New Hampshire Department of Transportation Statewide Roadway Physical Feature Survey March 30, 2004

Presenters Dennis Fowler, P.E. GIS Manager New Hampshire DOT Concord, New Hampshire Kirk Weaver GIT Manager Michael Baker Jr., Inc. Princeton, New Jersey NHDOT Statewide Roadway Physical Feature Survey 2

Outline NHDOT Background Project History/Need Project Description Inventory Approach New Data Model Standard Route Identifier Data Model Issues Straight Line Diagrams NHDOT Statewide Roadway Physical Feature Survey 3

NHDOT History First biennial highway report published in Annual Appropriation = $125, State Roads totaling 135 miles NHDOT Statewide Roadway Physical Feature Survey 4

NHDOT History By 1910 the Trunk Line Highway System had been defined In 1926 Transportation Survey conducted with the Bureau of Public Roads And in 1930 the Trunk Line System was completed with 1517 miles NHDOT Statewide Roadway Physical Feature Survey 5

Road Inventory By 1937 NHDOT was doing Road Inventory on Regular basis Department had gone High Tech NHDOT Statewide Roadway Physical Feature Survey 6

NHDOT History Since New miles of state highways 2871 New miles of local roads Certified Road Miles 20,000 18,000 16,000 14,000 12,000 10,000 8,000 6,000 4,000 2, State Maintained Roads All Public Roads NHDOT Statewide Roadway Physical Feature Survey 7

Straight Line Diagrams Hand drawn on vellum forms with pen & ink 40,000 diagrams for 22,000 public roads NHDOT Statewide Roadway Physical Feature Survey 8

Semi-Automated SLDs 1985 Department purchased CAD/D system One of first projects to automate the SLDs Graphics drawn using CAD/D application Inventory data loaded automatically from database NHDOT Statewide Roadway Physical Feature Survey 9

Straight Line Diagrams NHDOT Statewide Roadway Physical Feature Survey 10

Semi-Automated SLDs Productivity increased more then ten fold, and the staff recreated all 40,000 diagrams in just over two years. BUT! Errors in database became very obvious NHDOT Statewide Roadway Physical Feature Survey 11

Straight Line Diagrams Inventory data and SLDs a separate process Field notes entered by data entry section Diagrams drawn by cartographers Review of diagrams looked great Study of inventory reports looked great But put together it was a disaster with hundreds of data entry errors. Probably never would have known about errors without the auto loading process. NHDOT Statewide Roadway Physical Feature Survey 12

By 1990, we could no longer keep up with the updating and correcting the diagrams, and by 1991 we just gave up. They currently are used for reference only NHDOT Statewide Roadway Physical Feature Survey 13

Help Needed By 2000, because of reducing staff and increased tasks, we gave up field data collection. Contracted with Regional Planning agencies to inventory local roads Contracted with Michael Baker to inventory state system NHDOT Statewide Roadway Physical Feature Survey 14

Now it s Kirk s turn NHDOT Statewide Roadway Physical Feature Survey 15

NHDOT GIS Status Currently in the process of updating all GIS data at both the state and local levels Currently using ArcGIS version 8.3 Opportune time to review database architecture, existing procedures, and current data model NHDOT Statewide Roadway Physical Feature Survey 16

NHDOT Project Background Original scope of work included: Signs Drainage Intersection photos Roadway Features Guardrail Existing contract only includes roadway features and guardrail Funding issues prevented collecting all features NHDOT Statewide Roadway Physical Feature Survey 17

Current Roadway Inventory 1. Contract Amount = $1,183, Started in spring of Collecting 18 field features in addition to the centerline: Guardrail Passing Zones Shoulders Cultural Features Intersections Bridges Cross Drains Speed Limits Medians 4. Anticipated completion in Summer 2004 NHDOT Statewide Roadway Physical Feature Survey 18

Current Data Collection Approach Multi-Pass Approach Using GeoLink 6.2 Field Data Collection GeoLink Files and Photos GIS Data Warehouse NHDOT Statewide Roadway Physical Feature Survey 19

Centerline Mapping Mapping new centerlines using GPS and GeoLink Collecting nodes at intersections, bridges, compact area lines, and rail crossings DOT will use nodes to calibrate network linear measures (m-values) NHDOT Statewide Roadway Physical Feature Survey 20

Existing NHDOT Data Model All attribute data stored in one large table (FAT table) Highly segmented Quite difficult to maintain All updated by GIS Bureau Sample of NHDOT FAT Table NHDOT Statewide Roadway Physical Feature Survey 21

Existing NHDOT Data Model Various linear referencing methods (LRM s) in use All maintain a reference to road inventory number (RDI) Topology maintained using anchor section anchor node system (coverage topology) NHDOT Statewide Roadway Physical Feature Survey 22

NHDOT Standard Route Identifier Unique route-based identifier Similar in design to NJDOT SRI Example for US 3 Where: U SRI Number PTTTRRRRSD P = prefix TTT = town code RRRR = route number S = suffix D = direction NHDOT Statewide Roadway Physical Feature Survey 23

Route Hierarchy Routes are categorized based upon road system Naming is keyed to position within the route hierarchy Coincident Sections Route segments will be broken when a route that is higher in the hierarchy runs coincident along the route NHDOT Statewide Roadway Physical Feature Survey 24

Route Hierarchy Interstate Routes Circles Ramps US Highways NH Routes Turnpike Authority O-Roads Local Roads Private Roads NHDOT Statewide Roadway Physical Feature Survey 25

Geodatabase Design GEODATABASE Lanes Shoulder Median Guiderail Pavement Cutural Feature Traffic Data Feature Event Topology Domains Routes_Master Domains Topology Rules Anchor Nodes Anchor Sections NHDOT Statewide Roadway Physical Feature Survey 26

NH Data Model: Circles Routes break for coincident sections at circles No Ramps NHDOT Statewide Roadway Physical Feature Survey 27

Impacts of NHDOT Data Model Existing legacy data is tied to RDI number Need a way to link new data to old RDI_to_SRI_Conversion_Table Table RDI_to_SRI_Conversion Field Name DataType Allow Nulls Default Precision Scale Length RDI varchar No 20 RDI_MP_Start decimal No RDI_MP_End decimal No SRI varchar No 20 SRI_MP_Start decimal No SRI_MP_End decimal No updt_date datetime No getdate() 8 updt_user_name varchar No suser_sname() 8 created_user_name datetime No getdate() 8 created_date varchar No suser_sname() 8 NHDOT Statewide Roadway Physical Feature Survey 28

Advantages of New Data Model Easier to maintain One linear referencing system (LRS) eliminates conversion between various LRS s within a department Maintenance of the data can be distributed to appropriate data sources Individual tables allows for flexible data security and access NHDOT Statewide Roadway Physical Feature Survey 29
