4 Meeting Minutes Mid Atlantic Bicycling Racing Association Annual Meeting - Meeting Minutes Feb 13, 2017 The Annual Meeting of the Mid-Atlantic Bicycle Racing Association was called to order at 3pm EST on February 13, Topics Discussed: Introductions of current and prospective Board members. Transition year for MABRA changes to the Board. Year in Review Jim Patton Pre-reg numbers 50% increase from Sept 2016 Jan Majority of racing days were CX days. Need to improve road numbers. MABRA will continue to subsidize Greenbelt and racer clinics with.50 per rider subsidy. Greenbelt is good for Juniors and less experienced riders to gain experience. Demographics: over 2200 racers. Juniors made up part of this increase. RCV, NCVC, Baltimore Youth Cycling are doing well in getting Juniors into the sport. Challenge will be to keep them in the sport and moving up, especially the girls. How does MABRA develop, educate and retain the younger racers. Women s Racing How to get women from CAT4 to CAT3 and up The percentage of elite women is small hard for promoters to have separate categories due to field size. Women CAT3 need to be able to train/race at higher levels. Desire to grow the women s elites (CAT1/2/3) Large percentage of Junior Women are CAT3/4 MABRA Committees Committees for Women s Racing, CX, Juniors, etc instead of individual coordinators. MABRA to listen and work with race promoters to encourage participation Community dialog and transparency is the goal going forward. All information will be posted on the mabra.org website Officials in MABRA Jim Patton Rules for 2017 are available on the MABRA website CAT5 Women is new category starting CAT5 Women will be in Women CAT4/5 fields until the CAT5 field grows. New definitions for composite teams read the rules for more information New finish line camera system obtained Road Race calendar for 2017 is posted on mabra.org the spreadsheet will no longer be maintained Still a need for new officials new Officials clinic scheduled for Feb 25. Promoters New promoters need guidance for putting on races. There is a lot of institutional knowledge that needs to be documented and shared. Dana Mellerio is putting together a promoter s guide based on USAC and MABRA resources. Nessim Mezarhi is the Community Outreach Chairperson and will work with local jurisdictions/municipalities. MABRA BAR Survey Respondents to survey reflected MABRA demographics. Racers don t know or understand what the BAR is about. On a scale of 1-10 (where 1 was very unsatisfied and 10 was highly satisfied): BAR races scored a 2 and BAR rules scored a 3. Majority of the input was that the rules are too long and complicated. BAR is no longer needed for its original purpose which was to keep racers racing locally instead of racing in Southern VA or PA. Rob Kelly will be heading up a five person BAR committee comprised of two women and three men. No changes for 2017 racing season. Full scale revamp of BAR for Draft BAR rules will be out for review/comment in early summer. o Scoring will be simplified. o Full podium competition for individuals and teams over a season. o No reduced fee/entry for BAR winners in 2017 for 2018 season. o 2016 winners will still receive reduced entry in o New title will be MABRA Road Cup. MABRA Revenue Stream $10 from USAC per full priced licensed racer who lists CX or Road as their primary race discipline MABRA fee of $1 per racer/per day No Juniors or Officials included USA Cycling Racer day program $0.17 per racer/per day Pilot Fee Collection for 2017 Funds will flow directly from BikeReg to MABRA instead of the Race Director or Race Promoter getting paid then having to pay MABRA. Trial races will be Church Creek 1 & 2 and That Dam TT since these are pre-reg events. Goal is to streamline and reduce the workload of the Board, Race Directors and Race Promoters Day of racers will present a challenge and details are being worked on. $1 MABRA fee goes to different programs see slide deck for more information. Reference Annual Meeting slides for details on collection fees. Additional information will be communicated via the MABRA website and the MABRA Facebook page. If any race directors want to include this for their 2017 race, please contact the MABRA Board. Impetus for this change is to educate racers on MABRA and where the money goes. If anyone has a concern, please contact the MABRA Board Budget/Financials Projected flat same as Reduced budget for Junior bike program shifting to CX program. Funds added for the Women s program. MABRA is currently carrying a bank account balance between $15,000 and $16,000. MABRA is still awaiting payment from USAC for the 4 th quarter license and rider day fees they owe us. MABRA 2020 Long Range Planning See Annual Meeting Slides more information will be coming. Three committees for outreach: CX, Juniors and Women Racing. Championship events are they as good as they can be? Beginner racer program for 2016 was a huge success possibly a Beginner Women s racer program for Looking for help promoting and supporting. Need for a Championship Coordinator. o Schedule of which crit championships will take place in each race will be posted once finalized. Time Trial: Church Creek 2 (ABRT) 2017 CX Championship The board had received requests to delay awarding the CX championship until the CX schedule was finalized later this year however the consensus at the meeting was those requests came too late in the process and if other teams were interested in hosting the championship they should have submitted proposals. The proposal from TEAM Fuji/Rock Creek Velo for hosting the 2017 MABRA CX Championship at Taneytown was approved Policy Proposals (as posted on the mabra.org website) The Team Bikenetic Surcharge Proposal was approved. Fun rides and gran fondos now have to pay a $.50 per rider per day fee. Other areas of the surcharge remain as they did before. Team Sticky Fingers/TEAM Fuji Age-Parity Proposal was approved. This expands the Women s Master BAR series and Championships to include the same 55+ and 65+ categories the men s side already has and also specifics that Championships should be awarded in 5-year age increments for age 55, 60, 65, 70 as pre USAC guidelines. Races are not required to offer separate start times for these fields. MVC/Sportif Master s Women Proposal was approved. This is a technical change to the BAR rules that clarified that there are no minimum required raced distances for a race to qualify for MABRA BAR eligibility and was a substitute for a proposal originally from MVC regarding minimum race distances for Master Women s fields. Elections Board slate of Rob Kelly, Michael Levesque, Kaitlyn Mittan, Deirdre Mullaly and Glenn Stevens was approved by a majority of voters at the Annual Meeting Road Championships Proposals on slide deck. Current races have de-facto championship races. Are there other races that could server the purpose of the Championship races other venues that haven t been used in the past? Suggestion to break out races by different categories at different races (e.g. Ride Sally Ride for Juniors, Bunny Hop for Women) under consideration. The following 5 races were awarded 2017 Road Championships without objection: o Road Races: Page Valley- Senior Championship (Page Valley Cycling Club) Miller School- Age-Graded Championship (Monticello Velo Club) o Criteriums: TOWC Kickoff Crit (Antietam Velo Club) Riverside Frederick (Antietam Velo Club)

