PORT ST. LUCIE CITY COUNCIL AGENDA ITEM SUMMARY Meeting Date: May 14, 2018 Agenda Item #: 1 3A PLACEMENT: New Business ACTION REQUESTED: Motion / Vote CONCEPTUALLY APPROVE THE REVISED FLORESTA DRIVE CORRIDOR MASTER PLAN FROM SOUTHBEND BOULEVARD TO PRIMA VISTA BOULEVARD SUBMITTED BY: Patricia Roebling, Assistant City Manager STRATEGIC PLAN LINK: The City ' s Goal of high-quality infrastructure and facilities. EXECUTIVE SUMMARY (General Business): Discuss the revised Floresta Drive Corridor Master Plan, which has been revised pursuant to public input from two Public Information Meetings conducted in January and March, 2018 respectively. Provide staff with final comments to be incorporated into the plan for final presentation in June, PRESENTATION INFORMATION: American Consulting Professionals LLC will provide a 15-minute PowerPoint Presentation. STAFF RECOMMENDATION: Move that the Council provide staff final comments, input and direction on the revised Floresta Drive Corridor Master Plan and conceptually approve the plan to be updated by the Consultant for final presentation and approval at the City Council Meeting of June 11, ALTERNATE RECOMMENDATIONS: 1. Move that the Council amend the recommendation and provide conceptual approval. 2. Move that the Council not conceptually approve the plan and provide staff direction. BACKGROUND: On October 30, 2017, staff and our consultant presented and discussed traffic projections, levels of service and typical roadway sections associated with 2-lane and 4-lane options for the Floresta Drive Corridor. Ultimately, the City Council approved the 2-lane "Complete Street" option, which was in line with the request from the community to preserve Floresta Drive as a neighborhood street, and the Master Plan was updated based upon comments received at the meeting. Pursuant to the direction of City Council, staff and the consultant conducted Public Information Meetings (workshops), the first of which was held January 24, The meeting was well attended, with many public comments received. In an effort to illustrate the input and comments received from that Public Information Meeting and reconvene for further discussion and input at the second Public Meeting to be held March 28, 2018, the Master Plans were revised so the public could conceptualize their thoughts and input, and others could experience the effect of those majority comments received. The next Public Information Meeting was then held March 28, 2018 and again, well attended. Public comments were again received, but fewer and similar in nature. Agenda Memorandum (General Business) V 3.1

ISSUES/ANALYSIS: The plans have once again been revised pursuant to the comment and input received, but are still in the conceptual development stage at this point. The final decisions on the Floresta Drive Corridor Master Plan layout and amenities is a policy decision of City Council. All versions of the conceptual plans to date have been retained, so therefore, any final revisions decided upon by Council can be easily incorporated. Various Master Plan sections and plan view options will be presented to City Council for consideration and discussion. FINANCIAL INFORMATION: Updated preliminary costs estimates for each phase of the project will be provided at the City Council meeting of June 11, SPECIAL CONSIDERATION: N/A LOCATION OF PROJECT: Floresta Drive from Southbend Blvd to Prima Vista Blvd. ATTACHMENTS: 1. 3 Floresta Corridor Master Plan Application of a "Complete Street" Southbend to Prima Vista - Update May 14, 2018

Corridor Perspective and History Public input received Typical sections being considered Presentation of the 2-lane master plan by segment Next Steps

Improvements to the Floresta Corridor have been discussed :'& for many years The Outstanding question has been, what kind of improvements are most appropriate? IEnms. Legend Current Interchange Future Major Arterial - Current Major Arterial Floresta Corridor Freeway Minor Arterials/Collectors

Goals for Corridor Accommodate projected traffic volumes while minimizing impacts to adjacent properties and neighborhoods Provide improvements to the corridor that facilitate safe and efficient flow of traffic and minimize points of conflict Preserve the residential nature of the corridor Strengthen a sense of neighborhood along the corridor through implementation of a Complete Street Concept Enhance pedestrian and bicycle movements and strengthen their connections to the school Introduce landscaping and lighting schemes that are in harmony with the community Meet Goal 5 of the City of Port St Lucie Strategic plan, "High Quality Infrastructure and Facilities" American

Narrow 80' Right-of-way Numerous Residential Driveways Small mix of Commercial & Institutional Elementary School Bridge over the Elkcam Waterway Utilities merican

Historical Perspective Crosstown EIS assumed a future 4-lane Floresta corridor in the development of the projected traffic volumes for 2037 Conceptual Analysis quantified future traffic volumes based on 2-lane scenario rather than a 4-lane corridor Impacts due to different traffic patterns quantified Conceptually approved the Floresta Drive Corridor from Southbend Blvd. to Prima Vista Blvd. as a 2-lane residential collector integrating the three typical sections where applicable to promote a safe and efficient complete street with traffic calming amenities Conceptually approved a lower speed limit of 35 MPH Authorized staff to hold workshops with the community to refine the conceptual master plan American

Proposed Roadway Configuration 4.1 miles of 2-lane roadway improvements 4 signalized intersections and 6 roundabouts Enhanced sidewalks, multi-use paths and bike lanes Street trees and landscaping where possible Pedestrian and FPL street lighting Multiple ponds to provide treatment of roadway drainage Segment 1 Southbend to Elkcam Waterway Segment 2 Elkcam Waterway to Crosstown Segment 3 Crosstown to Prima Vista

Overall Concept Plan comments: Majority preferred 2-lanes rather than 4-lanes Lowered speed limit supported by many Pedestrian/ bicyclist features needed Questions raised regarding garbage/mail service backing up traffic Some questioned the need for the roundabouts Concerns about the congestion at PSL and Prima Vista Blvds Access to and from corridor raised with introduction of median Impacts to front yards discussed by those living along the corridor American

Complete Street Initiative FDOT's new Florida Design Manual went into effect in Nov 2017 A new approach to roadway classifications has been included in the document which focuses on context rather than just operations The Florida Green Book is also being updated These changes provide more flexibility in the design of streets and focuses on "putting the right street in the right place" FOOT CONTEXT CLASSIFICATIONS FDOT Camplek.09 FLORIDA'S STREETS WHAT IS FOOT'S APPROACH TO COMPLETE STREETS?
