2 2012 HUNDREDS OF NORTH FLORIDA RESIDENTS DIE IN TRAFFIC CRASHES ANNUALLY AND MORE PEOPLE DIE FROM TRAFFIC CRASHES THAN HOMICIDES.

3 PLANNING TO SAVE LIVES, TIME AND MONEY. From , 1,288 fatalities occurred from crashes versus 715 from homicides in the four-county metropolitan area. Yet, it seems at times that the public s sense of urgency to reduce traffic crash fatalities is not as strong because they are perceived to be accidents. However, many of these tragedies are avoidable. The North Florida TPO analyzed historical crash data, identifi ed safety issues and priorities, and developed a Strategic Safety Plan for the North Florida TPO service area encompassing Clay, Duval, Nassau and St. Johns counties. The purpose of the plan is to align strategies, objectives and investments to ensure resources are dedicated to reducing fatalities in the North Florida region.

4 2012 GOOD NEWS Crash Rates Are Declining A total of 110,497 crashes occurred in our region from Though that number is quite large, the crash rates, thankfully, are declining. Crash rates are measured by comparing the number of crashes with the traffi c volume in a given road segment and are expressed as a rate per million vehicle miles traveled. The crash rate for our region from is 1.18 or 1.18 crashes per million vehicle miles traveled. This rate has decreased from 1.26 in 2005 to 1.10 in 2010, which is less than the statewide average of 1.27 for Individual Crash Rates by County Clay.89 Duval 1.35 Nassau.54 St. Johns.82 $3.33 BILLION The total economic cost of crashes in our region is $3.33 billion annually. Costs Are Still Staggering The total economic cost of crashes in our region is over $20 billion or $3.33 billion annually in medical costs, lost productivity, travel delays, workplace costs, insurance costs, and legal costs. These losses in lives and economic productivity negatively contribute to the region s economic competitiveness and quality of life. Based on data provided by the Texas Transportation Institute, crashes cause 53 percent of all delays or 13 hours per resident each year in our region in lost economic productivity. Our analysis also includes the economic cost of crashes based on the severity type fatality, injury or property damage. Individual cost numbers are from the FDOT Roadside Safety Analysis Program. 5 PLANNING TO SAVE LIVES, TIME AND MONEY. Causes The following issues were identified as contributing causes or significant crash factors. The most common crash types in our region are lane departures and intersection crashes, and crashes caused by careless, distracted and aggressive driving. Though only three percent of fatal crashes are caused by disregarding traffi c control devices, approximately 73 percent of crashes from running a red light or stop sign result in death or injury.

7 PLANNING TO SAVE LIVES, TIME AND MONEY. The crash data was analyzed to identify hot-spots for each contributing factor based on crash severity, frequency and economic cost. This information was used to identify the top corridors and intersections for improvements to increase safety and reduce crashes. The highest ranked locations based on the severity of crashes are on the west side of Jacksonville or in Clay County. The heavy weighting in these corridors is attributed to more incidents of careless and aggressive driving that may be related to higher congestion levels. Other contributing factors may include people driving older vehicles and using seatbelts less consistently which increases the chance of injuries and fatalities. With many of these areas being developed in the 1950s-1970s, the roads were built with engineering and access management criteria that do not meet today s standards. However, suffi cient data was not available to test for the statistical signifi cance of each of these other potential contributing factors as part of this study. Construction projects are currently planned on many of the highest ranked priority corridors and intersections supporting the selection of these projects for early funding. Many of these projects include reconstruction, widening, resurfacing, signalization and access management improvements. When the total frequency of crashes was considered (without weighting for the severity of crashes), additional priority corridors and intersections were identifi ed including areas in the south side of Duval County. Safety Goals and Strategies The Strategic Safety Plan identifies specific strategies encompassing education, enforcement, engineering, and emergency management to accomplish the following goals: Reduce fatal and injury crashes five percent by 2020 Reduce overall crash rate five percent by 2020 Advance safety funding for projects on priority corridors and intersections The North Florida TPO and its partner organizations are already implementing strategies and tactics to achieve these goals. For example, several of the priority intersections identifi ed are candidates for red-light running and impaired driving enforcement by the Jacksonville Sherriff s Office. Public outreach has been conducted in targeted areas to address aggressive and careless driving. Additional evaluations are needed to consider the full effectiveness of the strategies and to monitor progress toward achieving these goals. Increased emphasis on safety as part of project planning and selection is also needed. Many safety improvements can be implemented with relatively lower costs and provide high benefi t/cost ratios. However, funding for these projects can take many years under the traditional planning process. Developing a fl exible, reliable funding source so projects can be programmed annually will increase our region s ability to address these safety challenges.
