next couple of months. It will involve a closure; however, it will not happen before the next TAC meeting. Traffic will be pushed to Ware Road, Faucet Road and Kloke Road. He will provide an update at the next TAC meeting. c. Mr. Olmedo stated the Marine Corps are planning a training exercise in Palo Verde on September 5 through September 18. They will use County Roads to move equipment and they say that the traffic will be minimal, maybe 50 vehicles per day. The training will be held in the park, which will be closed for the training.

United States Bike Route 90 (USBR 90) Mr. Olmedo stated that Brian McNeece was invited to the meeting so he could be involved in the discussion, and provide feedback as a representative of a local bicycle club. Since Mr. McNeece was not present, the Committee agreed to move the matter to the October meeting with further attempts to have Mr. McNeece attend. Mr. Olmedo briefly explained that a national bike club is attempting to have a designated national bike route that goes all the way across the US. They are requesting the County s support on the portion of the route that goes through our County. The matter will be placed on the next meeting agenda for further discussion. Traffic concerns from Risk Management a. Ms. Harrington asked whether there have been any more incidents on Austin Road at Keystone Road. Sgt. Boerner said there have been none since the last meeting. Next regular meeting Ms. Harrington pointed out that the County Health Fair has been scheduled for October 25, 2017; which would be the next regular meeting of the TAC. She asked whether the meeting could be rescheduled to allow County staff to attend the health fair. The Committee agreed. The next regular meeting will be held on October 18, The meeting adjourned at 11:45 a.m.
