2 IMPERIAL COUNTY TRAFFIC ADVISORY COMMITTEE 155 South 11 th Street El Centro, California (442) MEETING MINUTES February 22, :00 a.m. The meeting convened at 10:07 a.m. Attendees were John Gay, Francisco Olmedo and Codie Rowin for Imperial County Public Works; Daniel Alvarez for California Highway Patrol; Rochel Maldonado for Imperial County Human Resources; and Tony Angel-Cantero of Caltrans. Members of the general public were Matt Phillips for Meadows Union School District; Melinda Gonzalez for Sea View Elementary School; Eugenia McAvoy and Raul Palazuelos, residents of Salton City. Ms. Maldonado made a motion to approve the Minutes of the previous meeting (December 14, 2016), and Sgt. Alvarez seconded the motion. Motion carried. New Business: Traffic Concerns from the General Public a. Ms. McAvoy and Mr. Palazuelos, residents of Salton city, presented a petition signed by approximately 70 residents, to support the requests to be made to the TAC. Ms. McAvoy and Mr. Palazuelos told the Committee that the roads in Salton City are in a state of disrepair, which causes damage to automobiles. They also stated there is a lack of street lights and stop signs. They wanted to know who is responsible for the roads and to whom they should petition their requests. Mr. Olmedo replied that the County is responsible for the roadways in Salton City. b. Ms. Gonzalez, representative for Sea View Elementary School, presented maps, and stated the School would like to propose stop signs and a crosswalk for students crossing North Marina Drive to get to school. She stated that there are no sidewalks along Marina Drive. Mr. Gay, addressing both concerns from Salton City representatives under a and b above, stated that DPW would have to do an evaluation for any new stop signs. He described the different sources of funding, and the approximate amounts that are available to take care of the entire County road system. He suggested to Ms. Gonzalez, Ms. McAvoy and Mr. Palacios that they contact their County Board Supervisor, Ryan Kelly; and also that they send their petition to the State. Mr. Gay provided other possible solutions as listed below.

3 The Salton City community could set up an improvement district for street lighting. The Board of Supervisors has to approve stop signs. They are low in cost, but require warrants which are generally based on traffic counts, fatalities and accident history. DPW will do traffic count studies, if provided with specific locations to determine whether stop signs are warranted. DPW will keep an eye out for potential federal or state grant funding. c. Matt Phillips of Meadows School said the school was built approximately 70 years ago, with no traffic in mind. He said that almost all students are brought to school by bus or in cars by their parents. The road that passes the school experiences a lot of traffic, including cars traveling from Calexico and agricultural traffic. He asked the Committee for discussion about the school s problems with drop off and pick up. Sgt. Alvarez asked whether there is any space to get vehicles off the roadway. Mr. Phillips replied that there is a dirt space to the west of Bowker, which is where students are currently dropped off. He said the school is considering redesigning the parking lot and would like to know how best to do it. Old Business: Mr. Olmedo stated that DPW is currently evaluating signs at schools and Meadows is one of the schools that need to have signs relocated. Mr. Phillips asked how to best keep in touch. Mr. Olmedo told him he can or call Mr. Olmedo or Ms. Rowin. a. Turn lane at intersection of Forrester and Cady No updates at this time. Mr. Olmedo will meet with the Survey department to determine whether there is room for striping. b. School zone signs near County schools Mr. Olmedo stated he has determined which signs need to be relocated and will send a request to the sign shop to do the work. c. School requests for electronic speed awareness signs (Magnolia, Pine and Meadows) Ms. Rowin stated that all three schools are currently reviewing the draft agreement, and all have expressed concern with the cost. Ms. Rowin will explore HSIP funding for the signs, when the next call for projects is made. d. I-8 near Ogilby Road, CHP request for additional Emergency Stop Only signs Mr. Cantero stated the last time he was out there the signs had not been installed. He will follow up and provide an update to the Committee at the next meeting. e. Pitzer Road intersection at SR-86, update on closure Per Mr. Cantero, he has no update at this time. f. Picacho Road Bridge Per Mr. Olmedo there is no update at this time.

4 g. County limits signs updates of signage due to annexations. Mr. Olmedo stated there is no update at this time. He will follow up with the right-of-way technician to develop a map. Sgt. Alvarez stated the main issue regarding right of way has been with Brawley. h. Signal lights at IVC, and Pitzer at McCabe Mr. Olmedo stated a meeting has been scheduled with the City of El Centro for March 8, 2017, and the matter will be discussed at that meeting. i. CHP request for four foldable stop signs for use when traffic signal lights go out Mr. Olmedo stated that a meeting has been scheduled for March 8, 2017 with the CHP, DPW, and the City of El Centro to have discussions about a procedure for traffic signal malfunctions. j. Brawley bypass T-intersection going into Westmorland and Brawley Mr. Cantero stated he has no update at this time, but will provide an update at the next meeting. k. Aten Road from Dogwood to SR-111 Mr. Olmedo stated that the project was completed last month. The matter may be removed from future agendas. l. Coachella Canal Road issues with off-highway vehicles Mr. Olmedo presented a diagram showing proposed signs and their placement. After discussion, the Committee recommended the installation of the signs as proposed. Ms. Maldonado made the motion, with second by Mr. Olmedo. Motion carried. m. NAF half-marathon of March 4, 2017 Per Mr. Olmedo, the encroachment permit has been processed and traffic control will be by various law enforcement agencies. Ms. Maldonado stated she has not seen a copy of the insurance policy. Mr. Olmedo stated he would confirm we have it and will send her a copy. n. Menvielle Road between Nina Lee Road and SR-98 Mr. Olmedo stated that traffic counts show 14,000 trips per day. Sgt. Alvarez stated that if the road is closed, there is really no alternative route. The matter is ongoing and will be discussed at the next meeting. Other New Business: Traffic concerns from Law Enforcement Agencies a. Sgt. Alvarez asked whether the Forrester Road Bridge project will be complete soon. Mr. Olmedo stated he believes the project is already complete. He will check and provide the information to the Committee.

5 Traffic concerns from Engineering Agencies a. Mr. Olmedo stated Mr. Gay has passed along a request that the CHP enforce the ordinance that prohibits large truck parking in the Gateway CSA. Sgt. Alvarez stated they will do so. Traffic concerns and reports from Risk Management a. Ms. Maldonado stated she has nothing new, other than what was already discussed about being informed as to what the detour will be when the Winterhaven off ramp is closed. The meeting adjourned at 12:02 p.m. The next scheduled meeting will be on Wednesday, April 26, 2017.
