1 September 9, 2009 To: Mayor and City Council From: Karen Gallagher Transportation Planner Re: Boise s Annual Transportation Requests Reviewing the List of Projects and Listening to Public Input Requested Action: Provide staff direction on merging categorized project lists into two major lists for ACHD and one list for ITD, after taking public testimony. For example, the three separate lists for roadways, new intersections, and rebuilt i ntersections will be merged into one list. Steps 1, 2 and 3: Identifying the City s annual transportation requests is a three step process. Last week the transportation agencies presented to the Mayor and Council their transportation needs in Boise. This week we will review the various lists of requests and the draft priority that staff assigned as a starting point. Next week, the Mayor and Council will finalize the three lists. S tep 2:To prepare for this step, staff has compiled lists of transportation improvements in separate categories: Ad a County Highway District (ACHD)Capital Projects Roadways Rebuild Intersections New Intersections ACHD Community Programs Safe Routes to Schools Neighborhood Requests Downtown Requests from Boise City, DBA, and CCDC (new) Idaho Transportation Department (ITD) Projects Within each list, staff has assigned a draft prioritization. The next step is to merge the individual lists into three lists, so ACHD can understand the relative priority of projects and assign points for their ranking. The public is invited to provide testimony on their priority projects, which the Mayor and Council will consider before providing direction to staff on finalizing the City s annual transportation recommendations. To merge the ACHD Capital Projects lists, staff recommends that intersections be given priority, since the turns at an intersection create the most delay and improvements to the intersections would result in the best congestion relief.
2 To merge the Community Programs lists, staff recommends prioritizing those neighborhood projects that have been assigned construction years (similar approach as we took last year), then the projects that have received Boise Neighborhood reinvestment Grants, and then the Safe Routes to Schools Projects as listed. Staff requests direction on how to rank the Downtown requests and the other neighborhood requests.
