(Golder) to prepare a Noise Impact Study (NIS) in support of a retail development located at 628 Industrial Avenue (the Site), in the City of Ottawa. This NIS assesses the noise impact from the proposed new noise sources at the Site, and provides recommended mitigation measures in order for the Site to meet the noise limits at the nearby residential areas. This NIS has been completed in accordance with the City of Ottawa Environmental Noise Control Guidelines (ENCG), dated March 10, 2006, which are based on the Ontario Ministry of the Environment and Climate Change (MOECC) publications NPC 233 and NPC 205. All relevant sound levels for sources were obtained from Golder s database of similar equipment and data provided by Ontario. Noise impact predictions were generated using this data. Due to the nature of the sources, the Site is not a significant source of vibration. Four (4) locations have been identified as being representative of the most sensitive Point(s) of Reception (POR[s]) in the vicinity of the Site. Based on the results of this assessment, sound levels from the operations at the Site on the surrounding PORs will be above the ENCG exclusionary sound level limits. Noise mitigation recommendations are presented which will allow the Site to operate in compliance with the ENCG. December 2015 Report No i

5 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO 1.0 INTRODUCTION Ontario Inc. ( Ontario) retained Golder Associates Ltd. (Golder) to prepare a Noise Impact Study (NIS) in support of a retail development located at 628 Industrial Avenue (the Site), in the City of Ottawa. This study assesses the noise impact from the proposed new noise sources at the Site, and gives recommended mitigation measures in order for the Site to meet the noise limits at the nearby residential areas. This NIS has been completed in accordance with the City of Ottawa Environmental Noise Control Guidelines (ENCG), dated March 10, 2006, which are based on the Ontario Ministry of the Environment and Climate Change (MOECC) publications NPC 233 and NPC 205. A site location plan showing the location of the Site and the most sensitive Point(s) of Reception (POR[s]) is provided in Figure 1. A site layout plan, showing the locations of the significant noise sources, is provided in Figure 2. The surrounding lands consist of residential uses. A zoning plan for the property and surrounding areas is provided in Appendix A. Sound level limits for the Site operations on neighbouring PORs were established in accordance with ENCG and MOECC guidelines. Using sound power levels of similar equipment from Golder s database and information provided by Ontario, noise predictions of the Site s operations onto neighbouring PORs were completed to determine the potential noise impacts. To help understand the analysis and recommendations made in this report, a brief discussion of noise terminology is provided in Appendix B. Noise sensitive PORs were selected that are representative of sensitive receptors surrounding the Site. For the purpose of this assessment, four (4) locations have been selected to be representative of the existing PORs, labelled as POR01 through POR04 in Figure 1. Outdoor PORs for outdoor areas exposed to the Site are also included in the assessment. The nearest POR is located approximately 45 metres (m) south of the Site boundary across Coronation Avenue. 6 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO 2.0 SITE DESCRIPTION Ontario is proposing a retail development at the Site, which is currently a Mixed-Use Centre Zone (MC), as shown in the zoning plan presented in Appendix A. The location of the Site is presented in Figure 1. Current plans include three buildings on the Site. A parking area will be located between the western building (590 Industrial Ave.) and the centre building (610 Industrial Ave.), and a small parking area will be located next to the eastern building (650 Industrial Ave.). Entrances to the Site will be located at the east and west ends of the Site from Industrial Avenue. Outdoor noise sources of concern include rooftop HVAC units, waste compaction equipment, and delivery trucks for the retail stores. West, north and east of the Site are lands zoned for MC or Industrial General (IG), consisting of an existing gas station, retail shops, and industrial warehousing operations. Directly south of the Site, between the Site and Coronation Avenue is a Community Leisure Facility Zone (L1) consisting of a narrow green space lined with trees and brush. The residential area to the south is zoned Residential Fourth Density (R4) consisting of 2.5 storey buildings, and Residential First Density (R1) consisting of 1 and 2 storey homes. 7 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO 3.0 NOISE SOURCE SUMMARY The noise sources associated with the Site are listed below. 590 Industrial Ave. Six (6) 10-ton HVAC units Truck traffic - maximum 3 large truck deliveries per hour daytime and evening only 610 Industrial Ave. Three (3) 35-ton HVAC units Waste compactor daytime and evening only, in operation maximum 30 minutes per hour Truck traffic - maximum 1 semi-truck delivery per hour daytime and evening only 650 Industrial Ave. One (1) 4-ton HVAC unit Truck traffic - maximum 1 large truck delivery per hour daytime and evening only Garbage truck traffic maximum 1 garbage truck per hour daytime and evening only One (1) 1500 kva transformer located between the West and Centre Buildings The worst case predictable hour operating conditions include all equipment as listed above during the daytime and evening. During the worst case predictable nighttime operations, HVAC units are assumed to be operating at 50% capacity, with no truck traffic to the Site. The waste compactor will also not be operated during the nighttime period. The primary noise sources of concern are summarized in Table 1. 