1 Committed to Service Paul Woods, President Rebecca W. Arnold, Vice President Sara M. Baker, Commissioner Jim D. Hansen, Commissioner Kent Goldthorpe, Commissioner December 5, 2017 Planning & Programming TO: FROM: Commission, Director, and Deputy Directors David Corcoran AICP, Senior Transportation Planner SUBJECT: 2017 Scoping Report Staff report for the December 13, 2017 Commission Work Session Executive Summary The purpose of this work session is to affirm direction from the Commission on individual projects as presented in the FY2018 Scoping Report. This direction will be shared with the cities, school districts and individuals that made the original requests. Facts & Findings Every year ACHD receives requests from cities, school districts, and citizen applicants for Roadway, Intersection, Bridge and Community Programs projects. These requests are carefully reviewed by ACHD staff. New project requests are scoped by an ACHD team made up of representatives from multiple departments and prioritized for inclusion in the Integrated Five-Year Work Plan. The primary purpose of the scoping effort is to clearly define the project scope, determine planning level cost, and identify issues that may require special attention or coordination. Each potential project is summarized in a One Page Summary which is the primary product of the scoping effort. Community Programs Since the passage of the Vehicle Registration Fee increase in 2008, staff has worked to refine and improve how community programs projects are planned and developed. These projects range in size from small sidewalk connections to major pedestrian and bicycle improvements on arterial and collector streets. To help filter through the multiple projects and make clear recommendations the scoping report contains the following categories: 1. GO Projects Projects recommended for inclusion in the program. 2. GO Big Projects Projects that exceed $500,000 and require special commission consideration. 3. GO - Defer Projects Projects that have technical merit, but programming consideration is delayed until certain conditions exist 4. No-Go Projects

2 Projects that are infeasible due to a lack of community support or are not technically feasible at this time. 5. Projects Resolved Outside of the Scoping Program Projects requested by an agency in which the need is being resolved through channels other than Community Programs or. Roadway, Intersection, & Bridge Programs Capital roadway and intersection projects are included in the Integrated Five Year Work Plan according to Commission-approved prioritization criteria. Bridge projects are included in the IFYWP based on structural needs identified through inspection. Scoping roadway, intersection, or bridge projects occurs when design enters Preliminary Development in the IFYWP. The scoping report includes roadway, intersection, and bridge project scopes and estimates developed by the Scoping Team. Fiscal Implications The scoping report provides a clear recommendation regarding both if and how a project should proceed into programming. The timing of the design, right-of-way, and construction phases is defined through the Integrated Five-Year Work Plan process. Since 2008, ACHD has successfully completed many low cost, high priority Community Program projects. As ACHD continues to address needs, projects are becoming more complex and expensive to implement. Roadway repair, drainage, and other improvements are often necessary to address when developing these projects. Policy Implications Staff will continue to present the Commission with policies, concepts and products that support ACHD s commitment to all users of the public right-of-way. Projects deemed GO will be incorporated into the IFYWP as funds become available, and will be programmed in the appropriate budgetary years. Attachment(s): 1. FY 2018 Scoping Report