5 The State of MABRA: A Year In Review MABRA is above the national average for its rate of growth and rider retention. Second best year in MABRA Still room for improvementjuniors and young riders, along with women. These numbers include the Greenbelt training races which were temporarily suspended this year due to a dispute with the Park Service.

6 2018 MABRA Calendar 3 USAC Official Training Clinics 68 days of road racing between Collegiate Races, Junior Races, National Champs, Training Races, Road Cup events including: Amateur Road National Championships 2 Stages Races 7 Road Races 16 Criteriums 4 Circuit Races 6 Time Trials 4 Days of Collegiate Racing 18 Days of Training Races 5 Days of U15 events 21 CX events with 24 days of racing 1 Road Racing Clinic 2 Gran Fondos

7 MABRA Road Cup Approved in October 2017 by a 14-1 vote of Class A member clubs. We anticipate that there will be issues that arise during the year; but are confident we can work through them. Will use this year as an opportunity to identify strengths and weaknesses of the system, make changes in the Fall and improve for 2019 and beyond. Scoring will be automated and provided by BikeReg. All MABRA Road Cup events will need to use BikeReg in order to be a part of the series. We plan on expanding on all of this as the Road Cup evolves in year two and beyond. Properties on the Potomac secured as the title corporate sponsor of the Road Cup for 2018.

8 MABRA Road Cup Prizes for Year One Move away from legacy acrylic trophy awards to streamline the budget and bring costs inline with perceived valuation by the membership. Series leader jerseys will be provided for M&W 1/2/3 and M 35/45+ on a monthly basis starting in May. These will be a distinctive color and new jersey design. Series winner jerseys will be provided to M&W 1/2/3 and M&W 35/45+ at the Awards Night. These will be a distinctive color and a new jersey design. Jerseys will be available for purchase pursuant to Road Cup rules. No custom jerseys for Year-end cash prize will be awarded for the M&W 1/2/3 individual competitions. Year-end engraved trophies, like the one in this picture, we be presented to the team and individual Road Cup champions in the M&W 1/2/3. We plan on expanding all of this as the Road Cup evolves in year two and beyond.