10 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO 5.0 ASSESSMENT CRITERIA The PORs located in the vicinity of the Site are in an area defined as Class 1 (Urban) as per the ENCG. A Class 1 area can best be described as having an acoustical environment typical of a major population center where the background sound level is dominated by the activities of people, usually road traffic, often referred to as urban hum. In assessing stationary noise sources, the ENCG has established exclusionary sound level limits for Class 1 areas for both; Plane of Window (POW) and Outdoor areas. The POW sound level limit for the noise sensitive receptors in a Class 1 area is described as follows: The sound level limit at a POW POR is set as the higher of either the applicable exclusionary limit of 50 dba in the daytime period of 07:00-19:00, 50 dba in the evening period of 19:00-23:00 and 45 dba in the night-time period of 23:00-07:00, or the minimum background sound level that occurs or is likely to occur during the time period corresponding to the operation of the stationary source under impact assessment. The outdoor sound level limit for the noise sensitive receptors in a Class 1 area is described as follows: The sound level limit at an outdoor POR is set as the higher of either the applicable exclusionary limit of 50 dba in the daytime period of 07:00-19:00 and 50 dba in the evening period of 19:00-23:00, or the minimum background sound level that occurs or is likely to occur during the time period corresponding to the operation of the stationary source under impact assessment. In general, the outdoor POR will be protected during the nighttime as a consequence of meeting the sound level limit at the adjacent POW. The One Hour Equivalent Sound Level (L eq ) ENCG exclusionary sound level limits for a POR in a Class 2 area are summarized in Table 3 below, and used to assess compliance of the Site. 11 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO 6.0 IMPACT ASSESSMENT 6.1 Method All relevant sound levels for sources were obtained from manufacturer data and Golder s database of similar sound levels. Manufacturer data is presented in Appendix D. The predicted levels take into consideration that the sound from a stationary point noise source spreads spherically and attenuates at a rate of 6 db per doubling of distance. Further, attenuation from barriers, ground effect and air absorption may be included in the analysis as determined from ISO 9613 (part 2), which is the current standard used for outdoor sound propagation predictions. It should be noted that this standard makes provisions to include a correction to address for downwind or ground based temperature inversion conditions. Noise predictions have been made assuming a downwind or moderate temperature inversion conditions for all PORs, a design condition consistent with the accepted practice of the MOECC. As described in ISO 9613 (Part 2), ground factor values that represent the ground effect on sound levels range between 0 and 1. Based on the specific site conditions, the ground factor value used in the modelling was 0.1 for acoustically hard (asphalt) areas and 1.0 for acoustically soft (grass/treed) areas between the Site and PORs. 6.2 Results Noise Impact Assessment The Site s operations, as described in Section 3.0, were modelled to determine the predictable worst case sound levels at the identified PORs. Both POW and Outdoor sound levels were predicted. Outdoor POR sound levels (at height of 1.5 m) were predicted by calculating sound levels using grids with 1 m by 1 m spacing within POR property boundaries and within 30 m of POW PORs for POR03 and POR04. Outdoor POR areas for POR01 and POR02 are south of the homes and shielded from the Site. Based on the grid calculations, the highest Outdoor POR sound levels for POR03 and POR04 are at or below the POR sound levels at the POW directly facing the Site, and thus those levels are not reported further. Table 4 summarizes the predicted sound levels at the identified locations due to the Site operations. Sample calculations are provided in Appendix E. December 2015 Report No

13 NOISE IMPACT STUDY 628 INDUSTRIAL AVENUE OTTAWA, ONTARIO Based on the results presented in Table 4, the dominant source at a number of the receptors is the waste compactor (SP13). Since no manufacturer noise data was available for the waste compactor, the sound power level of the unit was based on data from Golder s database. Should the sound power level for the waste compactor exceed the level presented in Table 1, noise mitigation may be required. While no noise mitigation is required for the waste compactor, it is recommended that a solid fence be constructed along the southeast side of the unit in order to reduce its noise contribution at the PORs. The fence is not required to be a noise barrier; however, it should be solid with no gaps, and match the length and height of the entire waste compactor unit at a minimum. Table 5 provides a summary of the predictable worst case sound levels for the identified PORs. ( Ontario) to prepare a Noise Impact Study in support of a retail development located at 628 Industrial Avenue (the Site), in the City of Ottawa. Using data from similar equipment from Golder s database and information provided by Ontario, Golder has predicted the noise impact on the identified Point(s) of Reception (POR[s]) during the Site s predictable worst case hour of operation. The predictive analysis indicates that the noise emissions associated with the Site are at or below the applicable ENCG exclusionary sound level limits at all identified PORs. 22 APPENDIX B Description of Technical Terms To help understand the analysis and recommendations made in this report, the following is a brief discussion of technical noise terms. Sound pressure level is expressed on a logarithmic scale in units of decibels (db). Since the scale is logarithmic, a sound that is twice the sound pressure level as another will be three decibels (3 db) higher. The noise data and analysis in this report have been given in terms of frequency distribution. The levels are grouped into octave bands. Typically, the centre frequencies for each octave band are 31.5, 63, 125, 250, 500, 1000, 2000, 4000 and 8000 Hertz (Hz.). The human ear responds to the pressure variations in the atmosphere that reach the ear drum. These pressure variations are composed of different frequencies that give each sound we hear its unique character. It is common practice to sum sound levels over the entire audible spectrum (i.e., 20 Hz to 20 khz) to give an overall sound level. However, to approximate the hearing response of humans, each octave band measured has a weighting applied to it. The resulting A-weighted sound level is often used as a criterion to indicate a maximum allowable sound level. In general, low frequencies are weighted higher, as human hearing is less sensitive to low frequency sound. Environmental noise levels vary over time, and are described using an overall sound level known as the L eq, or energy averaged sound level. The L eq is the equivalent continuous sound level, which in a stated time, and at a stated location, has the same energy as the time varying noise level. It is common practice to measure L eq sound levels in order to obtain a representative average sound level.
