1 CITY MANAGER REPORT FOR CITY COMMISSION MEETING JANUARY 13, Traffic Enforcement - N. Franklin/Hancock/Terrace Area The Plant City Police Department Motor Unit has worked this area following the complaint brought up at the November 12, 2013 Commission Meeting. During their enforcement periods, which vary throughout the day, they did not observe any vehicles traveling at an excessive speed. The area in and of itself was not traveled frequently by motorists, most vehicular traffic (65 cars) observed were traveling on N. Franklin Street and that was sparse. No vehicular traffic was seen traveling on Hancock Street during their enforcement periods. The only violation that was observed during their enforcement periods was due to an expired tag. The Motor Unit will continue to monitor this area and will provide updates if any problems do arise. 2. UYFL National Championship The United Youth Football League (UYFL) National Championship Tournament was held at the Otis M. Andrews Sports Complex on December 7-13, The UYFL, based in Chicago, has selected Plant City the past three years to host their national championship tournament. Nearly 150 games were played in 14 classifications of youth football teams from all over the country. Several teams participating were from the Plant City area. Many games were streamed live via pay-per-view on the internet, available for family back home to watch their youths in action. Besides the games, activities for the parents were added to this year s event, such as the My Mom s A Super Star Punt, Pass & Kick Competition and the My Dad s A Diva Cheerleading Competition. Following the football tournament, cheer teams competed at the Tampa Convention Center on Saturday, December 14. The event was introduced to the Recreation & Parks Department in 2011 by the Tampa Bay Sports Commission (TBSC - the sports promotion arm of Visit Tampa Bay. Although official economic impact statistics are not yet available, preliminary numbers indicate the event has an over $5 million impact. All participants that were staying in hotels were required to stay in Hillsborough County, thus leaving their tourism dollars spent for hotels, car and bus rentals, meals, groceries, fuel, etc. in Plant City and Hillsborough County. 1
2 With help from the TBSC, the Recreation & Parks Department has been able to bring in several high profile events, such as the UYFL, National Club Baseball/Softball Association college spring training, Florida Half Century men s softball, Global Sports Association youth baseball, United States Specialty Sports Association youth baseball, Florida Youth Soccer Association youth soccer tournaments, Freedom adult softball, North American Sports Group 3v3 soccer and others. Next up on the list is the International Softball Federation (ISF) Co-Ed World Cup (January 21-23) and the 2014 International Senior Softball Association (ISSA) Senior World Tournament of Champions (January 24-26). Recreation Division Special Events Coordinator Tim Hanlon works hand-in-hand with the TBSC to coordinate field availability and logistics for these events. PCRPD/Optimist Youth Basketball Program The Plant City Recreation & Parks Department/Optimist Youth Basketball Program is under way for area boys ages 8-16 and girls ages The program is for youths who want to play in an atmosphere of fair play and good sportsmanship, providing basic training in basketball skills and rules along with positive leadership to build the character and overall citizenship of the players. This year, nearly 400 youth play in six age groups. The usual schedule: 8-9 co-ed: Saturdays; boys, girls, girls,
3 boys and boys: one or two nights a week. Games are held throughout January and February at the Plant City YMCA as well as at Marshall and Tomlin Middle Schools. This program is now into its 45th season with the Plant City Recreation & Parks Department and the Optimist Club of Plant City. Recreation Division Youth Athletics Coordinator Danny Smith and Special Events Coordinator Tim Hanlon organize the registration, scheduling, player assignment to teams, recruiting of coaches and overall administration of the program. 4. Alexander Street Tree Planting Fifteen crepe myrtle trees have been planted in the median of South Alexander Street near Timberlane Drive as well as in the median of West Alexander Street near East Timberlane Drive and in front of Plant City High School. These trees replace the magnolias that were previously placed along Alexander Street and did not survive. The crepe myrtles were received from Tampa Electric Company as mitigation for trees removed during the installation of power lines along East Dr. Martin Luther King, Jr. Boulevard. The new plantings are on a Parks Division regular maintenance schedule to promote establishment and growth for the coming years. 5. Pinedale Utility Repair Project Update In December 2013, the Utility Maintenance Division completed a relatively complex Sanitary Sewer repair project on Pinedale Street. Staff utilized rented heavy equipment and contracted bypass pumping and dewatering services which could be not provided with current city equipment and expertise. The project was completed as scheduled between the Thanksgiving and Christmas holidays, except for final pavement restoration which will be completed the week of January 13. Completing the project in-house resulted in a cost savings of approximately $39,000 (or 30%) compared to costs as bid. 6. Project Updates Snowden Park: Hillsborough County Affordable Housing Services has provided the Environmental Clearance to proceed with the project contingent upon the approval of the redevelopment plans by the Hillsborough County Environmental Protection Commission (EPC). The City Engineer is finalizing the submission package for the review and approval by EPC. Project estimates have been received from the contractor based upon the engineering concept discussed with EPC and are within the proposed allocation of Community Development Block Grant (CDBG) funds from the County. 3
4 Village Green: The engineer/landscape architect is working on a conceptual design which was reviewed last week with the City Manager and staff. The conceptual design includes a fountain, trees and landscaping, and wide walking paths. The preliminary construction timeline for the Village Green Park project anticipates completion during late Spring Alabama Street Sidewalk from Maryland to Park (CDBG funded): The notice to proceed has been sent to the contractor and it is anticipated this project will be finalized by the first of February. Cherry Street Traffic Calming: The two crosswalks serving Hillsborough Community College have been installed and the road reopened. Landscaping will take place next week after the cold weather breaks. Project costs thus far are $90,000; additional landscaping work along the corridor will bring the estimated cost to approximately $100,000 of the original $200,000 budget. Alexander Street Extension: The roadway is open to traffic and staff is scheduled to meet with FDOT on January 16, to discuss the roadway transfer process to SR 39. It is designated as Alexander Street until the transfer. Mendonsa Road: Staff performed a walkthrough on the project two weeks ago. Outstanding issues were minor cleanup and railing repairs. As of last week, the cleanup was done, but the railing repair was not completed. The final installation of landscaping is scheduled for this week. 7. Employee Recognition Ashton Hagen, Telecommunicator II PCPD Employee of the Month for December On November 29, 2013, Telecommunicator Hagen received an emergency call from a distraught parent whose two year old daughter was unconscious and not breathing due to a very high fever. Ashton was able to remain calm and advise the mother how to perform CPR on her daughter. This resulted in the child s breathing being restored before Plant City Fire Rescue arrived on scene. The child was then transported for additional treatment at South Florida Baptist Hospital. 4