9 MABRA Road Championship Events Solicited and received proposals and comments for the road events throughout the Summer, Fall and Winter. Selection committee will meet following the February MABRA volunteers call to vote on road championship proposals. Current proposals are: Road Races: Page Valley (September 1): Sr. Road Race Carl Dolan (April 8): Junior 9-10, & Road Race All-American (April 28): Masters and Junior 15-16/17-18 Road Race Time Trial: Argyle Time Trial (April 29): Age-graded TT That Dam Time Trial (July 22): Sr. TT Church Creek #2 (August 19): Both Age-Graded and Sr TT Criteriums: Bunny Hop (May 5): Age-graded Criterium?????: Sr. Criteriums The winners of the M&W 1/2/3, M 3 and M&W 35/45+ will all receive distinctive championship jerseys on the podium for the criterium and road race. They will be entitled to wear them from that point forward. No custom jerseys for

10 MABRA Championship Events MABRA is re-designing its championship medals and will provide upgraded medals to the hosts of each event. MABRA Age-graded and Sr. CX championship proposals due: May 1, 2018 and will be announced June 1, All MABRA CX Championship winners are now allowed to purchase championship jerseys as are Jr. Road Race and Criterium Champions. These categories do not receive free/reduced entry privileges. Championship rules will be overhauled in 2018 with new rules taking effect in 2019 following approval by the MABRA membership.

13 MABRA 2020 Year Two Goals Creating a structure for a Juniors committee consisting of the major stakeholders capable of exploring and implementing new ideas. Identification and promotion of a core group of women s cycling activists to lay the groundwork for a vertically integrated women s community. Rider development through beginner racing programs and training races throughout MABRA.

14 MABRA 2020 Year Two: Mission Key to MABRA 2020 s success is to create a financially independent bicycle racing advocacy organization. MABRA s current budget includes $18,000 from USAC in license and racer day rebates This funding source may not be stable or sustainable and in order to continue our own support of local racing we need to replace and grow with local revenue sources. Some potential that there will be an increase from the pre-registration collection of MABRA fees; but that will not cover the full amount. Donation/Purchase Program of MABRA s Junior Bikes. Goal to close the program by end of April 2018 Allow current renters to purchase them Purchase program for direct sale to MABRA s Junior Clubs General sales to MABRA members Donation

17 MABRA Racer Fees Starting in 2018 MABRA Racer Fees for all events are now calculated based on preregistered riders. Training races, collegiate races, and non-competitive portions of events such as lil Belgian races are exempt from MABRA racer fees. BikeReg will automatically collect the $1.00 fee from racers when they register for events. Post event the fees will be paid directly to MABRA by BikeReg. Events that don t use BikeReg will need to pay fees direct to MABRA using the new pre-registered riders calculation. Tested with the Tour of Washington County, Church Creek, That Dam TT, River Towns TT and the Sportif Cross Cup series in Some small hiccups the were worked out with BikeReg. Reduces the post-event paperwork burden for officials, race directors and the MABRA treasurer.

18 2018 LA Agreement with USA Cycling Final Draft of 2018 Agreement has been provided by USAC but is not yet signed MABRA will officially become the LA of Berkeley County and Jefferson County, West Virginia The disciplines MABRA is responsible for expands to cover gravel, gran fondo, fun ride, and mountain bike events. USAC license reimbursement payments will decrease from $10 per full-price adult licensed rider to $8. USAC rider-day reimbursement increases from $.17 per racer day to $.31 per racer day.

19 2018 Policy Proposals Proposal: Establish new Juniors Committee Submitted By: Rock Creek Velo, National Capital Velo Club, Baltimore Youth Cycling, Annapolis Bicycle Racing Team, Bike Doctor Jrs., Sportif Coaching Group Summary: MABRA Members direct the Board to establish a new Juniors Committee under Bylaws The purpose of the Committee is to advise the MABRA Board on the recruitment, development, retention, promotion and improvement of junior races, junior teams and various resources beneficial to bike racers under the age of 19 and consistent with the overall development and success of MABRA racing.
